NWPPA members visit legislators at key time for
priority issues

During April 2428, a team of 24 NWPPA managers and elected
officials came to Washington, D.C., to participate in the 2016
NCPA/NWPPA Policy Forum and meet with House and Senate
members on a range of energy issues.
The timing of this year’s forum was propitious, as the Senate passed
its energy bill on April 20, and the NWPPA delegation was able to
lobby their members of Congress on NWPPA priorities for the
House/Senate conference committee. (See details on energy bills
below).
On April 25, NWPPA and NCPA attendees heard from a member of the
Federal Energy Regulatory Commission; cofounders of the influential
digital D.C. news company, Politico; a panel of key House and Senate
staff for the upcoming energy bill conference; highlevel

Environmental Protection Agency officials; and APPA and NRECA
experts on utility drone use, in addition to their association leaders.
On April 26 and 27, four NWPPA teams had more than 35 meetings
with House and Senate offices, speaking with legislators and staff
about key issues, including the need for hydropower licensing
improvements and vegetation management directives; the
importance of municipal bonds and Rural Utility Services funding;
reform of Forest Service funding for wildfire suppression; and
concerns about the final Clean Power Plan and Waters of the United
States rules.
In offices of legislators that sit on the committees discussing
commercial drone use, NWPPA members were able to educate them
on the benefits of utility drone use, and concerns with current Federal
Aviation Administration use limits.
House and Senate in recess

The House and Senate were both in recess the week of May 2. The
Senate will resume work on May 9; the House will return on May 10.
Chambers mapping out energy bill conference

A House/Senate conference to reconcile differences between the
Energy Policy Modernization Act (S. 2012) and its House counterpart,

the North American Energy Security and Infrastructure Act of 2015
(H.R. 8), is expected to begin soon. Leaders from both chambers are
meeting to discuss details, including which members will be selected
for the conference committee.
Senior members from the Senate Energy and Natural Resources
(ENR) and the House Energy and Commerce (E&C) Committees are
likely conferees, with members of the House Natural Resources
Committee included to discuss issues within its jurisdiction, such as
land and water provisions, and potentially hydropower provisions.
The Senate bill passed with a strong, bipartisan vote of 8513 on April
20; the House version passed last December with only nine
Democrats voting in support. Reaching an agreement that can pass
the House and Senate and be signed by the President could prove
difficult given the many differences between the two bills, the few
remaining legislative days, and partisan tensions surrounding the
November elections.
Nevertheless, Senate ENR Chair Lisa Murkowski (R–Alaska) and
Ranking Member Maria Cantwell (D–Wash.), and E&C Chair Fred
Upton (R–Mich.) and Ranking Member Frank Pallone (D–N.J.) have all
said they are ready to work together to reach agreement.
While there are many provisions of interest to public power in one or
both versions of the bill, key areas of focus will include:
Hydropower licensing improvementsGrid modernization, and research and development for electricgrid storageEnergy efficiency, including improvements to model building

The Conference Committee will also have to grapple with a number of
contentious areas, any one of which could tank the bill. Those
include:
The permanent reauthorization of the Land and WaterConservation Fund (LWCF) in S. 2012, which allows for continuedfederal land acquisitions and funding for maintenance. HouseResources Committee Chair Rob Bishop (R–Utah) stronglyopposes using LWCF for additional land acquisitions until themaintenance backlog is sufficiently addressed.The “cost” of the Senate bill, which includes authorization for newprograms to provide energy research and development, createpilot programs to address energy storage, micro grids, nuclearinnovation capability, and coal technology, for example. AlthoughCongress must fund the programs via appropriations measures,conservative House members view the authorizations as moregovernment spending, which they strongly oppose.The Senate bill’s 200page natural resources package of over 30land and water bills that, while bipartisan, could be a point ofcontention in the House as it has not addressed many of theissues. These include Yakima and Klamath settlements; directions

to revise the design report for Fontenelle Dam in Wyoming;updating outdated U.S. Army Corps water operations manuals tohelp increase water storage capacity and improve floodprotections; and Bureau of Reclamation transparency provisionsrequiring public information on asset management andevaluation, among other provisions.An expedited DOE approval process for liquefied natural gas(LNG) facilities.Changes to the DOE loan guarantee program for innovativetechnologies included in the Senate bill. Many Republicans in theHouse want the program completely repealed.
It is not clear how quickly the House and Senate might move to
formally name conferees, or whether negotiations will continue behind
the scenes. Morgan Meguire will closely follow and report to NWPPA
on developments as the conference commences.
EPA claries scope of work on Clean Power Plan after
stay in response to senator

In an April 18 letter to Sen. James Inhofe (R–Okla.), the
Environmental Protection Agency (EPA) responded to questions about
the extent of EPA’s activity in support of the Clean Power Plan, given
that the Supreme Court issued a stay of the rule in February. Inhofe
had questioned the agency’s work on a range of items associated with
the Clean Power Plan in a March 10 letter to the administrator.
The EPA response says, “During the stay, the EPA has made clear that
implementation and enforcement of the Clean Power Plan are on

hold.” However, it goes on to argue that states may voluntarily
regulate greenhouse gases under their own authorities, and that the
Clean Air Act authorizes the agency to engage with states to provide
technical and financial assistance on air pollution issues (42 U.S.C.
Sec. 7402, 7403).
The letter also asserts that agency action on the Clean Energy
Incentive Program; model trading rules; and evaluation,
measurement, and verification guidance is not precluded by the stay.
Those pieces were promulgated separately from the primary
regulation in question.
“The EPA has in the past moved forward with preparing for potential
implementation of a rule while it has been stayed,” the letter says, “in
anticipation that the stay could be lifted.”
Senate panel approves space weather bill l

On April 27, the Senate Commerce, Science, and Transportation
subcommittee reported S. 2817, the Space Weather Research and
Forecasting Act, bipartisan legislation introduced by Sens. Gary Peters
(D–Mich.), Cory Gardner (R–Colo.), and Cory Booker (D–N.J.),
designed to improve efforts to predict and mitigate the effects of
space weather events on Earth and in space.
“Space weather” refers to conditions caused by naturally occurring
variations in emissions from the sun, such as solar flares and coronal

mass ejections. Space weather events can disrupt the electric power
grid, communications networks, GPS, satellites, and aircraft
operations, leading to serious economic and safety consequences.
S. 2817 is intended to codify into law the responsibilities various
government agencies have for forecasting and studying space
weather, as well as assessing the vulnerability of the electrical grid
and other critical infrastructure with respect to geomagnetic storms.
The electric sector cyber coalition, along with the North American
Electric Reliability Corporation (NERC), met with staff when the bill
was in draft form, to better understand the bill’s intent and explain
how current authorities under the existing Federal Energy Regulatory
Commission/North American Electric Reliability Corporation help draft
and implement reliability, and cybersecurity standards that address
geomagnetic disturbance and physical security standards for the
electric utility industry.
Committee staff was appreciative of the effort and worked with the
electric group to ensure that references to critical infrastructure in the
bill do not result in unintended consequences and/or be redundant of
existing sectorspecific agency roles and responsibilities with their
respective critical infrastructures.
DOE announces grants for solar energy development

On May 2, the DOE announced it was making available $25 million to

fund the Enabling Extreme RealTime Grid Integration of Solar Energy
(ENERGISE) grant. These grant funds would help software
developers, solar companies, and utilities accelerate the integration of
solar energy into the grid.
One of the key challenges to further solar development is the ability
to integrate distributed generation sources, like rooftop solar panels,
into the grid – balancing that intermittent generation with
conventional utility generation. In an effort to keep reliable, cost
effective power flowing to homes and businesses, the grant funding
will support companies trying to mitigate this operational challenge.
ENERGISE specifically seeks to develop software and hardware
platforms for utility distribution, system planning, and operations that
integrate sensing, communication, and data analytics.
The SunShot Initiative, which is managed by DOE’s Office of Energy
Efficiency and Renewable Energy (EERE), will oversee the projects
associated with the ENERGISE grant.
DOE’s Danielson to step down

The head of DOE’s EERE office, Assistant Secretary David Danielson,
announced he will leave the agency effective June 1 after seven years
leading the office. His replacement will be Principal Deputy Assistant
Secretary David Friedman. At EERE, Danielson sought to unify the
numerous technologyspecific offices and was seen as a friend to the

industry.
Danielson began his DOE career at the Advanced Research Projects
Agency – Energy (ARPAE), which was created at the end of the Bush
Administration and first funded through the 2009 stimulus bill. The
agency makes grants to highrisk, highreward research and
demonstration projects that could lead to major breakthroughs in
energy.
Danielson’s departure may be among the first in a wave of longtime
Obama Administration officials departing before the end of the
President’s term, although he tied his decision to his family. The loss
of key DOE and other agency staff may delay Administration
priorities, and hasten the drain on institutional knowledge and
relationships that often accompany the final year of a presidential
term.

On May 4, the EISAC Member Executive Committee sent out an
email with the subject line “EISAC Values Your Input.” For the past
several months, NWPPA has been actively engaged in working to help
raise the profile of the EISAC in order to better serve the public
power community, as well as the electricity sector.
The EISAC needs your help to better guide how we, as large and
small public power utilities, interact with them. Please take a moment
to complete the E-ISAC Effectiveness Survey. It should take no more
than 10 minutes and is due by Wednesday, May 18, 2016.

Elaine Dixon named as Arnie Winkler’s successor at
NWPPA
As of today, Elaine Dixon has joined the
NWPPA staff as the incoming director of
education and workforce development.
Dixon has been hired to fill the vacancy
that will be created when Arnie Winkler,
the current director of education and
workforce development, retires on June
30.
Dixon comes to NWPPA with over 20 years
of organizational learning and development
experience, and 10 years of experience in the power industry. Most
recently she spent eight years with Marsh and McLennen companies
(Mercer, Oliver Wyman) as the global head of client delivery and then
chief operations officer for the Leadership Development business.
Prior to that, she worked for PacifiCorp/Scottish Power as the director

of talent management. While there, her team provided organizational
development, change management, succession planning, leadership
development, learning, and staffing services for Pacific Power, Rocky
Mountain Power, Utah Power, and PPM Energy. She has also worked
for PacifiCare Health Systems and Nike Inc.
“Elaine was the unanimous selection of the interview panel,” said
NWPPA Executive Director Anita Decker. “She has the background and
experience to make sure we don’t miss a beat at delivering value to
our members with our training and educational programs.”
NWPPA members who attended last October’s Women in Public Power
workshop may recognize her name; she consulted with NWPPA on
that event.
“I was introduced to NWPPA as a consultant while helping develop
Women in Public Power. During my research, I talked with individuals
across the membership who provided stories about their background
and what is needed to be successful in public power. I was thoroughly
impressed by the experience, competence, agility, smarts, and
dedication to the work and the needs of the community they serve,”
said Dixon. “I find the mission of NWPPA to be compelling and look
forward to the opportunity to work with the public power community.”
Dixon has a bachelor’s degree in industrial organizational psychology
from Western Washington University, a certification in organizational
systems design, and is currently completing her International
Coaching Federation certification.
A Pacific Northwest native from Mount Vernon, Wash., she is excited

to travel the area and visit with our membership.
“I grew up in the Puget Sound area,” she said. “I have been very
lucky to have traveled and worked globally, but I am so grateful for
the opportunity to come home to work across this beautiful part of
our world.”
When not working or traveling, Dixon may be found flying planes.
“A couple of years ago, I checked off a bucket list item by getting my
private pilot license,” she said. “I’d rather fly the plane than jump out
of it!”

Dan James appointed new deputy administrator for
BPA
BPA Administrator Elliot Mainzer announced on May 4 the
appointment of Dan James, formerly of the regional utility cooperative
PNGC Power, to the position of deputy administrator for the Northwest
power marketing agency.
“Dan is a terrific addition to the leadership team at Bonneville – his
character and experience get right at the heart of what we are about:
focusing on safety and staying connected to the region through
customers, tribes, constituents, and others,” said Mainzer. “Dan’s
positive demeanor is infectious, and he’s dedicated to operational
excellence and achieving tangible results.”

As deputy administrator, James will be responsible for leadership,
strategic planning, financial management, and regulatory affairs as
well as intergovernmental and public affairs oversight. He will oversee
and provide direction and guidance for program execution and
administration to executive vice presidents, vice presidents, and
managers of Corporate Strategy, Finance, Communications,
Intergovernmental Affairs, the Ombudsman, and Compliance, Audit
and Risk.
“I am delighted to have Dan’s longtime expertise in the energy field
joining Bonneville,” said U.S. Sen. Ron Wyden of Oregon. “His
relationship with the congressional delegation spans decades, and he
brings an important knowledge of the Northwest’s energy needs.”
James comes to BPA from PNGC Power, where he has served as vice
president of public affairs and marketing since 2007.
Prior to his PNGC experience, James worked as a federal affairs
representative at Pacific Northwest Waterways Association in
Vancouver, Wash., and as a senior government relations specialist at
Ball Janik LLP in Portland and Washington, D.C.
“Dan is a great choice for the deputy position,” said Scott Corwin,
executive director of the Public Power Council. “Having worked in
various sectors involving the river system, he is one of the foremost
experts on issues impacting BPA and the Columbia Basin. Dan has a
sterling reputation for integrity and sincere collaboration and will be a
great asset to Bonneville and to the citizens of the region in this role.”
“Dan understands the unique role that BPA plays in the lives of the

people it serves, and the opportunities and challenges facing the
agency,” said Beth Looney, president and CEO of PNGC Power. “I look
forward to working with him in the years ahead.”
James is also a member of the National Preference Customer
Committee of the National Electric Cooperative Association and is a
senior fellow of the Oregon chapter of the American Leadership
Forum.
“The region is very lucky to have Dan named deputy administrator at
BPA. His broad knowledge base and vast experience, both in the
region and in Washington, D.C., will benefit all customers of BPA,”
said Mark Johnson, general manager of Flathead Electric Cooperative
of Kalispell, Mont., and chairman of the executive committee for the
Public Power Council. “As a Montanan, it is always nice to see another
Montanan, especially one from the Flathead Valley, achieve such an
important and influential position. All of us in public power will miss
Dan in his current role, but we know he will represent us well, and I
look forward to working with him as the deputy administrator.”
James grew up in western Montana near Flathead Lake. He earned a
bachelor’s degree in political science at Pacific University in Forest
Grove, Ore., in 1987 and remains a faithful follower of the university’s
football team to this day. He also earned a utility management
certificate from Willamette University in Portland in 2015. He has
served on boards for such community organizations as United Way of
ColumbiaWillamette, Pacific University, Oregon Wave Energy Trust
and the Pacific Youth Choir.

“I have been fortunate to live in the Northwest most of my life and
work for the people of our rural areas most of my career,” said James.
“I am excited to join Elliot’s team at a time when the agency faces
unique opportunities and challenges.”
James is scheduled to start in the deputy administrator position within
the next several weeks.
Back to the drawing board for Biological Opinion after
Federal judge’s ruling
A federal judge ruled on May 5 that the 2014 Biological Opinion
violated the Endangered Species Act and NOAA Fisheries must now
file a new BiOp (salmon plan) by March 1, 2018.
In issuing his ruling, U.S. District Court Judge Michael Simon said that
federal agencies focused on the same approach to saving the listed
species and stated, “These efforts have already cost billions of dollars,
yet are failing.” Judge Simon went on to say that the 2014 BiOp
“continues down the same wellworn and legally insufficient path
taken the last 20 years” adding that it “fails adequately to consider
the effects of climate change.”
Northwest RiverPartners responded with extreme disappointment to
the ruling saying that it “fails to acknowledge that the BiOp is the
most sciencebased, comprehensive and expensive effort to restore
an endangered species in the nation.”
Terry Flores, Northwest RiverPartners executive director, said, “The

decision potentially unwinds years of collaboration between federal
agencies, Northwest state and tribes, and other stakeholders.”
PenLight members re-elect three board directors
Three members were elected to the Peninsula Light Co. Board of
Directors as the cooperative utility held its annual meeting in Gig
Harbor, Wash., on May 2.
Jeff Bucholz, Signo Uddenberg, and Spence Nordfors, all incumbents,
were reelected to serve threeyear terms. Company bylaws require a
15percent quorum in order to validate the election, and that was
surpassed as 4,953 valid ballots were returned out of 30,602 eligible
members (16.18 percent participation). Ballots were mailed to
members in March and accepted until April 28.
PenLight has nine directors who serve staggered threeyear terms.
Three seats are up for election each year. All three were chosen by a
nominating committee that included Dave Morris, Marcia Harris and
Gary Glein. There were also 46 votes for writein candidates.
At the board meeting following the annual meeting, the following
officers were confirmed for the 201617 term: Uddenberg, president;
Paul Alvestad, vice president; Marc Jorgenson, treasurer; and
Bucholz, secretary. The other PenLight board members include Roger
Spadoni, Scott Junge, Nick Markovich, and Deb Ross.
In other business, minutes from the previous year were approved, the
treasurer’s report was presented, and CEO Jafar Taghavi provided a

Franklin PUD completes unique community solar
project
Franklin PUD broke ground on April 4 on the first community solar
project in Pasco and it began producing energy on April 28.
The project is a “solar carport” located at the Franklin PUD
Administration building in Pasco, Wash., adjacent to the main office.
The project is comprised of 252 solar panels mounted on a carport
covering the parking stalls at the southeast corner of the lot. Half of
the parking stalls will be available for the public to use. The total
power generation capacity of the project will be 69.3 kilowatts, with
enough annual energy production to power about five to six average
homes.
The project was fully subscribed in December 2015 by Franklin PUD
customers. The cost per block was $200. Customers chose to
purchase between one and 75 of the 1,725 blocks that were available.
Community solar is a lowhassle option that generally offers a lower
entryprice than rooftop solar and allows participants to support a
sustainable future through an investment in a renewable source of
energy – solar.
The cost of the project is funded by customer participation and some
Rural Economic Development funds. In return, participants receive a
proportionate credit on their electricity bill for solar energy produced

by the project as well as the Washington state energy production
credits. With the state production incentive of $1.08 per kilowatthour
generated through June 2020, and a monthly net metering credit,
participants can expect a payback in three to four years. Our
community solar project provides Franklin PUD customers another
solar option for those who may not own property or have an
appropriate location for solar installation.
The contractor for the project was A&R Solar from Seattle, who has
built community solar projects for a number of utilities throughout the
state. The carport structure was furnished and erected by Baja
Construction out of Martinez, Calif. Ray Poland & Sons, a local
engineering firm from Kennewick, performed site restoration work.
Franklin PUD will be hosting a ribboncutting ceremony on
Wednesday, May 25, at 11 a.m. at the administration building. The
public is invited to attend.
PCWA raises credit rating, renances debt
The Placer County Water Agency (Auburn, Calif.) announced on May 3
that it has completed the refinancing of approximately $26 million of
its debt to take advantage of lower interest rates available in the
market. The competitive sale of bonds resulted in eight bids from
national and regional securities firms.
JP Morgan Securities was the winning bidder and purchased the bonds
with an average interest rate of 2.51 percent. The refinancing
resulted in approximately $300,000 in annual debt service savings for

PCWA for the next 21 years, or $4.4 million in current dollars.
As part of the refinancing process, PCWA was required to obtain
updated credit ratings from both Standard & Poor’s (S&P) and
Moody’s Investors Service (Moody’s), two of the primary credit rating
agencies that rate municipal bonds. Moody’s affirmed PCWA’s Aa2
rating, while S&P improved PCWA’s rating from AA+ to AAA, the
highest rating possible. S&P recognized the strong financial operations
of PCWA in giving the upgrade.

professional services, information technology, and materials sectors.
DC Enterprises was chosen for the award based on its active
participation in SEED educational workshops and events, as well as its
success in bidding for a series of contracts that have steadily
increased in size and scope. DC Enterprises supplies PVC and conduits
to SMUD for use in infrastructure construction and repair.
To qualify as a SEED vendor, businesses must be certified small
businesses and must be SMUD customers for at least the previous six
months. Qualified SEED vendors receive bid incentives when bidding
on contracts and receive quicker payments once contracts are
awarded.
To help local small businesses learn about the SEED program, SMUD
representatives attend more than 100 events each year, including
chamber mixers, conferences, and workshops. SMUD also regularly
hosts SEED events at its headquarters campus.
“We’re proud to be named the SEED Business of the Year for 2016,”
said Dan Colson, owner of DC Enterprises. “Our business has
expanded significantly over the last couple of years in large part due
to our partnership with SMUD and the opportunities provided by their
SEED program.”
The SEED program is one aspect of SMUD’s broader economic
development efforts. SMUD is also focused on driving innovation and
entrepreneurship, as well as helping Sacramento attract, expand, and
retain businesses and the jobs that come with them. SMUD also

Chelan commissioners review the recommended public
power benet project list
On May 2, Chelan PUD (Wenatchee, Wash.) commissioners reviewed
and refined the list of Public Power Benefit projects recommended for
funding in 2016 and 2017, based on revenues available. Some
projects could start this year due to reserved revenues for projects in
the first cycle of the Public Power Benefit program. Commissioners
stressed that they do not feel compelled to spend all the available
funds.
Jeff Smith, managing director of District Services, presented the
commissioners with a pareddown list after community advisers,
commissioners, and staff reviewed all 43 proposals received on

January 1 this year. The top seven projects are:
1. Continuation of the fiber expansion program2. Continuation of a dayuse parking pass for Confluence, Daroga,and Lincoln Rock State Parks
3. Rehabilitation of the Horan Natural Area at Confluence State Park,based on the findings of a feasibility study
4. A combined feasibility study for developing a hydro/energyresearch institute and electrification technologyresearch/collaboration opportunities
5. A feasibility study that would explore how to substantiallyincrease visitors to Rocky Reach Visitor Center, including thepossible relocation of the Museum of the Columbia; developmentof an aquarium at the Visitor Center and pedestrian access acrossRocky Reach Dam; and a PUD presence at the proposed PybusMarket expansion
6. A study on the regionalization of water/wastewater services in theWenatchee Valley
7. Site improvements at the Plain Substation that allow access tothe Wenatchee River
Commissioners directed these projects proceed. They deferred other
projects to the 2018 funding period and expressed interest in 2017
studies of other proposals. Board members are expected to finalize
the funding decisions by early June to be included in development of
the 2017 budget.
Staff also presented its first quarter report on net wholesale
revenues. Even in an energy market that continues to be at the
lowest point in recent history, the PUD is showing wholesale revenues
ahead of the 2016 budget for Q1. Gregg Carrington, managing
director of Energy Resources, told commissioners that trend is
expected to continue with yearend net wholesale and other energy

related revenue forecast at $1.4 million more than budget.
Lett, Silverstein, and Whiteld win OPALCO election;
bylaw amendment fails
OPALCO (Eastsound, Wash.) members boarded the ferry on April 30
to participate in the 2016 Annual Meeting and board of directors’
election. Voter participation was slightly lower than 2015 with 2,397
total ballots (2,316 absentee, plus 81 on the ferry) representing
about 21 percent of the membership. The successful candidates were
Jim Lett (incumbent) and Brian Silverstein for District 3, representing
Lopez, Decatur, Center, and Charles islands; and Dr. Jerry Whitfield
(incumbent) for District 4, representing Shaw, Bell, Canoe, and Crane
islands. Guests joined the 261 members present aboard the WSF
Elwha for a total of 374 people in attendance.
General Manager Foster Hildreth reported on Rock Island
Communications, applauding their progress in getting more than
1,000 connections made, 17 poles installed, and making six or more
new LTE wireless connections each day.
“Today, with a TMobile device, you can access a wireless Internet
connection throughout the ferry route from Anacortes to and between
the islands,” said Hildreth to applause from the audience. “By the end
of this year, we will have solved the Internet crisis in San Juan
County.”
A member question and comment session took up the majority of the

meeting time. More than 20 members shared their support, asked
questions, and raised concerns.
After transposing the numbers and announcing an incorrect result of
the memberinitiated bylaw amendment, OPALCO issued an apology
and statement that the amendment did in fact not pass (1,301
against it to 863 for it).
“The official SBS election results were accurate,” said OPALCO Tally
Chairman Doug Pearson, who has served the coop as the official vote
counter for OPALCO’s elections for 30 years. “I apologize for
inadvertently transposing the order of the bylaw amendment results
when I made the announcement at the annual meeting.”
The election results are now certified and final. The official election

comment period open
The first draft of the 2017 Business Plan and Budget for the Western
Electricity Coordinating Council (WECC) has been posted and is
available for stakeholder review and comment until the close of
business on May 13, 2016. WECC values constructive feedback and
input from all of its stakeholders and encourages you to submit
comments if you are so inclined.

WECC takes its financial stewardship very seriously. Management is
confident that this budget ensures WECC’s ability to fully carry out its
delegationrelated activities as outlined in its Delegation Agreement
with the North American Electric Reliability Corporation (NERC) and
continue to address the reliability issues of greatest concern to our
stakeholders. In keeping with past practice, we have not built any
contingency funding into this budget.
WECC is committed to fair and equitable monitoring and enforcement
of NERC and regional reliability standards, the development of high
quality reliability assessments, and other timely and impactful
reliability assurance initiatives.
Highlights of the draft 2017 Business Plan and Budget include:
The statutory budget will decline by 2 percent in 2017 relative to2016. This is the result of a couple of significant softwareenhancement projects coming to conclusion and the eliminationof half of an FTE.WECC is eliminating the System Operator Training Program that ithas conducted for many years. Attendance at the trainingsessions has declined over the years and there are many otheroptions for obtaining NERC continuing education hours.While the budget is declining, its statutory assessment for 2017will be $25,282,000, which is a 1percent increase over 2016.Assessments are influenced by other revenue sources and penaltysanctions collected; the budget represents the cost to run thebusiness. Through the assessment stabilization initiative thatarose out of its Bylaws’ Section 4.9 Review work, WECC is lookingto limit 2018 and 2019 assessment increases to 1 percent, thusenabling the Load Serving Entities to better budget for the WECCassessment.

OPALCO lineman okay after electrical arc caused
power outage
An outage on May 4 in the Eastsound, Wash., area was caused when
an arc occurred during a system maintenance project in the
Eastsound Village area. Journeyman Lineman Roger Sandwith was
working on energized equipment with a hot stick and received minor
burns to three knuckles of his hand. Sandwith was checked out at the
medical center and given the all clear.
Safety is OPALCO’s top priority. The fact that its line crew was
following safety protocols is what brought them through this event in
good shape. It is an industry standard for linemen to work “hot” (on
energized lines) to minimize outage interruptions for the people they
serve. Please remember to thank linemen for the job they do day
after day to keep the power on.

equipment from 23:30 pm on Saturday, May 14, at Rocky Reach Park.
PUD employees will be there to answer questions and explain the new
features. There will be live music and mementos for the first 100 who
stop by.
Thousands of children and their families come to Chelan PUD’s
popular play area at Rocky Reach Dam each year. Well loved and well
used, it had been nearly 20 years since the equipment was last
updated. The new play equipment keeps the playground a fun, safe
place for children to play.
The modern features are designed for all ages with updated design
and a layout that makes better use of space. The playground is
accessible for all. There is an enclosed slide, swings, and several
types of climbing equipment. All have gotten thumbs up and big
smiles from early visitors.
Construction started last fall and finished by year’s end. The complete
rebuild and new equipment cost about $213,000. Since 2013, Chelan
PUD has replaced playground equipment at four parks: Chelan Falls,
Beebe Bridge, Walla Walla Point Park, and now Rocky Reach.
Before or after the celebration, visitors are encouraged to tour the
powerhouse and Museum of the Columbia and to “look a salmon in
the eye” in the fish viewing room.
As stewards of the natural resources involved in generating clean,
renewable carbonfree hydropower, Chelan PUD built 14 parks covering
more than 700 acres. These parks welcome more than 3 million
visitors each year.

Ransomware strikes Mich. municipal utility

A municipal utility in Michigan confirmed it has been hit by
“ransomware,” a type of computer virus that locks up files and holds
the digital key hostage.
The attack on Lansing Board of Water & Light marks the first known
time ransomware has infected a power utility in the United States.
“Today we were the victim of ransomware that came in through a
phishing virus and infected our corporate networks,” LBWL said in an
April 25 statement. “We immediately instated a selfimposed
lockdown to all of our corporate networks to protect the system while
developing a solution.”
The cityowned public utility said service had not been affected for its
nearly 100,000 electricity customers in central Michigan. The
company’s general manager, Dick Peffley, did not respond to a phone
message seeking comment. It’s not clear whether LBWL will decide to
pay the hackers to unlock its corporate files, or whether the hackers
specifically targeted the utility due to the criticality of its services.
The ransomware threat has loomed large in the power industry
recently, particularly for smaller utilities with less funding for
advanced cybersecurity defenses.
On Friday, the FBI issued a bulletin warning of an uptick in attacks on
key organizations such as hospitals.

“The inability to access the important data these kinds of
organizations keep can be catastrophic in terms of the loss of
sensitive or proprietary information, the disruption to regular
operations, financial losses incurred to restore systems and files, and
the potential harm to an organization’s reputation,” the FBI said.
A recent exercise organized by the National Association of Regulatory
Utility Commissioners rehearsed how regulators would respond to an
advanced, targeted ransomware threat (EnergyWire, March 7).
That scenario involved hackers who got all the way into the industrial
control system network — computers that run grid components such
as power breakers.
There is no evidence the hackers in the Michigan case made it that
far. LBWL said its physical operations, including water and electricity
services, had not been compromised.
But the case still spooked industrial cybersecurity experts, who took
to Twitter to voice their concerns.
“The horror scenario of ransomware on an ICS network is coming
sooner than I would like …,” said Reid Wightman, director of Digital
Bond Labs.
A recent report from the Department of Homeland Security
documented three cases of the Cryptolocker ransomware worming its
way into unnamed “energy organizations” in 2014, but the report
failed to specify whether the organizations were electric utilities.

Woodrow Wilson proclaims the ਘrst Mother’s Day
holiday
May 9, 1914
On this day in 1914, President Woodrow Wilson issues a presidential
proclamation that officially establishes the first national Mother’s Day
holiday to celebrate America’s mothers.
The idea for a “Mother’s Day” is credited by some to Julia Ward Howe
(1872) and by others to Anna Jarvis (1907), who both suggested a
holiday dedicated to a day of peace. Many individual states celebrated
Mother’s Day by 1911, but it was not until Wilson lobbied Congress in
1914 that Mother’s Day was officially set on the second Sunday of
every May. In his first Mother’s Day proclamation, Wilson stated that
the holiday offered a chance to “[publicly express] our love and
reverence for the mothers of our country.”
In 2002, President George W. Bush echoed Wilson’s sentiments by

acknowledging mothers in his official statement on Mother’s Day in
2002. He commended foster mothers as well as his own “fabulous
mother” for their “love and sacrifice.” He also mentioned past
presidents’ expressions of appreciation for their mothers. He quoted
John Quincy Adams as having said “all that I am my mother made
me” and Abraham Lincoln’s sentiment that “all that I am or hope to
be I owe to my angel mother [my mother’s prayers] have clung to me
all my life.” Bush’s own mother, Barbara, was a popular first lady
when the elder Bush served as president from 1989 to 1992.
West Germany joins NATO
May 9, 1955
Ten years after the Nazis were defeated in World War II, West
Germany formally joins the North Atlantic Treaty Organization
(NATO), a mutual defense group aimed at containing Soviet
expansion in Europe. This action marked the final step of West
Germany’s integration into the Western European defense system.
Germany had been a divided nation since 1945. The Americans,
British, and French held zones of occupation in Western Germany and
West Berlin; the Soviets controlled Eastern Germany and East Berlin.
Although publicly both the Americans and the Soviets proclaimed
their desire for a reunited and independent Germany, it quickly
became apparent that each of these Cold War opponents would only
accept a reunified Germany that served their own nation’s specific
interests. In 1949, the Americans, British, and French combined their

zones of occupation in West Germany to establish a new nation, the
Federal Republic of Germany. The Soviets responded by setting up the
German Democratic Republic in East Germany. On May 5, 1955, the
American, French, and British forces formally ended their military
occupation of West Germany, which became an independent country.
Four days later, West Germany was made a member of NATO. For
U.S. policymakers, this was an essential step in the defense of
Western Europe. Despite the reluctance of some European nations,
such as France, to see a rearmed Germany—even as an ally—the
United States believed that remilitarizing West Germany was
absolutely vital in terms of setting up a defensive perimeter to contain
any possible Soviet attempts at expansion. The Soviet response was
immediate. On May 14, 1955, the Soviet Union established the
Warsaw Pact, a military alliance between Russia and its Eastern
European satellites—including East Germany.
The entrance of West Germany into NATO was the final step in
integrating that nation into the defense system of Western Europe. It
was also the final nail in the coffin as far as any possibility of a
reunited Germany in the near future. For the next 35 years, East and
West Germany came to symbolize the animosities of the Cold War. In
1990, Germany was finally reunified; the new German state remained
a member of NATO.
Johnny Bench hits three home runs oਘ Steve Carlton

On May 9, 1973, Johnny Bench, AllStar catcher for the Cincinnati
Reds, hits three home runs in one game off AllStar pitcher Steve
Carlton of the Philadelphia Phillies. As Bench had homered in his
previous atbat the game before as well, this gave him four home
runs in four consecutive trips to the plate.
In 1973, Bench was five seasons into a Hall of Fame career. After
breaking in with the Reds in 1967 and playing 26 games, he won the
National League’s Rookie of the Year award in 1968 with a .275
batting average, 15 home runs and 82 runs batted in. In 1970, Bench
broke out, leading the NL with 45 home runs and 148 RBIs while
batting .293. He repeated his 1970 NL MVP in 1972 behind 40 homers
and 125 RBIs. That year, Cincinnati’s famed “Big Red Machine” of the
1970s–considered one of the finest teams in baseball history–was
having another dominant year in the NL West. Led by manager
Sparky Anderson, the Reds had won the National League pennant in
1972, only to lose to the powerful Oakland A’s in the World Series,
four games to three. Bench was the leader of a team that was loaded
with talent–including future hit king Pete Rose, second baseman Joe
Morgan, outfielders Tony Perez and George Foster and shortstop Dave
Concepcion.
On May 9, 1973, Bench’s hitting spree continued, despite his ongoing
recovery from surgery to remove a benign lung lesion. His three
home runs off defending Cy Young winner Carlton to give him four
home runs in four consecutive atbats tied a major league record.
This was Bench’s second threehomer day: He had also hit three, and
drove in seven runs, one year earlier to the day, also against Carlton.

In addition to his prolific hitting, Bench is remembered for pioneering
the onehanded style of catching–in which catchers use oversized
padded gloves and tuck their off hand behind their back–that is now
used by nearly every major league catcher. He was also the first
catcher to wear a batting helmet while catching, an important
protection for men who have 90 mph fastballs thrown at their heads
more than 100 times per game. Johnny Bench was elected to the
Baseball Hall of Fame in 1989 and named starting catcher of Major
League Baseball’s AllCentury team in 1999.
House votes to initiate impeachment proceedings
May 9, 1974
The House of Representatives Judiciary Committee opens
impeachment hearings against President Richard Nixon, voting to
impeach him on three counts on July 30.
The impeachment was the result of the scandal involving the bungled
burglary of the offices of the Democratic National Committee in the
Watergate apartment complex in Washington, D.C., on June 23, 1972.
Eventually, it was learned that there was a criminal coverup that
went all the way to the White House. Nixon, facing the impeachment
proceedings, resigned the presidency on August 8, 1974. His
resignation had a major impact on the situation in Vietnam. Nixon
had convinced South Vietnamese President Nguyen Van Thieu to
consent to the provisions of the Paris Peace Accords by personally
promising (on more than 30 occasions) that the United States would

reenter the conflict if the North Vietnamese violated the peace
agreement. However, when Nixon resigned, his successor, Gerald R.
Ford, was not able to keep Nixon’s promises. Ford could not, despite
Thieu’s desperate pleas for help, get Congress to appropriate
significant funds to help the South Vietnamese. Having lost its sole
source of aid and support, South Vietnam fell to the North
Vietnamese in April 1975.
