Norwegian Space Centre
The Norwegian Space Centre and
Norwegian space activities in 2011
In brief
The Norwegian Space Centre is a
government agency under the Ministry
of Trade and Industry
Established in 1987 when Norway
joined the European Space Agency
Coordinates Norwegian space
activities towards ESA and the EU
Coordinates national space activities
32 employees at Skøyen, Oslo
Budget 2011: NOK 682 million
Administers government ownership in
• Andøya Rocket Range AS (90%)
• Norsk Romsenter Eiendom AS
(100%) which owns
– Kongsberg Satellite Services
AS (50%)

Objectives
As the government’s strategic, coordinating and
executive body, ensure the efficient use of space
to the benefit of Norwegian society.

National priorities
Telecommunication
Navigation
Earth observation
Industrial development based on ESA and EU
programmes
Ground infrastructure
Space research and space related basic research

NSC and EISCAT 3D
ESA/NSC cannot contribute financially to the
construction
Difficult to include ESA financially due to a
”complicated” EISCAT ownership
However, there can be activities useful for ESA.

NSC and EISCAT 3D
Possible NSC/ESA support
Developing algorithms/software
(GSTP/PRODEX/Følgemidler?)
Some operational cost (to specific campaigns - SSA?)
Thus – NRS will not be an important source of funding,
but we can help releasing funding from other sources.

ESA SSA
SSA – Space Situational Awareness
• Space Weather
• Space Debries (colission warnings)
• NEO
A ”preparatory programme” is running – hope for EU-funding in the next run.
Kartverket, UiT are involved – what about ARS, EISCAT?
mikro-Langmuir-probe from UiO?
EISCAT 3D - SSA
ESA plan to continue using EISCAT Svalbard for space
debris
E3D can also get an operational role in SSA – both
space weather and space debris.
The ”ownership” of E3D complicates cooperation within
space surveillance – since tracking of satellites is a very
sensitive topic. E.g. Military satellite tracks have to be
removed before release of data
So one has to step carefully here.

Summary
ESA SSA: possible roles in operational SSA (debris
and space weather).
ESA Science &EarthObs: Possible roles in validations
of satellite measurements from future ESA satellites.
Possible synergies with E3D and Norwegian small
satellites.
The Space weather infrastructure in Norway is being
evaluated these day.
What about SIOS?
