Suspension of Proceedings – 7.27 pm That Council suspend the operation of Division 2 of the Local Government (Procedures at Meetings) Regulations 2000 to facilitate informal discussions on the St Clair Reserve War Memorial for a period of 20 minutes. Moved Councillor Ienco, Seconded Councillor Hanley Carried Those voting for the suspension of proceedings were 12. Those voting against the suspension of proceedings were 3. Point of Order Councillor Keneally called a Point of Order on a member of the public in the gallery for interrupting. Mayor Alexander ruled against the Point of Order as Councillor Keneally had finished speaking and it was therefore not an interruption. Suspension of Proceedings – 7.54 pm That Council continue with the suspension of operation of Division 2 of the Local Government (Procedures at Meetings) Regulations 2000 to facilitate informal discussions on the St Clair Reserve War Memorial for an additional 5 minutes. That Council rescind Item 9.3 Motion without Notice as printed below and presented by Councillor Grant late in the evening at the Council meeting Monday 25 March 2013.

9.3 MOTIONS WITHOUT NOTICE (as previously presented on 25 March 2013)

1. That Council acknowledges the petition received by Council in 1942 signed by 1,072 citizens asking “that Council take immediate steps to acquire the land known as Bower’s Estate to create a fitting Memorial to the manhood and womanhood of our Town who fought and sacrificed their lives”.

2. That Council further acknowledges that this land was subsequently purchased by the Council in 1953.

3. That Council takes steps to complete the process commenced in 1953 to dedicate St Clair reserve as a war Memorial to all those who served the municipality from 1939 until 1945 and sacrificed their lives for their country.

4. That Council notifies Planning Minister John Rau and Premier Jay Weatherill of its intentions.

Motion

1. That the report be received and noted.

2. That Council write to the Liquor and Gambling Commissioner via Wallmans Lawyers asking the Commissioner to review the eligibility of the SAJC to contiue to operate gaming machines at the current Cheltenham ('Lucky Horseshoe') site under the current Special Circumstances Licence, given that the site is no longer a major sporting venue or the headquarters of a sporting code.

3. That Council further requests the Commission to take action to revoke the above Licence, if it is found that SAJC are not eligible to continue operating gaming machines under it.

4. That Council writes to the Commissioner asking for confirmation that any application to locate or relocate Liquor and Gaming Machine Licences to the new SAJC "Sporting and Community Club" proposed for construction on Cheltenham Parade, will attract the requirements of the Social Effects Test under the Gaming Machine Act.

5. That Council writes to the Commissioner advising that Council will want to participate in any applications involving the above Licences.

3.9 REVIEW OF CHARLES STURT OPAL SCHOOL GARDEN PILOT PROJECT

2. That Council continue involvement in the partnership with OPAL and Natural Resource Management Education’s Australian Sustainable Schools Initiative SA (NRM) to support the development of edible school gardens in the OPAL catchment area.

3. Council provide horticultural advice, as required (and dependent upon capacity to do so) to schools participating in the school garden project.

Charles Sturt Council Prayer & Pledge Review – 13 May 2013 Deputation – Stella Thomas

[email protected] Ph 0419 832 336 Hello, my name is Stella, and I reside in Charles Sturt Council with my husband and three children. I manage the office in our family business and we employee over 40 staff, including 12 apprentices. I am not here representing any particular group, just my kids, and my interest in the well being of our greater community. For a long time I have also had an interest in human rights and environmental sustainability. Firstly I'd like to commend the Council for actively supporting our community. And I'd also like to thank Councillor Doriana Coppola for her integrity in seeking the need to raise the delicate issue of religion. I’m sure her decision did not come lightly. It is somewhat ironic that I find myself standing here to talk about prayers in Council, when it is my belief that I should be allowed to remain private in my religious views, and that I should afford the same respect to you. But here I am, and I thank you for the opportunity to talk about what I feel is a need for a more inclusive and secular approach by Council. A Word on Secularism • Secularism is not opposition to religion. Secularism protects your right and freedom to your own religious

beliefs, and protects you from having another’s beliefs imposed on you. For this reason there are many Christians and people of different faiths who support secularism.

• For thousands of years religious groups have been uniting in a quest to influence others. While in contrast, by it’s very nature; a genuine secular approach does not create groups of people who seek to promote their ideologies to others. However, today we are seeing more activity from secular groups and people like me who are speaking out to protect our shared spaces – within our government, schools, laws and community.

• Former High Court Judge, Hon Michael Kirby, stated in a speech in 2009 “The principle of secularism is

one of the greatest developments of human rights in our world. We must safeguard and protect it, for it can come under threat in contemporary Australia”.

• There have been many recent lecture tours and conventions with themes of human rights, ethics, reason

and secularism; AC Grayling, Lawrence Krauss, Sean Faircloth, Dan Dennett, Richard Dawkins and Sam Harris to name a few. And even the Dalai Lama who states “…..the reality of the world today is that grounding ethics in religion is no longer adequate. This is why I am increasingly convinced that the time has come to find a way of thinking about spirituality and ethics beyond religion altogether”.

My Thoughts on the Council’s Community Feedback Report Some common themes; • Removal of prayer leaves us with no guidance, compassion or morals.

o Values, understanding, compassion and integrity are part of our humanity. o Some of our brilliant secular humanitarian organisations; Red Cross, Unicef, Fred Hollows

Foundations, Oxfam, Doctors without Boarders, Amnesty International, and the list goes on.

• Claims we are a Christian Country o To me this makes no more sense than saying we are a ‘white country’ or a ‘heterosexual country’. o Our most sacred Australian sites are aboriginal. And our sacred buildings such as the Shrine of

Remembrance, and the Australian War Memorial are truly secular and without crosses. It was our forefathers who had the foresight to ensure that our memorials remained inclusive and without religious division.

o Sec 116 of our constitution states: “The Commonwealth shall not make any law for establishing any religion, or for imposing any religious observance, or for prohibiting the free exercise of any religion, and no religious test shall be required as a qualification for any office or public trust under the Commonwealth.”

• There were a number of petitions submitted to Council, and the only one I saw stated little more than to stop this ‘politically correct’ move. I was quite saddened at that misguided lack of understanding. If anything the ‘politically correct’ position would be to keep prayer.

• Initially I was surprised to learn that my Council had prayer, so a few weeks back for my own interest I did an email survey of all 19 SA Metro Councils. I note that Charles Sturt also surveyed 13 Councils, and including itself, the results were 7 have prayer and 7 do not. My report included an additional 5 Councils, 4 of which do not have prayer. Totals are 19 Councils = 11 do not have prayer, 8 do have prayer. (Report attached)

• The Venerable Elizabeth Dyke has presented a statement for this review. And I would like to comment

on that. o She has stated that ‘A simple acknowledgement of His name does no harm….’.

For me I’m not offended or harmed by acknowledgements from any faith. But I am concerned at the failure of some faith groups to recognise how alienating their simple acknowledgements can be in our shared public space. Furthermore, are we prepared to allow other faiths, as they grow in majority in some Australian cities (and it is happening) to also make a simple acknowledgement to a non-Christian God?

o While there is significant harm from religion on so many levels, there is also a great deal of good. But I don’t believe tonight is about debating the harm and good of religion. I would just accept that each person here tonight, whatever their beliefs, has a sense of wanting the well being of others, and I am sure Venerable Elizabeth Dyke and I would have a lot in common.

o I would agree that many Christians do a great deal of valuable work in our community, and that many people from diverse backgrounds benefit and appreciate this.

To those who want to keep Prayer, I would like to say; • If prayer is removed, you lose nothing. You are, as always free to pray.

• You can, as many are, be a practicing Christian, while also supporting a secular approach in our public

spaces. This in no way compromises your commitment to God. It simply recognises your desire to support our whole community.

• If you wish to impose religious observance on our whole community; I ask you, do you also impose

religious observation on your children, parents, family and friends? • I recognise that religion is something deeply personal and for that reason a change in tradition may be

upsetting for some people, but I am hopeful that they are able to unite with others on their common values and accept that have a right to different religious beliefs.

I believe now is the time for change and to show Leadership; A few recent Federal Government Issues; • There is a current review of the religious exemption from Discrimination Laws (Anglicare supports

change); • Despite strong opposition from religious groups – Last year the Chaplaincy Funding Program gave the

right for public schools to take on a Student Welfare Worker, instead of a Religious Chaplain. • The continuing marriage debate. (Last month NZ became the 13th country to legalize marriage equality). • Last month a review commenced on the statutory definition of Charities; with a view to include terms of

recognising public benefit. Now I would like to read a quote from the:

Charles Sturt Community Plan 2013-2027 - Mayor Kirsten Alexander: We are fortunate to have such an inclusive, diverse and creative community and we trust that this

Community Plan encapsulates the community’s needs and aspirations. Reasons to Support the Motion “Replace the Prayer with a Pledge to our Community”

• By far the greatest response in the survey was 82% support for a "Pledge to serve the community". And

the ‘quick online poll’ showed 64% support for removing prayer. They are pretty significant figures. Furthermore while there are statistics of 60% Christians in our society, I know for certain that that includes many who identify as Christian from birth but don’t necessarily support prayer in Council.

• A pledge to the community will allow Councillors who do not believe in a Christian God to act with

greater integrity and no longer compromise themselves under a prayer to God.

• Councillors are in a privileged position and the pledge would be a reminder that it is their actions that can make a positive contribution to our community.

• And lastly, I believe that Council should be a place of united common ground, and a place for open debate and respectful disagreements. But above all, I believe that both politics and religion should be left at the door.

** Questions and discussions followed with Councillors. I then asked if I could put some perspective on religion in my upbringing and I read the following; I was born to Catholic Italian parents, I was christened, had my first holy communion, but my confirmation was cancelled at the last minute, but that’s a story for another day. We were not particularly religious, more like twice a year Christians. Later I was married in a church – it seemed the right thing to do. And at that time I even believed that a church gave greater meaning to marriages. But now I look back at this as a time in my life that I was not being true to myself. Later we chose not to christen our three children, this was heart breaking for my grandparents, and to a lesser degree my parents. As my nonno started to lose his memory he would say ‘I don’t remember going to my grandchild’s christening’, to this I would reply there was none, and a friendly and happy discussion would follow. I didn’t have to lie to make him happy. Thank you for listening.

Statement re: Charles Sturt Council's Consultation 13 May 2013

As a group of local Christian ministers, we are pleased to know that the Charles Stun Council takes seriously every aspect of its meetings, including how it opens its business. The opening prayer with its acknowledgement of God is more than a relic of the Christian beginning of this State. It is a continuing recognition of the heritage, tradition and faith of our early settlers and founders. It is an acknowledgement that there is a Higher Authority than the Council who calls us to serve one another for the good of all in the community. It appeals to the best in us to aspire for the best in society for everyone. It does not seek to exclude anyone of a different faith or none, but rather to be inclusive of the lost, the least and the last in a community that values everyone.

Within the Christian congregations for which we have responsibility, we brought the question of the removal of 'God' from the opening of Council proceedings to their attention. Members of these churches are very happy with the present form, unanimous in their opposition to the proposed changes and strongly urge the Council to maintain the present form. Individuals have made their personal opinions known to councillors and many others have signed the petition.

Many aspects of our life together in general and Australian culture in particular are changing. Christians know God to be eternal and ever-present; He does not become outdated or irrelevant. He believes in us even if we do not have faith in Him. A simple acknowledgement of His name does no harm and may even do us great good. Local Christian churches will continue to pray for our councillors and the local community whether or not the Council decides to retain God's name.

I was born in 1943 - grew up in Port Adelaide. I was christened Anglican but attended Sunday School at the Rosewater Methodist Church. My father played Aussie Rules for Port, so I was raised a true blue Magpie fan. My parents had 3 girls and 3 boys. In school, the boys had Woodwork or Metalwork. The girls did Domestic Science. Yes, it was a different era then! But things were changing. Five of us played hockey. My father called it a sissy sport. I played for Woodville High. My brother played for Australia. I married a pretty young hockey player. Olga came from the Ukraine. Her parents were Orthodox. We took our vows in the Largs Bay Anglican Church. In those days there were two kinds of people - Australians and 'New Australians'. There were effectively only two religions - Catholic and Protestant. We knew very little of Buddhism, Confucianism, Hinduism, Islam or others. We had little or no respect for Aboriginals. Women were housewives. Men were the breadwinners. Pubs closed at 6:00 in the afternoon. Smoking was accepted everywhere. Australia was proud to be white. You were what your parents were. People who never read the bible or set foot inside a church classified themselves as Anglican simply because public forms required them to enter a recognised religion. * The current census still strongly reflects this tendency. With few exceptions, questions of race and religion are now excluded from public records. * Our understanding of human rights has improved considerably. ------------------------------------------------------------------------------------------------ In 1971, my wife and I bought a house in Croydon. Since then, three generations of my family have lived happily in that house. We are proud to be Charles Sturt residents. Society has evolved dramatically in recent decades. We now live in more enlightened times, in a multicultural Charles Sturt. When I drive down Port Road now, I see your billboards saying "I am Charles Sturt". One of them depicts an older Asian gentleman, another a young Indian lady, there are many more.

It is a feeling of pleasure to be one of the locals. In such a society, it is clear that every citizen should have the right to religious freedom. We should all be free to believe and practice whatever faith we wish, provided it is not detrimental to others. There is no longer justification for the retention of traditional discriminatory practices in our society. ------------------------------------------------------------------------------------------------ * Olga and I had three wonderful children. * One of my daughters is, in fact, a member of the Secular Party. * Even though she and I differ strongly on matters of faith, and politics for that matter, I support her secularism. There is a very real need, especially in present times, to retain strict separation of church and government. * A belief in God, certainly does not imply the desire to be part of an authoritarian theocracy. * It does not even imply a belief in prayer. I emphatically support the motion for a new pledge, A pledge respectful of, and respected by, each and every council member no matter what his or her religious persuasion. A period of reflection, as proposed, will allow those who choose to offer a prayer.

In 1967, at the age of 4, I emigrated from the United

Kingdom with my mother, father and grandmother. We

came from a working class background, from a damp, run

down council flat with no yard i and nothing but cobblestones

out the back door which led to the shared toilets in the

rear laneway.

Walking past a travel agent one day my father spotted a

poster that was promoting an immigration scheme. Pictures

of quaint, yet what appeared to be huge houses, with

manicured lawns and verandas, sitting on tree lined streets,

beckoned him inside. That poster and his decision to step

over the threshold of that door changed our lives forever. ,S)n

We became what lim - IPps- ' --" e`" e "ten

pound poms". We felt it was a term of endearment, for we

had been fortunate enough to be allowed entry into the

Lucky Country, and at a bargain price. My Mother still likes

to tell the tale of how she cried tears of joy as our ship

sailed into Sydney harbour on a glorious sunny day.

After a little over a year living in a hostel, and working full

time, my parents put a deposit on their first home. It was a

small fibro cottage, in the western suburbs of Sydney,

sitting on a quarter acre block. It wasn't much, but it was

ours. Slowly they redecorated, a lick of paint here and

there, some new carpet, even an indoor toilet! My bad made

friends with Bruce next door/ who couldn't believe he didn't

have a shed.

Many beer and bonding sessions ensued and suddenly with

the help of his new mate bad had his first shed. Then came

the barbie, & the above ground pool, with many a summer

getting sunburnt and making lifelong friends. Before you

knew it, and much to my delight, we had a dog. And bad

started a vegie patch.

The Italian family from over the road suddenly became the

authority on how to grow the juiciest tomatoes. They

introduced us to garlic, eggplants and zucchini, all strange

to our English taste buds. The women shared recipes, while

the men shared homebrewed beer and grappa, and we

flourished in our new life. Far from being 'whingeing poms'

my parents delighted in telling everyone how glad they were

they took the leap of faith and got out of the dreary high

rise flat in London.

Fast forward fifty years urban sprawl has meant the

quarter acre block and the homes that sit on them are at

risk of becoming extinct. Society has changed drastically.

Kids are at after school care til dinner time, often having

Macca's or KFC on the way home. Mums and bads are so

time poor that traditional family life has virtually

disappeared. Instead, families are now crammed into

compact houses on even more compact blocks. The sounds of

kids playing outdoors and the drone of lawnmowers, known

as the 'Sunday Symphony' is a rarity.

3 Nowadays, houses are being torn down and replaced by multi

story dwellings, with what appears to be little or no thought

gone into the design and planning of them. In my suburb of

Brompton I see nothing but fabricated boxes being erected

day after day. I notice many face into the afternoon sun,

with no eaves or verandas on *Eft side. Instead, the rooves

are lined with giant energy sucking air conditioning units.

But that's ok, because according to Tony Abbott global

warming doesn't exist! I also notice that they have little or

no yard, maybe a tiny balcony, where you can fit two chairs

if you're lucky, divided only by a thin wall from the one next

door. Heaven forbid you might want to sit out and have a

chat, because anything remotely private would be

overheard . This brings me to the situation in my own street.

I am a member of an arts based community housing

organisation. I have lived on my street for 12 years now, I

used to live at the other end of my street opposite the

Brompton hotel, back in the day when it had a somewhat

'dubious' reputation. But after living there for several years

and seeing more than my fair share of fights and drunken

hooliganism, the hotel was sold to new owners and cleaned

up its act, and it became my local. Then after a couple of

years it was sold on again. Then the refit began and I

endured 18 months of living opposite a building site. On a

one way street this makes the proximity very close.

Eventually, I transferred out of my unit and into a small

house at the opposite end of the same street, the main

reason being I wanted a little bit of yard to get a dog. At

the time there WQS a whole tract of vacant land across the

street, toxic contaminated land from previous industry.

Well guess what? Within 6 months of moving it started. The

machinery turned up one day and started to dig up the

ground. Huge trucks came, veritable convoys of them and

started to remove the contaminated soil. There was

approximately 6 months of this, but finally one day it

stopped. And it was sublime. Winter came, and with it the

rain. The new ground settled and moaned. But with the

spring came the more trucks, this time for civil engineering

works, digging trenches, laying pipes, cables, whatever it is

they needed for the new infrastructure. The constant

sound of trucks delivering materials, concrete being poured,

hammers, drills, circular saws on steel and rivet guns

became deafening. As the new housing got closer and closer

to my house it got louder and louder.

The redevelopment of the area has eroded any sense of

community that once existed. In my street alone we've had

21 new townhouses go up, all with their own garage and

driveway, room for two cars per property. Yet we have lost

15 parking spaces due bad planning. Oh and did I mention

that we also had 26 trees removed to allow for the

development?

Yes that's correct, 26 beautiful native red bottle brush

trees that used to line the street on either side, creating a

gorgeous avenue of red during spring and summecgiving

much needed shade and privacy. Now my view to the hills is

obscured by the sight of 5 balconies over the road, all of

which look right into my front room. When people use their

balconies I can hear every word uttered, every phone call

made, every belch and every drunken farewell screamed out

at 2,3, or 4 in the morning.

So now, instead of trees and open space, there are tiny

boxes, and they all look just the same. I am surrounded by a

concrete jungle where once I saw trees and skyline. I am

now told I can't have a tree out the front because it would

interfere with underground services, yet there used to be a

tree on the edge of the footpath before. This just doesn't

make sense to me.

Recently I filled out a submission to the DPA opposing the

development of St Clair Recreation Park. This contained my

full name and address. In answer to the question "why do

you oppose the development" I answered that I didn't feel

there was a need for more high density housing, and that it

caused problems such as parking issues, traffic management

etc...I also made a comment referring to 'lack of privacy and

noise pollution from overlooking neighbours'. Copies of this

submission, GS well as copies of the Save St Clair facebook

page, and my own private facebook page were made. My

comments, and my name and address were then highlighted

in fluro yellow marker and distributed to the 5 townhouses

across the street. These had the name of the woman who

was logged into that particular facebook account in the

corner of the page. She just happens to be Michael

Atkinson's personal assistant. The same woman I worked

alongside at the Brompton community garden making mosaic

pots to beautify the neighbourhood. So in my attempts to

try and save St Clair from further development I have had

a smear campaign started against me. This person was

obviously trying to incite hatred. Not conducive to

community living in my opinion.

I have essentially endured 8 years of living in the centre of

a construction site. I have watched my eclectic little suburb

turn into leggoland before my very eyes. I have struggled to

navigate roads where planter bays have been installed to

beautify the streetscape, but instead have caused chaos

for local traffic, including road rage. One councillor even

admitted that they'd 'stuffed up' on that one.

When I exited my property one day with my dog I was

affronted by a workman brandishing a large metal pole who

threatened to 'smash both our heads in' if we walked on his

paving sand again..although in a much more colourful fashion.

The police were called, but he was back the next day....

So, where are my rights, my support as a rate paying

resident? Where are my trees? Where are my friendly

neighbours, where has our community pride gone? As I walk

my dog to the park in an attempt to escape the sound of

construction, I am saddened by the ugly, prefab slabs of

housing. I miss the days of stopping to chat to a neighbour

over the front fence. The days when you could pop next

door to Fred's and borrow his spade, a cup of sugar from

Joyce over the road. The days when everyone would rally

round when your family experienced an illness, or worse a

bereavement, and they'd give you enough casseroles and

platitudes to last you a month of Sundays.

Yes, you can say it's all a bygone era, that life's changed and

we can't go back to how it was. But I wonder how life will be

20 years from now? When all the little boxes are just urban

ghettos, filled with disillusioned inhabitants, isolated and

disconnected from one another, too scared to knock on a

neighbour's door and ask to borrow a cup of milk. When

there's not a park left for miles, or remaining ones are full

of astro turf?

Please, don't let the west become a lifeless concrete

metropolis. With the demise of the quarter acre block and

shocking town planning that's gripped our beautiful city,

we're at risk of losing a quality of life that enticed people

like my parents to head for the new frontier and build a

better life for themselves. The way housing is changing we

are reverting to styles similar to the council high rise that

my parents so desperately wanted to escape. Without the

traditional backyard we need our parks more than ever to

save our sanity.

So please, I implore you, don't let our children's future, our

grandchildren's future, be one of just tar and cement.

Please, Save St Clair Recreation Park.

Thank you for giving me this opportunity to speak. I implore the Councillors to listen and take note of what the Charles Sturt community has been saying the last four years. People who care, people who come out on a night like tonight to again let the Council know that we want them to honour the veterans of World War II by making the land along Woodville Road into a War Memorial Park - not a monument. It is easy to forget that life in Australia wasn’t always as easy. The generation that survived the First World War had to fight through the Depression and see their sons and nephews depart to fight another war. Those men and women who served left wives, mothers, sons, daughters, husbands, fathers and friends, all of whom had to endure years of anxiety, not knowing whether their loved ones were alive or dead, wet, cold, safe or endangered. The future was uncertain – the war could be won or lost; the result of the latter would have been unspeakable to undefended women and children. Many of those who stayed behind worked in war industries. The war therefore affected not only those who went, but those who stayed. In 1942 when the St Clair petition was signed by 1072 residents of the area in which we now live, the men were still away, the future still uncertain. A vote was raised to give thanks. In 1953 when the land was purchased. The significant things here are these. When the troops returned, they did not build monuments to themselves or their military prowess, that they and their community had given to their country and society. When they returned home, their contribution was to give again. They asked for a memorial park – not a monument. A park for all to use. A park for sport, walking, sitting, meeting, reflecting. Remembering. Respecting the generation who gave us the park. The park was born of generosity, selflessness, a community spirit of giving to society. Parks contribute to good health. This is part of the gift. Those to whom the park is primarily dedicated gave their lives in service to this country. Those who gave us the park and to whose service and memory it is dedicated are either no longer here or are unable to defend it themselves. Some of those who want the park preserved feel they do not have the right to destroy what these people gave to the community any more than they have the right to destroy the memory or service of the people themselves. Indeed, it might be argued that what these generations did give us, was the right to defend their memory, and their contribution to this country. The park must stay. This is a small price to pay. ‘Lest we forget’ This Council runs the risk of being labelled the Council that forgot, or didn’t care. Presented by Mrs Brigitte Stanford

That Council set aside a parcel of council owned land within the St Clair western frontage area adjacent and parallel to Woodville Road totalling approximately 43000 m2 (forty three thousand square metres). In addition, any transferred land gained via the State Government. This amount is expected to be 22% equalling 10 340 m2 (ten thousand three hundred and forty square metres) with an additional section of 6% equalling 2820 m2 subject to yield. Totalling approximately 56 160 square metres of land within the St Clair precinct along the western side of Woodville Road dedicated for a War Memorial Park.

2. That the Chief Executive Officer subject to approval from the State Executive of the Returned Service League (SA/NT & Broken Hill) proceed to formally register the defined council owned land as per part one above for the purpose of a War Memorial Park.

3. That the Chief Executive Officer subject to outcomes of part two above apply for support funding for the dedication and creation of a War Memorial Park from the Commemorations Group Department of Veteran Affairs or other responsible sections within State and Federal Departments of Veteran Affairs.

4. That the Chief Executive Officer write to the Hon Jay Weatherill MP Premier, Minister for Public Sector, Minister for State Development and State Treasurer to advise him of council’s intentions. Subject to outcomes above, seek any available assisted funding and support from his ministries being the Department of Treasury and Department for State Development.
