Relaxation of the Restrictions on Sundays around College Street Areas

After considering the representation seeking relaxation of the restrictions, the

Commissioner of Kolkata Police, has decided to rescind a part of the order,

regarding prohibition of any rallies, processions, meetings, demonstrations with

or without loudspeakers and sloganeering, and has excluded Sundays only for

the period from 05.06.2017 to 03.08.2017 in the original order from its

KOLKATA POLICE NOTIFICATION

I. Processions with music on account of the Hindu Festival, Rathayatra & Punaryatra (Ultarath) will

be allowed subject to the conditions or/and directions of the West Bengal Pollution Control

Board and Hon'ble High Court at Calcutta on Sunday the 25th June, 2017 & Monday the 3rd

July, 2017 as follows from 4 p.m. to 8 p.m.:-

Rathayatra Processions will be allowed on all streets, except the areas where orders under section

144 Cr.P.C., are in force and also except the following streets :-

2. Processions may cross over any of the above mentioned streets while proceeding by

streets which intersect them.

3. Processions must always pass by the left side of the street.

4. All music must cease in the neighbourhood of hospitals and of places of worship during

the time of public worship.

5. Persons taking part in any of the said processions must not carry sticks, clubs or other

offensive weapons.

6. No fire must be carried or fireworks discharged during the course of any procession.

7. No fireworks will be discharged or displayed on any public streets, thoroughfares or public

places or places of public resorts.

8. On Sunday, the 25th June, 2017 & Monday, the 3rd July, 2017 Police Officers on duty on the

streets at the time must arrange to stop tram and cars temporarily whilst processions are

passing and allow them to proceed when processions have passed.

9. No procession will be allowed to use/carry microphones or portable microphones.

10. No branches of trees or any tree can be cut on the way of procession.

11. One way traffic system wherever applicable, should not be violated.

N.B. Processions will not be allowed to proceed through C.R. Avenue, Jatindra Mohan Avenue

sectors between 8 a.m. and 10 p.m. except for cross-ends.

Howrah Police: Cyber Cafe Regulations

The Howrah Police has passed an order for strict compliance by the owners of

the Cyber Cafes where large number of people visit to use the internet, computer

network facilities in those Cyber Cafes which are as follows:

a) Prohibiting the use of Cyber Cafe by unknown person and whose

identity has not been established before the owner of the Cafe.

b) Maintaining a register for identity of the visitors or users.

c) Make an entry in the handwriting of the visitors or users maintaining

name, address, telephone number and identity proof. The visitors or users shall

also sign the register kept for this purpose.

d) The identity of the visitors or users shall be established through

Identity Card, Voter Card, Ration Card, Driving Licence, Passport and Photo Credit

Card (any one of them).

e) Activity Server Log should be preserved in main Server and its record

should be preserved for at least six months from the point of last use.

f) If any activity of the visitors or users is of a suspicious nature, the

owner of Cyber Cafe shall immediately inform the nearest Police Station.

g) Record be maintained about the specific computer used by the visitors

or users.

This order has come into force with effect from 18th Day of June, 2017, and

will remain in force for a period of 60(six) days i.e. up to 16th Day of August,

2017 unless rescinded or altered earlier.

Any person contravening this order is liable to be punished under Section 188

of the Indian Penal Code.

Howrah Police Notification to House Owners

Commissioner of Police, Howrah and Executive Magistrate in relation to the Metropolitan

area of Howrah and being empowered so to do by the State Government Home (Police)

Department Order No. 3636-PL/PB/14M-138/04 dt. 26.08.2011 to act under Section 144

of the Code of Criminal Procedure, 1973 (2 of 1974), do hereby order that no land-lord or

owner or person whose property falls under the jurisdiction of area of any of the Police

Stations under Howrah Metropolitan area shall let/sublet/lease/rent out any residential

accommodation or grant lease or license to any person unless and until the said

landlord/owner/person has furnished the particulars of the said tenant(s)/ license as the

case may be as per the Proforma in Schedule-l to the Officer-in-Charge of the Police

Station concerned. And whoever having property in his possession or under his

management shall also inform in writing to the Officer-in-Charge of the Police Station

concerned in whose jurisdiction the premise falls about the particulars of the tenants or

leasee or licensee as the case may be as per the said proforma.

The order has come into force on and from 18th Day of June, 2017, and will remain in

force for a period of 60 (sixty) days i.e., upto 16th Day of August, 2017 unless rescinded

or altered earlier.

Any person contravening this order is liable to be punished under Section 188 of the

Indian Penal Code.

Kolkata Police Noticification About Applying 144 Cr.P.C. in few Places in

Kolkata

Any assembly of five or more persons or processions or rallies or meetings or

demonstrations or the carrying of any lathi or other dangerous weapons or the doing

of any act which is likely to cause disturbances of the public tranquillity and breach of the

peace within the following area in the town of Kolkata, is prohibited for a period of

60(sixty) days from the 5th June, 2017 to 3rd August, 2017 until further orders.

Kolkata Police Notification to House Owners

In view of the situation prevailing in the areas of Police Stations specified in the Schedule

appended to this order, it is apprehended that terrorist /anti-social elements may seek hideouts

in the residential areas of the said Police Stations and there is every likelihood of breach of the

peace and disturbance of public tranquility and also there is grave danger to human life and

safety and injury to public property on that account.

And whereas it is necessary that some checks should be put on land lords/ tenants so

that terrorist/anti-social elements in the guise of tenants may not cause riots and damage

public property etc. and that immediate action is necessary for the prevention of the same.

Kolkata Police do hereby order that no land-lord/owner/person whose house property falls

under the jurisdiction of area of Police Stations specified in the Schedule appended to this order,

shall let/sublet/rent out any accommodation to any person unless and until he/she has furnisiied

the particulars of the said tenant(s) as per Proforma in Schedule-11 to the Officer-in-charge of the

Police Station concerned. All persons who intend to take accommodation on rent shall inform in

writing in this regard to the Officer-in-Charge of the Police Station concerned in whose

jurisdiction tlie premises fall. The persons dealing in property business shall also inform in writing

to the Officer-in-Charge of the Police Station concerned in whose jurisdiction the premises fall

about the particulars of the tenants.

This order has been into force with effect from 19.04.2017 and shall be effective for a

period of 60 days upto 12.06.2017 (both days inclusive) unless withdrawn earlier.

Any person contravening this order shall be punishable under Section 188 of the Indian

Penal Code.

The Department of Information Technology and Electronics, Government of West Bengal,

intends to create a Digital Depository in which the Govt. Departments/ Institutions/ Organizations as

well as private entities like schools, colleges, universities, hospitals etc shall be able to deposit

important documents such as School Leaving Certificates, College Degrees, Academic Awards, Mark

Sheets, Licenses, Experience certificates and other testimonials etc. at the time of issuance thus

eliminating the use of physical documents. Likewise it will enable authorized requestors such as

Govt. Departments/ Institutions/ Organizations as well as private entities to seamlessly access and

easily authenticate electronically signed and deposited testimonials directly and remotely. For

ensuring that only authentic documents are uploaded in the system, the Issuer Departments/ Private

agencies will be given the rights to upload the documents, whereas Government to Citizen services

will be made available for viewing and downloading the documents.

Benefits of developing and implementing a digital depository for the State

The Digital Depository shall benefit the participating West Bengal Government departments/

agencies and citizens of West Bengal in the following ways:

• Direct Uploading after digital signature : Issuer departments in West Bengal will be able to

directly upload necessary citizen testimonials and also departmental documents onto a

secure online platform after digitally signing the same.

• Easy validation of authenticity: Depository will ease validation of the authenticity of

documents as they will be issued directly and will be digitally signed by the registered

issuers.

• Security: Will help create a highly secure centralized depository of digitally signed e-

documents with easy update, retrieval and administration facilities for departments and

organizations within West Bengal.

• Paperless: Eliminate administrative overhead of Government / Private Entities by minimizing

the use of paper and by directly uploading digital documents.

• Ease of Access: Authorized requesters can request for access to important citizen records

and digital documents anytime, anywhere.

Tentative cost for development, implementation and maintenance of the digital depository

Based on estimated list of Hardware / Software and Resource requirements for the digital

depository, the cost of developing, implementation, maintenance and support for 5-years is

estimated at INR 11.35 Cr.
