SACWIS Functional Area Release Notes Build 3.21 CASE / COURT A NYTD Portal Login is now created upon generation of the NYTD Account. CASE / COURT

A NYTD Portal Login is now created upon generation of the NYTD Account. If a youth does not have a social security number, they will be able to use the NYTD Portal Login.

Tickler now displays for NYTD Survey when a youth turns 19 and is an Active Case Member on an Open Case then again when the youth turns 21.

The log off button has been made more visible to the user within the NYTD portal. The button is located in the top right of the newly designed screen.

the survey, the Outcome Response will be deleted. An Outcome Response cannot be added prior to the youth's 17th birthday or after the

end date of a youth's Legal Custody Episode. Questions 18 and 19 within the NYTD Survey are only enabled when 'Yes' has been

selected for Question 17 "Does your health insurance include coverage for medical services?'.

An Activity Log is now created after generating and saving the Alternative Response Closing Letter.

Case Associated Participants that are not already Intake Participants now populate into the Case Associated Persons to be selected for a contact status within in the Activity Log.

On Bridges work items, a new column was added to display the relationship between the CRP and added case member. The relationship is recorded from the View Member Information link then Relationship tab.

Additional questions have been added to the NYTD Survey. The additional questions will appear following the completion of the initial set of questions. They are not required and the youth have the option to complete.

The OAC rule states that a FC exit interview does not have to be completed if placement is less than 24 hours. An action item will not display for a Foster Care Exit Interview to be completed if the placement is less than 24 hours.

As part of the Title IVe Eligibility Initiative, the Ruling Received values Nunc Pro Tunc - Initial Best Interest and Nunc Pro Tunc - Initial Reasonable Efforts have been marked as inactive.

As part of the Title IVe Eligibility Initiative, a new Non Judicial Legal Status has been added. The value is Telephonic Order of Custody.

The Contact Types on the Update Contact page of the NYTD Survey portal have been updated to: Cell, Email, Work, Social Media, Other Phone and Other Contact. The youth will select from a dropdown on which information is their primary contact type.

A Administrative utility has been added to SACWIS to enable/allow the state user to submit NYTD information to the Federal government.

The list page for Initial Removal records has been enhanced with header names being changed due to the IV-E Eligibility and Legal Enhancements Initiative.

As part of the IV-E Eligibility and Legal Enhancements Initiative, agencies have the ability to record a Removal Date up to 45 days prior to a custody start date within the Initial Removal record.

Within the Initial Removal record, the Removal Circumstances tab questions have been modified. All questions within the tab are now required.

As part of the IV-E Eligibility and Legal Enhancements Initiative, the copy page for the Initial Removal record has an enhanced user interface.

the youth's account is updated unless the youth is in the NYTD Federal Sample. The user receives the following validation message, "Youth is in the sample. Please contact the SACWIS Help Desk."

Marital Status label has been added to the Bridges Assessment - Self Development and Healthy Relationships tab.

The system now displays correct legal status (not created in error) on Reunification Assessments.

When a user copied a case activity log, clicked Apply, and then clicked the Move button the system was throwing a Java error. This has now been corrected.

The system now correctly validates when a Hearing Segment has been marked as created in error with no other hearing segment.

If the DOB is changed after the user clicks on the 'Generate NYTD Account' button, the DOB that was present when the button was clicked, is what is needed to log user into the NYTD survey.

Information). If a new Legal Status is added with the same Custody Episode Date, this displays on the Initial Removal record.

The system no longer displays the java error on the Legal Status and Custody Episode gap that occurred when editing the legal status dates which creates a gap between legal status records.

If a Youth has been adopted after creating their NYTD Youth Account, they are now able to use both their pre- and post- Adoptive Name when logging into the portal.

Update to OAC rule 5101:2-42-88 - Workers are to notify the National Center for Missing and Exploited Children (NCIC) at 1-800-843-5678 when a youth disrupts/AWOL's from placement.

The system now correctly copies a Subpoena record that is marked as created in error where the created in error flag is no longer copied as well.

The system now longer displays a java error when the initial legal status of the custody episode has been marked as created in error.

SACWIS now displays 'Completed on Time = No" when the NYTD survey is not submitted within 45 days following the youth’s 17th birthdate. The birthdate counts toward the 45 days.

Once a case is transferred from one Bridges Agency to another and a Bridges Plan is present, an In-Progress plan is copied/created on the case for the new owning agency to modify.

A new validation message now displays if the Bridges State Administrator marks a Legal Status in error when there is an existing Housing record.

The Security Profiles for Bridges State Administrator (BSA) and State System Administrator (SSA) have been modified to allow additional edit capabilities.

The Java Error experienced on the Visitation Details Page when a child has a legal status of Permanent Custody has now been fixed.

The GAP badge will on the Service tier record when the date is different then the current Legal custody episode.

User can no longer add a Dependent Cost record if there is no open (not created in error) Bridges Custody episode. The system displays the following Validation Message: “Cannot add a Dependent record if there is no open (not created in error) Bridges Custody episode.”

A spelling correction has been made to the Originator of Information- Agency Administrator-within Activity Log.

The NYTD User Survey no longer allows a Youth to complete the survey prior to the Youth's 17th birthday. Additionally, the survey will not be available after the end of the Federal Fiscal Year period where the Youth turned 21.

The Validate for Approval button is now disabled on approved Case Closure records. These issues were found against 3.21.0i in UAT: Whereby 1. the Legal Status that started

a Custody was not displaying correctly and 2. Clicking the Cancel button under certain conditions caused the system to display a blank white page. Both have now been fixed.

This issue was found against 3.21.0i in UAT: When switching tabs in a draft Initial Removal record without data being entered and attempting to mark the record as 'Complete,' user was not receiving validations and thus the record was frozen. This issue has been corrected.

This issue was found against 3.21.0i in UAT: When the value of Alcohol is selected as a Substance and user then removes it from the Initial Record in draft status, the selected substance is now removed from the push-box.

This issue was found against 3.21.0i in UAT: The calendar icon on the parameter page was not working on iPad for all parts A-D and it is now fixed.

This issue was found against 3.21.0i in UAT: On the Parameter screen of RPT 207 - Placement and Custody Entry Timeliness- The From Date and To Date needed asterisks to show validation. Asterisks were added.

This issue was found against 3.21.0i in UAT: When an Initial Removal record is copied from one child to the next, the 'Removed Prior to Custody' checkbox (if checked) does not copy to the other child's record.

This issue was found against 3.21.0i in UAT: On RPT 310 Children in Placement, the parameter page drop down box titles changed from Placements by Custodial Agency to Placements by Agency. This drop down box now includes private agencies and there is a security requirement for only the agency worker to be permitted to run report from agency they are employed by. This parameter change is connected with Defect 42205 for an online report enhancement to display the private agency information.

ADOPTION

The system now correctly validates when inactivating Adoption Case Members to exclude Bridges Case activity logs.

When a youth is adopted after a NYTD Account is generated, two NYTD Survey Information letters are generated; one addressed to the pre-adoptive name and one addressed to the post adoptive name. Both reports will pull from the address listed on each person's ID address record.

The JFS 01610 report can now be generated without a caseworker name being selected and A/I members no longer appear in dropdown box.

On the matching conference record, when the ODJFS MEPA notification email is sent, the system now send the email to the Case agency (‘e-mail’ contact record for that agency) with the Employee e-mail address of the assigned worker in the notification text. In addition, the assigned worker has been added to the list of recipients for this notification.

Corrects an error in Matching Conference that was pulling Closed Providers and Other Providers from Siblings' records.

This defect corrects the JAVA error that users were experiencing when attempting to edit text boxes within the Matching Chart.

INTAKE

For persons who are active members of an active provider, Reference Numbers on the Person>Additional tab, including Juvenile Court and Court Case Numbers, are now editable by any worker assigned to the provider or assigned to the case in which the person is a member.

Existing income type of ‘‘Veteran Pension/Disability’ has been changed to 'Veteran Pension' and 'Veteran Disability'. This is now included in calculation for eligibility determinations.

Eligibility calculation values are now pulled directly from the finance eligibility calculation table values.

Inactive resource/income and/or expense values can no longer be selected as part of the determination for eligibility. Inactive records previously selected on past determinations will continue to display in those historical records.

Person merge can no longer be completed if both the retain and remove persons IDs are in the set Parent 1, Parent 2, or child from the PWE Worksheet in the eligibility record. Validation message: “Any combination of Parent 1, Parent 2, and child listed on the PWE Worksheet within the eligibility record cannot be merged.”

An Eligibility Specialist accessing the person characteristics through a PASSS Application can now add, edit or delete Person Characteristics on the person record even if the person is an active member of a provider record.

If submission of an Authentication Number (TCN) is rejected by RAPBACK, a notification is now sent to all users assigned to the Provider where the person is an active member or active placement, and their Supervisor. " The Authentication Number (TCN) for <Last Name, First Name> (Person ID) was not associated to Rapback and was rejected. Rejection return code= XX"

In the Person Medical module, the Add Treatment, Add Medication, and Add Immunization buttons now display at the top of the list of records as well as at the bottom.

The safety plan effective date was not being set if one of the parent's signatures was waived. This has been corrected.

Some non-adoption cases were being created with the adoption flag in the data base (CASE_BASE.ISADOPTIONCASE_FLAG) blank instead of zero. This has been corrected so all non-adoption cases have this value set to 0 for data consistency.

In the ICPC record, when child's legal status = Other, there is a text box to explain. The text was not being transmitted to or from NEICE. This has been corrected.

On the Admin>Utilities>NEICE Requests Incoming and Outgoing list pages, the NEICE status now display the correct date. Previously, the system was showing the date of the most recent communication rather than the date that corresponds with the status.

The "edit case member" state system admin utility now displays person ID's next to all members in the dropdown.

Invalidated Employment records no longer display in the dropdown for selection in an Income record. If an Employment record has been linked to an Income record, it cannot be invalidated unless the Income record is invalidated. The following validation message displays: "Employer cannot be marked invalid because it is linked to an Income record."

When a child has multiple race values, system was not sending all of the values to NEICE for an Outgoing ICPC request. This has been corrected so all the values are sent.

When an ICPC intake is linked to an existing case, the system was creating a new Active case member status for the participants, even if they were already active in the case, creating overlapping records. This has been corrected. The affected records will be cleaned up through a separate data fix.

When an approval for placement is received through NEICE, the Communication Details page now display "Yes" or "No" correctly in the "Placement may be made" field. Previously, this field was always showing "No."

SSNs can no longer be deleted for a person who is listed as an applicant on a provider record.

SACWIS was unable to retrieve some NEICE ICPC communications from North Carolina due to a difference in the structure of the transmittals from that state's system. SACWIS expected there to be a "cc agency" is the label was present in the transmittal, but North Carolina was sending the label with a null value. Additionally, the county name was not being sent, though this had previously been a required field for NEICE. The code has been updated to account for these scenarios so the communications can be retrieved from NEICE.

For ICPC records, the agency that owns the record is the agency of the logged in worker at the time the record was created. Previously, the system was displaying the worker's current agency.

Users are no longer getting an error message when trying to add an extension or outcome comments to a Protective Service Alert; the system now correctly returns them to the previous page on save.

Updates have been made so that all required income, resources and expenses are used in the eligibility calculation.

If any Rejection Code is received from Rapback, the following notification is now sent to the JFS Rapback Administrator ([email protected]): "A Return code of xx

has been received from the Rapback Webservice regarding Customer #/Authentication #(TCN)/User Name. Please contact Attorney General’s Office."

SACWIS business rules allow Post-Emancipation intakes to be linked only to existing Bridges or YAS cases, or create a case. When a young adult already had an open Emancipated Youth (legacy category), Ongoing, or Adoption case in which they are the CRP, any new Screened Out Post-Emancipation intake could not be linked because the CRP was already in use. Functionality has been changed such that if the Post-Emancipation (Bridges or YAS) intake is Screened Out, and there are no existing cases to which the intake can be linked, then the user will be able to create an N/A case for the intake.

PROVIDER

The Child Characteristics Checklist for Foster Care/Adoption (JFS1673-A) in SACWIS has been redesigned to group together characteristics on a main page, with a progress status so users know which groupings still need values entered. This change allows for easier navigation and completion of this task.

Errors in the Large Family Assessment (LFA) functionality within SACWIS have been corrected, which include broadening the security of who may complete them within a Provider record and no longer allowing users without supervisory permissions to final approve the LFA record. The Large Family Assessment functionality is available for Providers who have Adoptive Care, Adoptive Care-International and Adoptive Care - 1692 Provider Types.

The system now creates multiple Description of Family member narratives for a placed child if they have had differing placement types (for example, if the child was placed in the home on Placement Leave, then as a Placed Foster Child). Validation for home study approval requires that the child is reviewed in each status.

When completing a Kinship Assessment, the Caregiver/Household Information link now displays all provider members and children in the home noted within a placement, living arrangement, placement leave or ICPC placement record on the Provider ID.

When accessing the Linked 1692 Providers hyperlink from the Provider Overview Screen, the referenced 1692 Home Study on the other Provider ID now displays a view link so users may be able to see the 1692 information with less navigation.

When entering the Child Characteristics Checklist for Foster Care/Adoption in SACWIS, the system now allows users to navigate between characteristic categories with Previous Group and Next Group buttons.

This defect corrects an error within Provider merge functionality, allowing it to proceed when both Provider IDs have a kinship type for the same child/Person ID, as long as at least one of the child specific kinship provider types is end-dated and the placement dates do not overlap.

This defect corrects spelling of the word "Current" on the Provider Overview Screen, which displayed within text when no foster/adoptive span or approvals were present.

This fix modifies the State Utility's Copy/Move process to ensure that excessive data is not brought over when recording a child's placement history onto a destination provider. The system had been creating a duplicate placement/placement leave record for each entry within a Provider Name's history.

The information icon for the Administrative Report ' Pre-Screening Tool for KCCP Statistical Report' now contains a description of the report, which reads, "Compiles the recommendations and outcomes from Kinship Child Care Pre-Screening Tools completed for an agency or multiple agencies."

FINANCIAL

The Eligibility Report has been updated to account for all changes made to Eligibility within this build. The Reimbursability portion has been moved to a new report (defect 45425).

The system now uses the Termination Date, if one exists, or System Date (instead of the Determination Date) for Best Interest.

The action item that notifies an Eligibility Specialist that Annual Reasonable Efforts is due has been updated to: "Annual Reasonable Efforts is due for <child name & ID> in Case <case Id>."

Best Interest Validations have been updated for clarity. A conversion has been completed for the Eligibility relationships vs. the Person

relationships. As part of the new functionality released in this build, the Eligibility functionality now uses Person Relationships.

Reasonable Efforts validations have been updated for clarity. Policy has requested that the TPR value be removed from the Deprivation dropdown

within Eligibility as this is not an accurate Deprivation reason. This has been done. The child support disregard is now only available once for the entire household. The links have been moved above the requirements for each section. If the user checks the box for Child Not eligible due to Invalid Removal, a pop up

message now displays to warn the user that by selecting the checkbox, the eligibility determination for the child will change to No.

This has been fixed. After clicking OK, the user should be able to correct their mistake. As part of this initiative and new design, the PWE Gross Income Fields are now user

entered fields. Per policy, the fields will not pre-populate or link to the Income/Resources.

A parameter page has been created for the new Reimbursability report. This report has been created for Reimbursability records. It was previously on the same

report as Eligibility. The calculation for Reasonable Efforts now looks for any Reasonable Efforts rulings

receiving on or after Custody Start Date. The calculation for Annual Reasonable Efforts records has been updated to have an

effective date of one year after the initial Reasonable Efforts was received if one does not already exist.

"The batch will include only the following FINS Intake Types: 'ARCRTSINT', 'COURTSUPV', 'CRTSINT', 'CRTSINTSUSP', 'PNPSIIM', and 'SFHVCHLD'. Meaning that when an individual is only found on a FINS Intake with the previously listed Intake Types will they be included on the Comprehensive Visitation Report as requiring a visit when the case is open beyond 65 Days.

The parameter option of "Report Type" has been moved out of Option 1 and under the required fields. This means that "Report Type" can be applied to Option 1 and 2; therefore, if the report type of "Exclude AI/AR Cases..." is selected by the user, then the stats would also exclude AI/AR Cases.

The statistics portion of the report has been corrected so that it displays the correct number of visits required based on the user's selections on the parameter screen.
