L08-441 - Washington Parish School Board, Varnado School District - Not exceeding $790,000 General Obligation School Refunding Bonds, not exceeding 4%, and maturing March 1 of each year with a final maturity of March 1, 2018, refunding of the Issuer’s outstanding General Obligation School Bonds, Series 1998.

15. S08-047 - Louisiana Community Development Authority (Shreveport Airport Cargo Facility Project) - (1) Not exceeding $11,000,000 Revenue Bonds, Series 2008C, at a fixed rate not exceeding 7.5%, maturing no later than 25 years, be used for (i) the acquisition, construction and equipping of a 57,000 square foot Cargo Freight Facility at the Shreveport Regional Airport, (ii) funding a debt service reserve; and (2) Not exceeding $5,000,000 Taxable Revenue Bonds, Series 2008D, at a fixed rate not exceeding 8.5%, maturing no later than 13 years, (i) paying the fees resulting from the termination of an existing swap agreement which could not be funded in connection with the issuance of the tax-exempt Series 2008A and Series 2008B bonds, (ii) funding a debt service reserve.

16. S08-046 - Louisiana Community Development Authority (Goodwood & Towne Oaks Apartment Project) - Not exceeding $11,000,000 Revenue Bonds, not exceeding 7%, not exceeding 30 years, financing the acquisition and rehabilitation of two existing apartment complexes, the Goodwood Place Apartment and Towne Oaks Apartments, and funding a reserve fund if necessary.

17. S08-051 - Louisiana Community Development Authority (Mary Bird Perkins Cancer Center II Project) - Not exceeding $10,000,000 Lease Revenue Bonds, at a fixed rate not exceeding 6% and maturing no later than 7 years, financing the acquisition of a new linear accelerator, refinance existing debt and acquire new cancer treatment centers.

20. S07-067B - Louisiana Public Facilities Authority (Entergy Louisiana, LLC Project) - Not

exceeding $100,000,000 Revenue Bonds, fixed rates not exceeding 8% and/or variable rates (convertible to other rates) not exceeding 15%, not exceeding 35 years, acquiring, constructing and/or reconstructing nonresidential real property and public utility property of the Company located in St. Charles Parish.

TAB 9 - PUBLIC TRUSTS - FINAL APPROVAL AND/OR SALE

21. S08-041A - East Baton Rouge Parish, East Baton Rouge Mortgage Finance Authority - Not exceeding $40,000,000 Single Family Mortgage Revenue Bonds, not exceeding 12%, not exceeding 42 years, providing funds to finance the Authority’s Mortgage-Backed Securities Program to facilitate the purchase of homes throughout the Parish of East Baton Rouge, primarily (i) to provide means of financing the costs of residential home ownership, development and rehabilitation that will provide adequate housing for residents of the Parish who are persons of low and moderate income, (ii) to expand the supply of funds in the Parish available for mortgage loans, (iii) to assist the residents of the Parish in obtaining mortgage financing, attempting thereby to promote the welfare of Parish residents and to stimulate home ownership, development, rehabilitation and the economy of the Parish, (iv) to provide additional housing for persons of low and moderate income to remedy the shortage of adequate housing for such persons in the Parish and (v) to reduce the number of substandard dwellings in the Parish.

22. S08-048A - Jefferson Parish Finance Authority - Not exceeding $30,000,000 Single Family

Mortgage Revenue Bonds, Series 2008B, not exceeding 7.00%, not exceeding 42 years, (i) finance the purchase of mortgage loans and/or mortgage-backed securities issued by FNMA, FHLMC or GNMA with respect to mortgage loans on owner-occupied residential immovable property owned by low and moderate income persons in the Parish of Jefferson to be originated by participating mortgage lenders; (ii) refund, if necessary, certain outstanding obligations of the Authority; (iii) make deposits into certain funds as may be required to secure the Series 2008B Bonds and successfully market the Series 2008B Bonds; and (iv) pay capitalized interest, if any on the Series 2008B Bonds.

TAB 10 - RATIFICATIONS AND/OR AMENDMENTS TO PRIOR APPROVALS

23. L08-104A - Acadia, Evangeline, Iberia, Lafayette, St. Landry, St. Martin, St. Martin and Vermilion Parishes, District No. 4 Regional Planning and Development Commission, (dba Acadiana Regional Development District) - Amendment of prior approval granted on April 17, 2008 to extend the time for payment of $250,000 Grant Anticipation Notes for a period of 180 days from and after October 31, 2008.

24. L08-187A - Concordia Parish Hospital Service District (Riverland Medical Center) - To

ratify (1) the necessity for employment of Foley & Judell, LLP as the bond counsel of the District in the connection of the issuance of the approved loan, and (2) the cost of issuance associated with the issuance of the loan, the $500,000 Certificates of Indebtedness for which approval had been granted on June 19, 2008.

25. L06-485B - East Baton Rouge Parish Hospital Service District No. 1 (Lane Regional Medical Center) - (1) Technical amendment of prior approvals granted for preliminary and final applications presented under application numbers L06-485 and L06-485A at the State Bond Commission meetings of October 19, 2006 and November 16, 2006 to include a variable interest rate not exceeding 15%; (2) Amendment of prior approval granted on November 16, 2006 meeting to allow the District to enter into a floating to fixed interest rate swap agreement.

26. L05-175A - St. Helena Parish Hospital Service District No. 1 - Amendment of a prior

approval granted on May 19, 2005 to include approval of a Notice of Intention to grant a mortgage upon the hospital and nursing home facilities of the District, including the land upon which they are located, to further secure the payment of principal and interest on the outstanding Hospital Revenue Bonds, Series 2005 and Hospital Revenue Bonds, Series 2008.

27. S08-014B - Louisiana Public Facilities Authority (Dynamic Fuels, LLC Project) -

Amendment of prior final approval granted at the June 19, 2008 meeting to include Kutak Rock as counsel to Tyson Foods, one of the parents of the beneficiary, with these fees not being paid out of bond proceeds, and an increase in issuer counsel fees paid from bond proceeds.

28. L08-109A - Bossier Parish School Board, Parishwide School District - Amendment of prior

final approval granted at the April 17, 2008 meeting to increase the bond issuance cost from $17,984 to $28,956, due to the recent financial upheavals and down ratings of the insurance companies.

29. S07-096C - Louisiana Housing Finance Agency - Amendment of a prior approval granted on

May 15, 2008 under application S07-096A to reflect a change in the cost of issuance and professionals to the Series 2008A bonds.

30. S08-029A - Louisiana Community Development Authority (Live Oak Sports Complex Project) - Amendment of a prior approval granted on July 18, 2008 to reflect a change in the cost of issuance.

31. L08-055C - Industrial Development Board of the City of New Orleans (New Orleans

Federal Alliance Project) - Amendment of a prior approval granted on July 18, 2008 under application L08-055B to reflect a change in the cost of issuance and professionals.

32. S07-025C - Louisiana Public Facilities Authority (C-Port, LLC Project) - Amendment of a

prior approval granted on June 19, 2008 under application S07-025B to reflect a change in the cost of issuance and professionals.

associated with the proposed issuance of Gasoline and Fuels Tax Revenue Bonds Series 2008 to a later date with a defined swap interest rate parameter and date-termination payment deferred coupled with a delegation of authority to the sub-committee to continue to evaluate the swap on an on-going basis with a provision allowing termination should it be in the best interest of the State.
