3. The EOI document can be downloaded from the website. The potential respondents who download

Purpose of the EOI

The proposed CCTV network is intended to improve the security surveillance of AIIMS Bhubaneswar, i.e.

Entire hospital Complex, Academic, Administration and Residential complex, Nursing college buildings

etc. with the IP based CCTV surveillance facility.

The surveillance network will be augmented in phases with the addition of new places which are required

to be under surveillance. Currently there are about 230 Nos. of CCTV cameras installed in different areas

of the campus, the existing cameras are to be integrated with the new proposed CCTV surveillance

system.

The proposed system shall be based on non-proprietary open standard based integrated solution with

network centric functional and management architecture. The bidders shortlisted through the EOI will

assist in setting up an integrated security surveillance system which would involve the Survey, Design,

Drawing and Preparation of BOQ & Tender Document for supply, installation, testing, commissioning and

24/7 operations/maintenance for 5-years of an effective and state-of-art IP-based integrated CCTV

security and surveillance system in the campus. This system shall also integrate with surveillance systems

of different brands with the objective of enhancing safety and security in the campus.

• The purpose of CCTV surveillance is to assist maintain Law & Order.

• It will assist the security in monitoring unwanted incidences or unacceptable activities within the

coverage area of the AIIMS campus.

• Information obtained through video monitoring will be used exclusively for security, disciplinary

and public policy enforcement and /or law enforcement purpose.

• Access to video monitoring footage and other data is limited only to defined staffs of AIIMS

Bhubaneswar.

• Video monitoring of the campus will be conducted in a manner consistent with all existing

policies.

• Monitoring of suspicious people, vehicles, objects etc. with respect to protecting life and property

and maintaining law and order in the Campus.

Based on the evaluation of EOI received, interested parties found eligible by the competent

Authority of AIIMS based on the Technical and financial selection criteria set out, will be

shortlisted and work order would be issued.

Scope of work The bidder has to conduct a joint survey with the concerned user of AIIMS Bhubaneswar (i.e) the

security department in the above-mentioned areas.

1. The Selected bidder will survey the premises and as per this EOI document, he will arrive

with a detailed BOQ & TD of CCTV surveillance at entire AIIMS Campus. Further, all

items/products/solutions required for a turnkey project should be suggested and included in

the bill of materials. The estimate has to be made as per CPWD norms.

2. Submission of Technical specifications of all equipment’s and solutions proposed is mandatory.

3. Preparation and submission of all CCTV Layout drawing, GFC drawing including all equipment.

4. The survey and the design will be tabulated and presented in the form of a Booklet

(Hardcopy) with Softcopy.

5. Preparation and submission of detailed solution document and network architecture including

but not limited to the following components:

• civil/electrical installation like tower, housing for UPS, Encoders, switch, rack other onsite

equipment details also have to submit in the BOQ including layout drawing.

• The successful EOI bidder shall submit the final supervision & certification report after

completion of whole project by the selected bidder through e-tendering.


The survey and would be based on the following requirements

IP CCTV Cameras having at least 4 MP or higher resolution and vandal resistant IP 65/IP

66/IP67/IP68 environmental protection. The cameras can be fixed (bullet/box/dome type),

Automatic Number Plate Recording (ANPR) type depending on the site requirement in

different locations of the Institute as listed in the next section. The range of operation and

operating condition will depend on the site conditions to provide a clear image of Full HD

quality even in very low ambient light condition. As per site requirement different varieties of

cameras may be installed.

a. Identifying the correct camera location, mounting arrangement, networking and power

supply arrangement from the nearest designated ports at each location along with

appropriate camera types as may be suitable for the site requirement.

b. Provision of monitoring the cameras signals in the central control room.

c. Video Management software for 24x7 monitoring and surveillance.

d. The video management system shall have the capability to connect unlimited number

of cameras, recording servers and clients to be connected to management server

across multiple sites. The video management system shall include a distributed

architecture allowing clients on the host system with the user rights to view video.

e. Sources on Mobile app/Website from a remote location.

f. Control room setup for a cluster of cameras with recording and monitoring in a

distributed architecture for the total surveillance system.

g. Video analytics: Audio Detection, Face Detection, Line Crossing, Intrusion Detection,

Object Counting, Loitering Detection, Region Entrance, Region Exiting, Abandoned

Object, Missing Object, Density Detection, Scene change detection, Color Cast

Detection, Defocus detection and Motion detection, Tempering Alarm Detect camera

is moved, partially obscured, severely defocused, covered or sprayed.

• Recording the videos of all the cameras on 24x7 basis @HD or better for 60

days with option to increase the storage duration to 90days.

• For storage of the videos, the solution should include the servers/storage with

the help of Network Video Recorder (NVR) or Network Attached Storage

(NAS)/ Encoders/Decoders/ Client work stations etc. to make a complete

functional open IP based CCTV system.

• Storage system will have distributed architecture with localized storage of

videos along with the optional total storage facility at Centralized Control and

Monitoring Centre. The clip will be flagged in VMS for retention beyond 30 days


to ensure that it does not get deleted from the system.

• Storage of video signals with adequate redundancy against the failure of critical

components.

• The requirement mentioned in this EOI, BEING A TURN KEY BASIS

PROJECT, calls for a complete working system and not components thereof.

Therefore, the Bids must be complete solution with all equipment and required

accessories along with necessary power systems including standard

Uninterrupted Power Supply for the entire equipment, video connectors, patch

connectors, patch leads, mounting, reinforcement (cable/wire) and fitting

hardware, plugs, sockets and any hardware/software, etc. as required for

complete installation& commissioning of the System under this contract.

For redundant power backup the Bidder shall provide adequate UPS with

sufficient backup at all the locations as well as in the areas wherever it is

required.

• The System should facilitate viewing of live and recorded images and

controlling of all cameras by the authorized users simultaneously without any

degrading in quality. System should provide database connectivity, reporting,

and communication protocols.

• The feed from different locations should go to the Centralized Command and

Control Room, where the number of viewing screens (Video Wall) will be

installed, number of cameras to be simultaneously viewed on Video Wall.

• The project management of all the components of the entire system as per the

terms and conditions of the EOI.

• The Bidder shall provide the poles/ towers, fixtures, fittings, and other items

required for each location. All the fittings, wiring and cabling should be under

ground or in casing and not left open except where the OFC is proposed to be

laid over ground on electricity poles/towers. All the required permissions for

Right of Way, electricity connection etc. shall be taken by the bidder. However,

department will assist to get these permissions on time. Payment towards

internet charges, electricity charges shall be made by AIIMS.

• Additional protection of outdoor cameras from harsh environmental conditions

like continued heat, dust, and heavy shower.

• Surge Protection as well as lightning devices for cameras, racks,

switches etc.

h. Check the present status, quality and life of the existing camera installed in the project

time at entire AIIMS campus. If the existing camera will be integrated to the new IP

system that may be taken into consideration.


General information, Terms & Condition of EOI To meet the desired objectives of a transparent EOI that ensures value for money simultaneously ensuring

upgradation of technology & capacity building- it is prudent to invite a two-stage Expression of Interest (EOI)

Bid and proceed to explore the market and to finalize specifications based on technical discussions/

presentations with the experienced manufacturers/ suppliers in a transparent manner. A notice inviting

Expression of Interest has been published in newspapers and uploaded in AIIMS BHUBANESWAR website

(www.aiimsbubnaneswar.nic.in), as per standard practice of Government.

1. Two Stage Bidding - The bids will be obtained in two stages – Stage - I: Receipt of technical bids and evaluation. Stage - II: Receipt of financial bids from the eligible bidders & evaluation to find out

the lowest bidder.

• In the first stage of the bidding process, EOI bids containing the broad objectives, technical

and financial eligibility criteria, terms and conditions of the proposed EOI etc. through

advertised tenders containing the technical aspects and contractual terms and conditions of

the proposed EOI without a bid price.

● After evaluation of Technical Bid, the eligible bidders shall intimate through website and as

well as bidders Email for give a presentation for 15 minutes. Bidder will be required to make

a focused presentation on Implementation of IP based centralized CCTV system in

organization like in a government organization (at Central government /State government/

PSU/ government Undertaking) and the company, expertise, experience in the relevant field,

products with the proposed solution etc. During the presentation of one bidder, the other

bidders shall not be allowed inside the presentation venue at hospital board room.

• After evaluation of the eligibility criteria, as part of short listing exercise, shall inform to

submit the financial bid through Email and AIIMS Bhubaneswar website.

2. Earnest Money Deposit: The bidder shall be required to submit the Earnest Money Deposit (EMD)

for an amount of Rs. 25,000.00/- (Rupees Twenty-five Thousand only) by way of Demand Drafts

only. The Demand Drafts must be attached with the Technical Bid along with EOI Fee ( Rs.

2000/- non refundable) . The EMD of the successful Bidder shall be returned after the successfully

work done and for unsuccessful bidder(s) it would be returned after Award of the Contract. Bid(s)

received without Demand Drafts of EMD will be rejected.

3. The Director, AIIMS, Bhubaneswar does not bind itself to accept the lowest or any other bid

and reserves to itself the authority to reject any or all the bids received without the

assignment of any reason. All bids in which any of the prescribed condition is not fulfilled

or any condition including that of conditional rebate is put forth by the bidder shall be

summarily rejected.

4. Goods and Services Tax (GST).

a. Bidders are required to submit copy of the GST Registration certificated while submitting the

bids wherever GST (CGST & SGST/UTGST or IGST ) is applicable.

b. The Bidder is advised to comply all the GST norms as per rules. Accordingly,

supplier/contractor/firm is to submit the original challan/voucher justifying that it has been

actually and genuinely paid to the Govt. at the time of submission of bills to finance division for

release of payment.

5. If the Bidder fails to proceed with the work within the stipulated time as specified from the date of

issue of letter of intent/letter to proceed with the work, the AIIMS Authority shall forfeit the earnest

money deposited by him along with the tender.

6. All the works to be carried out in accordance with latest CPWD/BIS Specifications and as per the

directions of Engineer-in-charge.

7. Payment terms: 80% payment shall be made after submission of all documents by the bidder for

e-tendering & rest 20% payment shall be release after the completion of the work (Supply,

Installation, Testing & Commissioning Of Integrated IP Based CCTV Cameras with all Accessories

For Security Surveillance System Of AIIMS Bhubaneswar) and submit the final supervision, Quality

Control & certification report.

8. During the execution of the project work the successful EOI bidder shall supervise the work time

to time and submit the work progress report to AIIMS authority.

9. Inspection of Site :The Agencies which are interested to submit EOI may visit AIIMS

Bhubaneswar site on any working days from Monday to Saturday. The bidder may contact to Mr.

Security officer& (Nodal officer-CCTV) PH- 9676549298 OR 0674-2476612 to facilitate

Inspection.

10. AIIMS reserves the right to withdraw this EOI if it determines that such action is in the best interest

of the organization without assigning any reason whatsoever.

• The Bidder(s) are required not to impose their own terms and conditions to the bid and

if submitted, it will not be considered as forming part of their bids. The decision of AIIMS

shall be final, conclusive and binding on the Bidder(s). the Conditional Bid or Bid with


deviations will be summarily rejected.

• Please note that if any document/authorization letter/testimonies are found fabricated /

fake, the bid will be declared as disqualified and EMD will be forfeited. This may also

lead to the black-listing of the bidder.

• All the required documents to establish the bidders eligibility criteria should be enclosed

with the original seal EoI (Technical-Bid) itself. The EoI will be evaluated on the basis

of the documents enclosed with the original seal EoI only. AIIMS will not enter into any

correspondence with the bidder to get these certificates/ document subsequently.

However it reserves its right to get them validated/verified at its own.

• A clause-by-clause compliance statement to all Sections of the EoI document is to be

submitted in the Technical Bid, demonstrating substantial responsiveness. A bid without

clause-by-clause compliance statement to all the sections of the EoI document including

the Technical Specifications, Commercial Conditions, Special Conditions and the

Annexures shall not be considered for evaluation and shall be summarily rejected.

• Neither the Bidder nor any of respondent’s representatives shall have any claims

whatsoever against AIIMS or any of its respective officials, agents, or employees arising

out of or relating to this EOI or these procedures (other than those arising under a

definitive service agreement with the respondent in accordance with the terms thereof).

• The Bidder should not be under a declaration of ineligibility for corrupt and fraudulent

practices issued by Government of India or any State Governments or any PSU in the

country of India. (To be furnished under Notarized Affidavit made at Bhubaneswar)

• The Bidder must not have any history of defaulting in execution of work orders issued

by Government of India or any State Government or PSU in the country of India. A self-

declaration certificate to this effect should be enclosed. (To be furnished under

Notarized Affidavit made at Bhubaneswar)

• The bidder must not have been blacklisted by any Central/State Government institutions

/ undertaking and there must not be any pending litigation with any government

department because of similar services. (To be furnished under Notarized Affidavit

made at Bhubaneswar)

• No Criminal Proceedings in any Court of Law should pending against the bidding Firm

Or its Promoters Or its Directors Or its Executives. (To be furnished under Notarized

Affidavit made at Bhubaneswar)

• Due to any breach of any condition by the bidder, the Bid Security (EMD) submitted by

the bidder may be forfeited at any stage whenever it is noticed and AIIMS will not pay

any damage to the bidder or the concerned person. The bidder or/and the person will

also be debarred for further participation in future EoI/Tenders.

11. The bid security of the unsuccessful bidder will be returned/ discharged within 15 days of the


opening of the Bids.

12. AIIMS shall not be responsible for any postal delay about non-receipt / non-delivery of the bid

/documents. This EoI Document is absolutely not transferable.

13. EOI Rejection Criteria:

The EoI/Bid will be rejected in case any one or more of the following conditions are observed:

a. Bids received without DD of EoI Document cost and EMD as per requirement.

b. Incomplete or conditional EoI that does not fulfil all or any of the conditions as specified in

this document.

c. Inconsistencies in the information submitted.

d. Misrepresentations in the bid proposal or any supporting documentation.

e. Bid proposal received after the last date and time specified in this document.

f. Bids found in unsealed cover, corrections in the bids.

g. Unsigned bids, bids signed by unauthorized person (without a valid Power of Attorney).

ELIGIBILITY CRITERIA

The bidder/OEM/Consultancy must be a Registered Indian company . The Bidders are required to refer

the ‘Annexure-I’ for the details of the eligibility criteria. The bidders shall submit necessary documentary

proof (certified photocopies) showing that they meet the specified eligibility criteria.

Considering the importance of the opportunity as well as that of the prospective end customer, it is very

much desirable that the bidders have sufficient experience in the desired area.

1. bidder/OEM/Consultancy shall have a minimum 5 (Five) years of experience in Survey, Design,

Drawing and Preparation of BOQ, tender document or supply, installing ,testing ,commissioning

and maintenance of Integrated IP Based CCTV Surveillance System/IT product integration and

expertise in network and security solution system in a government organization (at Central

government /State government/ PSU/ government Undertaking) as on tender submission

deadline. Indenting Bidder, who fulfill following requirement shall be eligible to apply: -

a. Three (03) similar completed works (Survey, Design, Drawing, Preparation of BOQ &

Tender Document for Supply, Installation, Testing & Commissioning of Integrated IP

Based CCTV Cameras with all Accessories For Security Surveillance System Of

AIIMS Bhubaneswar) total number not less than 150 Cameras

or

b. Two (02) similar completed works (Survey, Design, Drawing, Preparation of BOQ &




AIIMS Bhubaneswar) total number not less than 200 Cameras

or

c. one (01) similar completed work (Survey, Design, Drawing, Preparation of BOQ &



AIIMS Bhubaneswar) total number not less than 300 Cameras in last 05 (Five) Years

ending 31st March 2020.

2. The bidder/OEM/Consultancy must submit copies of acknowledgement of Income Tax return for

the last three financial years 2017-18, 2018-19 and 2019-20. (Please attach copy)

3. The bidder/OEM/Consultancy must submit copies of Last three years Turnover, Profit & Loss

A/C and Balance Sheet duly certified by the CA and the average annual turnover of the firm

for last three years, ending 31st march 2020 should not be less than 1.5 Crores.

4. The bidder/OEM/Consultancy must submit copies of EOI, copies of PAN Card, GST Registration

No. (Attach copy of R.C.)

5. Solvency certificate minimum of Rs. 50 Lakh in a prescribed format (Annexure -III) is required

from any nationalized/scheduled bank.

6. Proof of Registration of the bidder under relevant law, such as Companies Act, and / or Shops &

Establishment Act or Trade License from appropriate authorities.

7. A certificate (Affidavit) to be signed by MD / CEO of the company that they haven’t been debarred

or blacklisted for any services, supplies or products dealing in, by any organizations or educational

Institute/ University or state/ central government. Annexure- IV.

8. Filled in declaration as per the Annexure–V.

9. Copies of ESI Registration.

10. Copies of EPF Registration.
