NIT Haryana Power Purchase Centre (HPPC) on behalf of UHBVN and DHBVN Proposal ofProcurement of 150 MW Power from Grid Connected Solar Power Project
Objective: Haryana Power Purchase Centre on behalf of Uttar Haryana Bijli Vitran Nigam Limited(UHBVN) & Dakshin Haryana Bijli Vitran Nigam Limited( DHBVN) hereinafter referred to as HPPC actingthrough Chief Engineer, HPPC, Shakti Bhawan, Sector 6, Panchkula, Haryana invites interested Bidders topurchase the NIT to participate in the bidding process for the selection of Bidder(s) for procurement of150 MW solar power for long term from Grid Connected Solar PV Power Projects through tariff basedcompetitive bidding process for meeting its Renewable Purchase Obligations. The responsibility of theSuccessful Bidder(s) shall be to supply power to the Procurer(s) as per the terms and conditions of theNIT.
Bid must be submitted to the address as given in the table below on or before 13.00 hours(IST) on25.06.2015 .The techno-commercial bid will be opened at 15.00 hours on 25.06.2015 (on the same day)in presence of such bidders or their authorized representatives who would like to attend the bidopening. If it is a public holiday on the last date for submission of the Bid, the submission and the receiptof the Bid shall be on the next working day at the place of submission of Bid. The date of opening ofFinancial bid will be intimated later on.
The Bid submitted by the bidder shall remain valid up to one hundred and eighty (180) days after the BidDeadline (“Bid Validity”).

PENALTIES IN CASE OF DELAYED COMMISSIONING
The Commissioning / Scheduled Delivery Date of Solar PV Power Plant shall be within one Year from thedate of signing of PPA
For not achieving Scheduled Delivery Date, HPPC shall encash the Bank Guarantee (BG) in the followingmanner:
1. Delay up to one(1) month - 10% of the total Contract Performance bank guarantee.2. Delay of more than One (1) month and up to two (2) months - 20% of the total Performance
Bank Guarantee in addition to BG in clause-i above.3. Delay of more than Two (2) months and up to three (3) months - 30% of the total Performance
Bank Guarantee in addition to BG in clause- i & ii above.4. Delay of more than four (4) months - the remaining Performance Bank Guarantees. v. Delay in
the timelines for over and above four (4) months will lead to create the necessary grounds forHPPC for termination of PPA.
5. If Schedule Delivery Date is delayed due to construction of transmission line by Government ofHaryana, then no penalty shall be imposed on the developer.

Bids are to be submitted in a single closed cover envelope containing Envelope I (Non-Financial Bid) andEnvelope II (Financial Bid) each one duly closed separately. Envelope I (Non-Financial Bid) and EnvelopeII (Financial Bid) should be transcript in the following way;
