ISSUE: Consider authorizing staff to purchase playground equipment from Athco LLC for two (2) JCPRD playgrounds (at Shawnee Mission Park Shelter 8 and MCSPS NW Trails Access) using the Greenbush Marketplace Purchasing Cooperative contract.

BACKGROUND: The 2018 CIP allocated $475,200 for replacement playgrounds. $182,600 of the $475,200 is scheduled to be used on the universal playground for Shawnee Mission Park, leaving $292,600 for other playground replacements. Both SMP Shelter 8 and the MCSPS Northwood Trails playgrounds are heavily utilized by park patrons and are two of the oldest playgrounds in the JCPRD system. Both are at the end of their lifespans.

Planning & Development staff and PGC staff have been working with Athco LLC, the local representative for Landscape Structures Inc., to design these two (2) replacement playgrounds. Athco provided several playground concepts and staff have refined the concepts to the two (2) plans being presented.

The Shelter 8 playground is a large playground that falls within the CIP budgeted amount. It includes a variety of elements, including several slides, large rope climber, and musical instruments. The $160,045 for this structure includes the playground equipment, concrete, safety surface and installation. Not included is demolition of the existing playground (which PGC staff will manage), site grading, base rock, concrete walks, and site restoration. The existing playground replacement budget is adequate to cover the costs related to demolition, walks, and site work.

The Northwood Trails Access playground is a smaller play structure, since it’s considered a “neighborhood park.” This playground includes a rope structure, balance beam, and a slide. The existing swings will remain. The $92,130 for this structure includes the playground equipment, safety surface and installation. Not included is demolition of the existing playground (which PGC staff will manage), site grading, base rock, concrete walks, and site restoration. The existing playground replacement budget is adequate to cover the costs related to demolition, walks, and site work.

ANALYSIS: Staff recommends the purchase of these two (2) playgrounds. These purchases will utilize the Greenbush Marketplace Purchasing Cooperative contract. The combined purchase amount for both playgrounds is $252,175.

JCPRD is allowed to utilize public agency bid purchasing cooperative contracts per JCPRD’s statue KSA 19-2881, subsection (b) “The district may enter into agreements with any public agency for the purchase of materials, contracts for purchase or sale, lease contracts and other contractual services through such governmental units using the bidding procedure of such public agency.”

FUNDING REVIEW: Are there funding implications involved? No Yes - The CIP identified $475,200 for playground replacement. These two (2) playgrounds will utilize $292,600 of the $475,200.

Project Name/Identification: Shawnee Mission Park Dog Off-Leash ADA Walkway

ISSUE: Consider approval of staff’s recommendation to accept the low bid of $195,497.80 submitted by Freeman Concrete Construction, LLC for the SMP Dog Off-Leash Area ADA Walkway.

BACKGROUND: The 2017/2018 CIP allocated $322,240 for the design and construction of an ADA accessible walkway from the parking lot into the SMP Dog Off-Leash Area to the existing ADA walkway near the off-leash Dog Beach.

Planning & Development staff have been working with Matt Henderson, the on-call engineer from MHS, on the project’s design and construction documents. The ADA walkway is a constructed of concrete and runs along the top of the ridge, allowing patrons of all abilities access to the off-leash area.

This project went out to bid on May 17, 2018 with bids being opened on June 5, 2018. Eleven (11) bids were received, with Freeman Concrete Construction, LLC being the lowest and most responsive bidder.

ANALYSIS: This project will require the closure of the SMP Dog Off-Leash Area for approximately thirty-five (35) calendar days.

FUNDING REVIEW: Are there funding implications involved? No Yes - The CIP identified $322,240 for this project.

ISSUE: Consider staff’s recommendation to accept the low Alternate #1A bid of $118,214 submitted by Service Plus Mechanical Contractors for the Mill Creek Activity Center Rooftop HVAC Replacement.

BACKGROUND: The 2018 CRP Building Improvements and Replacement Program allocated $275,690 for the replacement of the rooftop HVAC units at Mill Creek Activity Center. The facility has six (6) rooftop air units (RTU’s) that are approaching the end of their service life. One of the units has failed and is inoperable on the cooling mode.

Planning & Development staff hired Hoss & Brown Engineers to specify unit replacements and assemble a bid package for the RTU replacement.

This project went out to bid on May 17, 2018 and bids were opened on June 5, 2018. JCPRD received responses from three (3) bidders. The bids included a Base Bid for direct replacement of the existing units with similar new units and an Alternate #1A bid for upgraded units that include dehumidification features. The bids came in with very competitive pricing and the budget will support the cost of the upgraded units. Therefore, staff recommend award of the Alternate #1A bid in the amount of $118,214 to Service Plus Mechanical Contractors as the lowest and most responsive bid.

ANALYSIS: Staff recommend accepting the Alternate #1A for improved climate control at the facility as it fits within the budget and will provide upgraded HVAC performance.

ISSUE: Consider approval of the Amendment to the existing EVSE Site License Agreement with KCPL that will add Meadowbrook Park as an additional location for electric vehicle charging stations.

BACKGROUND: JCPRD has partnered with KCPL in multiple locations to provide electric vehicle charging stations and this Amendment would allow for installation of a series of stations at Meadowbrook Park, near the Meadowbrook Park Clubhouse.

ANALYSIS: This use is consistent with the agreement accepted by the Board in December 2017 for all other locations.
