This report provides Elected Members with a progress report on how the community & individual grant programs are supporting improved community wellbeing in line with the Community & Individual Grant Guidelines

Attachments Nil RECOMMENDATION The Grants and Sponsorship Committee resolves that the Director Community Development report titled "Community & Individual Grants Update" be received and noted. Report This report provides Elected Members with an update on progress for the Community, Individual and Sporting Club Grants. It includes an evaluation of completed projects from the previous six (6) months and outlines expected outcomes from approved grants in the previous six (6) months. Community Grants Council’s Community Grants Program aims to demonstrate Council’s commitment to creating ‘A City that values its diverse community and embraces change through innovation, resilience and community leadership’. The Community Projects level of assistance has a strong emphasis on ‘A City that supports community wellbeing’. The program has two streams the Community Projects and Small Grants. In the previous six (6) months the Community Project Grants stream has supported six applications from the 22 submitted and the Small Grants stream has supported four applications from the seven submitted. These applications were approved on the basis that they could demonstrate a community wellbeing outcome for our community. The organisations and projects that have been funded include:

• Indian Australian Association of South Australia - provide community programs for the migrant population, in particular support with English

• Multicultural Communities Council of SA - bring isolated mothers from different groups of CALD communities together to engage in fitness and wellbeing activities

• AJZ Productions – provide a mentor leadership program to their young people • KneeHigh Puppeteers & the Open Space Contemporary Arts – workshops, recipe

exchanges, community cook up and a booklet of gathered weed recipes.

• Junction Community Centre – sewing classes for migrant/refugee women who will

mend/alter/make clothing items for families in the NPY lands • Alberton Primary School – develop a large scale mural where the general

community will have a chance to learn about the local area from a local Kaurna Elder.

• CityReach Baptist – project to further support women and children experiencing domestic violence

• Junction Community Centre – project to develop outdoor community learning space • 3BallSa Basketball Association – basketball skill and development sessions to

engage marginalised young people into mainstream sport • Hepatitis SA – provide non-judgmental and de-stigmatising activities to increase

awareness among high risk marginalised young people. The above approved projects are all yet to conclude their project. Once their project has concluded Council will be provided with an evaluation of outcomes

the ‘Anna Rennie Path’ • West Adelaide Bearcats Basketball Club – school holiday and self-development

camps The Community Grants Program includes support for equipment purchases where the purchase will facilitate a community wellbeing outcome for the residents of PAE. In the previous six (6) months the Equipment Grant has supported twelve (12) applications from the 24 submitted. The approved applications demonstrated outcomes for the equipment purchases across the City Plan 2030 (applications were able to identify more than one outcome), which included the following:

Individual Grants The Individual Grant program aims to support residents to undertake activities that provide opportunities to enhance the health, wellbeing and quality of life. Supporting the aspirations of individuals is vital for building a community which is engaged, resilient, supports its future leaders, and fosters stronger connections. Applicants have sought financial support for opportunities that support participation in a significant personal growth or personal development activity where residents have been selected, recommended, chosen for or demonstrated a particular talent. In the previous six months the program has supported 64 individuals from 85 applications (75% approval rate). Applications have increased when compared with the same period in 2016 in which Council supported 52 individuals with a 72% approval rate. The graphs below show how these applications have been distributed geographically and by age and gender.

Furthermore, 24 of approved grants where to applicants who have a health care card, which is generally indicative of living in a low income household. Two (2) applicants identified as having an aboriginal background with three (3) applicants identifying has having a lived refugee experience. City Plan Relationship Provision of a range of community grant programs is a mechanism for Council to support a number of important projects and services within the local community. Access to a broad range of social support and community services contributes to the wellbeing of residents (community wellbeing). Legislative Context and Related Policies The Local Government Act 1999 outlines that a principle role of a Council is ‘to encourage and develop initiatives within its community for improving the quality of life of the community’. Council’s delivery of a community grants program is one such way that Council can support the community to take initiative in driving improved quality of life outcomes. Stakeholder Engagement Community grants programs have a significant impact on the organisations and groups who rely on funding to support their activities, and also the participants and other stakeholders of funded programs. Individual grants can bring about profound change and opportunity for individuals, their families and their wider social networks. Council has demonstrated its commitment to continuous improvement of its grant programs, evidenced by the review conducted during 2015-2016 and subsequent changes to policy and guidelines. Risk Management Regular review of grant programs assists in managing strategic risk in relation to performance and accountability. Grant decisions and outcomes of funded activities are highly visible in the community and therefore present a reputation risk to Council if grant programs are not effective. Ongoing reporting on grant program outcomes provides a degree of risk minimisation in relation to Council’s governance, accountability, fairness and transparency in providing funding programs. Grant programs are also subject to periodic review through Council’s internal audit program. Financial Management Grant rounds are limited to fit the allocated budget. The Community Project funding rounds are restricted to ensure funds are available throughout the financial year. Therefore applications that best align with the City Plan goals are funded.

Environmental and Social Impacts Community grants enhance Council’s capacity to bring about positive social change within the community. Grant making is a fundamental tool in a local government approach to community development and can be effective in achieving significant positive social impact when utilised. Community grants generate only modest or indirect environmental or ecological impacts as the activities funded are typically centred around social, cultural and community wellbeing outcomes.

This report seeks endorsement of the draft Guidelines for Council’s Sporting Club Grants. The Guidelines were developed to improve and simplify community funding.

Attachments Attachment 1 – Sporting Club Grant Guidelines RECOMMENDATION The Grants and Sponsorship Committee resolves that:

1. The Director Community Development's report titled "Sporting Club Grant Guidelines" be received and noted.

2. The Sporting Club Grant Guidelines (Attachment 1) be endorsed. Report Council is moving to a streamlined approach to community grant-making. At its meeting on 12 July 2016, Council committed to prepare a new Grants Policy based on a review of the previous Community and Cultural Development Grants Program. At its meeting on 8 November 2016, Council adopted a new Grants and Sponsorship Policy and rescinded both the Community and Cultural Development and Sponsorship and Donations Fund Policies. The Grants and Sponsorship Policy, provides a framework to guide the provision of consistent, outcomes-focussed funding administration and assessment processes across Council. The policy covers all grants and sponsorship programs, including the broad principles which apply to all grants. The policy does not include procedural detail. Following this, Council resolved to revoke the Grants – Junior Sports Program Policy at its 14 November 2017 meeting. Guidelines have been developed for each funding program containing assessment criteria, timelines and other relevant information. The guidelines explain how the application, assessment and evaluation process works. The tone of the language in the guidelines reflects the clear and simple language within the policy and will help communicate Council’s commitment regarding community funding. The Sporting Club Grant Guidelines (Attachment 1) provides information to sporting clubs on available funding that will support development of their junior players. The guidelines will be available to customers in both electronic and hard copy, the electronic copy will link to Council’s online application platform, SmartyGrants.

Further work will be undertaken to align Council’s other funding programs with the new policy/guidelines framework. Subsequent reports will include the transition of the Events Sponsorship, Placemaking, Business Grant and Request for Financial Assistance programs. Stakeholder Engagement This report has been developed as a result of the Community Grants Review. Specific consultation was conducted to seek feedback on the Junior Sports Grant Program with the intention to streamline the grant-making approach. Feedback was sought from both internal and external stakeholders. Sporting clubs from various codes across the City were invited to respond to the review. Feedback was positive and the intent and focus of the program was said to be realistic and clear. Respondents asked for additional clarity regarding the ability to apply for funding for the development of coaches and umpires for the junior grades, this change has been made. Risk Management Regular review of Council’s grant programs assist in managing strategic risk in relation to performance and accountability. Grant decisions and outcomes of funded activities are highly visible in the community and therefore present a reputation risk to Council if grant programs are not effective. The completion of this review and the grant-making improvements identified herein contribute to the risk minimisation in relation to Council’s governance, accountability, fairness and transparency. The proposed Sporting Club Guidelines should not compromise any existing financial or decision making controls in relation to grant decisions. Financial Management There is no financial impact with a decision on this report.

City Plan Relationship Provision of Minor Community Events is a mechanism for Council to support a number of small scale events within the local community. A minor community event program that has rigorous assessment processes with transparent priorities will deliver accountable and strategic outcomes (leadership). Legislative Context and Related Policies The Local Government Act 1999 outlines that a principle role of a Council is ‘to encourage and develop initiative within its community for improving the quality of life of the community’. The delivery of a Minor Community Event Grants program is one such way that Council can support the community to connect with one another. Stakeholder Engagement The Minor Community Event Grants intent, eligibility, assessment and acquittal criteria were outlined in the Sponsorship and Donations Fund Policy, rescinded 8 November 2016. The transition to guidelines picks up the procedural elements of the previous Policy. Risk Management Grant decisions and outcomes of funded activities are highly visible in the community and therefore present a reputation risk to Council if grant programs are not effective. Within Council’s Grants & Sponsorships Policy is Council’s commitment to providing clear guidelines for each program with all established guidelines to be endorsed by the Grants and Sponsorships Committee. The endorsement of these guidelines will contribute to the risk minimisation in relation to Council’s governance, accountability, fairness and transparency. The proposed Minor Community Event Grant Guidelines should not compromise any existing financial or decision making controls in relation to grant decisions. Financial Management There is no financial impact associated with a decision on this report. Environmental and Social Impacts The proposed recommendations will enhance Council’s capacity to bring about positive social change within the community. Grantmaking is a fundamental tool in a local government approach to community development and can be effective in achieving significant positive social impact when utilised. The proposed recommendations have minimal environmental or ecological impact as the community grants program do not typically fund projects of this nature, however Council's grants and sponsorships framework could potentially support these outcomes in future.

At its meeting on 12 July 2016, Council committed to prepare a new Grants Policy based on a review of the previous Community and Cultural Development Grants Program. At its meeting on 8 November 2016, Council adopted a new Grants and Sponsorship Policy and rescinded both the Community and Cultural Development and Sponsorship and Donations Fund Policies. The Grants and Sponsorship Policy, provides a framework to guide the provision of consistent, outcomes-focussed funding administration and assessment processes across Council. The policy covers all grants and sponsorship programs, including the broad principles which apply to all grants. The policy does not include procedural detail. Following this, Council resolved to revoke the Grants – Heritage Incentive Program Policy at its 14 November 2017 meeting. Guidelines have been developed for each funding program containing assessment criteria, timelines and other relevant information. The guidelines explain how the application, assessment and evaluation process works. The tone of the language in the guidelines reflects the clear and simple language within the policy and will help communicate Council’s commitment regarding community funding. The Heritage Grant Guidelines (Attachment 1) provides information to owners of Local and Contributory properties on available funding that may support them to conserve the heritage qualities of their property. The guidelines will be available to customers in both electronic and hard copy, the electronic copy will link to Council’s online application platform, SmartyGrants.

Further work will be undertaken to align Council’s other funding programs with the new policy/guidelines framework. Subsequent reports will include the transition of the Events Sponsorship, Placemaking, Business Grant and Request for Financial Assistance programs. Legislative Context and Related Policies The Local Government Act 1999 outlines that a principle role of a Council is ‘to encourage and develop initiative within its community for improving the quality of life of the community’. Council’s delivery of a Heritage Grants program is one such way that Council can support the community take initiative in protecting its natural heritage. Stakeholder Engagement This report has been developed as a result of the Community Grants Review. Both Local and Contributory property owners were sent an invitation to submit feedback on the Heritage Incentive Grant policy and the changes to guidelines. Owners from twenty-four (24) various properties responded. Those who responded were either not aware of the program, had previously been refused funding by Council or had previously been approved funding. Overall the feedback was quite positive regarding the program with most appreciating the opportunity to receive assistance from Council. The external stakeholders consider the program to be a valuable means of supporting residents who are working hard to preserve the character and integrity of their area. Further feedback from external stakeholders was received on the application process with the applicants pleased with the ease and accessibility of the new online application process (SmartyGrants) however the lengthy notification period should be reduced. The way in which we advertise to prospective applicants, through a mail out, was seen as an integral part of the promotion, as the messenger adverts are quite often missed. One suggestion from an unsuccessful applicant is they would like to see before and after photos of works that are approved. Council staff will look into ways this can be implemented into the promotion of the grant program for the next funding round. Feedback regarding the amount that can be applied for was conflicting with one respondent suggesting the maximum amount should be $6,000 as the cost of undertaking significant work to preserve older properties can be quite expensive; however another preferred a reduced maximum to allow for a higher number of eligible applications to be approved.

Feedback from internal stakeholders was received regarding priority levels for the way in which we allocate funding. One major concern was that small scale limited impact Local Heritage Places are given priority over Contributory Items with required structural work or had significant streetscape impact. Based on the feedback from Council’s Heritage Advisor revised priority levels have been included in the Heritage Grant Guidelines (Attachment 1). The revision is the adding of Local Heritage Places with minor works or limited contribution to streetscape into priority 6. In practice this will result in many local heritage places being in the highest priority category but will also enable those with minor impact to be given a lower priority level. This should improve the allocation of funds to improving the streetscape while still maintaining a focus on Local Heritage Places. Risk Management Regular review of Council’s grant programs assist in managing strategic risk in relation to performance and accountability. Grant decisions and outcomes of funded activities are highly visible in the community and therefore present a reputation risk to Council if grant programs are not effective. The completion of this review and the grant-making improvements identified herein contribute to the risk minimisation in relation to Council’s governance, accountability, fairness and transparency. The proposed Heritage Grant Guidelines should not compromise any existing financial or decision making controls in relation to grant decisions. Financial Management There is no financial impact associated with a decision on this report. Environmental and Social Impacts The proposed recommendations will enhance Council’s capacity to support the maintenance of local heritage. community outcomes be presented at the Council meeting in December 2017 Report Council staff have been approached by AGL to explore the potential for a corporate sponsorship or partnership to contribute to education, learning and development opportunities for local Aboriginal and Torres Strait Islander people. On November 1st 2017, AGL Energy’s’ Catherine Mooney and Matt Osborn spoke with the Aboriginal Advisory Panel (AAP), to explain the proposed expansion on Torrens Island, the “Barker Inlet Power Station”. A key discussion point for the Panel was the opportunity to seek and develop education and employment opportunities for young Aboriginal and Torres Strait Islander (ATSI) people.

Following the consultation AGL approached staff to discuss a corporate sponsorship which would engage Aboriginal people and link them to industry careers. Feedback from the Panel was to aim for "high skill" positions.

AGL and Council staff agreed in principle to explore a Science, Technology, Engineering and Mathematics (STEM) outcome. Several options for an appropriate program are being considered. It is proposed that AGL and Council enter into a partnership that would deliver a project specifically designed to develop ATSI students’ foundational knowledge and skills in STEM subjects. The pilot program would be trialled and evaluated to assess the outcomes for participants and for the partnering organisations. This proposal would foster and nurture ATSI students’ curiosity towards STEM and develop deeper engagement and learning to inspire students to take more challenging STEM subjects and to follow pathways for related careers. The project would immerse ATSI students in the application and integration of STEM, illustrate innovative practices for student engagement and demonstrate successful leadership, professional learning, and skills of collaboration, critical and creative thinking and problem solving and include industry engagement. The project would aim to,

• Increasing participation and achievement of ATSI students in STEM • Expose and connect Aboriginal youth to STEM industry and career pathways • Improve Aboriginal attendance, engagement and performance in education • Engage participants in a group design activity, that encourages responsibility for

planning, self-assessing, monitoring and reflection • Provide practical and active ways to enable students to undertake specifically

designed STEM challenges. Details of the project are still to be determined and as yet there is no commitment from either party to proceed to delivery. If the Committee endorses this recommendation the details, including a formal agreement would be developed and the relevant people at all agencies will make a decision on whether to proceed. A report would be provided to a Council meeting to enable that decision to be made. In principle the following responsibilities would be outlined in an agreement,

• AGL to fund the project • UniSA College, Connect Program to facilitate a Secondary School ATSI targeted

STEM program. • Council staff to oversee the program and administer funds.

The following partnerships discussions are also underway,

• Smith Family to consider the benefits of linking the project to their Indigenous STEM Camp.

• UniAdelaide Aboriginal Education to provide Aboriginal program support • State Development to provide support, a school engagement strategy and

connection to financial opportunities.

The Proposed Project milestones include:

Officer • Corporate sponsorship would provide:

o A part time STEM project coordinator o Consumables; e.g. materials, transport o Hourly paid mentoring o Industry engagement; excursions and work placement/ experience

City Plan Relationship The proposed project highlights the value that Council places on its diverse community, supports community wellbeing and highlights the positive achievements of Aboriginal young people and their capacity to contribute to the community through academic and employment accomplishments. The project would include a support and mentoring program which would invite the participants to engage with Council staff and see the different employment and community outcomes that can be achieved via a STEM education program. This will provide interaction between staff and the community and highlight the different local government careers. There would also be a link with our Library service as it continues to expand programs for people to learn, use and explore technology. Legislative Context and Related Policies Council does not have a sponsorship policy. There is no legislation or Policy that directly relates to this matter; however the principles in a range of policies such as procurement and grants are relevant. Stakeholder Engagement Staff have been in discussions with AGL, the Aboriginal Advisory Panel, UniSA, Smith Family and other agencies to explore the need for and commitment to this project. If this recommendation is endorsed the engagement will continue and expand to local schools and other organisations. Risk Management There are several risks associated with this project. They include risks directly associated with project delivery, including that the desired outcomes may not be achieved costs may increase etc. and also those associated with entering a corporate sponsorship or partnership. The project related risks will be explored in more detail in a subsequent report and can be managed via entering a short term agreement to trial the program with clear responsibilities and a defined evaluation process.

There is risk and opportunity in any partnership. The opportunity in this proposal is to provide increased benefit to our community that Council alone cannot provide due to limited funding. There are additional risks due to the corporate nature of this sponsorship. AGL submitted a Development Application to the State Planning Commission in October 2017. The Application proposes a $295 million new power station to be known as the Barker Inlet Power Station which will be located next to the existing power station on Torrens Island. Although Council is not the planning authority and the development is not in the City of Port Adelaide Enfield it has been referred to Council for input and comment. It could be perceived that this potential partnership will influence the comments provided. The referral comments are being handled by Council Administration via the standard procedure. Staff involved in the development application are not involved in this proposed sponsorship in anyway. This separation and the fact that Council is not the planning authority minimises the risk of a perceived conflict. Staff are also cognisant that AGL's Manager Community Programs, Matt Osborn is a City of Port Adelaide Enfield Councillor and that this relationship must be managed transparently. Cr Osborn has of course, also been actively managing his responsibilities and has always been upfront with staff about his dual roles and the separation of the two. It is suggested that should a partnership/sponsorship agreement be reached that the entire agreement would be provided to Council so it could be considered in a public forum. The other key risk of any partnership (for all partners) is the reputation risk that may come from a difference in organisational values. For that reason it is suggested that a new trial project be established rather than a sponsorship of an already established Council program. This project presents an opportunity for business and government to work together to contribute to improved economic and social outcomes in our local community. Appropriate management will minimise the risk to Council and also ensure the opportunity is realised. Financial Management There is no financial impact of this decision as it seeks only to continue discussions and provide a report to Council. Council's contribution of staff resources would be discussed in the subsequent report. Environmental and Social Impacts The proposed project could have a strong social impact. It would demonstrate Council's commitment to positive outcomes for our Aboriginal and Torres Strait Islander community and provide access to courses and a support and mentoring program to prepare young people for education and employment pathways in the STEM field. The project has no direct environmental impact.

This report provides a summary of the grant round, the criteria for assessment and issues affecting the recommendations of the staff assessment committee. Submissions are presented in individual reports for case by case determination by the committee. The aims of the City of Port Adelaide Enfield's Event Sponsorship Program as outlined in the Council Policy CD19 Sponsorship – General Major Events are to:

Support the development of vibrant, creative and innovative events that enhance the economic, social and cultural life of the City to:

• Establish partnerships to achieve recognition for the City • Increase tourist visitation to the City

• Deliver measurable economic benefits to the City • Facilitate community involvement in events and activities • Attract new and diverse events to the City • To give increased support to events that build and reinforce the unique and positive

attributes of the City The grant round opened on 21st August 2017 with a deadline for submission of 22 September 2017. Applications were submitted online through the Smarty Grants system. In an effort to support improved grant making and to improve community capacity to develop and deliver effective events, Event team members provided some additional support to applicants ahead of the submission deadline. These included two short grant workshops to support potential applicants through the submission process. These were offered on 23 and 24 August 2017 and provided information about Council’s events sponsorship policies, event planning, and budget development application submission processes. A total of 17 applications were received at the deadline for applications. The total value of the pool assessed amounted to $100,600. Of the 17 grants assessed, 14 were for general events, which varied in scale from small to quite large – and 3 were for major events, which are required to attract substantial (more than 8000) intra and interstate visitors to the City. The staff assessment committee was working to a maximum budget for Round 2 of $95,173 based on the following factors: • an event and sponsorship budget in 2017/18 of $240,500 for two rounds • the allocation of $60,327.28 in sponsorship for Round 1 of the 2017/18 program • prior multi-year funding agreements to come out of the anticipated $240,000 pool

amounting to $85,000 for the following events:

the 2017 Semaphore Street Fair - $20,000 the 2017 Semaphore Music Festival - $20,000 the 2018 Laneway festival - $20,000 the 2018 Kite Festival - $25,000

The applications presented as a mix of sponsorship (requests for funding of confirmed large scale events which present an opportunity for Council to show support through a financial contribution) - and grants (requests for funding for significant or total cost of events where Council support is a necessary element to enable the event to occur). The applications were assessed in accordance with the Sponsorship – General/Major Events policy (CD 19) against the following criteria: • Ability to increase tourist visitation to the City • Potential economic benefit to the City • Ability to facilitate community involvement in the event/activity

calendar • Marketing and promotional strategies • Demonstrated capacity of the event organisers to successfully manage the event • Risk management and event accessibility planning • Capacity to be an ongoing event • Event sustainability planning and strategies • Involvement of and consultation with local businesses, artists and community groups • Ability to generate media exposure for the City of Port Adelaide Enfield

Acknowledgement of the City of Port Adelaide Enfield’s sponsorship on any event publicity and promotions.

Any applicant recommended for funding is also confirmed to meet the following requirements: • The organisation is an incorporated body or, if not incorporated, is being auspiced by

an incorporated body • The proposed event is covered by a current Public Liability Insurance Policy to the

value of $10 million • Provide either an Australian Business Number (ABN) or complete the Australian

Taxation Office "Statement by a Supplier" form • The proposed event is to be held within the City of Port Adelaide Enfield boundary • The proposed event is open to the general public The Events team now needs to manage and monitor more tightly the level of in-kind support to externally delivered events than has historically been the case. Where events are supported through Council sponsorship, there is the opportunity to cover these costs through that financial support, thereby controlling and reducing their impact on other program budget lines. In this context where the event submission is essentially grant-like in nature (i.e. the event is substantially dependent on Council funding), recommendations to fund have been for the full amount. Where applications have been for sponsorship and the success of the event is not heavily contingent on Council financial support, some recommendations are for less than the amount requested. In such instances the recommended sponsorship amounts are in keeping with previous allocation to the same or similar events. In keeping with best practice grant making the staff assessment committee has assessed to the criteria, rather than to a notional full pool of funds the round. Sixteen (16) applications have been recommended for funding to a total value of $83,500. If these recommendations are supported by the Grants and Sponsorship Committee, the remaining balance of funds of the 2017/18 Sponsorship – General / Major Events program will be $11,673. For the applicants that do not receive Council support in the round, Event staff will be available to provide feedback and support to develop their event concept and any future application to a Council sponsorship round. In relation to the unexpended balance of funds it is recommended that Council supports their reallocation as outlined below.

Council will note that very few of the applications in this round were for events from the eastern side of Council, with most applications relating to events in the Port Adelaide, Semaphore and Outer Harbor wards. In order to increase awareness of and access to Council event sponsorship, it is proposed that an amount of up to $5000 of the unallocated Major/General Events Sponsorship is applied to the Council-wide promotion of the 2018/19 program and to better engage communities across the Council to support access to event sponsorship. It is proposed that the remaining funds be redirected, in keeping with the intent of their allocation, to support the other Community Grants programs such as Minor Community Events or Sporting Club grants administered by Community Development. In this meeting agenda, Council is considering guidelines for these types of grants. While remaining funds from General/Major Events Sponsorship which are proposed to be reallocated are small, they will extend these other grant programs and be consistent with Council’s intent to provide outcomes for the community. City Plan Relationship The Sponsorship General/Major Events policy supports the Community theme of the City Plan. All submissions recommended for funding create opportunities for community wellbeing and contribute to a healthy, inclusive and cohesive community. There is a strong link between the purpose of the policy and the Placemaking theme, where events can play a strong role in creating a city where people love to be. Legislative Context and Related Policies The Sponsorship General/Major Events policy outlines the time frames, principles and criteria for this funding round. Stakeholder Engagement Events embrace a wide cross section of the community and are in the interest of the community as a whole. In addition to the promotion of this grant round through the usual channels, the two optional workshops, and some direct advice in relation to specific applications was the full extent of stakeholder engagement in this round. Risk Management Risks associated with grant making include non-delivery of proposed outcomes including event cancellation, unsuccessful events, and cost overruns that can be pushed onto Council to resolve. Any of these may have negative outcomes of lost opportunity for community or for the reputation of Council; however the risk of either is not significant. Additionally the approach recommended in this report to fully fund grant-like submissions aims to minimise the likelihood of these adverse risks being realised. Financial Management The sponsorship assessment process is aligned to Council policy and guidelines and fully documented to ensure transparency and probity.

An lesser amount than that applied for is recommended as the event budget indicated that sponsorship of the full amount would return a significant profit to the event organisers. Sponsorship of Flashy Fridays aligns supports placemaking, cultural and economic outcomes for the City.

Event Summary Holi is one of the largest festivals celebrated across the Indian Subcontinent as well as South and Central Asia. Holi, the festival of Colour and Water, is a celebration of fertility, colour and love and described as the celebration of the triumph of good versus evil. The Holi on the Beach event at Semaphore aims to deliver this important cultural celebration through Bollywood inspired dance, music and performances by local and interstate artists as well as the sale of traditional and non-traditional foods and a “Rangwali Holi” (colour-throwing) activity to mark the occasion. Holi on the Beach is a free event that is inclusive of families and the wider community. The City of Port Adelaide Enfield sponsored Holi on the Beach as a new event in 2017 and all funds were fully acquitted. Funding Recommendation It is recommended that Council support the Holi on the Beach 2018 event with event sponsoprship to the value of $5,000.00. Funding Recommendation It is recommended that Council does not provide sponsorship for the Pirates of Port Adelaide Festival Onboarding event. This recommendation is made on the basis that while this planning and evaluation process shows a commitment to effective event management for a future festival, the onboarding event not a community event as outlined in the General/Major Events Sponsorship guidelines. While the sponsorship is significant given the relatively small number of attendees, it is suggested that the proposal presents an opportunity to support a local film maker and curator to develop a new cultural event, and one that builds off the very successful Port Adelaide focussed stream of the 2017 Adelaide Film Festival. In conjunction with the competition, the Port Adelaide Sailing Club also hosts an Open Day, inviting the community to learn more about the sailing club and the historical context of the event. It is expected that up to 500 people will attend the event. Funding Recommendation: The 2017 Port Line Cup Sailing Regatta received City of Port Adelaide Enfield sponsorship through round 1 of the 2017/18 General Events Sponsorship. Ordinarily this would preclude the Port Adelaide Sailing Club from seeking a second grant for the same event in the same financial year. However, as the event is scheduled for August 2018, is heavily reliant on Port Adelaide Enfield sponsorship to run. If referred to the 2018/19 grant round, the applicant would receive funding advice so late (in July 2018) as to potentially jeopardise the event. Given these particular circumstances it is recommended that Council makes an exception to standard practices to support this sponsorship request rather than refer it to Round 1 of the 2018/19 General Event Sponsorship. This event supports the City outcomes for community, placemaking and environment.

It is expected that up to 5,000 people will attend on the day of the event. The Port Rocks event has received sponsorship over several years, all of which has been acquitted in full. Funding Recommendation It is recommended that Council support The Port Rocks event to the value of $5,000.00 (plus G.ST. if applicable), which is less than the amount requested. This recommendation has been made on the basis that while the application suggests that the event will attract up to 10,000, in 2017 it attracted approximately 5000. The 2018 event outlined in the application does not significantly differ in format or scale from the previous year and thus provides no justification for a doubling of audience numbers. As such, the assessment team do not believe that it meets the key eligibility requirement for a Major Event Sponsorship. Further, this event has received City of Port Adelaide Sponsorship for many years, without achieving significant growth or sustainability. For this reason it is suggested that a significant increase in funding as applied for in this year is not justified. The recommended sponsorship of $5000 is in keeping with the sponsorship provided to the 2017 event. The event contributes to Placemaking, community and economic outcomes.

Event Summary Vaisahki Mela (Harvest Festival) is one of the largest festivals celebrated in Northern India as well as South and Central Asia. The Vaisahki Mela event at the Klemzig Reserve aims to deliver this important cultural celebration through traditional and Bollywood-style music and dance performances as well as the preparation and sale of traditional foods, clothing and jewellery. Market stalls and children’s entertainment will also be provided on the day of the event. The Punjab Aussie Association of South Australia Inc received sponsorship for the 2017 Vaisahki Mela, which has been acquitted in full. Funding Recommendation It is recommended that Council support the Vaisahki Mela event with sponsorship grant funding to the value of $5,000.00. It supports diversity, community, culture, wellbeing and Placemaking outcomes. It also contributes to the event calendar on the eastern side of the City.
