• Ensure all first responders, including police and fire, have access to provincially funded naloxone that can reverse an opioid overdose, and training in its use, due to the fact that in our rural region volunteer firefighters are often the first ones on the scene of an opioid overdose, and it is critical that the individual(s) who has overdosed receive naloxone as soon as possible to prevent death; and,
• Ensure all places that support vulnerable people in the community, have access to publicly funded naloxone, and training in its use; and,
• Provide a provincially funded public opioid education campaign, including social media to complement the efforts of individual communities; and,
• Provide additional provincial funding for addiction and mental health services that would assist in treating people with mental illness to reduce and/or eliminate self-medication with opioids, and would provide addiction services to help people overcome with opioid addiction.

Bruce County Federation of Agriculture Delegation to Bruce County Council

We thank you for this opportunity to present to you a proposal that may help to solve a serious and impending problem that affects,and will affect all Bruce county communities.
Recently the issue of education for rural students has come to the forefront in this county as well as in other counties in Ontario. The closure of the secondary portion of Chesley Community School and potentially up to 100 other local schools in Ontario has rightly raised concerns in the rural population. Bus rides to school of an hour each way for kindergarten students are not and should not be acceptable for rural students and most certainly would not be tolerated in city school districts. For older students in rural areas,extended bus travel time limits critical time for studying as well as opportunities for out of school hours activities, ie.,school sports, extra tutoring, part time jobs,etc. In addition, especially during winter months, there is an increased potential for accidents in inclement weather.
This is not to say that Board of Education funding should be spent on old and inefficient buildings. On the contrary, the Bluewater Board of Education must strive towards getting the most "bang for its buck " from the funding that is currently provided by the provincial formula. We believe that the trustees on the Bluewater Board of Education take their responsibilities very seriously and attempt to achieve the best education opportunities for Bruce and Grey County students. However, the support for rural students within the funding formula has declined over the last decade.
The use of an education funding formula is intended to be an impartial and equitable method of distributing operating revenue to Ontario’s school boards. On its surface, this approach makes sense. In reality when the funding formula is matched with the complex and changing nature of our rural geography and delivered in the context of four publicly funded education systems, there are unintended consequences. Many of these consequences have had a negative impact on our rural students and their communities.
For example, the Ministry of Education has indicated that they have opened new schools or provided capital for expansion of existing buildings on an order comparable to the rate of school closures. Unfortunately in rural Ontario, much of the expansion and new building has happened in the same location as existing space. This has resulted in school closures, often in the same community or in surrounding communities. Most often larger centres have benefitted from the additional investment at the cost of rural communities and their students.
A second example of these unintended consequences related to the current formula is in the distribution of geographic circumstances funding. This funding is intended to support the education of students in rural and remote locations. A little over a decade ago, a portion of the grant currently known as the “supported schools amount” was triggered by schools in the most rural and remote parts of Bruce County. Now the this funding flows almost completely to larger population centres in our school district such as Owen Sound. Once again this puts pressure on our rural schools and their students.
Needless to say, the removal of a school from a community strikes a severe blow to its viability, perhaps even its survival. Young families looking to settle in the area naturally gravitate to municipalities with educational facilities. Often, a school is the social compass that determines the overall personality of a community.
It is no secret that over the last decade there has been a large decline in school aged children across the greatest extent of the province of Ontario. Now there are far fewer rural and farm families sending children to school. What may not be as apparent is the fact that although there are fewer "stewards of the land;" and a huge proportion of their tax dollars fund the education system. Fewer farmers now pay tax on larger farm acreages while consuming fewer educational services. It is reasonable to expect that these taxes continue to fund a viable educational infrastructure that is vital to our rural communities.The Bruce County Federation of Agriculture firmly believes that there are positive solutions to this dilemma.
BCFA is pleased that the Paisley school has a five-year reprieve and that although the secondary portion of Chesley Community school is closing, the agriculture program that has been so widely praised will continue to function there as an off site campus. It will be up to the agricultural community to prove that this is a viable project and maintain its availability should the offsite campus be transferred to another location.
BCFA compliments municipalities such as Arran Elderslie that have offered substantial sums of money to the school board to facilitate keeping their local school open. However ,this is a stop gap measure which may ultimately result in further downloading of the provincial government's responsibilities on to financially struggling municipalities. Although good in the short term, this is not a satisfactory solution.
The decision of the Davis government made decades ago to acknowledge the sectarian nature of Ontario’s population by extending full funding to all four education systems was based on transparency and fairness as well as the realities of the day. However, times have changed. With declining enrollment and the large geographic extent of rural Ontario, a new rural education strategy is critically needed. A new strategy with a focus on fairness to rural students and the communities must be envisioned.
The BCFA wants to take a proactive and positive role in helping the Government of Ontario understand the urgency of this issue. It is our plan to circulate this proposal to all County Federations for their support and for presentation to their own municipalities.
BCFA asks that you endorse:
1. Our call for a new rural education strategy in Ontario with a singular focus on fairness to its rural students rather than its four publicly funded systems.
2. That a immediate moratorium be placed on school closures until such time as the funding formula can be updated to reflect and support contemporary rural Ontario.
In summary, it is obvious that a Rural Educational policy must be promoted. Rural and Northern Ontario need to be treated differently than urban areas. It could be that the size of schools may be different or programs offered may need to be localized according to the need. A sliding scale of funding for rural schools should be applied realizing that equal funding per student in the province may not be fair funding.
This issue is not just related to agriculture and farm families. It is about all communities in Bruce county. Larger towns should not assume that this disproportionate funding will not someday be applied to them. Apathy and appeasement should not overpower proactive dialogue towards a constructive conclusion. As Winston Churchill once wisely said; "An appeaser is one who feeds the crocodile hoping that it will eat him last".
In the final analysis we are talking about our children's education and our communities 'futures. We all know that politics and economics are at play in funding decisions but we suggest that an Alliance of stakeholder groups ,including, for example, the OFA, Municipal representatives, Bluewater Board of Education trustees etc.
All we ask for is a fair and equivalent education for our children ,no less than we would expect for our urban cousins' children.
We need to promote these solutions before it is too late.

Moved by Councillor Milt McIver Seconded by Councillor Anne Eadie That the County of Bruce supports the Province of Ontario’s initiative to review Ontario’s Rural Education Strategy; and, That the following objectives are supported to increase the viability of Bruce County’s rural schools:
1. Support for sustainable use of school space through the creation of
community hubs and schools; 2. Support for the concept of shared joint-use school space, including the
use by more than one School Board; 3. Support for changes to the decision-making process around school
closures; 4. Support for a funding formula model that resources rural schools
including appropriate program resourcing; and
That in order for these objectives to be advanced, an update to the pupil accommodation review process needs to occur that incorporates a community impact analysis in the initial staff report in consultation with community partners; and, That staff be authorized to forward the recommendations contained in this report as the County’s comments in the consultation and feedback process to the Province of Ontario. A by-law to establish fees and charges
for The Corporation of the County of Bruce
Section 39(1) of the Municipal Act, 2001, as amended, provides that a municipality may pass by-laws imposing fees and charges on persons for services or activities provided or done by or on behalf of it and any other municipality or local board, and for the use of its property, including property under its control. Section 69(1) of the Planning Act, 1990, as amended, provides that a municipality may establish a tariff of fees for the processing of applications made in respect of planning matters. The Council for The Corporation of the County of Bruce Enacts By-Law 2017-037 as follows:
1. The fees to be charged for service provided by the County of Bruce are attached and form part of this by-law:

2. On January 1st of each year, the fees listed in Schedule “C” of this by-law shall automatically increase on a percentage basis rounded up or down to the nearest ten-dollar increment, in a fashion consistent with the Statistics Consumer Price Index for the previous calendar year, if the consumer price index shows an increase. 3. Any portion of a fee or charge that remains unpaid beyond the date fixed for payment may bear interest at the rate of 1.25% after 30 days and each month until such fee or charge is paid in full. 4. By-law number 2017-020 is hereby repealed.
5. This by-law shall come into force and effect on the date it is passed by Council.

The Bruce County Official Plan is amended as follows:

By-law Number 2017-041
A by-law to regulate and control the movement of “All-Terrain Vehicles” (ATV’s) and “Multi-Purpose Off Highway Utility and Recreational Vehicles” (Off-Road Vehicles or
UTV) on a portion of Bruce County Roads 8, 9 and 13
Section 8(1) and 9 of the Municipal Act 2001, S. O. 2001, c. 25 provides that the powers of a municipality shall be interpreted broadly to enable the Municipality to govern its affairs as it considers appropriate and to respond to Municipal issues.
Section 191.8(3) of the Highway Traffic Act, R.S.O. 1990, c. H. 8 authorizes Council to pass a by-law permitting the operation of Off-Road Vehicles on any highway under the jurisdiction of the Municipality or on any part or parts of such a highway.
The Corporation of the County of Bruce agrees to allow the use of ATV(s) on specific Bruce County Roads as identified in Schedule B as attached to this by-law.
The Council for the Corporation of the County of Bruce enacts By-law 2017-041 as follows:
1. Definitions:
A) Highway includes a common and public highway, street, avenue, parkway, square place, drive, bridge, viaduct or trestle, any part which is intended for or used by the general public for the passing of vehicles and includes the area between the lateral property lines thereof.
B) “All-terrain vehicle” means an off-road vehicle that,
(a) has four wheels, the tires of which are all in contact with the ground, (b) has steering handlebars, (c) has a seat that is designed to be straddled by the driver, and (d) is designed to carry,
(i) a driver only and no passengers, or (ii) a driver and only one passenger, if the vehicle, (A) has one passenger seat that is designed to be straddled by the passenger
while sitting facing forward behind the driver, and (B) is equipped with foot rests for the passenger that are separate from the
foot rests for the driver;
C) “Multi-purpose off-highway utility vehicle” means an off-road vehicle that,
(a) has four or more wheels, the tires of which are all in contact with the ground, (b) has a steering wheel for steering control, (c) has seats that are not designed to be straddled, and (d) has a minimum cargo capacity of 159 kilograms;
D) “Off-road vehicle” has the same meaning as in the Off-Road Vehicles Act; E) “Recreational off-highway vehicle” means an off-road vehicle that,
(a) has four or more wheels, the tires of which are all in contact with the ground, (b) has a steering wheel for steering control, (c) has seats that are not designed to be straddled, and (d) has an engine displacement equal to or less than 1,000 cubic centimeters;
F) “Seat belt assembly” means a device or assembly composed of a strap or straps, webbing or similar material that restrains the movement of a person in order to prevent or mitigate injury to the person. O. Reg. 316/03, s. 1; O. Reg. 135/15, s. 1.
2. Schedule ‘A’ is attached and forms part of this by-law for further clarification on the meaning of permissible vehicles.
3. An ATV, Multi-Purpose Vehicle, Off-road Vehicle driver must:
a) be at least 16 years old b) hold a valid G2 or M2 licence c) wear an approved motorcycle helmet, securely fastened under the chin with a
chin strap. d) wear a seat belt, where provided e) not travel at speeds more than 20 kilometres per hour, if the posted speed limit is
not greater than 50 kilometres per hour or 50 kilometres per hour, if the posted speed limit is greater than 50 kilometres per hour.
f) operate ATV in same direction as traffic. g) travel on shoulder of road, but may operate on road if shoulder is not safe. h) not travel on any road under the jurisdiction of the Bruce County Highways
Department except those listed in Schedule B, which forms part of this by-law. j) not operate an Off-Road Vehicle except as permitted upon a highway under the
jurisdiction of the County of Bruce and in accordance with Ontario Regulation 316/03 of the Highway Traffic Act (as amended), the Off-Road Vehicles Act (as amended), and in accordance with the provisions of this by-law and any Schedule hereto.
k) not operate Off-Road Vehicles on a Highway between sunset and sunrise as determined by the National Research Council of Canada.
l) not operate Off-Road Vehicles between November 10 and May 1. 4. Enforcement:
a) Any person(s) who violates a provision of this by-law is guilty of an offence and on
conviction is liable to the penalty as provided in Section 61 of the Provincial Offences Act R.S.O. 1990 Chapter.33 (as amended).
b) No person shall interfere with an officer carrying out his/her duties enforcing this by-law.
5. In the event of any conflict between any provisions of this by-law and any other by-law hereto passed, the provisions of this by-law shall prevail.
6. By-law 4486 is hereby repealed.

By-law Number 2017-042
A by-law to adopt estimates, tax ratios and tax rates for the Year 2017
Section 308 (4) of the Municipal Act, 2001, as amended, provides that an upper-tier municipality shall pass a by-law in each year to establish the tax ratios for that year for the upper-tier municipality and its lower-tier municipalities.
On the adoption of the Minutes of the Corporate Services Committee dated November 3, 2016, Council approved the County of Bruce estimates of all sums required during 2017 for the purposes of the upper-tier municipality.
Section 311 (2) of the Municipal Act, 2001, as amended provides that an upper-tier municipality shall pass a by-law directing each lower-tier municipality to levy a separate tax rate, as specified in the by-law, on the assessment in each property class in the lower-tier municipality rateable for upper-tier purposes.
The Council for the Corporation of the County of Bruce enacts By-law 2017-042 as follows:
1. The 2017 estimates for County purposes are adopted in the amount of $43,421,393.
2. The tax ratios established for the County of Bruce for the 2017 taxation year are as follows:

In the case of non-payment of any installment or portion thereof on the due dates, the municipality so in default shall pay to the County, interest thereon from the day of default to the date that the payment is made at the minimum lending rate of the majority of chartered banks on the day of default.
7. That by-law 2017-018 is hereby repealed.
8. This by-law shall come into effect on the date it is passed by Council.

Section 5(1) of the Municipal Act, 2001, as amended, provides that the powers of a municipal corporation are exercised by its Council;
Section 5(3) of the Municipal Act, 2001, as amended, provides that municipal powers shall be exercised by by-law;
The Council for the Corporation of the County of Bruce enacts By-law 2017-043 as follows:
1. The actions of the Council of the Corporation of the County of Bruce in respect of all recommendations, minutes of committees, all motions and resolutions and all other actions passed and taken by the Council of the Corporation of the County of Bruce, documents and transactions entered into during the June 1, 2017 special session of Council, are hereby adopted and confirmed, as if the same were expressly included in this by-law.
2. The Warden and the proper officials of The Corporation of the County of Bruce are authorized and directed to do all things necessary to give effect to the actions of the Council of the Corporation of the County of Bruce during the June 1, 2017 special session referred to in Section 1 of this by-law.
3. The Warden and Clerk are hereby authorized and directed to execute all documents necessary to the action taken by this Council as described in Section 1 of this by-law and to affix the corporate seal to all documents referred to in Section 1.
