PUBLIC HEARING:

Conduct a public hearing on the proposed FY 2020/2021 budget for the fiscal yearbeginning October 1, 2020 ending September 30, 2021 for all City funds; providing thatthe budget will raise more property taxes than last year's budget by $199,162 or5.43%, and of that amount, $416,370 is tax revenue to be raised from new propertyadded to the tax roll this year.
ACTION:
3. Discuss and consider a recommendation from the Planning and Zoning Commissionregarding a Final Plat, being a replat of Lots 1R and 2, Block D, Sunridge BusinessPark Addition into a single lot of record, (Lot 2R, Block D, Sunridge Business Park),being approximately 60.022 acres in size, located at 1101 E. Pleasant Run Road, andbeing situated in the Robert Sloan Survey, Abstract No. 1271, City of Wilmer, DallasCounty, Texas.
4. Discuss and consider a resolution casting a vote for Trustees in Places 1, 2, 3, and 4
in the Texas Municipal League Intergovernmental Risk Pool Board of TrusteesElection on the Official Ballot form; authorizing the Mayor to sign the Official Ballot.
5. Discuss and consider approving an ordinance adopting a budget for the City for the
fiscal year October 1, 2020 through September 30, 2021 and providing thatexpenditures for said fiscal year shall be made in accordance with said budget.
6. Discuss and consider approving a resolution ratifying the budget for Fiscal Year
2020/2021 that will require raising more property tax revenues by 5.43% or $199,162from property taxes than the previous year and of that amount, $416,370 is taxrevenue to be raised from new property added to the tax roll this year.
7. Discuss and consider approving a resolution ratifying the adoption of the Wilmer
Economic Development Corporation (WEDC), Type A budget for fiscal year October 1,2020 through September 30, 2021.
8. Discuss and consider approving a resolution ratifying the adoption of the WilmerCommunity Development Corporation (WCDC), Type B budget for fiscal year October1, 2020 through September 30, 2021.
9. Discuss and consider approval of an ordinance regarding levying the ad valorem taxes
for the fiscal year 2021 at a rate of $0.562900 per one hundred dollars ($100.00)assessed valuation on all taxable property within the corporate limits of the City as ofJanuary 1, 2020; to provide revenues for current expenses and interest and sinkingfund requirements; and providing for due and delinquent dates together with penaltiesan d interest; providing a homestead exemption and disability exemption.

CALL TO ORDER With a quorum present, the Regular Meeting of the Wilmer City Council was called to order by MayorWealthy at 7:19 p.m. on Thursday, August 6, 2020. Due to the COVID-19 (coronavirus) state ofemergency and consistent with the Governor’s Order regarding modifications to the Texas OpenMeetings Act, and executive orders regarding the public, the meeting was broadcast live viatelephone conference.
INVOCATION: Pastor Preston Rodriguez, Calvary Baptist Church, gave the invocation.
COMMUNITY ANNOUNCEMENTS: Mayor Wealthy shared that the month of August is designated as “Shop Wilmer" and encourage all tosupport all of our local businesses. Also, she provided an update on the Eddie Bernice JohnsonElementary School.
CITIZENS' COMMENTS:No citizens were pre-registered.
Mayor Wealthy altered the agenda.
ACTION:
3. Discuss and consider a resolution supporting the 2020 Census, establishing the City ofWilmer Complete Count Committee, and confirming appointments to said committee.
City Administrator Stringfellow spoke on item 3 and shared that at the February 6, 2020 City
Council Special Work Session, City Council received a presentation from the Dallas RegionalCensus Office on the 2020 Census and the Complete Count Committee and on June 4, 2020City Council Regular Meeting, City Council discussed appointing a 2020 Census CompleteCount Committee and City Council was encouraged to provide a nominee to the CompleteCount Committee. Staff provided the names establishing the 2020 Complete CountCommittee.
MOTION: Mayor Pro Tem Madrigal made a motion, seconded by Councilmember Slough toapprove item 3. The vote was cast 3 for, 0 against [Ramirez and Campos absent]. The

5. Discuss and consider approving an ordinance repealing Ordinance Number2020-0319A, postponing the General Election to be held on Saturday, May 2, 2020, forthe purpose of electing a Mayor, at-large, and two (2) Council Members, at-large, toTuesday, November 3, 2020, and to be in compliance with the Governor's proclamationto require early voting by personal appearance to begin on Tuesday, October 13, 2020. City Secretary Ortiz spoke on item 5 and shared that on July 27, 2020, Governor Gregory
Abbott issued a proclamation altering his proclamation suspending Section 85.00 1(a) of theTexas Election Code to the extent necessary to require that, for any election ordered orauthorized to occur on Tuesday, November 3, 2020, early voting by personal appearance tobegin on Tuesday, October 13, 2020. Pursuant to state (Chapter 272) and federal laws, theordinance is provided in English and Spanish. In addition, the caption on the City’s agendafor this meeting for the election order was provided in English and Spanish.
MOTION: Mayor Pro Tem Madrigal made a motion, seconded by Councilmember Slough toapprove item 5. The vote was cast 3 for, 0 against [Ramirez and Campos absent]. Themotion carried unanimously.
4. Discuss and consider approving an ordinance amending Chapter 1, Article 1.02,Division 2, Records Management, Section 1.02.040 of the Code of Ordinance of the Cityof Wilmer, Texas, and adopting the Texas State Library and Archives CommissionRecords Retention Schedules.
City Secretary Ortiz provided staff comments on item 4. She stated that the item is to update
and amend the Records Management Program. Under the current ordinance, RecordsControl Schedule were to be developed for each Department listing the records maintained,retention periods, and disposition information and submittal and acceptance for filing by theDirector and Librarian of the Texas State Library and Archives Commission.After furtherresearch, such Department Records Control Schedules were not developed or submitted forformer approval. The purpose for this item is to adopt the Texas State Local RetentionSchedules and to provide for the automatic use of the latest schedules issued by the TexasState Library and Archives Commission which will make our records management programeasier to administer while complying with the requirements of the State.
MOTION: Councilmember Steele made a motion, seconded by Mayor Pro Tem Madrigal toapprove item 4. The vote was cast 3 for, 0 against [Ramirez and Campos absent]. Themotion carried unanimously.
6. Discuss and consider a resolution adopting the City of Wilmer's Proposed BudgetCalendar for Fiscal Year 2020/2021.
Mayor Wealthy stated that staff pulled item 6. No actio needed.
EXECUTIVE SESSION:
1. The City Council shall convene into closed executive session pursuant to:
Section §551.071 (1) (A) of the Texas Government Code to seek legal advice fromthe Attorney concerning pending or contemplated litigations and

Section §551.071 (2) of the Texas Government Code to consult with the CityAttorney regarding matters in which the duty of the attorney to the City under theTexas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearlyconflicts with the Texas Open Meetings Act regarding an agreement for Segment1 and Segment 2 of the waterline project on the east side of Interstate Highway 45(IH45).

2. Reconvene into open session. Consider and take appropriate action(s), if any, on closedsession matters.
Mayor Wealthy shared that letter "A" matter in executive session is tabled until further notice.
The City Council recessed for Executive Session at 7:42 p.m. and reconvened into opensession at 7:57 p.m.

ACTION:
1. Discuss the proposed FY 2020/2021 tax rate of $0.562900 per $100 assessed valuation,receive related tax calculation documents, take record vote to consider a tax rate toincrease total tax revenues from properties on the tax roll in the previous year and setpublic hearing dates on the proposed tax rate.
Consulting Finance Director Harvey provided staff comments on item 1. He shared
that The No-New-Revenue tax rate is the tax rate for the tax year that will raise the sameamount of property tax revenue for the City of Wilmer from the same properties in both thepreceding tax year and the current tax year. The Voter-Approval tax rate is the highest taxrate that the City of Wilmer may adopt without holding an election to seek voter approval of therate. The De Minimis rate is the rate equal to the sum of the no-new-revenue maintenanceand operations rate, the rate that will raise $500,000, and the current debt rate. The City ofWilmer's current tax rate was adopted in September 2019 at $0.562900 per hundred dollartaxable valuation. The current year adopted tax rate is inclusive of Operations andMaintenance tax of $0.395300 and a Debt Service rate of $0.167600. For FY 2021, the City ofWilmer proposes to maintain the current tax rate of $0.562900. This recommended rate is lessthan the No-New-Revenue Tax Rate of $0.5981114, the Voter Approved Tax Rate of$0.603867 and the De Minimis Tax Rate of $0.661962. According to the Comptrollers'interpretation of Truth In Taxation Guidelines, if the tax rate proposed by the governing bodydoes not exceed the lower of the no-new-revenue tax rate or the voter approved tax rate, apublic hearing and quarter page ads are not required. The Effective Tax Rate Worksheet was

Adopting the staff's recommendation satisfies the expectations of Truth inTaxation regarding the tax rate. Councilmember Steele stated that for the current tax rate remaining the same for the upcomingfiscal year is identified as No-New-Revenue tax rate. Consulting Finance Director Harveyconfirmed and reflected to the Effective Tax Rate Worksheet.
Councilmember Steele inquired if the proposed FY 2020/2021 tax rate is approved for$0.562900 per $100 assessed valuation may be changed at a future meeting before theadoption of the budget. Consulting Finance Director Harvey stated the tax rate of $0.562900may be lowered but the tax rate cannot be increased.
Councilmember Slough expressed her concerns of the tax rate changing. Consulting FinanceDirector Harvey shared that the proposed tax rate to consider is the same as the current FiscalYear.
City Secretary Ortiz shared that a memorandum was provided to assist in approving the taxrate and announcing the public hearing date.
MOTION: Mayor Pro Tem Madrigal made a motion, seconded by Councilmember Steele toapprove the proposed FY 2020/2021 tax rate of $0.562900 per $100 assessed valuationincreasing total tax revenues from properties on the tax roll in the previous year and byannouncing the public hearing on the Tax Rate scheduled for Thursday, August 20, 2020 at7:00 p.m. and by announcing the public hearing on the Budget scheduled for Thursday,September 3, 2020 at 7:00 p.m. both held via telephone conference by dialing 1-844-992-4726(Toll Free) or (408) 418-9388 and enter access code: 266 172 019. The vote was 5 for, 0against. The motion carried unanimously.

Agenda Caption:Discuss and consider a recommendation from the Planning and Zoning Commission regarding aFinal Plat, being a replat of Lots 1R and 2, Block D, Sunridge Business Park Addition into asingle lot of record, (Lot 2R, Block D, Sunridge Business Park), being approximately 60.022acres in size, located at 1101 E. Pleasant Run Road, and being situated in the Robert SloanSurvey, Abstract No. 1271, City of Wilmer, Dallas County, Texas.
Background:The subject property was originally platted as Lot 1, Block D, Sunridge Business Park, whichwas subsequently re-platted into two lots (Lot1R and Lot 2) in order to accommodate theconstruction of the ACE Hardware Distribution Center on Lot 1R in 2014. The owners recentlyexpanded the facility into Lot 2, effectively doubling the size of the building which triggeredthe requirement to replat both lots into a single lot of record to be recorded as Lot 2R, Block D,Sunridge Business Park Addition.
Operational Considerations:The original Lot 1R established a fire lane easement surrounding the existing building. The subject replat will abandon that portion of the fire lane easement located within the footprintof the new expansion and then establish a new fire lane easement that loops around the newbuilding. This will connectto the remainder of the existing fire lane to complete the loop around theentire facility. The fire lane easement will be privately maintained but will provide unimpededaccess for emergency vehicles entering the site in which no other vehicles or equipment areallowed to be parked or stored within the striped areas of the fire lane.
A new truck entrance has been constructed on the west end of the facility much further backfrom Pleasant Run Road than the existing gate providing safer truck egress and ingress. Secondary access off of Pleasant Run Road is provided by the existing gate which is locatedapproximately in the middle of the facility. Additional landscaping has also been installed as part of the expansion.The engineer of record has issued a 'Letter of Substantial Completion' for the project and assoon as the final plat has been approved and filed at the County Clerk's office then thepermanent Certificate of Occupancy will be issued.

OWNER'S DEDICATION
NOW THEREFORE, KNOW ALL MEN BY THESE PRESENTS:
THAT CENTERPOINT PROPERTIES TRUST, a Maryland real estate investment trust, acting through it's duly
authorized officers, does hereby adopt this plat designating the herein above described property as SUNRIDGE
BUSINESS PARK, LOT 2R, BLOCK D, an addition to the City of Wilmer, Texas, and does hereby dedicate, in
fee simple, for public use forever, the streets and alleys shown thereon. The streets and alleys are dedicated for
street purposes. The easements and public use areas, as shown, are dedicated for the public use forever, for the
purposes indicated on this plat. No buildings, fences, trees, shrubs or other improvements or growths shall be
constructed or placed upon, over or across the easements as shown, except that landscape improvements may
be placed in Landscape Easements, if approved by the City of Wilmer. The property owner reserves the right to
construct, use, operate, maintain, repair and replace across, over and/or under the easement areas, telephone,
telegraph, electricity, water, gas, and sewer lines, curb cuts, driveways and landscaping, provided the same do
not unreasonably interfere with the use of the easements herein granted in the easement areas, and provided
that written consent is given by the City of Wilmer prior to the performance of such actions. In addition, Utility
Easements may also be used for the mutual use accommodation of all public utilities desiring to use or using
same unless the easement limits the use to particular utilities, said use by public utilities being subordinate to the
Public's and City of Wilmer's use thereof. The City of Wilmer and public utility entities shall have the right to
remove and keep removed all or parts of any buildings, fences, trees, shrubs or other improvements or growths
which may in any way endanger or interfere with the construction, maintenance or efficiency of their respective
systems on said Easements; provided, however, that such removal shall not unreasonably affect access to the
property. The City of Wilmer and public utility entities shall at all times have the full right of Ingress and Egress to
or from their respective easements for the purpose of constructing, reconstructing, inspecting, patrolling,
maintaining, reading meters, and adding to or removing all or parts of their respective systems without the
necessity at any time of procuring permission from anyone.
Fire Lane Easements
The property owner does hereby covenant and agree that they shall construct upon the fire lane easements, as
dedicated hereby and as shown hereon, a hard surface in accordance with the City of Wilmer's paving and
construction standards for fire lanes, and that they shall maintain the same in a state of good repair at all times
and shall keep the same free and clear of any structures, fences, trees, shrubs or other improvements or
obstructions, including but not limited to the parking of motor vehicles, trailers, boats or other impediments to the
accessibility of fire apparatus at any time. The maintenance of paving on the fire lane easements is the
responsibility of the property owner, and the owner shall post and maintain appropriate signs and pavement
markings in conspicuous places along such fire lanes, stating "Fire Lane, No Parking." The Fire Marshall or his
duly authorized representative, and the local law enforcement agency(s) is hereby authorized to enforce parking
restrictions within the fire lanes, and to cause such fire lanes and utility easements to be maintained free and
unobstructed at all times for fire department and emergency use.
Access Easements
The property owner does hereby covenant and agree that the access easement may be utilized by any person
and by the general public for ingress from and egress to other real property, and for the purpose of general public
vehicular and pedestrian use and access, and for fire department and emergency use in, along, upon and across
said premises, with the right and privilege at all times of the City of Wilmer, its agents, employees, workmen and
representatives having ingress, egress and regress in, along, upon and across said premises.

Agenda Caption:Discuss and consider a resolution casting a vote for Trustees in Places 1, 2, 3, and 4 in theTexas Municipal League Intergovernmental Risk Pool Board of Trustees Election on the OfficialBallot form; authorizing the Mayor to sign the Official Ballot.
Background:The Texas Municipal League Intergovernmental Risk Pool is an interlocal agency that providesTexas municipalities and other units of local government with a stable source of risk financingfor workers' compensation, liability, and property protection. As a member of the TexasMunicipal League Intergovernmental Risk Pool, the City is entitled to vote in Board of Trusteeelections.
The Board of Trustees consists of fifteen (15) members. There are four (4) trustee places to bevoted on for this election. A brief biographic profile of each candidate is provided on the ballotwhich is attached. Staff received a correspondence from Jeffrey Synder, running for re-electionfor Place 3 which is also attached.
Operational Considerations:City Council may select one (1) candidate or submit a write-in candidate for each Place. Officials on the ballot have been nominated to serve a six-year term.
Legal:Ballots must be properly signed and reach the office of the Secretary of the Board no later thanSeptember 30, 2020, to be counted.
Public Information Considerations:This item is being considered at a meeting of the City Council noticed in accordance with theTexas Open Meetings Act.
Options/Alternatives:Select a candidate for each Place from the Official Ballot or provide a write-in candidateand authorize the Mayor to execute the Official Ballot as selected by the majority of theCouncil.

Take no action. The City of Wilmer is not able to cast a ballot for Trustee memberswithout taking action through an official ballot.
2.
Recommendation: Council selects the candidate of their choice in each Place by majority vote.

WHEREAS, the City of Wilmer, Texas is eligible to vote in the Texas Municipal LeagueIntergovernmental Risk Pool Board of Trustees Election; and
WHEREAS, as a member of the Intergovernmental Risk Pool, the City of Wilmer desires to cast anOfficial Ballot in accordance with the requirements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WILMER,TEXAS:
SECTION 1. That the City Council of the City of Wilmer, Texas does hereby cast its vote for Places1, 2, 3, and 4 for the Texas Municipal League Intergovernmental Risk Pool Board of TrusteesElection as marked on the Official Ballot, which is attached hereto and incorporated herein byreference for all purposes as Exhibit "A."

Background:Council was provided a budget overview at its meeting on August 20, 2020. City Councilprovided direction on the essence of this budget ordinance in its meeting on August 27, 2020.
Operational Considerations:The attached ordinance adopts the FY 2020/2021 budgets for the General Fund, Debt ServiceFund, Municipal Court Security Fund, Municipal Court Technology Fund, General Capital Fundand Water and Sewer Fund.
Steps for the Adoption of the Budget:
A vote to adopt the budget must be a record vote.An adopted budget must contain a cover page stating a record vote of each member ofthe governing body by name, the property tax rates for the current and preceding fiscalyear, the total amount of debt obligations, and the following statement in 18point font:
This budget will raise more revenue from property taxes than last year's budget byan amount of $199,162, which is a 5.43 percent increase from last year's budget.The property tax revenue to be raised from new property added to the tax roll thisyear is $416,370. The budget and cover page must be filed with the county clerk and posted on the entity'swebsite at least until the date of the first anniversary the budget is adopted.
Legal:The ordinance has been reviewed and approved as to form by the City Attorney.
Public Information Considerations:A public hearing will be held on September 3, 2020 to receive input on the proposed budget forFY 2020/2021 as required by Truth-in-Taxation legislation.
This item is being considered at a meeting of the City Council noticed in accordance with theTexas Open Meetings Act.

AN ORDINANCE OF THE CITY OF WILMER, TEXAS, APPROVING AND ADOPTING A BUDGETFOR THE CITY FOR THE FISCAL YEAR OCTOBER 01, 2020, THROUGH SEPTEMBER 30, 2021;PROVIDING THAT EXPENDITURES FOR SAID FISCAL YEAR SHALL BE MADE INACCORDANCE WITH SAID BUDGET; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Administrator of the City of Wilmer, Texas has heretofore on the 3rd day of August, 2020, filed with the City Secretary a proposed general budget for the City covering the fiscal year aforesaid; and WHEREAS, the governing body of the City has this date concluded its public hearing on said budget; and
WHEREAS, THIS BUDGET WILL RAISE MORE PROPERTY TAXES THAN LAST YEAR’S BUDGET BY $199,162 OR 5.43%, AND OF THAT AMOUNT, $416,370 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR.

SECTION 3. That subject to the above-mentioned amendments, if any, said budget attached hereto as Exhibit “A” be, and the same is hereby, approved and adopted by the City Council as the official budget for the City for the fiscal year aforesaid.
SECTION 4. That expenditures during the fiscal year shall be made in accordance with the budgetapproved by this ordinance, unless otherwise authorized by a duly enacted ordinance of the City.
SECTION 5. That specific authority is given to the City Administrator to make the followingadjustments:
Transfer of budgeted appropriations from one account classification to another accountclassification within the same department.

That the City Council hereby ratifies, adopts, and approves all actual expenditures and changes to the Fiscal 2020/2021 Budget; and hereby authorizes the same as if previously approved and adopted. The legislation is specific and requires separate action by the City Council. This action willsatisfy this requirement.

Agenda Caption:Discuss and consider approval of an ordinance regarding levying the ad valorem taxes for thefiscal year 2021 at a rate of $0.562900 per one hundred dollars ($100.00) assessed valuationon all taxable property within the corporate limits of the City as of January 1, 2020; to providerevenues for current expenses and interest and sinking fund requirements; and providing fordue and delinquent dates together with penalties and interest; providing a homesteadexemption and disability exemption.
Background:The attached ordinance establishes the City's ad valorem tax rate as $0.562900.
(1) Language Required in the Motion Setting This Year's Tax Rate:
This year's proposed tax rate does not exceed the no-new-revenue tax rate. A motion to adoptthe ordinance setting the tax rate does not require the language about “tax increase” as statedin 26.05(b) of the Property Tax Code. The vote on the ordinance setting the tax rate must be arecord vote. A motion to adopt the ordinance must be made in the following form:
I move that the property tax rate be adopted of a tax rate of 0.562900, which is effectivelynot an increase in the tax rate.
(2) Statement Required in the Ordinance, Resolution, or Order Setting This Year's TaxRate:
This year's levy to fund maintenance and operations expenditures exceeds last year'smaintenance and operations tax levy. The following statements must be included in theordinance, resolution, or order setting this year's tax rate. The statements must be in larger typethan the type used in any other portion of the document.
City of Wilmer ADOPTED A TAX RATE THAT WILL RAISE MORE TAXES FORMAINTENANCE AND OPERATIONS THAN LAST YEAR’S TAX RATE.
Operational Considerations:The proposed tax rate of fifty-six twenty-nine one thousandths cents ($0.562900) oneach one hundred dollars ($100.00) assessed value of taxable property to beapportioned and distributed is as follows:
$0.395300 for the purpose of maintenance and operations, and$0.167600 for interest and sinking fund requirements.

RECITALS: On Thursday, August 20, 2020 City Council read the ordinance and conducted a public hearing to receive comment regarding the proposed ad valorem tax rate of $0.562900 per one hundred dollars assessed valuation. 0 of comments was received on Thursday, August 20, 2020. The public hearing and meetings were noticed in accordance with the Texas Open Meetings Act, Tax Code, the No-New-Revenue Taxation law, and Local Government Code.
SECTION 1. That there be and is hereby levied for the fiscal year 2021 on all taxable property, real, personal and mixed, situated within the limits of the City of Wilmer, Texas and not exempt by the Constitution of the State and valid State laws, a tax of $0.562900 on each One Hundred Dollars ($100.00) assessed value of taxable property, and shall be appropriated and distribut ed as follows:
(a) For the purpose of defraying the current expenses of the municipal government of the City, a tax of $0.3953 on each One Hundred Dollars ($100.00) assessed value of all taxable property.
(b) For the purpose of creating a sinking fund to pay the interest and principal on all outstanding bonds of the City, not otherwise provided for, a tax of $0.16 76 on each One Hundred Dollars ($100.00) assessed value of all taxable property, within the City which shall be applied to the payment of such interest and maturates of all outstanding bonds.
THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATION THAN LAST YEAR'S TAX RATE.
SECTION 2. That all ad valorem taxes for the year shall become due and payable on October 1, 2020 and all ad valorem taxes for said year shall become delinquent if not paid before February 1, 2021. There shall be no discount for payment of taxes prior to said January 31, 2021. A delinquent tax shall incur a penalty of six percent (6%) of the amount of the tax for the first calendar month it is delinquent plus one percent (1%) for each additional month or portion of a month the tax remai ns unpaid prior to July 1, 2021. Provided, however, a tax delinquent on July l, 2021, shall incur a total penalty of twelve percent (12%) of the amount of the delinquent tax without regard to the number of months the tax has been delinquent. A delinquent tax shall also accrue interest at a rate of one percent (1%) for each month or portion of a month the tax remains unpaid. Taxes that remain delinquent on July 1, 2021, shall incur an additional penalty of twenty percent (20%) of the amount of taxes, penalty , and interest due in order to defray costs of collection pursuant to section 6.30 of the Property Tax Code.
SECTION 3. Taxes are payable in Wilmer, Texas, at the offices of the Dallas County Tax Assessor Collector. The City shall have available all rights and remedies provided by law for the enforcement of the collection of taxes levied under this ordinance.
SECTION 4. The tax rolls as presented to the City Council, together with any supplement thereto,be and the same are hereby approved.
SECTION 5. In accordance with the Texas Property Tax Code, and effective with the passage of the ordinance, there is hereby provided an exemption of $ 12,000 on homestead property for those head-of-household persons who have attained the age of 65 years prior to January 1, 2021 and an exemption of $12,000 on disability designations. In accordance with Texas Property Tax Code Section 11.13 (n) RESIDENCE HOMESTEAD, there is provided an optional homestead exemption of 10%.
SECTION 6. That all ordinances of the City of Wilmer in conflict with the provisions of this ordinance be, and the same are hereby, repealed.
SECTION 7. This Ordinance shall become effective upon its adoption as the law in such cases provides.
SECTION 8. All recitals are incorporated herein by reference as if fully written.
