The Sister City’s idea of ‘books for ninos’ was very enthusiastically received by contacts in Zihuatanejo, who recommended the recipient program. Casa Del Pacifica has been operating since 2001 and its graduates have begun to move on to secondary school. English is an important asset in Mexico for further education and employment. It is taught only in the private schools whose students are from more affluent families. Casa Del Pacifica provides a chance for public school students to enhance their education including the learning of English. Community support for the Project has been fabulous. Saunders Smart Apple Media will be the primary source of new books. CDs have been provided by Staples. Contributions of books have come from Thrive Chiropractic Clinic and several private citizens. Drew Wright will be supervising recording of the CDs. Big Brothers/Big Sisters ‘Littles” will be reading some of the books onto CDs. Wordstock welcomed our presence to publicize the Project. The major challenge for the Project is the transportation of the books and accompanying CDs to Zihuatanejo. UPDATE ON JJ COOPER PARK On June 29th, the Town held a public meeting at the site of this new park. We had excellent attendance. This informal meeting gave the Town, designers, and community members an opportunity to talk about the park concept. The design was then amended as a result of public input to better fit with the needs of the neighbourhood. Since that time the Town was very generously approached by Andrew Kidd of Devonleigh Homes to donate the fill needed for the park. This represents a saving of over $60,000. Additionally, Town staff are exploring another opportunity to save $10,000 to $20,000 by arranging the removal of existing dead street trees to use in the park for natural features. This is a new type of park for Collingwood requiring this kind of creative execution and “partnerships”; and particular care is being taken to “get it right” with the resources available. This public park is intended to be a key addition to the neighbourhood, attracting all ages. The main features that are being incorporated in the revised design include: - larger open lawn play area - toboggan hill - shade sail structure - swings - trail connections - landscaping with many large trees - Natural Playground with: - hill slide - bongo/whale drums - wacky posts - sideways tree - upside-down tree - two-boulder net climber - log steps The intent was to have the park completed by late fall 2011. Unfortunately the timing involved with acquiring the necessary amounts of fill, and some of the natural building materials, and the changing weather has delayed the completion until spring 2012. Our Mexican Sister CityThe Collingwood-Zihuatanejo Sister City Committee has been in existence since 2005. This year’s project will provide English language books and English CD’s to Casa Del Pacifica, a program of educational enhancement for 120 of the city’s least advantaged elementary school children.

Notice of Intention to Designate 297 Pine St.

Take Notice that the Council of the Town of Collingwood, on October 31, 2011, passed a resolution of intent to designate the north half and part south half of Lot 45, east side, Pine Street, Plan 73, and is known municipally as 297 Pine Street under Section 29 of the Ontario Heritage Act, R.S. O. 1990, c.18, as they are of cultural heritage value and interest.

Statement of Cultural Heritage Value or InterestThis property contains a 2.5 storey dwelling believed to be built in 1905-1906 for Emma Kirkland, the widow of Dr. A.S. Kirkland. Later owners include master mariner James Montgomery; and Clare Trott, an undertaker and member of Collingwood’s long term, furniture manufacturing family. It is among several dwellings with Queen Anne Revival and Edwardian Classicism design elements erected in Collingwood about this time. It has architectural components similar to other examples, such as the 1901-1902 dwelling at 234 Pine Street, that are attributed to the Bryan Manufacturing Company as contractors. The masonry is similar to the 1904 double house at 291-293 Pine Street. The Kirkland house is in near original condition and has an impressive street facade, as well as an array of period art glass. The detached garage was erected by Jim Trott in 1946 and is typical for the period. This property is important in maintaining the traditional qualities of the streetscape.

Description of Heritage AttributesThe cultural heritage value or interest of this property is expressed by the heritage attributes of the 1905-1906 dwelling and 1946 garage. The dwelling is an L-plan with a 20th century kitchen addition replacing the original open verandah at the southeast. All original components of the dwelling and garage, including but not limited to the following, support the cultural heritage value or interest of this property: Dwelling• the overall form, massing, height, and scale• the hipped roof with the short, gable end, front facade• tongue and groove, narrow board soffits; and moulded wood

fascia• all components of the west gable, including the Palladian style

window composition, wood trim, patterned wood shingles, scrollwork, double hung sashes with diamond patterns and art glass, geometric bargeboard, and centre drop

• all window openings, lugsills, wood frames, original sashes, art glass, original storm systems and hardware

• the masonry, including red-orange brick, raised banding, radiating voussoirs or heads over the openings, rain plinth, coloured mortar, and rubblestone foundation

• open verandah on the west facade, including its overall form, pediment, dentil trim, turned wood columns on panelled bases, entablature, hand rails and supports, tongue and groove wood ceiling, shed roof with panelled ends, and stairway access

• doorcase on the west facade including the hardwood door with a centre glazed panel and bead moulding, and builder’s hardware (notably scrolled hinges)

• the view of the front (west) facade of the dwelling to and from Pine Street

Garage• the overall form, massing, height, and scale• the flat roof• the west and north doors • the brick masonry recycled in 1946 from a fence at 82 Pine Street

Notice of Intention to Designate 402 Maple St.

Take Notice that the Council of the Town of Collingwood, on October 31, 2011, passed a resolution of intent to designate the north part of Lot 10 and north part of the east half of Lot 11, south side, Maple Street, Plan 45, and is known municipally as 402 Maple Street under Section 29 of the Ontario Heritage Act, R.S. O. 1990, c.18, as they are of cultural heritage value and interest.

Statement of Cultural Heritage Value or InterestThis property contains a two storey dwelling believed to be built in 1900-1901 for Alfred and Mary Northcott. There is a local tradition that Alfred intended the dwelling to be an example of his craftsmanship as a painter, as well as a showpiece for fashionable architectural components available locally and by import. At the date of construction, Alfred was probably working for Wilson Bros. of Collingwood, manufacturers of building materials and architectural components. He died in 1903. The variety of art glass used as transoms and accent windows; and the composition of the front doorcase, are outstanding features of this dwelling. Some later finishings may be attributable to Alfred and Mary’s son, William Roy Northcott, who was a painter and decorator. He died in 1933. His widow Maria sold the property in 1943. The dwelling may have been used as a “birthing” or maternity home from about 1943 to 1947. This is a corner property opposite the landmark Central/Victoria Public School annex building. The dwelling has a picturesque setting and represents the period during which Alfred and his son Roy Northcott were painters and decorators

labels, voussoirs or heads over the window openings, and coloured mortar

• the form and massing of the wraparound verandah and its roof; original handrails and supports; and tongue and groove, narrow board ceiling

• all components of the front (east) doorcase including the transom, wood frame, casement doors, builder’s hardware, and storm system of an exterior transom and casement doors

• the view of the front (east) and north facades of the dwelling from Maple and Sixth streets

Calling All Serious Guitarists! The Collingwood/Zihuatanejo Sister City Committee wants to let you know about the Zihuatanejo International Guitar Festival (ZIGF) in Collingwood’s Sister City Zihuatanejo, Mexico.

ZIGF is a non-profit festival held every year during the second week of March in Ixtapa-Zihuatanejo. Its mission is to promote tourism and create a world class music event. A percentage of proceeds go towards supporting arts & culture projects in Zihuatanejo.

The Festival will be held March 4-10, 2012 and is a guitar festival for guitarists only. The invited artists are guitarists (solos, duos, and trios) specializing in any genre – flamenco, classical, blues, folk, jazz, rock, singer/songwriters – from all across the globe. The musicians receive airfare, accommodations and a week’s vacation in Zihuatanejo, but no pay.

The submission deadline is December 1, 2011. The Collingwood/Zihuatanejo Sister City wants to show off our local talent to this international audience. Check out the website for submission guidelines: http://zihuafest.adip.info/

Street Number By-law - pursuant to By-law 97-42 of the Corporation of the Town of Collingwood, being a By-law with respect to the numbering of buildings

NOTICE PARKING CONTROL BY-LAW No. 03-62

Parking Control By-law - pursuant to By-law 03-62 of the Corporation of the Town of Collingwood, being a By-law to control and regulate parking. NO PERSON SHALL:1. Park a vehicle or leave standing on any street or in any area designated as a municipal parking area within the Town of Collingwood during and between the hours of 1:00 a.m. and 7:00 a.m. during the winter season from December 1st to March 31st. Any Vehicle parked or left standing and is in violation of the Parking Control By-law, may be removed and impounded. Any/all expenses incurred for such removal shall be charged to and collected from the owner of such offending vehicle. All costs for the impoundment of vehicles is regulated with the Collingwood Towing Association approved through the Police Services Board. All vehicles found in contravention of the By-law will be issued park-ing infraction, whether or not removed, penalties recoverable under the provisions of Provincial Offenses Act, R.S.O. 1990, c.P.33.
