Subject: Notifying Electronics Manufacturing Clusters for the purpose of MSIPS under M-SIPS Scheme in the Electronics Systems Design and Manufacturing (ESDM) Sector.

Reference:1. Modified Special Incentive Package Scheme (M-SIPS) Notification No: 175, dated

2. M-SIPS Guidelines issued for operationlization of the M-SIPS dated 7th October2012 [File No. 27(3)/2012-IPHW).

3. Guidelines related to identification and notification of the Brownfield ElectronicManufacturing Clusters for M-SIPS dated January 14th 2013 [File No. 36(3)/2012-IPHW).

4. Electronics Manufacturing Scheme (EMC Scheme) Notification No 252 dated 22nd

October 2012 in Part-I, Section of the Gazette of India (Extraordinary) [File No.8(50)2011-IPHW).

5. Notification No 36(14)/ 2014- IPHW dated 7th May regarding Renaming ofGuidelines for notifying Brownfield clusters under MSIPS scheme for ESDM as"Notified Electronics Manufacturing Clusters for the purpose of MSIPS".

In continuation of the Notification No: 36(3)/20I2-IPHW dated 21st March 2013regarding notifying Brownfield Clusters (now renamed as Electronics Manufacturing Clustersfor the purpose of MSIPS as per the notification cited at reference-5 above) under the M-SIPSscheme in Electronics Systems Design and Manufacturing (ESDM) sector, a supplementary listof eight Electronics Manufacturing Clusters for the purpose of MSIPS in the states of Rajasthan,Uttarakhand and Kerala is placed at Annexure-I to this notification. These ElectronicsManufacturing Clusters for the purpose of MSIPS are generic in nature and include all verticalsofESDM.

2. All units within these areas which are located within industrial estates, industrial areas oran area approved by state/ central/local government or municipal authorities for use of industrialpurpose will be eligible for M-SIPS benefits.

3. An area notified in this scheme does not automatically become eligible for assistanceunder EMC scheme. Separate projects for assistance under the EMC scheme can be prepared andapplications made for different verticals in these notified Electronics Manufacturing Clusters.These applications would be considered in accordance with the EMC Scheme referred to asreference 4 above.

4. The Department of Electronics and Information Technology (DeitY), Government ofIndia, may issue supplementary list of Electronics Manufacturing Clusters for the purpose ofMSIPS or amend existing list of Electronics Manufacturing Clusters for the purpose of MSIPS asrequired in the best interest of the M-SIPS and EMC schemes.

5. The Number of Notified Electronics Manufacturing Clusters for the purpose of MSIPSwill change as per the application (s) received for different areas across India from time to timetill the validity of M-SIPS scheme.

6. Any other area(s) across India qualifying for notification as Electronics ManufacturingClusters for the purpose of MSIPS as per Para 4 of the guidelines for identification andnotification of the Electronics Manufacturing Clusters for MSIPS cited as reference 3 above, willbe identified, notified and added to the list of Notified Electronics Manufacturing Clusters for thepurpose of MSIPS on ongoing basis.
