IntroductionInvesting in our roadsAt Highways England we believe in a connected country and our network makes these connections happen. We strive to improve our major roads and motorways – engineering the future to keep people moving today and moving better tomorrow. We want to make sure all our major roads are more dependable, durable and, most importantly, safe. That’s why we’re delivering £15 billion of investment on our network – the largest investment in a generation.

The A52 Nottingham Junctions project is a critical part of this investment and will improve journeys and support development along the A52 and around Nottinghamshire.

Why the scheme is needed

The A52 is the key east-west link across the East Midlands. The route is subject to congestion at its junctions due to capacity issues, resulting in significant queuing and delays.

Several junctions require improvements to cope with the existing problems and provide capacity for the increase in traffic anticipated when the local developments are completed.

The A52 Nottingham Junctions scheme comprises of 8 junctions along the A52 that require improvements to cope with the existing problems and provide capacity for the increase in traffic anticipated when planned local developments are completed.

In 2017 we completed the improvements to two of the smaller junctions:

Nottingham Road junction Cropwell Road junction

To keep disruption to road users and local communities to a minimum we plan to improve the remaining six junctions in two major construction phases:

In January 2019 we held local community events to talk our customers through our proposals for the larger junctions; Nottingham Knight and Wheatcroft.

At those events you asked for more opportunity to engage with us about the development of the smaller junction improvements before construction started, which was previously planned to commence at the end of 2019.

Taking on board your feedback we now plan to start construction in the 2020/2021 financial year to give us more time to carry out this engagement with the local community and our stakeholders.

In this brochure you can find more information on our design proposals for improvements at the four smaller junctions in more detail and will have an opportunity to talk to us about these proposals at our next community events planned in August and September 2019.

The scheme design includes:

A 40mph speed limit will be implemented on the approaches, exits and around the roundabout to improve safety on the multi-lane approaches and pedestrian crossings

All approaches to the roundabout will be widened to provide extra lanes and increase the number of vehicles that can use the junction, reducing the current queuing which leads to congestion. This includes:

Widening the A52 approaches into and out of Nottingham from two lanes to four, to create two dedicated lanes for each destination from the roundabout.

Widening the A6011 approach out of Nottingham from two lanes to three, to

create dedicated lanes for each destination from the roundabout.

New traffic lights to manage traffic and improve safety by reducing turning conflicts and increasing capacity

New traffic light controlled crossings for pedestrians and cyclists to cross the junction. All crossing points will be designed for customers with disabilities.

The existing bus lane on A6011 Radcliffe Road will be extended onto the roundabout to assist the movement of public transport from A52 Radcliffe Road into Nottingham.

Upgrading the existing drainage, street lighting, road signs, surfacing and markings.

You said We did

Our initial plans included a pedestrian crossing on A52 Radcliffe Road, near the Gamston depot. You said you would prefer a crossing on the other side of the roundabout near to the bus stop.

After further assessments to see whether moving the crossing would be safe and possible, we have now changed our design to locate the crossing near to the bus stop as requested.

The scheme design includes:

Removing of the existing U-turn from the A52 eastbound (towards Radcliffe on Trent and Bingham) to westbound (towards Nottingham) carriageway:

Drivers will still be able to make a U-turn using the new U-turn facility at the Nottingham Road (RSPCA) junction (less than half a mile away).

Removing the U-turn will improve the flow of traffic by allowing traffic to turn right from the A52 eastbound carriageway into Stragglethorpe Road at the same time that traffic turns left out of Stragglethorpe Road onto the A52 westbound carriageway (towards Nottingham)

improving driver journey time.

Improving the flow of traffic will reduce emissions from stationary and slow-moving traffic at the junction.

Drivers will no longer be legally able to enter or leave the A52 via Sanday’s Lane: We are removing driver access to and from

Sanday’s Lane for safety because a safe and cost effective connection cannot be made between the two roads.

Access will still be available for pedestrians and cyclists.

You said We did

You had concerns about changing the traffic light sequence at Stragglethorpe Road and the impact this would have on the gaps in traffic on the A52 westbound for people to join from properties along the A52 and from Bassingfield Lane.

Safety is our top priority. We will not change the traffic light sequence if it is not safe to do so.We take on board the local community’s concerns and have commissioned a study of the proposals to review the safety.

You said We did

Cont... The study will take place in autumn 2019, where we will use cameras and people on site to monitor the situation and gather safety data before and after the traffic light sequence is changed to enable a comparison.

When the traffic light sequence is changed:

The length of time there will be a gap for drivers joining the A52 from residential driveways and from Bassingfield Lane will depend on traffic speed and flow.

The signals at Stragglethorpe will also be set to leave a longer than normally provided inter-green of 10 seconds at the junction to monitor if this provides a sufficient gap time for residents along the A52.

You asked for details of how many collisions had taken place along the road between Stragglethorpe Road and Basssingfield Lane?

The table below compares the collision history for the section along the A52 from Stragglethorpe Road to 200m beyond Bassingfield Lane (westbound only) over a 5 year period from 2012 to 2016 to the number of collisions which would have been expected if this section had the same collision frequency as the national average:

There are less collisions on this section of road compared to the national average.

Can the speed limit be reduced along the A52 between Stragglethorpe Lane and Gamston?

The current safety data shows that the national speed limit is the appropriate speed for this stretch of the A52.

Can the speed cameras along this stretch of the A52 be moved?

The speed cameras along this stretch do not need to be moved. This is because they are average speed cameras; which means they assess the speed of drivers between two points, not the speed of drivers when they pass the camera.

Speed enforcement is carried out by the Police. We will continue to liaise with the Police regarding enforcement along this stretch.

You said We did

Can we look into some signage for the houses by Bassingfield Lane where there is a sharp bend before the Bassingfield Lane junction?

This is unfortunately not possible. Signage on our roads is determined by national design standards to ensure our customers receive consistent messages and that the number of signs do not distract drivers.

There is already a junction ahead sign and a direction sign at Bassingfield Lane. However, we have planned work in Autumn 2019 to cut back the vegetation in this area to ensure the current signs are more visible.

Why have Highways England not put a pedestrian crossing where they have put bus stops on the A52 particularly near the BP garage? Can the bus stop on Stragglethorpe Road be moved? It causes traffic on the A52 to back up.

The location of bus stops along the A52 and on Stragglethorpe Road are determined by Nottinghamshire County Council.

We have asked Nottinghamshire County Council to consider moving the existing bus stop on Stragglethorpe Road further from the junction. They have advised that a stop at or very close to the existing location on Stragglethorpe Road is required to serve the travel needs of local residents at Holme House.

However, we take our customer concerns seriously. We will therefore install a general footage camera to monitor the frequency of pedestrians crossing the A52 near the BP garage at the current bus stop location as part of the study planned in autumn 2019. We will use the data gathered during the trial to assess if there is a safety case to install a crossing at this location.

All approaches to the junction will be widened to provide extra lanes and increase the number of vehicles that can use the junction and reduce queuing. This includes:

Widening the A52 approaches into and out of Nottingham from two lanes to three. The new lanes on the A52 would be for vehicles turning right into Bingham Road and Carter Avenue.

The left turn from A52 eastbound carriageway onto Bingham Road will be removed.

Drivers will be able to access Radcliffe on Trent using Cropwell Road or Golf Road.

This will allow for a controlled pedestrian crossing across Bingham Road to improve safety.

It will also allow improvements to be made to the phasing (timing) of the traffic lights, improving safety and the flow of traffic through the junction.

The left turn from Carter Avenue onto the A52 westbound carriageway (towards Nottingham) will also be removed. This will allow improvements to be made to the phasing (timing) of the traffic lights, improving safety and the flow of traffic through the junction.

Drivers will be able to:

Turn left on to A52 from Hillside Road, Woodside Road or South Avenue, or

Go straight across A52 from Carter Avenue, travel along Bingham Road turn left at Golf Road or Cropwell Road and then turn right on to the A52.

You said We did

You said you wanted to keep the current left turn facilities in the new junction layout

This is unfortunately not possible.

Following your feedback, we carried out further assessments to see whether keeping the left turn facilities would be safe and possible.

Traffic counts to assess the number of vehicles currently using the left turns into Bingham Road and from Carter Avenue show the number of vehicles currently using the left turns is low.

Implementing the left turn restrictions proposed will enable traffic to flow more freely and safely through the junction. For this reason, we have decided to keep the proposed restrictions in our design.

A52 Silverdale junction scheme design proposalThe scheme design includes:

The westbound entry to the roundabout from A52 Clifton Boulevard will be widened to two lanes to improve the flow of traffic.

A new bus lay-by will be created.

The A453 eastbound entry to the roundabout (from Clifton) will have part time traffic lights* to improve the flow of traffic and stop queuing forming on the A453 eastbound (leading to the A52).

The road markings on Clifton Lane will be changed to connect with the new markings on the roundabout.

The roundabout will be widened on the south side to support the safe operation of the traffic lights.

Benefits of the scheme

Minimising the impact of construction

Improve safety: The project will improve safety with changes to the junction layouts to reduce congestion and turning conflicts and introduce traffic lights to manage the flow of traffic through the junctions safely and more effectively.

Improve journey times: The project will improve journey time reliability by providing traffic lights and additional lanes at the junctions to manage the flow of traffic.

Support economic growth: The current

During construction, local residents and the travelling public may experience adverse impacts, such as increased noise and delays to their journeys. We will work hard to minimise disruption particularly during the busy peak hours wherever possible, this will mean that some works will need to be undertaken at night. We will be working with our contractors to develop proposals before construction starts.

The construction of improvements at the junctions will be carefully planned, using lessons learnt from the improvements which have been carried out at Nottingham Road and Cropwell Road to ensure minimal disruption to local residents and members of the public travelling through the junctions.

We are working closely with utility companies to coordinate the works in the area to limit the disruption to the public.

We will assess the noise and vibration impacts of the project throughout construction and will work hard to keep this to a minimum.

congestion and delays are significant constraints to future investment and economic growth. The improvements planned at the junctions along the A52 will relieve congestion and encourage continued investment in the regional economy and support new corporate, commercial and residential opportunities; such as the Edwalton Housing development and proposed developments around Radcliffe on Trent.

Improve access for pedestrians and cyclists: New and improved traffic light-controlled crossings will be built at the junctions to make it safer for pedestrians and cyclists to cross. All crossing points will be designed for customers with disabilities.

Environment

We will work to minimise our impact on the environment and enhance environmental features wherever possible; such as introducing new planting to enhance the junctions and safe routes for pedestrians and cyclists wherever possible.

We have carried out environmental surveys at all six remaining junctions and will put measures in place to reduce the environmental impact of the scheme, such as:

We will keep hedgerow and tree removal and pruning to a minimum during construction.

We will limit any noisy work in proximity to residential areas.

We will use methods to reduce the amount of noise and dust produced during construction.

Where we impact grass verges will replant and seed them so they can return to their original condition.

We will ensure that new streetlights match the current lighting so that local residents and nocturnal animals will not be affected by an increase in brightness at night.

Some existing vegetation will need to be removed during construction which may change the local landscape. We will carry out replanting around the junction, which will be designed to blend the scheme into the wider landscape as the planting matures.

There are no ecologically important sites in the area. However, where species are identified as

affected, we will put in place measures to reduce the impacts of our works, for example we would ensure vegetation clearance would take place outside of the nesting bird season.

We will take all opportunities to re-use materials and use sustainable construction methods.

We will reduce energy emissions by using LED bulbs in all new streetlights and traffic lights.

Nottingham Knight and Wheatcroft junctions: What’s Next?We are continuing to carry out safety, traffic and environmental assessments as part of the ongoing development of the scheme designs for the Nottingham Knight and Wheatcroft junctions.

We will continue to engage with local communities, our stakeholders and members of the public as

we work towards starting construction, which is currently planned to start in 2022.

Other works planned in the areaEssential maintenance work planned near Bingham Road (Harlequin) Junction

Planned: January to April 2020

Between January and April 2020, we will be carrying out drainage improvement works on the A52 eastbound carriageway (towards Saxondale) between Bingham Road and Hudson Way. This essential work will include upgrading the drainage system and resurfacing the footways and will reduce the risk of flooding on the eastbound verge and surrounding properties.

To reduce disruption, this work is planned to take place once the works near Gamston roundabout have been completed.

For the safety of our workforce and to reduce the disruption to our customers we will carry out this work at night (with any noisy works carried out before midnight). The road will be open as normal during the day. We will use temporary traffic lights to manage traffic and where required the road will be closed in both directions while we complete this work. Clearly signed diversion routes will be in place throughout the works. Full details will be available on our website.

Other works under considerationNottingham Road (RSPCA) to Bingham (Harlequin) footway to cycleway upgrade

We are investigating upgrading the footway on the north side of the A52 between Nottingham Road and Bingham Road to a shared use footway and cycleway.

If approved: once completed this would provide a continuous cycle facility along the A52 from the Gamston roundabout to the new facility for pedestrian and cycle crossing of the A46 at Bingham.

This upgrade is subject to investigation to confirm it is buildable and affordable, however we are hoping to coordinate the construction with the proposals at Bingham Road junction if possible.

Community update: Other works

Other works planned in the areaEssential maintenance work planned between Gamston and Wheatcroft roundabouts

Planned: October 2019 to January 2020

Between October 2019 and January 2020 we will be carrying out essential maintenance work between the Gamston and Wheatcroft roundabouts. The work will include replacement of streetlights, resurfacing the areas of the road needing treatment, renewing road markings and cutting back overhanging trees.

For the safety of our workforce and to reduce the disruption to our customers we will carry out these works at night and will need to close the road in both directions while we do this. The road will be open as normal during the day. Clearly signed diversion routes will be in place throughout the works. Full details will be available on our website.
