bursting at its seams. Withno control over the burgeon-ing population and spread of the city horizontally, theGreater Jammu city areanow starts from BariBrahamna to Domana and from Sidhra to Pouni Check.It is a vast swath of land with a million plus popula-tion, means a huge pressureon the underground water resources of Jammu City. Itis easy way to dig a deeptube well and proudly claimits inauguration which theever present politicians doevery time but it is differentto think how the exhaustingwater table will be replen-ished. Vast areas of Jammucity depend upon the drink-
ing water, which is taken outof the ground through
pumps. If the rate of digg ing
tube wells goes by the samespeed, then a time will comewhen we shall have exhaust-ed our underground sourcesof water. There has to be a
proper plan in pl ace to check this rampant misuse of underground water. There isno way other than to enforcea strict building code so thatrain water is harvested and circulated in the ground. Inaddition, the governmentwill have to construct hun-dreds of small ponds all over the city so that the rainwater is collected whichwill eventually rechargethe ever receding water table. Surprisingly till date,no survey has been done inorder to ascertain the quan-tity of ground water pres-ent in the areas of Greater Jammu. Bringing water from Chenab is a solution
but to make Jammu a sus-tainable city, it is impera-tive that its depleting water
resources are recharged on a priority ba sis.

This is the tale of two stars on the
ascendant and also of the other. The
other despite his long innings refuses to
go away. It reminds us of a king who
despite losing, teeth, health and above
all credibility still chose to clung to
power like a leech. The statement of
Prime Minister Manmohan Singh on
board his s pecial aircraft while return-
ing from St. Petersberg said," I have
always maintained that Rahul Gandhi
would be an ideal choice for the PM
post after 2014 elections (Lok Sabha). I
will be very happy to work in the
Congress under the leadership of Rahul
Gandhi."
The political scene in India today is in a
great flux with two chief contenders
vying with one another, for the PM’s
post. Rahul Ga ndhi and Na rendra Modi
seem to edge out other aspiring candi-
dates for the top post. Here Modi edges
out Rahul by a margin and sentiment
that is seen all over the country. With
the carefully crafted image of a tough politici an and admini strator of out-
standing ability, Modi is genuinely seen
nearer to the PM’s post. Despite internal
squabbles and some noises here and
there within his party, it appears almost
certain that he will eventually be
declared as the BJP’s candidate for the
Prime Minister.
Rahul Baba is known to have no admin-
istrative ability, no matter how much
the Congress loudly proclaims that he
has all the abilities needed for the post
of prime minister. Sadly enough, the
Prime Minister material that was in
Nehru, Indira, Shastri and Vajpayee
seems to have gone with the wind. Rest
is left, a son of a dynasty and the other
Modi. Rahul has not inspired the nation
with his ideas. What he thinks about the
problems of the country and how he
enunciates them is not his cup of tea. A
weak orator, despite his long grooming,
he has till date come as a cropper.
In this perplexing situation the third candidate who is still the Prime
Minister of India is not in a mood to
shun power. After his stellar role under
Narsimha Rao as Finance Minister, hehad two innings as Prime Minister. The
first went average but in the second he
has brought the nation at the verge of
mortgaging its 550 odd tons of gold to
reverse the sagging financial situation.
With scams almost riding on his shoul-
ders he is only a pale self of himself
despite his honest credentials and label
of a top economist.
Having tasted power and other associat-
ed authority with it, he should have felt
now completely saturated with satisfac-
tion. But as they say greed and attach-
ment are the biggest enemies of man
and same is happening with the PM. He
wants to serve under Rahul Gandhi in
order to remain in the reckoning.
Manmohan is not so simpleton in poli-
tics as is ought to be made out. He has
perfected the art of silence to such
finesse that it has provoked the
Opposition to launch a tirade against
him. But his silence has helped him
save his face at odd many occasions. Atthe same time it has cost him his repu-
tation. One thought in all fairness that
Manmohan will retire as gracefully as
Vajpayee did and command somerespect. But he has his own script,
craftily written for him. His statement
to work under Rahul Gandi can also
mean that in case Rahul Gandhi with his
shortcomings or a deliberate policy to
isolate him form the pale of responsi-
bilit y by becom ing Presi dent of
Congress, in that scenario it leaves
Manmohan an outside chance to go for
a third term which in past he has not
denied. The Gandhi dynasty has of late
carved a new art of governing India
indirectly without sharing any direct
responsibility. Sonia Gandhi as UPA
Chairperson is having the cake and eat-
ing it too. Same script could be written
for Rahul Baba with Manmohan work-
ing under him. This way the statement
of Prime Minister sound plausible and
doable. Fresh from the St. Petrsberg
trip with its cool climate and famed
gardens, Manmohan Singh feels
renewed vigour to ‘serve’ the country.
How gloomy, that he still can notescape the allure of power despite brin-
ing country on the brink.

scheduled to interact with
the party workers before
inaugurating a controlled
atmosphere store in
Pulwama and meeting with
the women self help
groups and youths being
trained under Himayat and
Umeed programmes.

rights...In 21st century, the panchayats, the local bod-
ies will have to be empow-
ered.
"Decisions will be taken in
villages in the 21st century.
If we have to change
Jammu and Kashmir, then
first of all we will have to
empower the leaders of
panchayats and local bod-
ies...There is no other way
to empower you if you
have to run this state
because MLAS, MPs can-
not do what you can do.
They don't have the kind of
knowledge about villages
that you have," Gandhi
said.

body, the 17-year-old has

es on his limbs," the officer
added.Jagriti has been booked for
murder, attempt to murder
and for assaulting a juve-
nile. Her husband, a Lok
Sabha MP from Jaunpur in
Uttar Pradesh, was booked
for concealment of evi-
dence.
Dhananjay and Jagriti,
who fell in love in 2005
when the latter was study-
ing dentistry in Lucknow,
had filed for divorce seven
months ago in a city court.

Din early this morning flewfrom Jammu to Srinagar totake stock of the situation atLalla Ded H ospital, Srinagar arising out of fire incidentlast night.The Minister early this morn-ing rushed to the summer capital after learning aboutthe incident which took placeat LD Hospital during thenight and inspected the hos-
pital and reviewed its func-tioning. The Minister, despite
being stationed at Jammu inconnection with AnnualDarbar Move, was in con-stant touch with the hospitalmanagement, district admin-istration and Police duringthe night till the fire was
brought under control.The Minister appreciated theefforts put in by the hospitaladministration and keepingthe operation theatres and labour rooms functionaldespite the fire around. Heexpressed his satisfactionthat the hospital records, drugstore and other stocks were
safe and no one was injured.
The Minister appreciated theGMC administration, hospi-tal management, faculty and staff of the LD hospital who
put in their best efforts insaving patients and kept theoperation theatres, labour rooms and laboratories opento patients.Mr. Taj was told that despitethe fire 10 deliveries and 20caesarians were conducted atthe hospital. He was told that
86 new admissions were
done during the last 24 hours,25 of them during the nightitself, soon after the fire inci-dent. He was told that hospi-tal administration constituted different teams to tackle thesituation and concluded therescue operations withoutany loss.Officers of District adminis-tration, Principal and facultyof GMC, Srinagar accompa-nied the Minister during the
visit.

Executive Engineer R&Bstated that the targeted roadsof the constituency have beenmacadamized well within tar-get and the work on school
buildings under RMSA is
also going on. The work of PMGSY roads of the con-stituency were also reviewed
besides NABARD funded roads.The repairment and augmen-tation of water supplyschemes at Padden, Zaigund,Liver and Siligam also cameunder discussion in the meet-
ing. MLA stressed on theconcerned PHE officers tostart the necessary works byspeeding up the paper work formalities. The fencing of HS Wullarhama, reconstitu-
tion of VEC at KGBVDethwathu also came under discussion and Chief Executive Officer Anantnagwas directed to solve the
problem at an earliest. TheJKPCC officials were direct-ed to start work on theComputer Laboratory at HSSPahalgam.

India’s Mars Orbiter space-
craft was functioning
smoothly in the Earth’s orbit
and ready for orbit raising
operations on Thursday.
“Since its injection into
Earth’s orbit yesterday, it has
been functioning smoothly
on the orbit. We are planning
to perform orbit raising
manoeuvres in the early
hours of tomorrow,” an
ISRO spokesman told PTI
over phone. Right now, the
Mars Orbiter Mission is on
its first round around the
Earth, ISRO sources said.
“The spacecraft would go
around the Earth five times
before going ou t of the earth
bound orbit into su n-centric
orbit on December 1, 2013.
It will then go around the sun
embarking on its nine-month
voyage to the red planet.”
ISRO’s PSLV C25 had suc-
cessfully injected the 1,350-
kg Orbiter into the orbit
around Earth some 44 min-
utes after a text book launch
at 2.38 p.m. from the Satish
Dhawan Space Centre at
Sriharikota, marking the suc-
cessful completion of the
first stage of the Rs. 450-
crore mission. Since the
launch, the control of the
mission has been taken over
by scientis ts at ISRO
Telemetry, Tracking and
Command Network
(ISTRAC) at Bangalore.
According to a satellite
tracking system website
www.n2yo.com, the MOM
spacecraft had just crossed
Nigeria and was flying over
Chad, as on 1.09 p.m. India’s
MOM was at a perigee of
(closest point from Earth) of
264.1 km and an apogee (far-
thest point from Earth) of
23,903.6 km with a degree of
inclination of 19.3 degree.
However, according to the
website, MOM would not fly
over India, as its trajectory
would cross the Indian
Ocean, after leaving African
continent from Somalia in
the afternoon. The
International Designator or
the NSSDC ID of India’s
Mars mission is 2013-060A.
The International
Designator is the interna-
tional naming convention
for satellites, comprising
the launch year, a three digit
incrementing launch num-
ber o f that year and u p to a
three letter code represent-
ing the s equential identifier
of a piece in a launch.

India is facing 15 million
tonnes of cold storage facility
gap and needs investment
from private sector to over-
come it, a top official from
Ministry of Food Processing
(MFP) said in Hyderabad on
Wednesday.
“According to data available
with us today, the availability
of cold storage capacity is
about 25 million tonnes in
2010. The requirement was
assessed to be 61 million
tonnes,” Siraj Hussain,
Secretary, MFP told reporters
on the sidelines of a FICCI
programme in Hyderabad.
“So there was a gap of 31
million tonnes (in 2010).
Since then, we would have
added about 10 million
tonnes. So the gap is 26 mil-
lion tonnes.
“But my own assessment
says the actual gap is not 26
million tonnes. Because there
was a gap in methodology, so
the actual gap is about 15
million tonnes,” he added.
“We hope that the success
will depend on the invest-
ment coming from the private
sector without seeking any
subsidies. That will be a day
when we can say that the
chain is perfectly estab-
lished,” he said.
0Mr. Hussain said if the sup-
ply chain is per fectly estab-
lished and if the organised
retail sees a good profit in
business they will ask others
to invest without any subsi-
dies.
Replying to a query, he said
the Government of India’s
(GoI) position is that there
should be no restriction of
inter-state movement of natu-
ral commodities.
When there is no restriction
on industrial goods, then why
there should be any restric-
tion on agriculture goods.
Ultimately, it is the farmer
who will suffer. GOI has
written to state governments
also in this regard to enable
the farmer to get better
price,” he added.
The total exports of agricul-
tural processed food products
from India to other countries
stood at $ 30 billion last year
and it is growing at an aver-
age of 20 per cent per annum,
he said.
He, however, said the export
of commodities depends on
international agreements and
treaties and 20 per cent may
not be always possible.

1,000 towards the cost of the
cylinder, Rs. 145 as VAT and
Rs. 504 for LPG (LPG price
changes monthly with mark-
er prices). The price goes up
to Rs. 2,133 if the cost of reg-
ulator and hose, sales tax, and
administrative or handling
charges of petroleum dealers
are also factored in.
Unlike in the case of domes-
tic subsidised LPG where the
oil company remains the
owner of the cylinder, under
this project the ownership is
transferred to the customer.
He will have the option to
surrender the cylinder in
which case he will be able to
get a refill by paying LPG
price alone.
Senior official of another oil
company said it had not
received any circular on the
implementation of the project
in the State. Initially, the
project is likely to be restrict-
ed to a limited number of
cylinders through selected
company-owned and compa-
ny-operated fuel bunks. “We
are not expecting a huge
demand from the very outset.
Since five or ten cylinders
weighing probably 50 kg will
be kept at each fuel pump,
separate licence may not be
needed,” he said. The Gas
Cylinder Rules exempt from
taking licence for possession
of LPG not exceeding 100 kg
at any one time.

month for two years during
postgraduate studies
Odisha government is com-
ing up with 32 scholarships
for meritorious students, who
would be pursing biotechnol-
ogy programme in their post-
graduate studies in the State.
The scholarship is intended
for encouraging students to
opt for biotechnology stud-
ies. As many as 32 students
would be given Rs. 2000 per
month for two years duringtheir postgraduate studies.
Till now, as many as 200 stu-
dents have been offered
scholarships in basic sciences
such as physics, mathemat-
ics, chemistry, botany, zoolo-
gy and statistics. “We will
offer scholarships from the
academic session of 2013-14.
The government has made
provision of Rs. 7.68 lakhs
for the provision. The schol-
arship will be encouragement
for students to select biotech-
nology as their career,” said
Prof U. B. Mohapatra,
Director Biotechnology in
Science and Technology
department.
Despite State government’s
attempt to attract students to
biotechnology stream, lack of
job opportunities in the sector was triggering gradual disin-
terest among students.
The biotechnology sector in
eastern Indian States is yet to
take off. Besides, there is
hardly any opening in gov-
ernment sector.
Although biotechnology is
taught in eight universities,
Odisha Public Service
Commission has hardly come
out with advertisement for
recruitment of faculties in
biotechnology stream.
Slender faculty
In undergraduate level, the
biology fa culties in colleges
double up as biotechnology
faculties. Similarly, major
universities also struggle
with slender faculty position.
In Utkal University, only one
faculty member in biotech-nology bears burden of entire
department.
North Odisha University’s
condition was a little better
with having three faculty
members.
The State government has
pinned all its hopes on devel-
opment of proposed biotech-
nology park at Andharua in
Bhubaneswar for which
Bharat Biotech, a national
level biotech farm, has been
selected to be lead investor.
Bharat Biotech is expected to
start work on Biotechnology
Park very shortly.
The State government is
already in possession of 64
acres of land which would be
delivered to Bharat Biotech
in two installments.
The firm is expected to createan incubation centre for
biotechnolo gy stream stu-

Infrastructure and engineer-
ing conglomerate Larsen &Toubro (L&T) has been
awarded the engineering,
procure ment, construc tion
(EPC) contract for Kannur airport, the fourth interna-
tional airport of the State.
The financial bids submitted
by L&T, GMR-Limak, ITDCementation India Ltd, and
Sanjose-Gammon were
opened on Tuesday in the
capital. The lowest bid, byL&T was verified by the con-
sultant and the engineeringwing of Kannur International
Airport Ltd. (KIAL).
Based on this, the KIAL
board, chaired by Chief
Minister Oommen Chandy,
decided to award the EPCcontract to the company
which had executed the air- port projects in New Delhi,
Hyderabad, and Bangalore.

the month-end. But, theground-levelling and tree-
cutting work would com-
mence in the next couple of
days, they said.
As many as six companies
had come up with bids for theEPC. The board had set up a
five-member empowered committee, headed by Chief
Secretary E.K. Bharat
Bhushan, to look into the
technical bids. Based on thecommittee’s report, the finan-
cial bids were opened on
Tuesday. The KIAL board
had cleared the detailed proj-ect report prepared by
AECOM Asia. A consortium
led by the Hong Kong-based
AECOM Asia Pvt. Ltd., and comprising AECOM India
Pvt. Ltd. and CRISIL, was
the project consultant. The
EPC for the airside included earthwork, and works on the
runway, taxiway, apron, and ground lighting. Associated
infrastructure such as
perimeter wall and opera-
tional wall would come under
the EPC. The work on EPC II
to ensure that the first flighttakes off from the airport in
December 2015 is also in fullswing. The request for quali-
fication (RFQ) for the EPC II
will be floated in January
next and the aim was toaward the work by April
2014, sources said.
The integrated terminal
building, air traffic control
tower, administrative and
technical blocks, and facili-
ties in the buildings such as
aerobridges, escalators, ele-
vators, and counters would
be included in EPC II.
Environment clearance from
the Union Ministry of
Environment and Forests for the project was received in
July this year and the 800
hectares needed had been
notified. The KIAL was in
possession o f 511.2 hectares
of land and the remaining
was to be handed over soon.

matically liable for cancella-tion. The department will notrecognize such admissions.Therefore, the parents and general public are herebycautioned that they do not getinto such unnecessary trou- ble," said the circular by thecommissioner of publicinstruction.According to the departmentof public instructions, the process of admission for aca-demic year 2014-15 will begin from January 2014."It has come to our noticethat certain private schools inBangalore and other places

educator.The camp was inaugurated by the Principal of the Sainik School, Manasbal, Sheikh Gayas-ud-Din, who stressed for organizing suchcamps in future also.Dr. Tariq who is also an aluminizing of theschool thanked the Principal for providing allsupport in organizing this camp.
