Our conference theme, “Sail Into The Future,” is an encouragement to us, like explorers of new worlds, to prepare, set our course and head out into unknown waters. While this prospect can produce fear, it can, if we have a plan, bring excitement, adventure and wonder over the potential discoveries we make along the way. There are deep waters to navigate; from potential shortfalls in the Technological and Instructional Materials Allotment to the unclear future of materials selection for our state. But I believe IMCAT is uniquely situated to help pilot our members through the always challenging times of a legislative session as it relates to instructional materials, and I know that collectively we can reach the sunnier shores of increased flexibility and funding for districts across the state of Texas if we do not waver from our course.

Greetings and welcome to the 27th annual Instructional Materials Coordinators’ Association of Texas Conference. I’m beyond blessed that you’ve chosen to join us for this year’s event. 27 is a unique number; it is a perfect cube, 3X3X3. If you add the numbers between 2 and 7; the

sum? 27. And, my wife and I were both born on the 27th of our respective birth months. I believe this 27th installment of our annual conference will be equally unique and extremely informative for everyone here.

With the upcoming challenges of back-to-back adoptionsin the upcoming biennium of a legislative year, this conference is poised to be of significant importance to all of the stakeholders involved in procuring instructional materials for students across our amazing state. Please take in all you can from our seasoned presenters and use this time to network effectively with your peers to get the greatest benefit of this opportunity. Remember to give as much or more as you get, because true networking should be more like farming and less like hunting.

A huge “thank you” to Wayne Schaper, our President-Elect from Spring Branch, for putting together an outstanding schedule for us this year. I know each of you will leave this year’s event much more prepared and

IMCAT will elect a president-elect, secretary and members of the IMCAT Board of Directors during its Annual Meeting at noon Tuesday, Nov. 13 at the 27th Annual Conference at the Moody Gardens Hotel and Conference Center in Galveston.

Candidates must have the support of their districts to attend, at district or personal expense, at least three quarterly meetings each year at various locations in the state and the Annual Conference during their term of office.

Officers serve one-year terms, except for the secretary and treasurer, who serve two-years. Board members serve three-year terms.

Annual Meeting Tuesday to Select New IMCAT RepsCandidates for officer—president-elect and treasurer—must be serving on the Board and have served on the Board for one year. Candidates must be the coordinator or designee for a district or open-enrollment charter school. Two employees of the same district or charter school may not serve on the Board at the same time. Nomination for the positions closes at the conclusion of regional meetings Monday morning, Nov. 12. Nominations may be turned into the Conference Registration Desk.

On Monday, Nov. 12, during lunch, come hear Cheryl Ellis share “Spelling and Handwriting Instruction: An Investment in Student Achievement.”

Academic success is rooted in the ability to read and write. Research supports the explicit and systematic instruction of spelling

and handwriting to provide a strong foundation for literacy. A small investment of instructional time for spelling and handwriting can pay big dividends for student achievement across the curriculum.

Ellis received her Bachelor of Science degree in Elementary Education from Trevecca Nazarene University, in Nashville. Her teaching career began as a first grade teacher. Later she moved to the Houston area and taught fifth grade in Pasadena.In 1989, she began working in educational publishing as a consultant and later as a sales representative. During that time, she developed many professional workshops covering variouslanguage arts topics. As a member of several professional organizations, she has presented at many state conferences. A few years ago, Ellis had the opportunity to work in her home district of Williamson County as the project manager of their Teaching American History grant. Her responsibilities included recruiting teachers, planning professional development, and training master teachers. Ellis now serves as a National Literacy Manager for Zaner-Bloser Publishers. She supports the development, sales, and implementation of Zaner-Bloser products. Working with and supporting teachers is her favorite part of the job. On a personal note, Ellis resides in Franklin, TN, where she keeps her hand in teaching by working with fifth graders at her church.

Monday Lunch SpeakerJoin us Tuesday morning for the general session at 8:30 am in Expo B to hear Dr. Robert Bayard discuss Clear Creek ISD’s journey with one-to-one devices.

Specifically, he will share the successes and challenges of outcomes and opportunities related to one to one, including: equitable student access to technology, student device management and sustainability, blended learning, online textbooks, single sign-on, learning management solutions, and technology training.

Dr. Bayard earned his doctorate of education in educational leadership from the University of Houston in Clear Lake. He is currently the chief technology officer at Clear Creek Independent School District, where he oversees network services, technical services, information management services, learning technology, e-Rate, and technology purchasing.

IMCAT welcomes the chairman of the House Public Education Committee to its Annual Conference to give the keynote speech during the Tuesday luncheon.

Chairman Dan Huberty was elected in 2010 to represent District 127 in

the Texas House of Representatives. Before his election to the Legislature, Huberty served on the Humble ISD school board for five years. In his last year as a trustee, he served as the board president.

Huberty’s educational background propelled him onto the Public Education Committee as soon as he landed in the Capitol and in the four sessions since he has carried a wide array of measures affecting public education, including:

• measures to reduce the amount of testing for public school students,

• an opt-in grant program for prekindergarten, carried at the request of Gov. Greg Abbott, and

• passage of the Foundation High School Program.

As chairman of the Public Education Committee in 2017, he spearheaded a measure that would have begun the process of reforming the state’s flawed public school finance system and added $1.8 billion in new funding for schools. The bill—House Bill 21—ran out of time in the Regular Session. In the special session in the summer of 2017, the Senate stripped out the reforms and cut out $1.5 billion, and schools did not receive any new money. The House reluctantly concurred in the Senate version.

The Legislature did create a Commission on Public School Finance to make recommendations for the Legislature that begins in January, and Huberty is a commission member.

Huberty is a board member of the Lake Houston Area Chamber of Commerce and works with the Kingwood and Crosby-Huffman chambers of commerce. He is a member of the Knights of Columbus and the Humble Intercontinental Rotary club. He is a board member of the Be an Angel Fund and is active in his children’s schools and extra-curricular activities. Huberty and his wife, Janet, have been married 22 years and live in Walden on Lake Houston with their three children.
