CEL SURVEY By now, all residents should have received their CEL Survey. This survey is our annual collection of all residents comments about their housing satisfaction. Your feedback will allow us to make decisions on what items need to stay in place and are enjoyed by many, as well as examine what concerns you have and what improvements need to be made. The more residents that respond, the healthier our snapshot will be. If you can’t bring it in or mail it, call us at 210.659.9061 and we will be more than happy to pick it up from you. Surveys will be collected until November 16. Each resident that turns in their survey will be entered into a drawing to win one month’s FREE rent. This drawing will be held in January 2013 once we have received the tallied results. Twitch Time-Out When your eye twitches, a muscle under the skin is contracting due to stress or excitement. Fatigue is also a culprit, caused by staring too long at a television set or computer screen. The twitch may be a sign that your eyes need a break, so close them for several minutes or do something else until the sensation passes. Eye twitches are typically harmless, but if they persist or are bothersome, alert your optometrist. Be Neighborly The next time you bake, share some cookies or cake with a neighbor or friend. The kind gesture will brighten the day for both of you! FIRST MOCK UTILITY BILL You should have received your first mock utility bill in October. How did you do conserving energy? If you want to sign up for the rebate accrual option, we have the forms in the office. This option is where you leave any rebates in your account to be applied to the months when you may go over on your utility allowance. If you don’t go over, your rebate will be processed upon move out or transfer. The live utility bills are set to tentatively start in April 2013. If you choose to get checks, you will not receive a rebate check until you have accrued $50.01 or more. You will not be required to pay any overages until you reach $50.01.

Drive Safe: Hang Up and FocusAccording to the National Highway

Traffic Safety Administration(NHTSA), 20 percent of all crashes in2008 were caused by some type ofdistraction, and 5,870 people died inaccidents involving a distracted driver. These numbers are significant, but theNHTSA stresses that they may bemuch higher, as it can be difficult forlaw enforcement officers to identifydistraction and its role in crashes.

In order to cut down on distracteddriving, the NHTSA is determined toeducate drivers and passengers aboutthe main types of distraction: visual(taking your eyes off the road),manual (taking your hands off thewheel) and cognitive (taking your mindoff driving). Texting on a cell phoneinvolves all three types at one timeand is cause for greatest alarm. Otherdistractions include eating or drinking, changing the radio station or MP3

player, using a navigation system, talking to passengers or beingemotionally distressed.

Additionally, the NHTSA warns:• Drivers using hand-held devices

are four times as likely to get intocrashes serious enough to causeinjury.

• Using a cell phone while driving(hand-held or hands-free) delaysreaction time as much as havinga blood alcohol concentration of.08 percent.
