Many people go away on holiday for few days over the Christmas period and whether you might be going abroad or visiting friends and family nearby, you should make sure your home is safe and secured when you are away.

Burglar alarm systems are a worthwhile investment in the protection of your home and family. Studies reveal that it is far less likely that you will become the victim of a burglary at home if you have a correctly fitted and well maintained burglar alarm. However, they should be regarded only as just one element within a complete security package.

The variety of alarms and their fitting is a complex subject. As a starting point the installation should meet with British Standard 4737/BS EN 50131. This type of installation refers to hard-wired systems as opposed to wire-free. Though more expensive than many wire-free or DIY packages on the market, they are more reliable and conform to the Association of Chief Police Officers Intruder Alarm Policy.

The only wire free system which conforms both to British Standards and the ACPO Intruder Alarm Policy is a BS 6799 Class VI alarm. This type is typically more expensive than its hard-wired counterpart. Be aware that systems that claim to meet with British Standards, but don’t specify BS 4737/BS EN 50131 or 6799, may well be referring to the electrical standard and not that of the alarm system. If you are thinking about the installation of an alarm system in your home it is worth

taking into account that the police response to alarm activations varies according to the type of alarm installed. In recent years the percentage of false alarm calls caused by either equipment, communication or user error represented in excess of 92% of all alarm activations nationally. In order to redress the balance in favour of genuine calls, the ACPO Unified Intruder Alarm Policy has been adopted by the police, in which two types of alarms are defined, together with the relevant police response.

* Type A - Remote Signalling Alarms, including intruder alarms terminating at approved central monitoring stations. They must be maintained and used in accordance with British Standard 4737/BS EN 50131, BS 7042 (high security systems) or BS 6799 Class VI (wire-free alarms). Such alarms will be registered with the police and identified by a unique reference number (URN) and can include personal attack alarms. The police response to their activation will be based on the assumption that an offence is taking place, but against the background of competing urgent calls and available resources. Such a response will also be conditional upon the number of false activations in any 12 month period, in which case the activation may receive a lower priority police attendance.

* Type B - Audible Only and Hybrid Alarms, including bells-only and automatic dialling alarms, as well as alarms from non-compliant companies and non-compliant central stations. URNs will not be issued for these systems. To obtain police attendance, in addition to their activation Type B alarms will also require some indication that an offence is in progress, e.g. from a witness.

In identifying a compliant company installing Type A alarms you should seek answers to the following questions:

- Before disclosing personal security details, have I checked the address and credentials of the company and seen proof of identity from the representative?

- Is the company subject of an independent inspection process and if so which organisation?

- Is the installation of an alarm a requirement of my insurance company and if so, is the company acceptable to my insurer?

- Can the company representative provide me with a list of police rules for occupiers of premises with alarms and written confirmation that the alarm and the company are

Page 6: November 2014 - Living Plus Bristol

currently acceptable to the local police for the transmission of alarm messages from new installations.

- Have I sought written quotations from at least two alarm installers?

- Does the quotation: specify that the installation will be to British Standard 4737/ BS EN 50131or BS 7042 (high security systems), or, if it is a wire free alarm, BS 6799 Class 6, as amended by BS DD 244? include the terms of maintenance and monitoring contracts?

- Does the company operate a 24 hour call-out service and emergency attendance within four hours?

Police accept the installation of remote signalling alarms from alarm companies whose business is subject to inspection by independent inspectorate organisations identified in police policy.

Currently these are National Approval Council for Security Systems and Security Systems and Alarm Inspection Board.

All of these organisations publish lists of relevant companies.

Reference: Metropolitan Police

All alarm systems should have two keyholders, trained to operate the alarm, able to attend activation within 20 minutes, contactable by telephone and with their own transport.

If several houses in a street or Neighbourhood Watch are considering installing alarm systems, it is possible that an installer may give a discount for multiple installations. What is more, it is possible that the cost of an installation could be partly offset by reduced household insurance premiums.

You should also be aware that the insurer may stipulate that the alarm should be set at all times when the property is unoccupied, and that any claim for losses incurred as a result of a break-in while alarm was not set may be adjusted accordingly.

How has the Bristol housing market fared this autumn as we head into winter?

At time of writing I would say things have been really pretty steady here in North Bristol. We have a vibrant and mobile housing and rental sector with industries like Aerospace, the Universities and media operations like the BBC all fuelling supply and demand whatever the economic climate. If you need or want to sell or rent in Bristol at the moment, you can do so knowing that this is neither an inflated market, nor a dramatically falling one. It is a good time to make sensible decisions based on the practicalities and shape of your personal circumstances rather than what might be going on in the local housing market.

In my view that is always a good place to be.

RESTAURANT reviewWhenever I ask around for restaurant recommendations worth trying out around town, The Pump House is often mentioned by my friends as a place worth visiting.

After several months of persuasion, I finally made it there a couple of months ago to sample the goods. Situated in a tucked away harbour front location in Hotwells, this gastropub venue has a unique and relaxed setting away from the main road but the best of all, they have a few dedicated car park spaces and street parking spaces are quite hard to find in the area. Whenever I make telephone booking for a restaurant, I would usually ask if there are any dishes which are a must to try and they were keen to recommend their 5 course tasting menu for lunch. The tasting menu offered a number of their signature dishes as smaller courses. I have never been a huge fan of tasting menus as they seem to prolong the dining experience whilst some courses can be so hit and miss. However, just as I was easily persuaded to come here on recommendation and that the staff I spoke to was so enthusiastic to recommend this, I again acted on a positive recommendation despite my prior hesitation about tasting menus. Priced at £35 per person, my expectations were raised for the occasion and rightly so not just for the price but for the intricacy, presentation and detail needed to successfully pull off a good tasting menu.

Page 24: November 2014 - Living Plus Bristol

The dining room was located on the mezzanine floor of the venue and it had a bird’s eye view of the bar on the ground floor. As we were the sole lunch booking on a Saturday, we had the entire area to ourselves. I would imagine if we had a dinner booking instead, the noise from the bar downstairs might have been a little noisy. We also had children in our party which meant the tasting menu could only work for adults and as we all know, children can barely remain seated for a single course before losing interest. The staff offered the option of some smaller courses for the children but as everyone else was going to have the tasting menu, there was some confusion in deciding whether they should have.

There was the choice of typical kids’ meal item or instead they could share normal sized starters and mains so that they could also try similar foods to what the adults were having. After considering the various options, we decided on the latter option for sharing standard portions.

Our first course in the tasting menu was Salad of Heritage Tomatoes + Goats Curd. As this was the first course to set the tone for the remaining courses on the menu, I was eager to expect something close to spectacular. This was a cold appetizer dish with different varieties of seasonal tomatoes accompanied with ice shavings to add to the cooling effect. It was refreshingly delicious and appropriate for the season, but it was just too ornamentally small and light to stand as one of the five courses. The olive oil was just outstanding.

The second course was the Barbeque in a Jar which was a wonderful spectacle, packaged in a closed jar presentation. Upon opening the jar, you are greeted with a tempting whiff of barbeque smoke and beneath it are cubes of rare beef onglet with olives onions, and radishes. The excitement of this menu is elevated again in this course and the scents and tastes from this course are very impressive. However, this is where my reservation with tasting menus usually starts because it is just as you get into the taste; it is just too small to last and it is over all too soon.

With the impressive second course, I must admit my hopes were reaching for the stars in the third course and for this we were served the Hake, Salt Fish Croquette, Summer Vegetables. Not quite as exciting I had hoped but it was conceptually interesting to have the two fishes are cooked and served together in bringing out each other’s flavours. This course was also served with asparagus, peas, and broad beans which were quite tasty and I suspect it was mostly like done with the fistful of butter used. Overall, I felt the saltiness of the salt

fish croquette was a little overpowering and did not compliment the hake which was a shame as it was an adventurous paring.

For the fourth course, it was the Lamb, Pine Nuts, Sundried Tomatoes. As you would guess, this was a couple of slightly thicker than usual slices of lamb which was prepared splendidly well as it was pink and tender. There was a calligraphy smear of sauce and several pine nuts which seem to be more decorative and did not really seem to add to the overall taste. From the spectacular presentation I had in the first two courses, this was a far cry from what I would have expected and although the display was decent, I had hope this main course would have a climatic wow factor but instead brought me

back to earth and left me instead looking forward to the operatic finish I wanted in the final dessert course. The final dessert course was the Vanilla Cheesecake, Cheddar Strawberries + Basil. I think the intention of this was to go back to the creative direction with this tasting menu and what we got was a deconstructed cheesecake that tasted a little like vanilla clotted cream with biscuit crumble on the side. Again it was a pretty display of different colours but it was not the type of cheesecake I would have liked. However, the basil sorbet which accompanied it was innovative and refreshing.

The lunch experience was overall positive and had a few moments of brilliance. Although I still stand by my opinion that tasting menus are somewhat overrated unless you are visiting a Michelin star studded restaurant with months long waiting list for bookings. That is simply because you don’t know if you would ever make it back again after a such a long wait. Presentation makes up for much in the price you pay in such tasting menu and I would personally count substance over aesthetics every time. When you consider a gastropub able to pull off a fairly good tasting menu like this is quite impressive but it doesn’t quite reach for the stars if you were to judge this menu on par with some of the top restaurants in the country specialising in this area. Nonetheless I would agree with my friends that this is a place is well worth visiting but not necessary compulsive to return straight away for a similar tasting menu.
