    We are united in grief and sympathy for the victims of the terrorist atrocities in Paris last week - and in Beirut andAnkara before that. Like all world cities, London is home to communities from around the world - and locally wehave very large French and Lebanese communities - so these tragedies are felt even more acutely. TheMetropolitan police want this message regarding reassurance patrols and the #westandtogether initiative to goout widely:

    There is no doubt that ISIS are a murderous death cult whose actions have wreaked devastation across theMiddle East as well as now in France, and against citizens of many other countries. At home, the police andintelligence services need to resources to do their job. Abroad, the task of defeating ISIS is both real andcomplex.

    One of the best analyses of the challenges was set out by the (as it happens, Conservative dominated) ForeignAffairs Select Committee last month. The report concluded:

    "We believe that there should be no extension of British military action into Syria unless there is a coherentinternational strategy that has a realistic chance of defeating ISIL and of ending the civil war in Syria. In theabsence of such a strategy, taking action to meet the desire to do something is still incoherent.

    We consider that the focus on the extension of airstrikes against ISIL in Syria is a distraction from the muchbigger and more important task of finding a resolution to the conflict in Syria and thereby removing one of themain facilitators of ISILs rise.

    We are not persuaded that talks involving all parties would be any more of an incentive for people to join ISILthan allowing the continuation of the chaos and conflict."

    Cuts to Tax Credits - an attack on low-income workingpeople

    As a member of the Commons Work and Pensions Select Committee, I was part of the team producing a report

    "The proposed changes to tax credits in April 2016 will result in very substantial cuts to the incomes of workingfamilies, including many with children. There is now general agreement that it would be right for the Chancellor torethink reforms that went too far and too fast and may have most impact on those in work and striving tosucceed. Furthermore, by increasing the rate of withdrawal in taxes and benefits to as much as 93% of additionalincome, the cuts run against the Governments own objective of making work pay.

    There is no magic bullet within the tax credit system. One of three things has to give: the impact on poverty, work

    incentives or the cost. If one accepts both that the proposed cuts to some families are too great and that the limitsof damage to incentives to work have been reached with deduction rates of up to 93%, then a reduction in fiscalsavings is inevitable."

    Dealing with poor quality private rented housing - MyPrivate Members Bill

    Last month I brought a Private Members Bill to Parliament which made a simple change to the law to make surelandlords could not rent out properties that were unfit for human habitation- particularly where there is a defectcausing problems such as damp and condensation. Sadly, this Bill was talked out by another MP on thegovernment side- meaning it ran out of time.

    Junior doctors - they deserve our support

    I was able to get along to the British Medical Association briefing on the new Junior Doctors' contract last week tohear why they are against the Governments changes. Although called junior, these doctors are often in the 30sor older, with families, who work in the NHS at below consultant level- and with a basic salary of around 22,000.Health Secretary Jeremy Hunt wants to change their contract to increase the amount of time doctors areavailable to work in evenings and at weekends, but to pay for this he wants to pay them the same for workingantisocial hours as for normal working hours.

    Although there are claims that junior doctors will get an 11% pay increase as part of the deal, in fact some peoplewill see their pay FALL by twice as much- up to 26%! Doctors are extremely frustrated by the way thenegotiations have gone and are (sadly) now planning for industrial action - something we all hope can beavoided. The absolute priority must be for a return to negotiations - and that means the Government needs towithdraw the threat of imposing the contract so talks can resume.

    Fracking in national parks

    Despite promises to the contrary before the election, the Government recently tried to bring forward regulations toallow fracking underneath national parks and areas or outstanding beauty. We opposed them - you can see thefull committee debatehere.

    Labours shadow energy and environment secretaries Lisa Nandy and Kerry McCarthy have now written an open

    letter to Conservative Secretaries of State Amber Rudd and Liz Truss, insisting such important issues should besubject to a debate and a vote of the whole House.

    We remain concerned these new regulations will allow shale gas drilling to take place in many drinking-waterprotection zones, important wildlife sites and below our National Parks and World Heritage Sites, they wrote.

    We absolutely believe these weakened regulations fail to provide critical environmental safeguards, which mustbe reintroduced before any further developments in fracking can take place. Nothing that was said in committeehas allayed our concerns. We believe there should be an opportunity for all MPs to debate and discuss this issue.In the absence of this full debate, we believe all MPs should still have the opportunity to vote on whether theysupport a weakening of the regulations regarding shale gas exploration."

    The Government have produced their draft Investigatory powers bill, which will now go through a period ofParliamentary scrutiny by a committee from the Lords and Commons, BEFORE being formally considered in theusual way. I am very aware of the strong feelings on this important subject, especially in respect of surveillanceand data retention.

    We must, of course, keep the law up-to-date with changes in technology since the original RIPA Act 15 years ago- to ensure our security and enable the police and security services to do their job in the face of serious criminal

    and terrorist threats. It is, however, vital that there are proper safeguards in place, including judicial oversight, toget the balance right. There has been a great emphasis on the authorisation of interception warrants, which allowfor the use of the most intrusive powers. I believe that the full legal authorisation of warrants by a judge would bea key test for this Bill, although the Government's proposals for a 'double-lock' do not seem to match up to this.

    I will therefore continue to pressurise the Government to amend the Bill so that it allows for a judge to review theevidence before choosing to authorise, or not, the approval of a warrant. This will provide the proper 'double-lock'that the Government has led us to believe they have provided.

    I also believe that there need to be stronger safeguards on the powers in the draft Bill, including clearly definedthresholds justifying their use. This should include the police's access to people's internet connection records,and the Government should also consider limiting access to these records only to police officers of a specifiedseniority.

    Local News round-up

    Prince of Wales betting shop campaign- a rare but welcome victory

    After months of campaigning against yet another betting shop in Harrow Road, at the Prince of Wales junction,we were all thrilled to hear that Betfred have withdrawn their appeal against Westminster Councils decision to

    refuse a license. This is brilliant news and shows that a strong community campaign can make a difference.Local councillors and others are now in discussion with the Council about what happens next in the former pubpremises.

    Carlton pub appeal dates

    Unlike Betfred at the Prince of Wales, the owners of the half-demolished Carlton Tavern in Maida Vale have NOTwithdrawn their appeal against Westminster Council. This hearing is now scheduled over 8 days from May 17thnext year.

    Action on the Star pub, St Johns Wood

    The Star pub closed just before Asset of Community Value status came into force, and opened as anunauthorised estate agent. I have been asking for action on this - and here is the latest from early November:

    "The City Council has obtained legal advice that supports the City Councils opinion that an A2 estate agentsoffice use at the above site would be unauthorised. However, it appears at present that the property is not beingused for any purposesit currently appears to be a vacant public house.

    The City Council has recently been notified by the Planning Inspectorate that an appeal has been lodged by theowner of the property against the non-determination of the certificate of lawfulness application, which mycolleague is dealing with (ref: 15/05273/CLEUD). I believe it is his intention to formally submit a report to the City

    Councils Planning Committee recommending the refusal of that application, seeking confirmation that memberswould have accepted that recommendation, were the application determined before an appeal was lodged.

    The appeal will be dealt with by the Planning Inspectorate through the Public Inquiry process and all interestedparties, including yourself, will be formally consulted on the appeal and notified of the Inquiry date(s) once thishas been set by the Planning Inspectorate."

    Latest on the relaxation of the rules for Short lets

    The Government acted to relax the rules on 'Short Lets' of residential homes in the recent Deregulation Bill. Iopposed this, arguing on behalf of Westminster Council that whilst owners should be allowed to let their homesout for short periods ( the Air BnB economy) so much of this was now happening in our area, often commerciallyrather than casually, and with many negative effects, owners should still let the Council know about it. This wouldmake it easier for the Council to act when problems occur. We were not successful, but the Government did allowcouncils to apply for some areas to be excluded from these new rules. Westminster Council have chosen to askfor areas around Hyde Park, Bryanston and Dorset Square to be exempted (I wanted to add LancasterGate/Bayswater to that list).Heres their letter to me.

    Road safety

    Why no progress???Posted: 26 Oct 2015 10:53 AM PDTIn October 2015, the council wrote to residents with the letter below calling another public meeting.

    Basically there hadn't been any progress on the proposed plans to calm Saltram Crescent due to various

    objections - form the ambulance service and resident sin side roads, understandably concerned that traffic form

    Saltram would simply be diverted to their roads - Croxley, Bradiston, etc.

    We don't believe this to be the case as much of the traffic causing problems in Saltram is though traffic.

    So we really want to see the trial in place and see what happens. That's the only way of knowing.

    After a heated meeting it seems we now have to pursuade the council to put the trial in place.

    Faster broadband in sight (hopefully)

    Large parts of Westminster have unacceptably slow broadband schemes and councillors and both Westminster

    MPs have been putting pressure on the providers to take action. I therefore welcome BTs long-awaited decisionto expand high-speed fibre broadband in Westminster which will make fibre available to an additional 40,000local homes and businesses in the next two years.

    BT say their new investment is focusing on three areas:

    Upgrading city cabinets that werent part of the original commercial plans due to technical challenges orlocal planning restrictions

    Rolling out fibre to the remote node (FTTRN) and to fibre broadband cabinets that serve multi-dwellingunits, such as apartment blocks

    Continuing to ensure the new fibre network is available on an equivalent basis to all internet service

    providers that use the Openreach network. That means companies competing with BT Consumer andBT Business can deliver faster broadband to their customers, paying Openreach the same as BTs owndivisions.

    A few of the things I have been doing this month

    Paddington Law Centre

    Our Law Centre continues to cling on by its fingertips, much needed but desperately short of money. I wasdelighted to be able to go to their Annual General Meeting last month to praise their dedicated staff and stressthe importance of what they do to represent people facing the loss of Employment Support Allowance orPersonal Independence Payments, homelessness and similar crises.

    Hosting the Bangladeshi Caterers Association in parliament for the pre-awards ceremony event

    Major Works on Barrow Hill estate

    Unfortunately, Major Works programmes almost anywhere in Westminster mean lots of complaints - about thequality of the work, the length of time the scaffolding stays up, communication, the size and clarity of billsBarrow Hill estate has been no exception. So I arranged an on site briefing with residents and City WestHomes.

    Hafs operate a well-attended supplementary school in Church Street, and I was pleased to visit with localcouncillors and representatives from the City Council to hear about their work.

    Mary Magdalenes Church Crypt project

    The campaign to raise funds for the development of the crypt in this magnificent church was re-launched inOctober.

    St Johns Wood Society

    It was good to be able to join the St Johns Wood Society for their Annual Meeting in October to thank theoutgoing Chair, Peter Leaver, for all his work, and welcome the new Chair, Dick Schumacher. The Society doesincredibly important work on planning issues, such as around the Lords Cricket Ground and St Johns WoodBarracks site, as well as lobbying for the tighter controls on basement excavations, the protection of pubs andother causes.

    South East Bayswater Residents' Association (SEBRA)

    The South East Bayswater AGM was packed and lively as always. These days it is not exactly common for overa hundred people to turn out for a neighbourhood meeting, so it is a real tribute to SEBRAs work in Bayswaterand Lancaster Gate that they do.

    London Tigers Awards Night

    After a few years in which our home-grown sports club London Tigers held their awards night in East London, itwas good to have them back at the Porchester Hall on October 28 thto celebrate the players, coaches andvolunteers who have taken from Lisson Green to national prominence.     The Community Council put on another great firework display on November 5th. Theyre looking for volunteers too- theres always events being put on, and a newsletter to produce, so if you are local and have some spare timehere are the details:
