Next Council meeting The next Council meeting will be held on Tuesday 28 November, from 7pm. The meeting will be held at the Monash Civic Centre (293 Springvale Rd, Glen Waverley).

The meeting’s agenda will be published on Council’s website from 5.30pm on Thursday 23 November. Monash residents and ratepayers can ask questions at the meeting, with questions to be submitted to Council by 5pm on Tuesday 28 November.

Atherton Road streetscape upgradeWork will begin in early 2018 on improvements to the streetscape on Atherton Road between Warrigal Road to Clyde Street and the Oakleigh Activity Centre.

The large plane trees that give the area its distinctive neighbourhood character will be retained. Improvements will include new widened footpaths, road resurfacing, new street lighting and indented parking bays. These bays create a buffer zone for the street trees to allow them more protection and space to grow.

The widened footpaths will also create more room for the street trees. Currently, the root systems spread under the footpath and cause them to lift and become damaged. There’s also the additional benefit of creating greater pedestrian access, improved

safely and more area for traders to allow for outdoor dining.

More trees will be planted along Atherton Road, which will further enhance the existing streetscape and provide more canopy - vital for shade to keep us cool in warmer weather.

Council will manage the works with minimal disruption to residents, traders and visitors.

Kristine Mitchell's unwavering support and tireless volunteering efforts at Brandon Park Primary School saw her awarded the Sir John Monash Award Volunteer of the Year.

The Wheelers Hill business owner and mother became a parent volunteer at the school in 2012.

“I was very touched to be nominated for this award by our school principal, Sheryl Chard, and very humbled to win,” Kristine said.

From volunteering in reading programs, fundraising, the parents and friends committee, to event organisation and being a canteen helper, Kristine has done it all. One example of her commitment is how she spent the Christmas school holidays.

Throughout the entire break, Kristine spent her time in the school grounds painting, gardening, marking lines, installing shade cloths, as well as

overseeing the installation of numerous other items to improve the school.

What Kristine finds most rewarding is “to see that I have had a hand in the growth of this wonderful school and to make a difference to the students and community of Brandon Park Primary School.”

“It’s also teaching my own children that they too can improve other people’s lives by donating a little time.”

A High Commendation was given to Erin Mullner, whose extraordinary drive and can-do attitude has seen the Mulgrave Park Pre-school flourish.

Vaccinations are available at no cost for babies, toddlers, pre-school and school-aged children at local immunisation sessions run by Council nurses.

Immunisation is the safest and most effective way to eliminate preventable diseases such as mumps, measles and whooping cough. Eligible adults can also access some FREE vaccines. Council runs morning and evening sessions to offer a choice for busy parents and carers. Bookings are not needed for the morning visits but are required for evening sessions.

Meningococcal WThe free Meningococcal W vaccine for young people aged 15-19 ends on 31 December 2017. If you have a child in this age group who has not been vaccinated with the Men W vaccine yet, come along to a make-up session at the Monash Civic Centre on Wednesday 29 November between 5pm-7pm or Thursday 7 December, between 3pm-5pm. Appointments aren’t necessary, just drop in.

Free vaccinations

to prevent disease

I believe 2018 is shaping up to be a great year for Monash and I’m looking forward to working with you as your Mayor to achieve wonderful outcomes for our community.

Those who know me know that I am passionate about a number of causes. As a husband, and father to two daughters and a son, the importance of gender equity for all strikes a chord with me.

Some people may say 'what’s that issue got to do with local government?'. I would argue that local government is extremely well placed to prevent violence against women and advocate for gender equity.

I’m proud of Council’s strong and steadfast commitment to the prevention of violence against women and gender equity through our Gender Equity Strategy (2015-2020) and action plan and Gender Equity Advisory Committee. But we can and will do more to create long-term change.

Another key priority for my mayoral year will be continuing the campaign to have a youth mental health service established in Monash. Our Young Person’s Reference

Group has worked tirelessly, along with Council staff and former Mayor Cr Rebecca Paterson, to have this critically needed facility in Monash, and the fight continues.

For too long our youth have had to struggle to get the help they need, travelling more than an hour in some cases to access a headspace facility. It’s not good enough. Mental health was - and remains - their biggest concern.

The campaign so far has included advocacy to a number of Federal Ministers, local politicians and a postcard advocacy campaign generating hundreds of postcards seeking support.

Despite being advised we were one of two areas being considered, disappointingly we were not successful. I am absolutely committed to securing a youth mental health facility in our city and I ask for your support to make this happen.

I know from my many years on Council that infrastructure improvements are important to you. This year we will undertake a significant $45 million Capital Works Program that includes playground improvements, sporting facility upgrades, new

pavilions and linking up bike trails and pathways. I’m excited by what we are planning to deliver for our residents and by what we can achieve together.

Have your say on Council Budget

Cat curfew starts 2020The cat curfew is one of a number of measures in Council’s Domestic Animal Management (DAM) Plan, which was adopted at the 31 October 2017 Council meeting. There are currently 4,378 registered cats in Monash.

The cat curfew will be implemented in three years' time (2020) giving residents time to understand the changes and prepare for them. Council will be undertaking an education program to help the community better understand the benefits of keeping cats in at night.

Cats are natural predators and if they are left to roam at night they can do enormous damage to native wildlife and be a nuisance to residents.

The cat curfew will not require cat owners to do anything complicated or expensive, simply ensure their cats are safely contained at night, preferably in their house or garage.

Other measures in the DAM Plan include:

Continued roll-out of dog poo disposal bins and bag dispensers in parks within budget constraints

Increasing awareness of the need to pick up after your dog by stencilling designs on footpaths in reserves as a reminder, and distributing information flyers

Investigating (by 2020) the feasibility of a dedicated fenced off-leash area for dogs.

Monash Council will introduce a night-time cat curfew with residents given three years to prepare for the changes.

We are seeking community views and ideas to help us develop a Council budget for the 2018/19 year and we are keen to hear from you. To provide some context:

Council is in a strong financial position, and has been debt-free for the past two and a half years. Last year, Council invested $38 million on Capital Works to improve the liveability of Monash. These works included playspace improvements, sporting pavilions, and bike paths. In the next year, we plan one of our largest allocations of $45 million to improve facilities regularly used by our community, while also providing excellent services.

Monash continues to have the lowest average rates of all 79 councils in Victoria with rates only increasing in line with State Government ratecapping. Monash ratepayers pay on average about $400 less per year.

We will be seeking community views twice on our next budget: now in the early stages and again next May when we put a draft budget out for community feedback.

How do I...?….report an unsightly property?

We all share a responsibility to keep our own property neat and tidy.

This is especially so heading into summer, when long grass and rubbish can pose a fire hazard.

Under Council’s Local Laws, property owners are required to maintain their properties so they are not unsightly, dangerous or detrimental to the amenity of the neighbourhood.

If you have concerns about an unsightly property in your neighbourhood, please contact us.

Council staff will inspect the property and, if found to be unsightly, will ask the property owner to clean it up. Fines are generally only applied if the property owner ignores the initial request to clean up.

Parking in Glen Waverley Activity CentreSome changes to the way you can park in the Glen Waverley Activity Centre, including extended parking times, have been introduced to ensure the area remains a vibrant place for people to visit.

Council consulted with local traders prior to making any changes.

The improvements are:

Parking at Euneva car park will increase to 5P, 8am-6pm on all levels

On Kingsway between Railway Parade North and O’Sullivan Road the ½ P will be from 8am-8pm, seven days a week

Along Kingsway between Coleman Parade and Bogong Avenue, the 1P will increase to 1½ P, 8am-8pm, seven days a week

On Coleman Parade, the 1P will change to 1½ P, 8am-8pm. The four ½ P, 8am-6pm spaces at the Springvale Road end will remain

On the northern side of Railway Parade north, 1P will change to 1½P, 8am-8pm seven days a week

In the Central car park, the 2P will be from 8am-8pm seven days a week

In the O’Sullivan Road car park, the 2P will be from 8am-8pm seven days a week and include some ½P, 8am-8pm car spaces to assist short term customers

Along the west side of the Springvale Road service road (north of Railway Parade North) 1P will change to 1½P, 8am-8pm seven days a week.

An exciting new sports pavilion at Argyle Reserve (Hughesdale) has opened for business.

The $970,000 pavilion was officially opened on 3 October by Member for Oakleigh Steve Dimopoulos and Monash Mayor Rebecca Paterson. Deputy Mayor Stuart James, Councillors Josh Fergeus and Theo Zographos, and members of the Monash City Football Club (pictured below) also attended.

The new pavilion includes female friendly amenities, a larger multi-purpose space, referees change room and storage facilities.

The State Government contributed $100,000 towards the project.

Other pavilion works include Scammell Reserve (Oakleigh South), Central Reserve South (Glen Waverley) and Columbia Reserve Pavilion (Wheelers Hill).

The Central Reserve Pavilion is due to be completed by the end of 2017, while Scammell Reserve Pavilion is expected to be up and running by mid-2018. Works have also started on the Columbia Reserve Pavilion with the official breaking of the soil event held on 10 October, marking the first sod turned on the $1.7 million pavilion

redevelopment project.

Cr Stuart JamesIt is hard to believe that it has been only 12 months since I was elected to Council.

I promised that I wouldn’t be the type of Councillor you only heard from at election time, and I have been very active in the community listening to concerns and suggestions from residents. In the past year, I have personally letterboxed every single house in the Oakleigh Ward, some of them twice, held more than 20 of my own consultation sessions in streets local to residents, and attended numerous Council listening posts.

Since my election I have been able to either deliver on, or put in motion, every single one of the commitments that I made during my campaign and I’d like to touch on just a few of these:

Live streaming and archiving of Council meetings is now a reality, increasing transparency and access to our community

Commencement of a $20 million project to redevelop the Oakleigh Recreation Centre and to build 8 brand new Tennis Courts at Caloola Reserve. This is an exciting project that will make Oakleigh the sporting mecca of the south east

A structure plan for the Huntingdale & Clayton shopping precincts which is

the first step in a long overdue revamp of the area

Our Recreation, Urban Design and Infrastructure teams are putting together the final details on a design for an incredible new playspace in Notting Hill, costing close to $250,000, which will finally deliver back to the community, following the closure of Monash Primary many years ago.

The commitment I am most proud to have delivered on, however, is our new parents group. Previously, only mothers having their first child were eligible to join a Maternal and Child Health new parents group. Starting from November, Council will undertake a 12 month trial of a parents group that is open to all parents following the birth of their child regardless of whether it's their second, third or tenth child. I believe this is critical step to help address social isolation, which is often felt by new parents, by creating a peer support network, as well as helping to create long lasting friendships for parents and children alike. Monash has the lowest rates on average of any Council in Victoria. I’m extremely proud that on a limited budget, Council is still able to provide first class services to our residents, led by an excellent team of council officers.

Update on major development proposalsHere is an update on several major developments proposed, approved or refused across Monash:

The Victorian Civil and Administrative Tribunal (VCAT) has granted an amended planning permit for a development at 170-174 Highbury Road, Mount Waverley. This is the site where the landslip occurred in 2015. The amended permit allows for the development of a three-storey building with basement car parking and use for a medical centre, a childcare centre, a café and dwellings, but does not include the fourth storey addition sought by the developer. Council argued strongly against the amendment.

VCAT has granted a planning permit for two residential towers (9-10 storeys in height) and 30, two-three storey townhouses at 149 Hansworth Street, Mulgrave. Council refused this proposal in August last year and the developer appealed the decision to VCAT. The planning permit was approved subject to conditions. Council also argued strongly against this proposal.

Two developers have appealed to VCAT because Council did not decide upon applications at 855 Ferntree Gully Road, Wheelers Hill and 2315-2319 Dandenong Road, Mulgrave (pictured below), within the required 60-day timeframe. The application for 855 Ferntree Gully Road, Wheelers Hill is for 133 dwellings, comprising townhouses and apartments. The application for 2315-2319 Dandenong Road, Mulgrave is for 54, two-three storey townhouses. At its October meeting, Council resolved to argue against both proposals at upcoming VCAT hearings.

Council is upgrading several playspaces across Monash within the next two years, to make them more interesting and fun for local children.

Earlier this year, Council sought ideas and feedback from the local community for new playspaces in Mannering Drive (Glen Waverley), Catherine Avenue (Mount Waverley), and Wellesley Road (Glen Waverley).

We have taken some of the community’s ideas and put together exciting draft concepts for these three playspaces, which we are now seeking your feedback on.
