November 24, 2020 November 24, 2020 The Chilton County Commission held a regular Commission Meeting, in Clanton, Alabama, Tuesday, November 24, 2020. The following Commissioners were present: Darrell Bone, Jimmie Hardee, Joe Headley, Randell Kelley, Matthew Mims, Joseph Parnell, and Allen Williams. A quorum being present, Chairman Parnell opened the meeting for business at 6:10 p.m. Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to Approve the Agenda. WHEREAS, the minutes of the Commission Meeting of November 11, 2020 were reviewed and the Chairman asked for additions, deletions or corrections. Commissioner Williams offered a correction that he opposed the resolution to require all business to be discussed in a work session prior to any action taken in a regular commission meeting. After correction, the Commissioners affixed their signatures to said minutes in the presence of the Commission and the Administrator. WHEREUPON, Commissioner Mims offered the following resolution which was seconded by Commissioner Headley and carried by unanimous vote of this Commission. BE IT RESOLVED that the minutes of the Regularly Scheduled meeting of November 11, 2020 stand approved with the correction of Commissioner Williams opposed to require all business to be discussed in a work session prior to any action taken in a regular Commission meeting. WHEREAS, the Chairman presented the Commission with a list of purchases and claims and it appearing that all the claims are itemized with evidence of delivery of each item to the County as provided by law, and it appearing further that all claims are due, just, correct, and unpaid and no part of same has been paid, Commissioner Williams offered the following resolution which was seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED that the Chairman is hereby authorized and directed to draw warrants in favor of the person, firm, or corporation to whom it is due from the funds designated.

Those in attendance for today’s meeting were:

Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to allow the City of Clanton to use the Courthouse parking lot, electric box, and restrooms on Thursday, December 3rd, 2020 for the Christmas Tree Lighting at 6:30 with the Sheriff providing security. Durwood Brown provided an update on Higgins Ferry Playground Project. D.J. Nix thanked the Commission for the support of the Outdoor Classroom at Jemison Intermediate School. Christopher Nelson addressed the Commission about blocking the Brierfield Prison.

Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to approve the purchase of kitchen equipment for the jail from Cooks in the amount of $23,791.44 to be paid out of the Jail Maintenance Fund.

Commissioner Mims offered the following resolution seconded by Commissioner Kelley and carried by unanimous vote of this Commission. BE IT RESOLVED to receive the bid for the scanners/metal detectors with temperature scanners for the Courthouse, Tag Office, and Jail from Selcom.

BE IT RESOLVED to award the bid for the scanners/metal detectors with temperature scanners for the Courthouse, Tag Office and Jail to Selcom. Funds to be paid with the Chilton County Commission Corona Virus Emergency Supplemental Funding Program Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to add Freddie Mayfield to payroll as a part time civil processor at $13.00 per hour effective November 28, 2020.

Commissioner Mims offered the following resolution seconded by Commissioner Headley and carried by unanimous vote of this Commission. BE IT RESOLVED to publish an opening for the Assistant Chief Clerk. Commissioner Mims offered the following resolution seconded by Commissioner Williams and carried by unanimous vote of this Commission. BE IT RESOLVED to hire a temporary full time Assistant Chief Clerk. Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to approve the reclassification of Michele Headley to Chief Appraiser along with the job description and with a $3 per hour raise effective November 29, 2020.

Commissioner Williams offered the following resolution seconded by Commissioner Kelley and carried by unanimous vote of this Commission. BE IT RESOLVED to approve a 3% pay increase for the following employees effective November 29, 2020: Melanie Prather, Kyle Dennis, Brad Carter, Tracey Ramsey, Rita Jordan, Angela Fulmer, Kim Gillespie, Tina McKenzie, Rebekah Headley, Donna Willis, Mary Littlejohn, Jenny Summerlin, Lisa Smith, Carrie Staggs, and Cindy Jones.

Commissioner Mims offered the following resolution seconded by Commissioner Williams and carried by unanimous vote of this Commission. BE IT RESOLVED to open nominations for Chilton Water Authority. Commissioner Hardee offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to accept Chilton Water Authority nominee, Regina Respess. Commissioner Williams offered the following resolution seconded by Commissioner Hardee and carried by unanimous vote of this Commission. BE IT RESOLVED to open nominations for Solid Waste Authority. Commissioner Hardee offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to accept Solid Waste Authority nominees, Rose Landrum, Carl Zeigler, Allen Caton and Allen Payton. Commissioner Williams offered the following resolution seconded by Commissioner Kelley and carried by unanimous vote of this Commission. BE IT RESOLVED to rescind the hiring of Paul McFarland and resume interviewing for a truck driver. Commissioner Mims offered the following resolution seconded by Commissioner Headley and carried by unanimous vote of this Commission. BE IT RESOLVED to approve the following line item transfers: $4,000 from 111-53100-213 Road Construction Material $500 to 111-53100-225 Operating Lease Construction Equipment $3,500 to 111-53100-470 Furniture & Equipment

Commissioner Headley offered the following resolution seconded by Commissioner Bone and carried by unanimous vote of this Commission. BE IT RESOLVED to hire Volkert to do preliminary engineering on CR 17 Bridge Project. Funds to be paid from RRR Gasoline Tax Fund. Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to authorize the chairman to sign the Wiregrass Contract. Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED to approve a 3% pay increase for Nic Bolton and Derrick Wright effective November 30, 2020.

Commissioner Mims offered the following resolution seconded by Commissioner Williams and carried by unanimous vote of this Commission. BE IT RESOLVED to approve the Agency Agreement with the Alabama Secretary of State for the mailing of notices to registered voters.

Commissioner Williams offered the following resolution seconded by Commissioner Mims and carried by unanimous vote of this Commission. BE IT RESOLVED that being no further business to come before this Commission that this meeting be adjourned until the next regularly scheduled Commission Meeting on December 8, 2020. I, Joseph Parnell, Chairman for the Chilton County Commission, hereby certify the proceedings of this Regular Commission Meeting of November 24, 2020 were entered into this Minute Book and a copy placed in the Office of the Chilton County Commission in the Courthouse after approval.
