STATE TIMES NEWS SRINAGAR: After making two-wheeler drivers to wear crash helmets, the Traffic Police City Srinagar on Saturday launched another drive to enforce the seat-belt rules. A crackdown on four-wheelers, flouting the seat belt rule bagan at Batmalloo, Jahangir Chowk, Hyderpora, Dalgate, Boulvard Road, Panthachowk, Radio Station Chowk, SMHS, Hazartbal in the summer Capital and caught various violators and fined. Moreover, DySP (T) City North, Farooq Ahmed alone realised fine above Rs 1 lakh from the violators. SSP, Traffic City Srinagar, Al-Tahir Gillani, who supervised the drive, said that this is not a new norm and it existing in the rulebook for a long time. Only, drivers are too casual about it and don't adhere it. He further added those violating the norm were fined on the spot as per the Motor Vehicles Act. "Wearing seat belts while driving reduces fatalities by about 60 per cent and injuries by nearly 50 per cent during mishaps, it doubles the chances of survival in a serious accident and pre- vents occupants from being thrown out from the vehicles in case of an impact," said ASP Traffic, Sonam Dechan. This special drive was headed by DySP (T) City North, Farooq Ahmad Reshi, DySP (T) City South Sajjad Ahmed and DySP (T) West Raies Ahmad under the supervision of ASP (T) City Srinagar, Sonam Dechan and under the overall supervision of SSP Traffic Al-Tahir Gillani. In his inaugural address, Prof Manoj K Dhar, Vice Chancellor, University of Jammu, said Urdu is a cul- tural language with built in sophistication and is highly suited for expression of emo- tions and variegated descrip- tions. "Urdu language is a product of India and its literature is rich showcasing the passion, sentiments of Indian people regardless of the religion. Urdu is not only a composite language in itself but has played major role in keeping the fibre of composite culture intact in India," Prof Dhar said, adding that Urdu lan- guage has a cosmopolitan character as it has assimilated words from Sanskrit, Hindi, English, Punjabi, Portuguese besides Arabic and Persian. Urdu has given many new things to India such as Mushiras, Ghazals and Nazams." It has been said Urdu reflects and represents Indian history, its movements and depression," he said. Vice-Chancellor expressed hope that the two day interna- tional seminar will not only put forth the richness of Urdu language but also the role it has played in developing com- posite culture. While presenting his keynote address the renowned Urdu critic and researcher Dr Taqi Abedi from Canada in detail threw light on the com- posite culture of Urdu poetry as well as of Urdu prose. Prof Khawaja Ekram-ud- Din from JNU, New Delhi who presided over the func- tion said that Urdu language is being spoken in almost all the countries of the world. Earlier in his welcome address, Prof Shohab Inayat Malik, HoD Urdu and Dean Faculty of Arts highlighted the aims and objectives of organizing of seminar on the vital topic. He said that papers which would be pre- sented in the seminar will be published in a book form for the benefit of new generation. An Urdu Mushira in collab- oration with State Academy of Art, Culture and Languages was also organ- ised in which various poets recited their Urdu verses and entertained the audience. STATE TIMES NEWS JAMMU: Gearing up for Parliamentary and J&K Assembly elections, BJP State President Ravinder Raina, chaired meeting of convenors and members of State teams of all cells of BJP at its State Headquarters, Jammu. State President was also accompanied by BJP State General Secretary Yudhvir Sethi and State Incharge BJP's All Cells Varinderjit Singh. Ravinder Raina, while addressing the meeting, laid stress on present sce- nario in the State of J&K which has emerged after the discontinuation of alliance government and after words dissolution of J&K Assembly by Governor. Stressing upon the importance of cells in coming months, he said that the leaders of cells have an important role in approaching Lok Sabha elections as well as assem- bly elections. Led by President, J&K Brahman Sabha, Atul Sharma, the activists assembled near Press Club and raised slogans in sup- port of Ram Mandir. Speaking to media per- sons here, Sharma expressed serious concern over the delay in construc- tion of Ram Temple. He said that Ram Temple at Ayodhya should be built without any further delay. Sharma urged upon the BJP led Government at the Center to fulfill its promise made with the people of the country during Parliamentary elections regarding the construction of Ram Temple in Ayodhya, which was its main agenda. "We appeal to the Central Government to enact a law to clear the way for build- ing a Ram Temple at his birthplace in Ayodhya," Sharma asserted. Deepak to get Himalayan Cultural Award DGP sanctions meritorious scholarship for 22 police wards STATE TIMES NEWS JAMMU: Director General of Police (DGP), Dilbag Singh granted scholarship of Rs 1,36,800 in favour of 22 wards of serving police personnel, who have secured eighty percent and above marks in annu- al examination of Class 12th, during the academic session 2017-18. The scholarship of Rs 7,200 each have been granted in favour of four wards for securing above 90 per cent marks and Rs 6,000 each have been granted in favour of 18 wards who have secured 80 per cent and above marks in the class 12th examination. The scholarship has been granted out of the Central Police Welfare Fund. Police Headquarters has been sanctioning scholarships and rewards under differ- ent heads for the wards of martyred and serving police personnel to boost their morale. STATE TIMES NEWS SAMBA: Amit Sharma, Director Food, Civil Supplies and Consumer Affairs (F,CS&CA), Jammu Division on Saturday con- ducted a surprise tour of district Samba especially Ramgarh, a border town- ship, wherein, special emphasis was on perform- ance and usage of electron- ic Point-of-Sales (PoS) machines in various fair price shops located in dif- ferent villages and areas of the district. He was accompanied with Kulraj Singh, Deputy Director Food & Rationing, Devinder Singh Bilowria, Assistant Director Samba, Yashwant Kumar, Manager M/s Linkwell Systems (POS Machines providers), TSOs and other officials of FCS&CA department. Director FCS&CA Amit Sharma conducted the tour primarily to assess implementation of online Aadhaar authentication as Samba is one of the leading districts in Aadhaar Seeding amongst all districts of Jammu division wherein it has crossed 85 per cent. During the checking, Director himself pointed out few challenges while operating ePOS devices and directed the service providers to improve functioning and carry- out necessary exercises to ensure its smooth functioning. However, during the random checking especially with technically specialised team of M/s Linkwell, it was discovered that still, lot of FPS shops are working on offline rather than online mode for feeding of transactions but Director Amit Sharma issued spot directions to his team to point out major reasons for same and take imme- diate necessary correc- tive measures to ensure total implementation of real-time Aadhaar authentication mode for issuance of ration tickets to the beneficiaries in future. Director FCS&CA Amit Sharma further directed the heads of M/s Linkwell Systems to send their teams immediately in all the districts of Jammu division to famil- iarise the departmental officials and FPS owners about 100% usage of ePOS machines through online Aadhaar authenti- cation which is the basic purpose and focus of ePDS and Supply Chain Management System. During the visit, it was informed by the concerned AD to Director FCS&CA Amit Sharma that ration supplies and K.Oil supplies were adequate in all the border areas of the district including far-flung loca- tions and there is total emphasis on ensuring same in all FPS and Stores of the department located in Samba district. Director Amit Sharma informed that surprise checks and tours will con- tinue at the highest level in future and FCS&CA Department must keep functioning around the clock in winter months so that uninterrupted ration and essential commodities supplies under NFSA must reach to the people and any kind of deviation in this behalf would not be tolerated by the Government. FCS&CA squad imposes Rs 3,500 fine on shopkeepers STATE TIMES NEWS SRINAGAR: The Enforcement squad of Food Civil Supplies and Consumer Affairs (FCS&CA) on Saturday collected a fine of Rs 3500 from 8 shopkeepers for violation of the Essential Commodities Act, during its market checking here at vari- ous areas in Srinagar district. In a statement, the spokesperson of the depart- ment said that the enforcement squad headed by Assistant Director Enforcement, North and South Zones conducted market checking at LD Hospital market, Gogjibagh, Jawahar Nagar, Iqbal Park, Lal Chowk and other areas. During the market checking 55 business establishments were inspected and a penal sum of Rs 3500 was collected as fine from 8 erring shopkeepers for violation of the Essential Commodities Act, 1995. STATE TIMES NEWS JAMMU: State President, All India Confederation of SC/ST/OBC Organisations, R.K Kalsotra said that the SC/ST/OBC's are the worst sufferers during the Governor's rule. "The Constitution of Jammu and Kashmir grants political reservation to the SCs and as per the past prac- tice at least two cabinet berths have been given to them as per their population," he said in a press conference here on Saturday. Although there has been no political reservation to STs and OBCs in J&K, he said, yet the representatives of these communities have been holding 3-4 cabinet berths in the past due to their majority vote banks. He said that it is very unfortunate that in Governor rule, there has been no representation from these reserved communities. At present about 40 depart- ments are being handled by four advisors but none of them represents SC/ST/OBC even when they have constitu- tional entitlement of repre- sentation, he said. He further added that due to nil representation the voice of these communities is being crushed. He raised allega- tions against present dispen- sation of being selective on caste basis discriminating with the reserved categories and alleged that out of the 22 districts, no KAS officer belonging to SC community is posted as Deputy Commissioner and no KPS officer belonging to SC com- munity is posted as SSP in these districts and likewise other categories also. Kalsotra appealed to the Governor to immediately appoint at least two advisors from these communities so that the requirement of rep- resentation is meted out. He further appealed to review the postings of all DCs, IGPs, SSPs and other HoDs and to ensure due rep- resentation to SC/ST/OBC officers to restore the confi- dence of these communities. The delegation soughtimplementation of UGCguidelines in toto includingenhancing age of superannua-tion of college teachers to 62 atpar with the state universities,creation of post of professor incolleges, separate Directoratesof Higher Education forJammu and Kashmir, changeof nomenclature of PTI, payanomaly in implementingSixth Pay Commission.

The association had adetailed discussion on all theseissues with the Union Ministerand stressed that the aforesaid

SRINAGAR: TheEnforcement squad of FoodCivil Supplies and ConsumerAffairs (FCS&CA) onSaturday collected a fine of Rs3500 from 8 shopkeepers forviolation of the EssentialCommodities Act, during itsmarket checking here at vari-ous areas in Srinagar district.

In a statement, thespokesperson of the depart-ment said that the enforcementsquad headed by AssistantDirector Enforcement, Northand South Zones conductedmarket checking at LDHospital market, Gogjibagh,Jawahar Nagar, Iqbal Park,Lal Chowk and other areas.During the market checking 55business establishments wereinspected and a penal sum ofRs 3500 was collected as finefrom 8 erring shopkeepers forviolation of the EssentialCommodities Act, 1995.

STATE TIMES NEWSJAMMU: State President, AllIndia Confederation ofSC/ST/OBC Organisations,R.K Kalsotra said that theSC/ST/OBC's are the worstsufferers during the Governor'srule.

"The Constitution ofJammu and Kashmir grantspolitical reservation to theSCs and as per the past prac-tice at least two cabinet berthshave been given to them asper their population," he saidin a press conference here onSaturday.

Although there has been nopolitical reservation to STsand OBCs in J&K, he said,yet the representatives ofthese communities have beenholding 3-4 cabinet berths inthe past due to their majorityvote banks. He said that it isvery unfortunate that inGovernor rule, there has beenno representation from thesereserved communities.

At present about 40 depart-ments are being handled byfour advisors but none ofthem represents SC/ST/OBC

even when they have constitu-tional entitlement of repre-sentation, he said.

He further added that dueto nil representation the voiceof these communities is beingcrushed. He raised allega-tions against present dispen-sation of being selective oncaste basis discriminatingwith the reserved categoriesand alleged that out of the 22districts, no KAS officerbelonging to SC communityis posted as DeputyCommissioner and no KPSofficer belonging to SC com-munity is posted as SSP inthese districts and likewiseother categories also.

Kalsotra appealed to theGovernor to immediatelyappoint at least two advisorsfrom these communities sothat the requirement of rep-resentation is meted out.

He further appealed toreview the postings of allDCs, IGPs, SSPs and otherHoDs and to ensure due rep-resentation to SC/ST/OBCofficers to restore the confi-dence of these communities.
