The Parker House at 3906 Avenue D i s a frame dwelling featuring massing and d e t a i l i n g drawn from the Bungalow s t y l i s t i c idiom. Facing east i n the middle of the 3900 block of Avenue D, the house i s situated i n an area whose h i s t o r i c r e s i d e n t i a l character has suffered insensitive intrusions. The house remains v i r t u a l l y unaltered and i s i n good condition.

Resting on a pier-and-beam foundation faced by a canted s k i r t w a l l , the frame house i s sheathed with 117/121 siding t y p i c a l l y employed i n the 1910s and 1920s. The primary (east) facade i s dominated by a gable roof and a lower projecting gabled extension housing the porch. Tapered box supports at eith e r end of the 2-bay porch rest on brick piers with cast-stone caps. A si m i l a r pier marks the entrance i n a handling t y p i c a l of the Bungalow s t y l e i n the neighborhood. Double-hung wood sash are generally grouped i n pairs and feature screens with t r i p a r t i t e upper halves divided v e r t i c a l l y . Triangular knee braces, exposed r a f t e r ends, and a geometrically carved a i r vent i n the upper gable end complete the composition. A small frame garage t o the rear of the property contributes to the h i s t o r i c character of the property.

Constructed i n 1927 by the Kuntz-Sternenberg Lumber Co. f o r James F. and Susie R. Parker, the dwelling at 3906 Avenue i s an outstanding l o c a l example of bungalow architecture. A product of the period of most intense r e s i d e n t i a l development i n Hyde Park, the Parker House features decorative treatments from the design idiom of the Bungalow s t y l e t h a t d i s t i n g u i s h i t over other, less elaborate bungalows. Among these are ornamental knee brackets, porch d e t a i l i n g including brick piers surmounted by tapered box supports with elegant geometric caps, and decorative geometric screen treatments. As these o r i g i n a l design elements survive unaltered, the bungalow i s nominated under C r i t e r i o n C as one of most i n t a c t and best preserved examples i n Hyde Park.

The property at 3906 Avenue D was part of a series of l o t s i n Block 10 of the Hyde Park Addition No. 2 owned and improved by E.O. M i l l e r by 1915. I n tha t year he conveyed four l o t s t o J.K. and Vera E. Harrison (DR 224:541; DR 313:78). Although modest improvements existed at 3906 Avenue D as early as 1924 (DR 362:87), deed records suggest th a t these had been removed by 1927. On May 2, 1927, the Kuntz-Sternenberg Lumber Co. agreed t o erect a l - s t o r y house f o r J.F. and Susie R. Parker f o r $2321.90 (Mechanics' Liens 391:349), a price i n l i n e with other si m i l a r houses constructed by the company at 404 West 43rd, 4009 and 4408 Avenue A, 3906, 4109, 4113 and 4403 Avenue C, 4107 Avenue F, 4011 Avenue G, and 4304 Avenue H.

The Parkers l i v e d only b r i e f l y at 3906 Avenue D before Susie Parker died. Thereafter, James Parker l i v e d on Speedway and rented out the house on Avenue D. Subseguent owners included Lloyd W. Payne and T.E. Wiley (1943-1944), James H. and Lovie M. Haynes (1944), L.V. and Vada Bearden (1944-1978) and William T. and Ruth Reeder, Jr. (1978- ) .
