Overview of NRO Incident Management Program

NRO IM Program utilizes a suite of applications, tools and protocols to support :

– Incident Detection and

– Incident Response & Recovery

– Road Condition Information Dissemination (via RITIS and VA 511)

– Situational Awareness

NRO is primarily responsible for managing incidents along the Interstate network within the Fredericksburg region; with a goal to include primary & secondary roadways

NRO Incident Management Program:Incident Detection

•Fredericksburg portions of I-95 are monitored by NRO MPSTOC

•TOC Operators detect incidents by–monitoring VSP (Division 2) CAD

–monitoring first responder radio scanners via an online application

–monitoring CCTV

–direct calls from SSP Patrols, Public Safety Agencies and Travelers

•Once an incident is detected, TOC Operators dispatch SSP and (when appropriate) notify the Fredericksburg District Duty Officer.

NRO Incident Management Program:Incident Response & Recovery

NRO Safety Service Patrols are VDOT’s primary resource with respect to incident response and recovery

– Not available 24/7– Limited coverage in Fredericksburg District– Often supplemented by VDOT (Fredericksburg District) Residency

Staff & TAMS contractors

NRO Freeway Incident Management Manual – Identifies alternate routes and resources needed to support road

closures that result from an incident

NRO Freeway Incident Management Manual Pocket Guide– Outlines the Northern Virginia Incident Management Process– Classifies incidents with respect to severity– Based on incident severity, identifies the level of coordination needed– Includes contact information for all stakeholders

Currently being updated to cover I-95 to Mile Marker 101.3I-66 to the I-81 interchange

Need to partner with regional Fredericksburg stakeholders to facilitate improved coordination, response, Information sharing & resources sharing

Currently being updated to reflect NRO boundary changes and new VDOT policy

• Fredericksburg stakeholders review of updated Incident Management Manual & Pocket Guide

• Regional TOC Scan– Stafford County TOC – NRO TOC (MPSTOC)– Other???

• Fredericksburg stakeholder participation in monthly NRO After Action Review (AAR) meetings (when appropriate)

– AAR meetings focus on addressing challenges to routine incident management

• Fredericksburg stakeholder participation in quarterly NRO Freeway Incident Management Working Group meetings

– Freeway Incident Management Team meetings focus larger scale incidents that require responses from multiple agencies

• Establish and track regional incident management goals, objectives and performance measures

• Identify strategies and activities that address regional incident management goals and objectives

• Identify resources available and needed to address regional incident management goals and objectives
