1.0 INTRODUCTION AND SUMMARY

“Today’s Student Engineers are Tomorrow’s Professional Engineers”

This was the tagline of the NSPE Student Chapter Evaluation Task (SCETF). It was chosen to emphasize that the student engineering population is the wellspring of NSPE’s future membership; there is no other source. Enlisting student members and cultivating them through active student chapters is necessary to ensure the long-term viability of NSPE. The SCETF was tasked with assessing the current state of NSPE student chapters, and to make recommendations regarding the development, growth, and sustainment of student membership and student chapters. The task force consisted of fourteen members, representing several state societies, the State Society Executive Council (SSEC), NSPE staff, and liaisons with the NSPE Membership Committee, Young Engineers Advisor Council (YEAC) and the NSPE Board. (Section 1) The task force carried out several initiatives in order to establish the bases for recommendations.

• Interviewed staff and committee chairs of several organizations having active student chapters in order to obtain best practices. (Section 2)

• Compiled a student chapter database from available NSPE data and inquiries to state societies and universities. (Section 3)

• Performed a benchmarking analysis of sister engineering professional societies that have student members and chapters. (Section 4)

• Surveyed the SSEC to gauge the priorities of student chapters within state societies. (Section 5) • Conducted-a-cause-and-effect analysis to determine the root causes of student chapter malaise.

(Section 6) The task force presented several recommendations to the NSPE Board of Directors for consideration. (Section 7)

• Increase the potential pool of student members by revising Bylaw 9 to allow engineering students

who are enrolled in non-ABET accredited programs to become NSPE student members. • Provide for on-going efforts to revitalize, maintain, and grow student chapters by establishing a

standing NSPE student chapter oversight committee of dedicated volunteers. • Provide for dedicated NSPE staff and resources to support students, student chapters, and student

chapter initiatives. • Remove the financial barrier for student membership by eliminating NSPE Dues for student

members. • Institute an administrative policy on the procedures and guidelines for establishing and operating

student chapters. It is hoped that this report will not gather shelf space, but rather be used as the platform from which a serious student chapter revitalization campaign can be launched. This task force may sunset, but if its recommendations are realized, there will be a new dawning of national-state-student partnerships. Our society’s future demands that we embrace student members today.

2.0 ORGANIZATION AND PROCESS The Student Chapter Evaluation Task Force (SCETF) was formed by NSPE President Bernie Berson, P.E., LS, F.NSPE on the recommendation of NSPE Southeast Region Director Kermit Prime, P.E., F.NSPE. The SCETF Charges (Appendix 1) were to review and analyze the then current NSPE policy regarding formation and maintenance of student chapters, conduct an inventory of existing student chapters, and to make recommendations to the NSPE Board. Based on the charges and understood objectives, a Task Force Charter was developed, which stated a mission, presented a problem statement, referenced applicable documents and interfaces, delineated the tasks and laid out the milestones and deliverables. The SCETF Charter is provided in Appendix 2. Members of the SCETF are given in Table 2.1

Individuals from other societies were invited to participate in parts or all of the meetings as part of the benchmarking analysis (Section 4). Meeting attendance is given in Appendix 3. Meeting minutes are provided in Appendix 4.

3.0 CURRENT STATE Attempts were made to gather historical data on NSPE Student Members and Student Chapters in order to establish trends. However, very little data was found at NSPE headquarters. Student membership has not been reported at board meetings, no annual reports are available from student chapters, and only old student chapter charters and agreements from the 1990s and prior could be found. A current state was established using the December 2007 NSPE membership report and data obtained from staff contacts with state societies and universities. Building upon a student chapter initiative survey conducted in 2006, a database was developed that provides information on student chapters in each state (Appendix 5). These data are summarized in the following figures and tables. As of December 2007, there were 855 NSPE student members, or about 2% of the total NSPE membership. The distribution of student members by state is given in Figure 3.1.

There are currently 75 student chapters distributed amongst the states as shown in Figure 3.2. The twenty states listed in Table 3.2 do not have student chapters, and no data was available for the six states listed in Table 3.3. Florida is an anomaly, as it has 12 student chapters, but only 14 NSPE student members. This is because students in Florida can join a student chapter and the Florida Engineering Society, but joining NSPE is optional. A similar situation may exist in other states. The number of student chapters can be compared to the number of institutions reported by the American Society for Engineering Education (ASEE) to determine a market share. From Table 3.1, there are 341 ASEE institutions and 81 ASEE engineering technology institutions, for a total of 4221. Thus, with 75 student chapters, the NSPE has an 18% market share. The colleges with student chapters are given in Table 3.4.

4.0 BENCHMARKING STUDY

Benchmarking is a method of identifying best practices of similar business and using the data to improve processes. The SCETF chose seven engineering or engineering-related professional organizations to benchmark against:

• ASCE American Society of Civil Engineers • ASME American Society of Mechanical Engineers • AIChE American Institute of Chemical Engineers • IEEE Institute of Electrical & Electronic Engineers • SAME Society of American Military Engineers • ASDSO Association of State Dam Safety Officials • ASEE American Society for Engineering Education

The benchmarking examined attributes of a student membership and student chapter programs in three basic areas: student member benefits, student chapter activities, and student program support. Questions in these different areas were such that a simple “yes” or “no” response could be obtained. Characteristic data (number of student members, number of student chapters, etc.) were also captured. The data were obtained from the websites of the respective organizations, through interviews conducted with staff of the organizations and via follow-up telephone conversations. The results of the benchmarking analysis are provided in Table 4.1. A discussion of the results follows. The numbers of student members for NSPE (855), SAME (1,890) and ASEE (688) are of the same order of magnitude. The number of student members for ASCE (25,775), ASME (20,000) and IEEE (80,500) are in a much higher tier. AIChE (7,000) is in the middle. The number of ASDSO (14) student members is very small. All benchmarked societies except ASDSO have student chapters. It is worthy of note that AIChE has about the same number of members as does NSPE (40,000 and 43,800 respectively), but AIChE has eight times as many student members as NSPE. It is readily apparent by comparing YES/NO data on student member benefits, student chapter governance, and student chapter support between the societies that NSPE is lacking in many areas. Societies with a high percentage of student members and successful student chapter programs share common characteristics:

• They do not charge dues to student members • They have remarkably student-user-friendly and content-filled web sites for students and student

chapters • They have dedicated staff support • They provide training for both students chapter leaders and advisors • They have student programs at regional and national conferences • They have recognition programs for students, chapters and advisors • They require regular student chapter reporting for accountability

5.0 SSEC SURVEY

The results obtained from the current state and benchmarking analyses suggested that student members and student chapters were not priority goals in the NSPE state societies. In order to confirm this hypothesis, a questionnaire was compiled and sent to each member of the State Society Executive Council (SSEC) first by SSEC ListServe (11 replies) and then using a Zarca web-based survey (6 replies). A copy of the SSEC questionnaire is provided in Appendix 6. The results are summarized in Table 5.1

2. When a state chapter starts a student chapter, headquarters staff will provide minimal support services.

The SSEC results are interpreted as follows:

• Questions 1 and 2: State headquarters have insufficient resources to develop student chapters, even if state chapters do most of the work.

• Question 10: State headquarters may work on forming student chapters if they receive support

from NSPE.

• Questions 3 and 4: States tend to track student memberships and believe that the conversion rate of student member to member is too low to justify programs for new student chapters.

• Question 5: State societies get more new members from programs targeted to recently licensed

PE’s.

• Question 6: Engineering students are more prone to join student chapters in their discipline than NSPE student chapters.

• Question 7: Engineering faculty generally does not promote licensure. This can be a barrier to

success of student chapters.

• Question 8 and 9: These identify more reasons not to start student chapters.

Any program to promote implementation of more student chapters needs to be marketed to State Executives. Note that these survey results support four items in the cause-and-effect mind map in Figure 6.1:

1. Policies: No dedicated staff support in state societies. 2. Promotion: Competition with other engineering societies on campus. 3. Promotion: No active NSPE marketing of student chapters. 4. Processes: An inordinate number of State Directors lack rapport with student chapters

leaders/advisors, and are unaware of their needs

6.0 ANALYSIS A Cause-and-Effect diagram, also called a fishbone or Ishikawa diagram, is a Six Sigma tool that is used to organize and to graphically display the underlying causes of a problem. Rather than utilize standard available templates (i.e., in Word, Excel or Visio), the same data and relationships can be depicted in a cause-and-effect mind map. Each branch on the map is labeled with a different category. The categories on the chart are the standard 8P categories utilized for cause-and-effect analysis of administration and services industries: Price, Promotion, People, Processes, Place, Polices, Procedures and Products (or services). The identified causes are then attached to the appropriate branches. The most important issues identified by the SCETF as transposed onto a cause-and-effect mind map are shown in Figure 6.1

It was determined that the actionable items that could be addressed by either the NSPE Board or House of Delegates to revitalize and sustain the student chapter program were:

1. Make student members and student chapters a more visible NSPE goal. 2. Revise NSPE Administrative Policy 41 to be specific to student chapters. 3. Revise Bylaw 9 to allow engineering and engineering technology students from non-ABET

accredited institutions to become NSPE student members. 4. Eliminate the national dues for student members

a. There would be a loss in NSPE revenue in the short-term b. Staff support costs would not be covered c. A barrier to joining would be eliminated d. Student membership would increase

5. Form either a standalone “Student Chapter Oversight” committee to oversee student chapters, or have the responsibility clearly defined within some other group (e.g., YEAC).

6. Approve dedication of NSPE staff to support the Student Chapter Oversight Committee and student chapter program. Duties would include

a. Regular communication with student chapters b. Maintaining accurate lists and contact information on student chapters and advisors c. Organize and maintain a Student Chapter Advisors Council (similar to the SSEC) to

share best practices d. Processing student chapter annual reports e. Developing and distributing promotional material f. Developing and distributing chapter guides and handbooks g. Assist in the formation of new student chapters h. Assist in organizing student chapter leader and advisor workshops i. Assist in organizing student chapter activities at national, regional, and state conferences

(all other societies that were benchmarked do this) j. Maintain the content of the student chapter pages on the NSPE web site current k. Support the Student Chapter Oversight Committee (or its equivalent)

7.0 RECOMMENDATIONS

Four recommendations were prepared for the April 2008 NSPE Board meeting.

1. Revise the student membership qualification criteria in Bylaw 9 2. Establish a Student Chapter Oversight Committee 3. Assign NSPE Staff to Support Student Chapters 4. Eliminate NSPE Dues for student members

In addition, Administrative Policy AP 41 “Student Membership Programs” was re-written to be specific to student chapters and retiled accordingly. This policy was approved by the NSPE Policy Review Committee (PRC) and on the Consent Agenda for the April 2008 NSPE Board Meeting. Copies of the Board recommendations and AP 41 are provided in Appendix 7. The actions taken by the NSPE Board to the SCETF recommendations were2:

• SCETF Recommendation #1 (Bylaw 9 Revision). Following discussion of possible amendments, this item was deferred until consideration of agenda Item 10.7

Item 10.7 Proposed Revisions to NSPE Bylaw 9 (Membership)

It was moved and seconded that the NSPE Board of Directors recommend NSPE House of Delegates approval of the Student Chapter Evaluation Task Force Recommendation #1 on proposed revisions to NSPE Bylaw 9 (Item 8.2.1. Attachment) with the following amendment: in section (3) delete all underlined language (“or from an engineering or pre-engineering program that leads to engineering licensure”); and (b) in section (4) delete a portion of the underlined language (“leads to engineering licensure”) and replace with “that has an articulated or transfer agreement with ABET or an accredited program”). CARRIED.

• SCETF Recommendation #2 (Establish Oversight Committee). There was general discussion concerning the value of establishing an oversight task force to review the efforts of student chapters. It was moved and seconded that the NSPE Board of Directors recommend the establishment of a Student Chapter Oversight Task Force at the discretion of the NSPE President. CARRIED.

• SCETF Recommendation #3 (Assign NSPE Staff) It was moved and seconded that the NSPE Board of Directors recommend that SCETF Recommendation #3 to assign NSPE staff be referred to NSPE Executive Director for his consideration. CARRIED.

• SCETF Recommendation #4 (Eliminate Dues for Student Members) It was moved and seconded that the NSPE Board of Directors approve SCETF recommendation #4 to eliminate dues for student members. CARRIED.

• PRC Recommendation #2 – (Revise AP-41, Student Membership Programs). Following discussion, it was agreed that this item should be tabled for later discussion during the meeting. There was no evidence in the minutes that this item was discussed later during the meeting. Follow-up discussions with the Chair of the Policy Review Committee (PRC) indicated that AP 41 is to be reviewed to determine if actions taken by the NSPE Board on the SCETF recommendations have any bearing on the language of the policy. Upon review, it was determined that no modifications to AP 41were required. The policy will be resubmitted by the PRC for consideration and approval by the NSPE Board at a subsequent meeting.

STUDENT CHAPTER EVALUATION TASK FORCE CHARGES-2007-2008 – page 1

Description The Student Chapter Evaluation Task Force is a newly created Task Force formed for the purpose of conducting a full review and analysis of current NSPE policy regarding the formation and maintenance of student chapters, conducting an inventory analysis of existing student chapters in the NSPE family, and preparing recommendations to the NSPE Board of Directors, no later than the Spring Board meeting on April 18-19, 2008. Purpose: This Task Force will be contained within the NSPE Membership Committee, although its responsibilities will be limited to matters relevant to the student chapter issue. The Chairman of the Membership Committee will be an ex-officio member of the Task Force, but will not be required to participate in all Task Force meetings. The intent of this arrangement is to provide close coordination of the activities of the Task Force with those of the Membership Committee, and to avoid duplicative, or even counterproductive efforts by the two units. Minutes will be kept for each Task Force meeting, and copies shall be furnished to the Membership Committee. The Staff Liaison to the Committee will be Felisha Battle, Director of Membership Services. Tasks:

1 The Task Force will work mainly through an electronic format (e-mail, survey monkeys, etc.) to provide feedback and opinion on various topics arising out of the group’s discussions.

2 The Task Force will not be required to hold face-to-face meetings. Members will participate in conference calls as requested.

3 The Task Force will review NSPE’s existing bylaws and policies with respect to student chapter formation and maintenance, including:

a. The criteria relative to academic institutions to permit formation of student chapters, including types of institution, and accreditation criteria;

b. The criteria for local chapter involvement with student chapters; c. The criteria for faculty advisors for student chapters; d. Any other criteria that may be deemed significant.

4. The Task Force will reach out to NSPE Professional Engineers in Higher Education for input and guidance.

5. The Task Force will reach out to the NSPE Young Engineers Advisory Councils through the Chair of the NSPE Young Engineers Council, Dawn Edgell, PE, who is also the Young Engineer Director on the NSPE Board.

6. The Task Force will study existing communication vehicles relevant to student chapter members, and consider enhancements that may be deemed worthwhile.

7. The Task Force will focus on the relationship of student chapter members to the local chapters, state societies, and to NSPE.

8. The Task Force will study financial support mechanisms that maybe in place in the various states that do have student programs, and make recommendations related to potential financial support by NSPE. The analysis must focus on the cost-benefit of any such recommendation.

9. The Task Force will consider the feasibility of student chapters providing rosters of current members to NSPE, as well as annual reports, and possible tracking of graduates as they leave the student chapter.

10. Consider potential NSPE staff involvement with student chapters, bearing in mind that NSPE staff is not a limitless resource. Staff input to this facet is essential.

11. Consider potential for active involvement of student chapter members with state and even national units, such as the YEACs within NSPE and the states.

12. Prepare recommendations, along with a status report, for presentation to the NSPE Board of Directors in time for the Spring Meeting, on April 18-19, 2008. Submission timelines will be furnished.

13. Prepare a final report for the Board of Directors and House of Delegates meeting to be held in Portland, Oregon on July 24-27, 2008. The report shall include a recommendation, with supporting material, as to whether the Task Force should be sunsetted, or should be continued for another year.

Methods:

1 Requests for information may be initiated by the Task Force throughout the year. The form of feedback will vary. Short surveys may be utilized as well as group e-mail discussions.

2 The Task Force may, on occasion, request participation in telephone conferences by members of the pertinent state society personnel with knowledge of student chapter activities.

3 The Task Force activities and conduct shall be guided by administrative policies of NSPE.

4 Feedback provided to NSPE leadership and staff should be complete, including direct statements regarding member value, program viability, and long-term membership development potential.

5 Confidentiality is to be applied in accordance with the NSPE Policy on Confidentialaity (copy provided herewith).

Recommendation #1: Revise the student membership qualification criteria in Bylaw 9 Background of Recommendation— The current restriction that student members must be pursuing ABET- accredited curricula is a barrier to many serious engineering students wishing to join NSPE. The change would allow Student Chapter formation at engineering and engineering technology institutions that are not ABET-accredited, since the interested students would not be prevented from being NSPE members. The change in fact reverts Bylaw 9 (as it realties to student members) to the way it was prior to 2005. Furthermore, the change is already reflected in the Student Membership web page of the new NSPE web site.

Actual Recommendation for Board Action — recommend approval by the House of Delegates of the following modifications to Bylaw 9 section (3) and (4):

(3) Graduate Member—A person who has graduated with a bachelor’s degree or higher from an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) or from an engineering or pre-engineering program that leads to engineering licensure shall be granted provisional status as a Member for up to two years to achieve the full requirements for the Member grade. Graduate Members shall not have voting privileges and shall not be allowed to hold office in NSPE. Graduate Members shall become full Members immediately upon successfully meeting the requirements for Member status. (4) Student Member—A Student Member shall be defined as a person who is enrolled full-time in an ABET-accredited engineering program or an engineering or pre-engineering program that leads to engineering licensure. A student enrolled full-time in a graduate level engineering program may choose any grade for which eligible, including student member.

Estimated Impact on Budget for 2008/09. There will be a nominal cost to revise the student application form. It is assumed that this task is part of the normal NSPE staff duties (and budget). Since the broadened qualification includes a larger target population, the number of student members and corresponding dues revenues, is expected to increase. Recommendation #2: Establish a Student Chapter Oversight Committee Background of Recommendation— There currently is no standing NSPE committee that has responsibility for student chapters. While a few initiatives exist within other groups (e.g., YEAC and PEHE) to address specific issues, there is no focused effort to revitalize, grow and maintain student chapters. It is clear from an SCETF benchmarking study, that those societies which have active student chapters also have a committee or oversight group of dedicated volunteer who are staunch advocates of student chapters and who champion student chapter initiatives.

Actual Recommendation for Board Action — Establish a Student Chapter Oversight Committee with the following purposes:

• Advise the NSPE Board of Directors in matters relating to student members and student chapters

• Develop strategic plans for the long-term growth and viability of student chapters • Develop resource and promotional materials for use by student chapter leaders, student

Recommendation #3: Assign NSPE Staff to Support Student Chapters Background of Recommendation— There currently is no NSPE staff person who responsibility for student chapters. Will some support is provided via the membership function, there is no dedicated support focused on student members and student chapters. It is clear from an SCETF benchmarking study, that those societies which have active student chapters also have a staff person assigned to provide support in carrying out student chapter initiatives.

Actual Recommendation for Board Action — Assign NSPE staff to support student chapters. Job responsibilities would include:

• Support the NSPE student chapter oversight committee, task force or advisory group that is tasked championing student chapter initiatives.

• Maintain a data base of student members, student chapters and student chapter advisors. • Develop and maintain content for an NSPE student chapter web page • Assist in developing resource and promotional materials for use by student chapter leaders,

Recommendation #4: Eliminate NSPE Dues for Student members Background of Recommendation— NSPE dues for student members are currently $20 per year. This provides annual revenue of $17,000 from the approximately 850 NSPE student members. However, an SCETF benchmarking study showed that many professional societies (e.g., ASCE, AIChE, SAME) do not impose dues to eliminate this barrier and to maximize student participation. Today’s student engineers are tomorrow’s professional engineers and are critical to NSPE’s future viability. Exposing greater numbers of student members to the value propositions of NSPE will increase the future number of NSPE members and accompanying revenue stream. Expectations are to double the number of student members over the next several years. Assuming a retention rate of 25% could be realized, this returns more than $50,000 annually in additional revenues (based on dues of $125 per year).

This recommendation does not affect student member dues that may be imposed by state societies or local chapters. However, these entities should also consider dropping student dues so as to encourage student membership.

Also, Student Chapters are not precluded from assessing member dues to support chapter programs and activities.

Actual Recommendation for Board Action — Resolve that students be allowed to become NSPE student members at no cost. Estimated Impact on Budget for 2008/09. There will be a nominal cost to revise membership application forms and a reduction in revenue of approximately $17,000. It is the policy of the National Society of Professional Engineers (NSPE) to require that the following procedures and concepts guidelines given below, be followed in establishing and operating student chapters:

1. Purpose of the NSPE Student Program Chapters

The purpose of the NSPE student program chapters is to advocate professional licensure, promote professional development and instill professionalism in engineering, and engineering technology, and surveying students. Most important is the development of an understanding on the part of the students that professional engineering embodies not only technical ability, but also integrity, ethics, responsibility, conduct, purpose, spirit, indebtedness to the past celebrating engineering heritage, and a desire commitment to contribute to the continued strengthening of the profession. Through NSPE's student chapters, students of all engineering disciplines gain insight on the steps to licensure, are afforded networking and mentoring opportunities with professional engineers on local, state, and national levels, and are provided leadership opportunities. Further, professional engineering has certain legal connotations that specifically involve integrity, conduct, and technical ability. Further, the importance of upholding and enhancing the honor, integrity, and dignity of the profession are conveyed. Finally, students are introduced to the legal and ethical obligations associated with being a professional engineer, including holding paramount the safety, health, and welfare of the public.

2. NSPE Student Chapters Governance Member state societies are encouraged to charter student chapters in educational institutions with engineering or engineering technology programs as “Student Chapters” within the geographical boundaries of the state society. NSPE has established criteria for

three types of student chapters, such criteria known as the “Standard for NSPE Student Chapters.” All student chapters meeting these criteria are eligible for participation in the “Program for Student Chapters.”

The three types of student chapters are: Alpha Student Chapter—Shall be in a college of engineering having a curriculum or

curricula of at least four years’ duration accredited by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering and Technology (ABET).

Beta Student Chapter—Shall be in a school or college of engineering having a curriculum or curricula of at least four years’ duration leading to an engineering degree.

Delta Student Chapter—Shall be in a school, college, or junior college having a curriculum or curricula of at least two years’ duration designated as being preparatory for engineering courses in a school or college giving an engineering degree or school having an engineering technology program of at least four years’ duration accredited by ABET.

Student chapters and student membership members must be integrally related to and supported by state societies and chapters. There must should be effective state-level services and guidance provided in addition to NSPE materials and support services.

Student chapters and student members should be related to NSPE Headquarters through existing state society administrative structures and procedures. State societies and chapters must assume responsibility, with NSPE coordination, for student membership and the establishment and maintenance of student chapters.

Each student chapter shall have a faculty advisor who will be preferably is a member of NSPE. The student chapter advisor should be appointed by the state society, through the local chapter concerned, on the recommendation of the dean of the college or school involved.

Each student chapter shall have a liaison officer from the sponsoring chapter who shall not be directly affiliated with the college or school involved, except by alumni status. The student chapter liaison officer shall be appointed by the sponsoring chapter.

In those cases where, after due diligence and effort, it is not possible for a Student Chapter to obtain a Faculty Advisor and/or Liaison Officer from the sponsoring Chapter: a. any other interested and active State Society member may be substituted for the missing

advisor and/or liaison officer subject to the approval of the NSPE Student Program Coordinator; or,

b. NSPE may provide a temporary Faculty Advisor and/or Liaison Officer from among its national membership subject to renewal on an annual basis and evidence that effort has been expended in finding a permanent Faculty Advisor and/or Liaison Officer.

3. Student Members

The Student Member dues structure shall include an amount as established by NSPE and may include an additional amount determined by the state society for those services provided at that level. Billing procedures and membership recommendations will be those regularly established for the state society.

The membership year for Student Members will be the same as for all other members; i.e., a period of 12 consecutive calendar months, and shall become due on the member’s anniversary date. The NSPE services offered to Student Members shall be a year’s subscription to NSPE publications provided to all members and identification in the form of a membership card. Where a state-approved student chapter is in existence at an educational institution all NSPE Student Members of that institution shall be assigned to the student chapter.

Upon receipt of a bachelor’s degree in engineering, Student Members in good standing shall be advanced without filing an application to the next higher membership

grade for which qualified, except that graduate students may retain student membership by written request to their state society.

Each student chapter shall adopt and maintain a set of bylaws, copies of which shall

be filed with the sponsoring local sponsor chapter and the state society. The bylaws shall comply with institutional requirements.

A student chapter’s officers should include at least a President, Vice President,

Secretary, and Treasurer or Secretary-Treasurer.

Student chapters shall have the right to obligate their funds for the purposes necessary to promote their objectives, except that no NSPE student chapter, or any officer or representative thereof, shall have any authority to contract debts for, pledge the credit of, or in any way bind NSPE for those activities specifically prohibited by the student chapter bylaws, the state society, or by NSPE.

A student chapters may assess its members’ dues as provided for in the student chapter bylaws to defray expenses, and may accept non-compulsory contributions.

Copies of the student chapter charter should be maintained by the educational

institution, state society, and NSPE. Student chapters shall submit an annual report on activities to the local sponsor chapter,

state society, and NSPE.
