UPDATE - Since the 83rd regular session is coming to a close I just wanted to pass along this update from your hard working people at the TAB offices:HB 1503 Sent to Governor's Desk:HB 1503 by Rep. John Kuempel (R-Seguin) relates to the appointment of building contractors to certain trade advisory boards of the Texas Department of Licensing and Regulation. HB 1503 passed the Senate on the Local & Uncontested calendar May 20th,

and is headed to the Governor's desk. HB 1503 would mandate that a builder serve on the Electrical Safety and Licensing Advisory Board and the Air Conditioning and Refrigeration Contractors Advisory Board. The bill roughly follows the practice of the Texas State Board of Plumbing Examiners, which currently has two builder members on its nine member board. This bill is a TAB priority because electrical systems and air conditioning mechanisms are key components of a home and play a vital role in a home’s overall construction practices and affordability. HB 4 Sent to Governor's Desk:HB 4, establishing the State Water Implementation Fund of Texas (SWIFT), is out of conference committee and on its way to the Governor's desk. Governor Perry released a statementMay 20, commenting on the importance of HB 4: "HB 4 helps ensure Texas has a reliable water supply for the next 50 years by promoting conservation and innovative reuse, while further developing brackish and desalination water treatment in addition to traditional reservoir and pipeline conveyance projects. These measures will help address the increased demand our population growth will have on our water needs now and into the future." HB 4 is a TAB priority bill because it would improve the state's water infrastructure and secure a reliable water supply in Texas. SJR 1, which provided funding for water infrastructure in the Senate version and establishes a constitutionally-dedicated water infrastructure fund in the House version, has passed the Senate and is on the House calendar (see "Budget Update").HB 5 Conferees Named:The conference committee members for HB 5, by Representative Jimmie Don Aycock (R-Killeen), have been named. The House conferees are: Aycock, Chair; Huberty, Deshotel, Larry Gonzales and Eddie Rodriguez. The Senate conferees are: Patrick, Chair; Williams, Van de Putte, Seliger and Duncan. HB 5 is a major high school curriculum and testing reform bill. HB 5 includes TAB priority language that increases the quality and availability of career and technical education programs in the public school system. TAB is proud to support HB 5 because it promotes college and career readiness. Budget Update:SB 1, the appropriations bill, was approved by the conference committee on Friday. SJR 1, which came out of the Senate with Rainy Day Fund money for water infrastructure, transportation infrastructure, and public education, was voted out of the House Appropriations Committee this week without any of the Rainy Day Fund provisions but instead establishing the State Water Implementation Fund as a constitutionally dedicated fund for implementation of the state water plan. The House budget conferees are agreed to allocate $2 billion from the Rainy Day Fund for water infrastructure projects, and that is expected to be in HB 1025, the supplemental appropriations bill, which has passed the House and been voted out of the Senate Finance Committee. SJR 1 is on the House calendar.

Workplace Injuries Topic of May Builders Luncheon

Dr. Dan Babbel discussed “Workplace Injuries and Fixes from an Orthopedic Perspective” at the May membership luncheon of the North Texas Home Builders Association held recently at the Kemp Center for the Arts. Dr. Babbel said the construction industry provides a high number of injuries and plenty of business each year for orthopedic surgeons. “My two best friends are alcohol and power tools,” he noted. “They keep me in business.” As for ladders, he said, “They are bad to the bone!” He added that most injuries are sprains, strains, and contusions. “Seventy to 80 percent of adults strain their back sometime during their lives,” he said. During his presentation, Dr. Babbel used a power-point program to better emphasize and graphically present the impact that injuries can have on individuals if they are not careful in workplace situations or when using power tools. He showed several situations that would be humorous if not for the potential for serious injury.

Dr. Babbel received his doctorate of medicine in 2005 from Creighton University School of Medicine in Omaha, Neb. He completed his internship in 2006 at the University Of Missouri Department Of General Surgery and his residency in 2010 at the University Of Missouri Department Of Orthopedics. In 2011, he completed a Hand Surgery Fellowship at INTEGRIS Baptist Medical Center in Oklahoma City. Dr. Babbel specializes in hand surgery and is fluent in Spanish. Association President Steven Hinson announced to the membership that the Parade of Homes “Builders Gone Wild” Kickoff Luncheon will be held on Friday, May 31, in front on the Showcase Home at #13 Canyon View Court in Canyon Trails. The ribbon-cutting event to officially start the Parade will be held at 1 p.m. A 42-inch flat-screen television will be given away at the luncheon.

Summer solstice is a time of reflection, growth, with a rich history of celebration

It’s June, and the days are growing longer and definitely warmer. The Wheel of the Year is turning and is bringing us to summer solstice in the northern hemisphere. This will mark the longest day of the year. There are two solstices per year: Summer and winter. The term solstice derives from Latin meaning sun and stand still. The summer solstice has been celebrated for thousands of years. It was observed in ancient Egypt as well as by the Aztecs of Mexico, the indigenous Europeans, Native Americans and the Chinese to name a few. The date for this solstice varies but is typically on June 21. While many consider this the beginning of summer, it is in fact midsummer. Ancient cultures began their summer on the celebration of Beltane on May 1. Summer solstice is believed to be the best time to harvest honey from bees. Because of this the full moon in June is often referred to as the honey moon. This time was a halfway point between planting and harvesting for ancient people. It was believed that the successful union between god and goddess occurred at Beltane on May 1. To not compete with deities, people waited until June to plan weddings. This also is thought to have been the origination of the traditional June weddings now. The summer solstice is a balance of fire and water in relation to our elements. Our crops are growing tall and strong in the summer sun, but they will require water to continue to thrive. This is the last celebration before we begin to celebrate our harvests at Lammas in August. The summer solstice is a time of growth and an excellent time to reflect on your growth. Nurture and tend to your gardens, for the harvest season will be here before we know it.
