NTNWDB Meeting Minutes Prescott Resort & Conference Center 1500 Highway 69, Prescott, AZ 86301 Monday, December 4, 2017 I. Call to Order – Lana Chanda, Vice Chairman called the meeting to order at 1:15 pm. II. Welcome & Introductions – Lana Chands welcomed all to the meeting and did introductions. III. Roll Call/Members Update – Lana Chanda called the roll and declared a quorum present IV. Approval of Minutes – The Minutes from the August 24, 2017 meeting were reviewed. Darrell Paddlety moved for approval and Bernadette Kniffin seconded the motion. Minutes were approved with 9 for and 1 abstention. V. Officer Reports – Lana Chanda reported about the OneStop operations, that they have a contract with Central Arizona College for a GED instructor and are looking for another instructor and tutors. Having an Employment Service worker 32 hours per week is working well as she does all the resume assistance, signing applicants on to AJC and testing. VI. WIOA Then & Now – Moriah Blomfield, DES Policy Unit, reviewed changes with WIOA from WIA. Adults have a new priority of service category for low income, public assistance and basic skills deficient. Youth the focus is on out of school youth, requiring 75% of youth funds be spent on out of school. There are additional youth elements, local areas can now provide youth elements but must competitively procure any not provided by WIOA staff. A minimum of 20% of youth funds must be spent on work experience activities. New performance measures and timeframes for adults, dislocated workers and youth are a challenge for all. VII. AE Chairperson Report – Lana Chanda reported on the items discussed at the Director’s meeting earlier in the day – feedback to Sheila for the January 10 th training, Career Readiness Certificate, offender re-entry programs, how changing the LLSIL income limit to 300% for employed applicants is affecting eligibility, interesting programs in forestry, firefighting, and tribal employee training paid by the Tribe. VIII. NTN Executive Director Report – Ron Trusley and Gretchen Carraway, DERS Policy Administrator reported on: One-Stop certification is being conducted by DES staff and the first review is done. The second review is due January 15 th . Affiliate sites will be done later after the comprehensive site has been completed. One-Stop Operator where NTN had requested the SOC be designated as operator and that was denied so they are still working on a resolution Infrastructure Funding Agreement which is due January 1 st and since there is no dedicated space or costs involved it is almost done. Certification of the NTNWDB was conditionally approved and will be revisited. DES is now responsible for all technical assistance to local areas Reallocation of funds

NTNWDB Meeting Minutes Prescott Resort & Conference Center 1500 Highway 69, Prescott, AZ 86301

Monday, December 4, 2017

I. Call to Order – Lana Chanda, Vice Chairman called the meeting to order at 1:15 pm.

II. Welcome & Introductions – Lana Chands welcomed all to the meeting and did introductions.

III. Roll Call/Members Update – Lana Chanda called the roll and declared a quorum present

IV. Approval of Minutes – The Minutes from the August 24, 2017 meeting were reviewed. Darrell Paddlety moved for approval and Bernadette Kniffin seconded the motion. Minutes were approved with 9 for and 1 abstention.

V. Officer Reports – Lana Chanda reported about the OneStop operations, that they have a

contract with Central Arizona College for a GED instructor and are looking for another instructor and tutors. Having an Employment Service worker 32 hours per week is working well as she does all the resume assistance, signing applicants on to AJC and testing.

VI. WIOA Then & Now – Moriah Blomfield, DES Policy Unit, reviewed changes with WIOA from

DOL review of Arizona identified One Stop procurement findings

Requesting a group to work on performance measures from local areas

AMS training to reduce state waste is coming

An AJC round table is scheduled for September, 2018

Seminars in Excellence to provide technical assistance are in the contracts phase

WIOA training is now available and can be delivered locally to program staff

NAWDP (National Assn of Workforce Professionals) National Convention will be held on May 20-24 in Phoenix

NAWB (National Assn of Workforce Boards ) Annual Conference will be held on March 24-27, in Washington, DC

Requesting that the NTN give a presentation at the March 1st WAC meeting as the state board really doesn’t understand the NTN and our issues

Information on the Career Readiness Certificate from AZ Department of Education

IX. MIS Task Force Report – Mimi Hurtado gave the report for Linda Valenzuela who was working on conference registration. Items discussed at the October 17th MIS meeting with Marilyn Nicolls and Moriah Blomfield from DES were:

AJC Work group with 1 or 2 representing each LWIA. The Task Force feels that NTN’s representatives should be staff who actually provide the data input into AJC.

WEX agreements with educational components (not GED)

Credentials

MSH for individuals enrolled into training

Income verifications and designated reservations as high poverty areas

Policy broadcasts that become state policy on the DES website

Using the test site for training

Training on inputting individual client budgets and noting that they are not required at this time.

X. PY16/FY17 Expenditures – Ron Trusley reminded the board that these funds must be

expensed by December 31, 2017 per NTN policy so that any unused funds can be redistributed to Tribes who have used up their funds.

XI. PY17/FY18 Expenditures – Ron Trusley that the Dislocated Worker funds were not moved to

the adult funding stream as in previous years. As Tribes expend their adult funds they can request additional funds from Dislocated Workers funding.

XII. Dislocated Worker Report – Diana Russell, NTN Dislocated Worker Manager reviewed the

latest program report for Dislocated Workers. She noted that the numbers haven’t changed and why they didn’t change. She asked for any ideas on how they can increase their outreach efforts and enrollments.

XIII. Training & Local Plan Update – Sheila Murphy reviewed the status of the plan and the

training workshop planned for January 10th in Phoenix to better align NTN’s goals with the State goals identified in the State Plan. She reviewed opportunities for additional training as well.

XIV. SOC – Kathy Kline asked the board to ratify thee SOC recommendation that current staff contracts be extended to June 30, 2018. Approved unanimously. The SOC has also recommended new membership in the SOC include the NTNWDB Chair, 2 board members, 3 directors, and the Dislocated Worker Program Manager. That recommendation was approved unanimously and Ron will update the NTN by-laws with the membership change.

XV. Future Meetings Thursday, February 22, 2018 site to be determined

XVI. Call to the Public –

Maria Ethier from ADE invited everyone to the Coalition on Adult Basic Education Conference in Phoenix on March 25 -28…go to COABE.org for more information Shawn Sellers, DES Tribal Relations Office related that he has replaced Lucy Rubio in that

position and is available to the Tribes to assist with DES tribal issues.

Ron Trusley asked those in attendance if they would like to continue having the December

meeting prior to the Annual Conference or go back to a separate meeting date. Consensus was

to keep it before the conference.

XVII. Adjourn – Meeting was adjourned at 3:00 pm.
