SPECIFICATIONS
ARCHITECTURAL PERFORMANCE CRITERIA
FACTORY-MANUFACTURED MODULAR COMPONENTS, ASSEMBLY AND
INSTALLATION
This document shall serve as a basis-of-design (BOD) to indicate design intent. Any
proprietary items included herein are intended as a BOD, and other equivalent,
approved items may be substituted except as prohibited below in certain cases.
GENERAL REQUIREMENTS
1. CONFIGURATIONS
MODULE: The building configuration should be such that the basic module is 12 feet wide
or similar dimension that is expandable to meet the programmatic requirements per the floor
plan.
AT GRADE INSTALLATION: Building to be placed on concrete foundation so access is at
grade. Design of foundation to be provided by Manufacturer based on attached geotechnical
report. Cost of foundation, including and not limited to trenching, forming, rebar and concrete
pour is to be included in this contract. The Manufacturer shall coordinate the foundation with
the Site Component General Contractor and Architect to ensure proper layout and fit within
site work. Site Component Contractor shall be responsible for site demolition, site
preparation, grading, soil treatment (if required), backfill, compaction and off-haul of any
spoils. The intent is to prepare the site for the Manufacturer's trenching and pouring of
footings. Compliance with California Building Code/ADA and California Title-24 is required.
2. MODULAR BUILDING DRAWINGS / SHOP DRAWING SUBMITTALS
The Modular Building Manufacturer shall prepare modular building documents / shop
drawings in the form of scaled plans, showing placement of all components. The building
manufacturer shall provide documents for review and comment by the architect and owner.
The manufacturer will then revise the documents based on the architect's comments, and
resubmit those documents as shop drawings for the architect's review and acceptance.
Manufacturer shall submit an electronic copy of full set of Modular Building Drawings /
Building Manufacturer's engineering plans to be reviewed by Architect and design team for
adherence to program requirements and design intent. Documents shall meet, at the
minimum, the regulatory requirements:
· 2016 California Building Code
· 2016 California Code of Regulations, Title 24, Chapter 6 or current edition.
· 2016 CALGreen Code
· All other governing local, State and Federal laws and codes including Fire Life
Safety and Accessibility.
The following shall be submitted to the Client and Architect as part of the Manufacturer's
engineering drawings:
· Two full sets of engineered drawings including but not limited to:
· Drawings required to define the building envelope and interiors, including floor plan,
elevations, sections, etc.
· Structural drawings and calculations.
· Mechanical, Plumbing, Electrical and Fire Alarm drawings.
· Any other documentation that defines scope of project and materials.
Manufacturer shall revise engineered drawings as instructed by Architect and Engineers to
maintain compliance with basis-of-design documents.
3. APPROVAL BY THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY
DEVELOPMENT (HCD)

The law establishing the Department's Occupational Licensing Program and related
enforcement activities is contained in the California Health and Safety Code, Division 13,
Part 2, commencing with Section 18045
Regulations created and enforced by the Department to implement, interpret, and clarify the
law are contained in the California Code of Regulations, Title 25, Division 1, Chapter 4,
commencing with Section 5000.
The Manufacturer shall submit stamped engineering drawings for HCD review and approval
as required by HCD procedures. Documents shall be engineered to meet all California state
regulations, including the 2016 California Building Code and Title-24 California Energy
Commission requirements. Engineered drawings shall include (but not limited to) structural,
mechanical, plumbing, electrical, fire suppression and fire alarm. Coordination with and
approval by the local Fire Department will be required for fire protection systems.
4. INSPECTION
Inspection of prefabricated buildings is divided into two (2) separate functions: (1) In-plant
inspection and (2) On-site inspection. Inspectors shall be retained by the County. In-plant
inspection and material testing shall be accomplished under the supervision of the Architect
and designated inspectors. The Manufacturer shall notify the Architect and the designated
inspectors at least forty-eight (48) hours prior to commencing work. The Manufacturer shall
provide the inspector with full access to all plant operations involving work under this
Contract and shall advise the inspector in advance of the time and place when operations
that the inspector wants to observe take place. Before the building(s) are removed from the
plant for delivery to the storage facility or from the storage facility to the site, the inspector
and Architect shall determine that they are acceptable and issue a written release, which
shall be in the form of a Verified Report. A COPY OF THE INSPECTOR'S VERIFIED
REPORT AND COUNTY ARCHITECT'S PUNCH LIST SHALL ACCOMPANY THE
BUILDING COMPONENTS TO THE SITE.
On-site inspection shall be done by the site inspector. All work which the Manufacturer or his
subcontractors perform at the site shall be subject to the inspection of the site inspector. The
Manufacturer will furnish the site inspector with such information as may be necessary to
keep him fully informed as to progress of work and dates when site work will occur. The
Manufacturer shall notify the County at least seventy-two (72) hours prior to commencing
on-site work.
5. COORDINATION OF WORK
Site conditions and site work are to be included in the scope of Site Component General
Contractor. It shall be the Manufacturer's responsibility to make all necessary arrangements
with the County's authorized representative and Site Component General Contractor for
access to grounds for delivery of premanufactured building modules. This contact shall be
made at least forty-eight (48) hours prior to shipping of any module.
The Manufacturer shall verify that the County's site is ready to receive the building(s) prior to
the delivery of any building(s) by visiting each site. In the event buildings are delivered to any
site that is not in condition to receive buildings, the Manufacturer shall be responsible for all
costs incurred, including but not limited to, inspector's time.
Manufacturer and Site Component General Contractor shall coordinate work on site to
ensure that there is a good understanding of their respective responsibilities for performing
the work. Each party shall ensure that there shall be no damage to the other party's work on
site. Both parties shall ensure that there is no damage to County property beyond the limit of
work.
6. MATERIAL AND WORKMANSHIP
All workmen shall be skilled and qualified for work which they perform. All materials used,
unless otherwise specified, shall be new and of the type and grades specified. The
Manufacturer shall, if requested, furnish evidence satisfactory to the Architect that such is the
case. Manufacturer's crew assigned to any work performed under this Contract shall include
one competent and fully experienced person designated as the responsible person in
charge. Upon request, the Manufacturer shall promptly furnish to the Architect information
relating to this employee's experience.
7. GENERAL DESIGN REQUIREMENTS
Modular units used for delivery of the project shall be designed so that they may be joined
together to form a complete building. They shall be designed to maintain a positive alignment
of floor, walls and roof. They shall be designed so that joint lines between the modules will
not be visible either on the exterior or on the interior of the assembled building.
Finish and base materials at each building, except roofing, floor covering and suspended
ceiling, shall terminate at interior building joints in a manner to join flush and tight with the
same material in the adjacent modular unit so that modular units may be joined with
minimum of cutting and patching. The structural system of each modular unit shall be either
an independent moment-resistant steel frame or steel attachments as required to resist
lateral loads in both directions.
Each modular unit shall be capable of resisting all vertical and lateral loads during
transportation and relocation. When modular units are assembled, joints shall be sealed with
removable closing strips or other method to present a finished appearance and be
permanently waterproof. Evidence of excessive bowing during the installation of the modular
unit which, in the opinion of the Architect, causes excessive working at any joint or
compromises the structural integrity of the modular building shall be sufficient reason for
rejection of the modular unit.
The entry areas noted on the floor plan as “Reception”, “Child Waiting” and “Adult
Waiting” are shown on the basis-of-design drawings as stick-built but they may be increased
in size to standard module dimensions if this would result in more cost-effective modular
production.
8. OPEN INTERIOR
The interior height, floor to ceiling shall be per the Architect's drawings. The modular units
and building shall be clear span type, or with one intermediate support in span. Structural
members shall be concealed above the ceiling line, except where ceiling may be open to
structure above.
9. CONCRETE FOUNDATIONS
The design of concrete foundations shall be prepared by the Manufacturer. The footing
design shall provide for shims and blocks necessary to permit installation on sites not level
but within the tolerance allowed by code. The foundation design shall provide for adequate
venting of the crawl space and provide access as required by code - see notes on drawings.
The cost of installation of foundation, including but not limited to trenching, forming, rebar
and metal plates, and concrete pour and shall be the responsibility of the Manufacturer.
Off-haul of soils and demolition refuse shall be responsibility of Site Component General
Contractor.
The manufacturer is required to develop, provide to the architect (for review and comment),
revise, and resubmit to the architect (for review and acceptance) all required foundation
documents for the perimeter footing and pier footings, based on the geotechnical report and
floor plan layout.
10. FRAMING, ROOF, WALLS, AND FLOOR
The modular buildings shall have moment-resisting frames as required by code. Steel frame
building or wood frame construction shall meet the minimum design requirements of stud
grade, spacing, etc. as per 2016 California Building Code and other applicable regulations as
listed below.
Structural framing specifications as follows (Both steel and wood requirements outlined):
All framing lumber shall be marked MC-15 or surfaced dry (S-Dry).
A. Roofing Framing:
50% FSC Certified Lumber required
Joists - Light gauge Cee or Zee Steel Purlins, minimum spacing 24" o/c.
Blocking - Douglas Fir/Larch No.3 or better, or Hemlock Fir No.3 or better
Plywood Sheathing - 15/32” APA-rating sheathing, Exp 1.
B. In-fill Wall Framing:
50% FSC Certified Lumber required
Studs - Douglas Fir/Larch No.2 or better, or Hem-Fir No, 2 or better
Minimum 2"x4" at 16" O/C.
Plumbing walls shall be as above except 2"x6' at 16" O/C,
Sill- (Sole Plate) - Pressure Treated Douglas Fir/Larch No.2 or better, or Hem/Fir No.2
or better.

C. Floor Framing:
Joists - Light gauge Cee or Zee Steel Purlins. Minimum joist spacing shall be a
maximum of 16" o/c. Space at 16" o/c max. for "stiffened-floor' condition.
Blocking - metal blocking as required
Plywood Sheathing/Subfloor - APA-rated STURD-I-Floor, 48" O/C., 23/32" thick, T&G,
Exp. 1.
Manufacturer may employ steel construction as provided by code in lieu of wood. All
structural members below the subfloor, i.e. girders, joists, headers, blocking, shall be either
steel or wood. If wood, it shall be pressure treated with an approved process and
preservative to the maximum possible retention by fell-cell process or treatment to refusal.
Markings shall be legible on each pressure treated structural member or certification of
treatment must be supplied for each bundle. Shims may be redwood or cedar.
Manufacturer may use alternate structural framing materials to the ones listed above
provided they are reviewed and approved by Architect and Structural Engineer.
11. MOISTURE
All weather-exposed surfaces shall have a weather-resistive barrier to protect the interior
wall covering. Such barrier shall be equal to that provided for in CBC Standard No. 17-1 for
kraft waterproof building paper or CBC Standard No. 32-1 for asphalt-saturated rag felt.
Barrier shall be free from holes and breaks other than those created by fasteners and
construction system due to attaching of the building siding, and shall be applied over studs
or sheathing or fall exterior walls. Such barrier shall be applied weather-board fashion,
lapped not less than four inches (4") at horizontal joints and not less than six inches (6) at
vertical joints.
12. WALL MATERIALS
Stucco: At all elevations to be viewed by the public (as identified on Architect's drawings)
wall materials shall be stucco, divided into three bands as shown on Architect's elevations.
The doors and windows shall be carefully integrated into the stucco to yield a good fit and
finish, with proper sealants per industry standards. These walls will have parapet walls
extending above the roof per the Architect's drawings.
Paint: Exterior and interior paint colors to be provided by Architect with approval of Client.
Minimum 3 ft by 3 ft brush-outs of all selected colors to be reviewed and approved by
Architect and Client prior to application on surfaces.
Plywood Siding: At all other exterior walls not visible from the entry (as identified on
Architect's drawings) wall materials shall be plywood panels. All plywood siding shall be APA
or comparable rated exterior type. Each panel shall be identified with the grade mark of the
grading association and shall meet the requirements of Product Standards PS 1-83. Siding
shall be 19/32" (minimum) thick with shiplap at long edges and of one (1) of the following
styles; plain, V -grooved, grooved, or reverse board and batten. Siding pattern to be
approved by Architect and County's representative. Location and alignment of joints shall be
reviewed by the Architect.
Seal all edges and ends with a heavy coat of high grade exterior house primer or an
aluminum primer formulated for wood before installation. All horizontal joints in siding must
flush and protected with a galvanized iron "z" type flashing. All vertical ship lapped joints
shall have 1/16" clearance between panels. A 3D or 4DS galvanized finish nail may be used
as a gauge between panels and left in place. Provide brush-outs for all paint colors at the
direction of the Architect for review by Architect and County's representative.
13. TRIM
All windows, corners, and door openings at plywood siding shall receive trim of a least 1" x
4" size. The roof edge shall receive at least 2" x 6" size. The trim shall be rough or re-sawn D
select DF, HF or spruce. Trim shall be sealed at all edges with silicone or architectural grade
caulking. Caulking shall be painted to match siding or trim color unless of the transparent
type. Parapet molding shall be rigid foam or approved equal.
All metal trims shall be minimum 22 gauge painted to match adjacent surfaces. Metal trims
shall be sealed using transparent caulking only.
14. CONNECTION AT GRADE
In the case of concrete foundations, the Manufacturer shall be responsible for all connections
of the building to the foundation including moisture control and termite proofing the structure
from adjacent grade/soil.
Manufacturer shall provide crawlspace venting and roof venting as applies per the California
Building Code. Refer to basis-of-design drawings.
15. ROOFING
The roofing system shall be Class A and fire retardant per CBC Standards. Test results or
calculations showing the roofing system will withstand the uplift of an 80 MPH wind and shall
be submitted with the plans and specifications.
Roofing shall be 60 mil single-ply TPO or single-ply PVC (Sika Sarnafil or equal). Roofing
product and installation shall be protected by at least a 20 year warranty. BUILT-UP ROOF
SYSTEMS ARE NOT ACCEPTABLE
Walk mats shall be provided on top of roof membrane from roof access points to HVAC units
and other areas that may require maintenance.
Design and installation of the deck and/or roof substrate shall result in the roof draining
freely. Roof shall have a minimum pitch of 1/4" per foot - see Architect's basis-of-design
drawings for roof slope. Areas where water ponds for more than 24 hours are unacceptable
and shall be corrected by Manufacturer.
A full-length gutter and down spouts shall be furnished on the side of each overhang (at
downslope sides of building) and each roof edge where drainage occurs.
Gutters/downspouts shall be galvanized steel, ASTM A924, Grade A, G90 Zinc coating,
18GA core steel. Paint gutters and downspouts with color by Architect and County's
representative.
Flashing at roof membrane shall be single-ply membrane per above specification. Metal
flashing, drip edges, copings, etc. shall be 26 gauge galvalume or equal. Installation shall be
per SMACNA industry standards.
16. FENESTRATION REQUIRMENTS - GENERAL
Exterior Windows: All window frames shall be aluminum clear anodized. Windows shall be
provided per the Architect's elevation drawings. All windows shall have a Sound
Transmission Coefficient (STC) rating of 35 or higher.
Glazing: All glazing must be dual glazed, low-e with following properties:
i.Tempered glazing as shown on Sheet A5.1.`
ii. SHGC: Maximum 32
iii. U-Factor: 48
Storefront and Storefront Door Glazing: Must meet requirements of windows as listed above.
Provide aluminum clear anodized storefront.
Interior Windows: Provide 80/40 anodized, fixed aluminum frame single-pane window units
Glazing material shall be 1/4" minimum tempered glass of clear, glare-reduced type with a
light transmission factor ranging between twelve percent (12%) and sixteen percent (16%).
Header height shall be the same as the door.
All windows shall meet the AAMA GS101-88 Voluntary Specifications for aluminum prime
windows (ANSI), commercial grade.
Skylights: Skylights shall be provided in open office areas per the Architect's drawings. They
shall be double glazed and insulated per Title-24 requirements. Skylights indicated on plans
are suggested sizes, and are for location - compliance with Title-24 requirements will
determine actual allowable sizing. Thermally efficient unit skylights, Wasco “Ecosky” or
similar. Skylights shall be mounted on standard roof curbs and flashed per industry
standards. 4'-0” x 4'-0” (nominal) skylights are minimum acceptable size.
Manufacturer may use alternate window and skylight products to the ones listed above
provided they are reviewed and approved by Architect and County Representative.
17. DOORS
Exterior Doors: Provide 80/40 anodized aluminum frame storefront-type doors with full
double-pane lights at exterior per Architectural plan and elevations.
Interior Doors: Provide stain-grade solid-core flush doors at all interior doors per Architect's
door schedule. At therapy rooms and offices, doors are to have vision lite above door lever
per door types on Architectural drawings.
Pressed Metal Frames (Reversible) Knock down or welded type per CS242 as minimum
requirements: Manufacturer's standard 16-gauge steel depth to suit wall thickness. Provide
three (3) anchors minimum per jamb and adjustable floor anchor at bottom of each jamb.
Prepare and reinforce for required hardware, including strike box and reinforcement for
closers on all frames. Sound deaden concealed faces with 1/8" thick undercoating.
Chemically treat frames for paint adhesion, and apply one (1) complete shop coat of metal
primer.
Manufacturer may use alternate door and frame products to the ones listed above provided
they are reviewed and approved by Architect and County Representative.
HARDWARE: EXTERIOR AND INTERIOR DOORS
Manufacturer to supply and install all hardware per standards below.
BUTTS:wide throw ball bearing hinge for doors requiring throw in excess of 2 13/16” as
manufactured by Hager; Stanley; McKinney; or approved equal.
1. Furnish a minimum of four butts per door. For doors over seven feet provide additional
butt for every 30” in height.
2. Unless otherwise noted or specified, the size of the butts will be determined by the
following table:
a. Hinge Height: Doors 1-3/4" thick and up to 36" wide, 4-1/2"

KEYS AND KEYING
A. Permanent Key Cylinders: Schlage Primus keyways (Ingersoll-Rand Company). No
or-equals or substitutions allowed. Construction cores to be compatible with the above.
B. Key cylinder locks in accordance with the owner's instructions as shown in the
forthcoming keying schedule. Manufacturer shall provide cores, and County's Representative
will provide final keying schedule.
C. Construction blanks are to be installed on all interior doors, and construction cores are
to be installed on all exterior doors. The County will re-key all cylinders and cut all the keys.
The Manufacturer shall supply all materials.
D. Permanent cylinders to be packaged separate from permanent keys (PKI). The
permanent keys are to be delivered to the County's Representative.
E. Cylinders will be Schlage PRIMUS as directed by the hardware and/or keying
schedule. Key section for all cylinders will be “CP” (PRIMUS). The Manufacturer shall be
responsible for coordination of the Schlage Primus “Facesheet” with the hardware supplier
and County's Representative before the cylinders are ordered. It shall be the responsibility of
the Manufacturer to contact the County to obtain the Schlage Registry Number prior to
releasing Schlage cylinder order.
F. Keying schedules to be supplied by the County's Representative.
G. Construction Keying:
1. Manufacturer to furnish and install temporary construction cylinders for each phase of
work, per the construction schedule.
2. Manufacturer to install permanent cylinders (Schlage Primus) at the conclusion of the
work, per the construction schedule.
3. Manufaturer to coordinate timing of temporary construction/permanent cylinder
installation with the Construction Manager.
4. Locksets to be ordered/shipped less permanent cylinders.
H. Refer to the keying schedule for quantity of cut keys to be supplied. Package Keys
Independently (PKI). All keys to be PRIMUS # 48-053-CP.

18. GENERAL INTERIORS REQUIREMENTS
Vinyl-covered interior wall panels shall not be used. All walls shall be gypsum board with
traditional taped and floated finishing. Drywall finish shall be Level 4 at all interior walls to
receive paint. Paint colors as selected by Architect. Interior paint shall be 'no-VOC'.
Flooring: Carpet or Vinyl flooring - see Architect's basis-of-design drawings.
Base: All base-board shall be minimum 4” high rubber - see Architect's basis-of-design
drawings.
Data Drops: Provide as indicated per Electrical specifications to serve the offices and open
office cubes space. All raceways and conduits will be provided by the Manufacturer.
Power Outlets: Refer to Sheet E0.1, Electrical Design Criteria - Modular Buildings.
Receptacles, Item E.9 for in-office power out let requirements.
Fire Alarm: provide Fire Alarm panel in wall, conduits and back boxes as necessary. All
raceways and head end equipment will be provided by the Manufacturer. See also Electrical
specifications.
Fire safety furnishings and devices, such as extinguisher cabinets, fire extinguishers, smoke
detectors, alarm notification devices, etc. shall be provided per NFPA and Fire Department
requirements. Larsen Vertical Duo-Clear stainless steel with Larsen-Loc, semi-recessed,
shall be basis of design. See also Electrical specifications.
Provide corner guards at interior corners where corridors or walkways make 90 degree turns.
See floor plan. Provide “Wallguard 2300” 90 degree vinyl corner guards with 3 inch wings,
or equal.
Manufacturer may use alternate products to the ones listed above provided they are
reviewed and approved by Architect and County Representative.
19. SUSPENDED ACOUSTICAL CEILING AND ACOUSTICAL PANELS
Ceilings that support light fixtures or grills shall have a minimum classification of Heavy Duty
per ASTM C635. Grid shall be direct hung in strict accordance with Title 21 CAC and Title 24
CAC.
Acoustical panels shall be 5/8" minimum thick, mineral fiberboard or vinyl-faced fiberglass
lay-in panels, square edge, ASTM flame spread index Class I (0-25), 24" x 48" modular size,
light reflection 75% minimum, noise reduction coefficient of 0.65 minimum. Inspect after
installation and replace exposed members showing dents or defects.
20. LIGHTING
The Manufacturer shall furnish a lighting system that complies with the following:
a) Shall incorporate LED interior lighting with illumination levels equivalent to energy
efficient electronic ballasts & 32-watt T-8 tubes.
b) Overall illumination at desk level (30" above the floor) of an average 50-foot candles.
c) The maximum brightness of lighting sources at time of installation shall not exceed
50-foot lamberts.
d) Night lighting shall be provided at exit(s), incandescent Durathon II as manufactured by
Marvin Electric Mfg. Co. or equal.
e) Exit lighting at exit doors shall be provided per current code requirements and per
requirements of the Fire Department.
Manufacturer may use alternate products to the ones listed above provided they are
reviewed and approved by Architect and County Representative.
21. PAINTING
All exposed surfaces shall be painted except aluminum window frames and thresholds.
Material shall be of the grade specified or equal. Exterior wood siding and trim - Flat latex;
Apply one coat of primer and at least one finish coat. Prime coat shall be brushed on or
sprayed and back brushed into all grooves in the siding. If necessary, in the opinion of the
inspector, an extra coat shall be applied to all grooves so that the finish coat will have a
uniform appearance. Spray coating only of prime coat is not acceptable. Allow prime coat to
dry according to Manufacturer's recommendation. Prime and finish coats shall be compatible
and manufactured by the same company. Colors to be approved by Architect and County's
Representative.
At the open areas of the building wings where there are no T-bar/lay-in tile ceilings or
gypsum board ceilings, where the structure is visible from below, the bottom side of the roof
deck, structural members, connectors, etc. are to be painted dark charcoal grey. Color to be
approved by Architect.
22. FLOOR COVERING AND BASE
Manufacturer's building modules are to be delivered with subfloor ready to receive carpet
finish on site. Carpet and vinyl flooring are to be installed once the modular building is in
place on site. This is to ensure that carpet and vinyl flooring rolls can be laid down over all
joints and no joints will be seen in the carpeting. This will also ensure that no finish flooring is
laid under interior walls.
Carpeting: Interior spaces per finish schedule shall be carpeted with the following:
A. County standard carpet tiles: Mohawk Group Structured Motion BT271, or approved
equal. Alternate roll goods: Direct glue-down type with carpet density shall be 4600
minimum. Pile yarn shall be a braided nylon. Suitable metal molding strips shall be installed
according to the Manufacturer's written instructions to protect the carpet edge at all
interfaces with other flooring. No cross seams will be allowed. Color will be selected by the
Architect after award of the bid.
Resilient Sheet Vinyl:
A. Armstrong Corlon sheet vinyl flooring or VCT flooring, or approved equal. Install per
manufacturer's instructions. Noted sheet vinyl is the minimum standard of quality acceptable.
Color is to be selected by the Architect after award of the bid.
Resilient Base: 4” Burke or equal. Color to be selected by Architect.
Adhesives: As recommended by floor covering and base manufacturer. Furnish and apply
per manufacturer's written instructions. Shall be nontoxic and water based.
Manufacturer may use alternate products to the ones listed above provided they are
reviewed and approved by Architect and County Representative.
23. INSULATION
Walls shall have a minimum component insulation rating of R-25 (U-factor 0.033), floor shall
have a minimum component insulation rating of R-25 (U-factor 0.040) and ceiling/roof shall
have a minimum component insulation rating of R-40 (U-factor 0.025). Floor insulation shall
be secured in a manner that will prevent movement of the insulation during transportation.
The insulation and support material shall be intact upon delivery to the site and shall
completely cover the floor cavity.
24. ACOUSTICAL PRIVACY
Common walls between therapy rooms, offices and other enclosed areas that require
acoustical privacy shall be separated from each other and from public areas. The wall
cavities of these common walls shall receive sound attenuation batts from floor level to roof
structure above. Owens Corning Sound Attenuation Batt Insulation shall be basis of design.
Walls to receive acoustical treatment are to be indicated on shop drawings for review by
Architect and County's Representative.
25. CASEWORK
Provide casework, counters and cabinetry in compliance with Woodwork Institute's North
American Architectural Woodwork Standards. Shop drawings and materials selections for
the above will be reviewed by the Architect and County's Representative.
26. ENERGY CONSERVATION
The building envelope shall conform with Title 24 CAC, Building Standards, Part 6 energy
conservation regulations.
27. RESTROOM ACCESSORIES
Provide restroom accessories as indicated below, or approved equals:

All restroom accessories shall be installed according to mounting requirements per the 2016
California Building Code. Refer also to “Accessory Mounting Heights” Sheet A4.1
basis-of-design documents.
28. ROOM SIGNAGE
The Manufacturer is to provide and install signage for all rooms indicating the name of that
room and accessibility signage for restrooms. The Manufacturer shall coordinate with the
County's Representative regarding products, colors, locations, text, and installation.
Manufacturer shall prepare an interior signage schedule, product submittal and signage
installation plan for review and approval by the County's Representative. All signage shall be
manufactured and mounted per requirements of 2016 California Building Code and local Fire
Marshal.
29. VOICE AND DATA WIRING SCOPE
Manufacturer is to install all conduit and J-boxes, but wiring for voice and data is to be by
Site Component General Contractor.
30. FREE-STANDING ENTRY CANOPY
The free-standing entry canopy shall be “Poligon” Gable Roof Rectangle shelter REK, or
equal; with eave heights, spans and overhangs as shown on the drawings. Alternate
products for entry canopy may be considered with review and approval of the Architect and
County's Representative.
31. NOTE REGARDING ELECTRICAL PANELS:
It is anticipated that only one electrical panel will be supplied by an electrical contractor
under the Site Component General Contractor, separate from the modular building
manufacturer: the “Mech. Panel”. It is anticipated that the rest of the panels will be supplied
by the Modular Building Manufacturer as part of the building as noted on Detail #2 of the
Single Line Diagram on Sheet E2.0. Manufacturer shall provide connections and feeder to
each panel. At this time the number of electrical modular panels is not known - this is to be
determined by Manufacturer. Please also note the switchboard will require a distribution
section (or sections) depending on the number of electrical panels required.
BUILDING CODE:THE STRUCTURAL DESIGN AND CONSTRUCTION OF THE BUILDING, FREE-STANDING ENTRY CANOPY, AND FOUNDATIONSYSTEMS SHALL COMPLY WITH THE 2016 CALIFORNIA BUILDING CODE, INCLUDING ALL AMENDMENTS. ALL STANDARDSUSED SHALL BE THE LATEST VERSION APPROVED BY THE AUTHORITY HAVING JURISDICTION ON THE DATE OF THE PERMITISSUANCE.

ELECTRICAL DESIGN CRITERIA - MODULAR BUILDINGS
A. GENERAL REQUIREMENTS
1. THE DESIGN CRITERIA AND PERFORMANCE REQUIREMENTS REFLECT THE
OWNER'S REQUIREMENTS. THE DESIGN SUBMITTAL SHALL CONFORM TO
THESE ELECTRICAL CRITERIA.
2. THE DESIGN OF THE ELECTRICAL SYSTEM SHALL FOLLOW THE BASIC
CRITERIA SET FORTH IN THESE SPECIFICATIONS, AND SHALL BE
DEVELOPED TO COMPLETE ELECTRICAL WORKING DRAWINGS. THESE
SPECIFICATIONS ARE INTENDED TO SHOW BASIC METHODOLOGY,
INTERRELATIONSHIPS TO OTHER SYSTEMS AND SHOW MINIMUM LEVELS OF
QUALITY OF MATERIALS AND WORKMANSHIP.
3. THE DESIGN CRITERIA ARE MINIMUM REQUIREMENTS, WHICH SHALL BE
INCORPORATED INTO THE DESIGN AND INSTALLATION OF THE ELECTRICAL
SYSTEM. FINAL SYSTEM PERFORMANCE BASED ON THESE CRITERIA AND
STANDARDS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR.
4. CONTRACTOR SHALL PREPARE AND SUBMIT COMPLETE ELECTRICAL
CONSTRUCTION DOCUMENTS WHICH INCLUDE DRAWINGS, SPECIFICATIONS
AND CALCULATIONS.
5. THE OWNER'S REPRESENTATIVE SHALL REVIEW AND COMMENT ON THE
ELECTRICAL DESIGN DOCUMENTS AND CALCULATIONS. THE CONTRACTOR
SHALL RESPOND TO THESE REVIEW COMMENTS IN WRITING. NEITHER THE
OWNER NOR ITS REPRESENTATIVES ACCEPT RESPONSIBILITY FOR THE
TECHNICAL DESIGN OF THE PROJECT.
6. 2016 NATIONAL ELECTRICAL CODE REQUIREMENTS SHALL GOVERN, UNLESS
THE REQUIREMENTS STATED HEREIN PROVIDE HIGHER QUALITY OR
HIGHER PERFORMANCE AND DO NOT CONFLICT WITH THE CODE AND/OR
THE REQUIREMENTS OF LOCAL REGULATORY AUTHORITIES.
7. IN ALL CASES WHERE NO CRITERIA ARE INDICATED, THE DESIGN SHALL
MEET OR EXCEED THE REQUIREMENTS OF THE NATIONAL ELECTRICAL
CODE (NFPA 70), NATIONAL ELECTRICAL SAFETY CODE (ANSI C2) AND LIFE
SAFETY CODE (NFPA 101).
8. ALL EQUIPMENT SHALL BE SEISMICALLY RESTRAINED AS REQUIRED BY
APPLICABLE BUILDING CODE.
B. DESIGN ANALYSIS AND CONSTRUCTION DOCUMENT
1. DESIGN ANALYSIS:
ELECTRICAL DESIGN ANALYSIS AND LOAD COMPUTATIONS SHALL BE
INCLUDED IN THE CONSTRUCTION DOCUMENTATION. THE DESIGN ANALYSIS
SHALL INCLUDE LOAD AND VOLTAGE DROP CALCULATIONS FOR ALL MAJOR
EQUIPMENT AND PANELBOARDS. PROVIDE COMPLETE LIGHTING
FOOT-CANDLE CALCULATIONS FOR ALL AREAS BEING ILLUMINATED.
2. DRAWINGS:
a. THE DRAWINGS SHALL CLEARLY SHOW ALL EQUIPMENT, OUTLETS,
CONNECTIONS AND WIRING, CIRCUITING, EQUIPMENT SCHEDULES AND
PANELBOARD SCHEDULES, ALL DETAILS AND WIRING DIAGRAMS
NECESSARY TO DEFINE THE WORK COMPLETELY.
b. FIRE ALARM AND TELECOMMUNICATIONS SYSTEM DRAWINGS SHALL BE
COMPLETE WITH DEVICE LOCATIONS, CONDUITS AND CABLE COUNTS.
C. DESIGN CRITERIA AND PERFORMANCE REQUIREMENT
1. PANELBOARDS AND FEEDERS SHALL BE SIZED TO ACCOMMODATE:
a. CRITERIA LISTED HEREIN.
b. DEMAND LOAD FACTORS SPECIFIED BY THE ELECTRICAL CODE.
c. REQUIREMENTS FOR CONTINUOUS RATED LOADS.
d. 25% SPARE CAPACITY FOR FUTURE LOAD GROWTH IN PANELBOARDS,
AND FEEDERS AND SPACE TO ACCOMMODATE SWITCHES OR CIRCUIT
BREAKERS TO FEED SUCH FUTURE LOADS.
e. COMPLY WITH THE UL TESTING REQUIREMENTS AND UTILIZE THE 60
DEGREES C AND 75 DEGREES C AMPACITIES AS APPROPRIATE.
f. COPPER BUSSING.
g. HINGED DOOR CONSTRUCTION.
2. DISTRIBUTION AND BRANCH CIRCUITS SHALL BE DESIGNED TO LIMIT
VOLTAGE DROP IN FEEDS TO A MAXIMUM OF 2% AND BRANCH CIRCUITS TO
A MAXIMUM OF 3%. PROVIDE CALCULATIONS AND/OR ANALYSIS TO VERIFY
THESE REQUIREMENTS. IT IS THE CONTRACTOR'S RESPONSIBILITY TO
COORDINATE ALL EQUIPMENT REQUIREMENTS WHETHER SPECIFICALLY
LISTED OR NOT.
3. PROVIDE CONDUIT AND WIRE, CIRCUIT BREAKERS AND DISCONNECT
SWITCHES, AND NECESSARY CONTROLS FOR ALL APPLIANCES AND
EQUIPMENT SPECIFIED ELSEWHERE, AND SIGNS THAT REQUIRE POWER.
4. ALL DEVICES INSTALLED IN LOCATIONS THAT ARE SUBJECT TO WET
WEATHER SHALL BE RATED FOR EXTERIOR USE, EVEN IF LOCATED IN
BUILDING INTERIOR, AND SHALL BE SEALED BETWEEN DEVICE AND
MOUNTING SURFACE TO PREVENT MOISTURE FROM ENTERING.
5. PROVIDE SPARE CONDUIT TO EQUIPMENT THAT IS SPECIFIED FOR FUTURE
INSTALLATION. PROVIDE RACEWAY THAT IS OVERSIZED FOR EXPECTED
ELECTRICAL CAPACITY BY 150%.
6. ELECTRICAL DISTRIBUTION SYSTEM SHALL BE DESIGNED FOR A 120/208V, 3
PHASE, 4-WIRE SERVICE WITHIN THE MODULAR BUILDINGS.
7. MODULAR BUILDING CONTRACTOR SHALL COORDINATE ELECTRICAL
CONNECTIONS TO THE MODULAR BUILDING ELECTRICAL PANELS WITH THE
ELECTRICAL SITE SERVICE DESIGN. THE SITE ELECTRICAL SYSTEM DESIGN
INCLUDES FEEDERS UP TO THE MODULAR BUILDING'S ELECTRICAL PANEL.
8. ALL ELECTRICAL FEEDER AND CIRCUIT CONDUCTORS SHALL BE COPPER.
D. LIGHTING SYSTEM
1. LIGHTING SYSTEM DESIGN SHALL MEET THE MOST CURRENT CALIFORNIA
ENERGY STANDARDS REQUIRED. CALCULATIONS FORMS AND SYSTEM
STARTUP AND COMMISSION SHALL BE PART OF THE CONSTRUCTION
DOCUMENTS.
2. LOCATE FIXTURES AS DIRECTED BY THE OWNER'S REPRESENTATIVE.
3. LIGHTING FIXTURES WHICH PRODUCE LIGHT VISIBLE FROM THE EXTERIOR
OF THE BUILDING SHALL USE A CONSISTENT LAMP TYPE FOR UNIFORMITY
OF COLOR TEMPERATURE.
4. LED LIGHTING SOURCE WITH 0 TO 10 DIMMING CAPABILITIES IS PREFERRED
AND TO MEET LATEST CALIFORNIA ENERGY STANDARDS.
5. LIGHTING DESIGN SHALL INCLUDE DIMMING CONTROLS, OCCUPANCY
SENSORS, TIME CLOCK, WIRING, CONDUIT, AND ACCESSORIES FOR A
COMPLETE LIGHTING SYSTEM.
6. EMERGENCY LIGHTING SHALL BE PROVIDED AS REQUIRED BY CODE;
INCLUDING TOILET AREAS, OUTDOORS AT ALL EGRESS DOORS AND
MECHANICAL/MAIN ELECTRICAL ROOM.
7. ALL EXTERIOR FIXTURES SHALL BE CONTROLLED WITH A PHOTOCELL OR
TIME CLOCK OR BOTH.
8. EXTERIOR LIGHTING SHALL MEET THE LATEST DLC (DESIGN LIGHTS
CONSORTIUM) REQUIREMENTS.
9. DESIGN SHALL INCLUDE ENOUGH EXTERIOR LIGHT FIXTURES TO PROVIDE A
MINIMUM OF 1 F.C. AVERAGE AROUND THE PERIMETER OF THE BUILDING.
EXTERIOR LIGHT FIXTURES SHALL BE LED SOURCE, CUT-OFF TYPE. AND
LENSED DO NEITHER LAMP NOR INTERIOR SHALL BE VISIBLE.
E. RECEPTACLES
1. RECEPTACLE SYSTEM DESIGN SHALL MEET THE MOST CURRENT
CALIFORNIA ENERGY STANDARDS. CALCULATIONS AND FORMS SHALL BE
PART OF THE CONSTRUCTION DOCUMENTS.
2. PROVIDE BRANCH CIRCUITRY LIMITING RECEPTACLES TO A MAXIMUM OF
SIX RECEPTACLES PER CIRCUIT.
3. MAINTENANCE RECEPTACLE LOCATED WITHIN 25-FEET OF HVAC
EQUIPMENT.
4. TOILET ROOMS: ONE GFCI RECEPTACLE PER TOILET ROOM.
5. JANITOR'S ROOM: ONE GFCI RECEPTACLE PER ROOM.

CABLE TRAYS AND TESTING FOR TELEPHONE, DATA AND CATV SYSTEMS.
2. CONDUIT SHALL BE 1 INCH DIAMETER MINIMUM SIZE.
3. CONDUIT SYSTEM SHALL COMPLY WITH EIA-TIA 568A AND B.
4. OUTLET BOX SIZE SHALL BE MINIMUM 4-INCH SQUARE BY 2-1/8-INCH DEEP
WITH SINGLE-GANG RAISED DEVICE RING.
5. CONDUIT FROM EACH TELEPHONE/DATA OUTLET LOCATION SHALL BE
STUBBED INTO ACCESSIBLE CEILING SPACE.
6. PROVIDE COPPER GROUND BAR, MINIMUM 12” WIDE X 4” HIGH X ¼” THICK AT
EACH TELEPHONE ROOM OR CLOSET. RUM 1#6 COPPER GROUND WIRE
FROM COPPER GROUND BAR TO MAIN ELECTRICAL GROUND.
7. TELEPHONE DATA AND CATV UTILITY SERVICE SHALL BE DESIGNED BY
ELECTRICAL ENGINEER, UNDER THE SITE UTILITY DESIGN. THE SITE LOW
VOLTAGE SYSTEM DESIGN WILL INCLUDE EMPTY CONDUITS UP INTO THE

H. FIRE ALARM SYSTEM
1. PROVIDE COMPLETE FIRE ALARM SYSTEM DESIGN IN ACCORDANCE WITH
APPLICABLE CODES, AS APPROVED BY THE CITY OF WATSONVILLE FIRE
DEPARTMENT.
2. DESIGN SHALL INCLUDE ALL MATERIALS AND EQUIPMENT INCLUDING ALL
REQUIRED EQUIPMENT, PANELS, RACEWAYS, CONDUCTORS AND
