Der Verband der Chemieindustrie, American Chemical
Council (ACC), bezeichnet die Schiefergas-Revolution als
„Wiedergeburt der Industrie“. Insbesondere die Kosten-
vorteile gegenüber Europa haben zu erheblichen In-
vesititonen deutscher Chemieunternehmen geführt. Doch
der nun sinkende Ölpreis stellt die bisherige Entwicklung in
Frage.
GLOBALE FAKTOREN UND AUSWIRKUNGEN
Mittlerweile haben die USA bei der Ölproduktion eine
führende Rolle übernommen und die OPEC-Staaten sowie
Russland hinter sich gelassen. Dem Schiefergasboom folgte
ein Ölboom, denn die Energieträger Öl und Gas werden
beim gleichen Explorationsvorgang gemeinsam gefördert.
Das große Ölangebot trifft auf eine schwache Weltkon-
junktur und Nachfrage. Gleiches passiert seit 2012 im
Gasmarkt: durch die amerikanische Schiefergasproduktion
sinken die Gaspreise weltweit. Flüssiggasimporte in die
USA haben einen Preisverfall von 40 Prozent gesehen.
Sinkende Kosten bedeuten, dass sich die teure Förderung
von Gas und Öl nicht mehr lohnen wird. Dies kann langfris-
tig zu einer erneuten Verknappung des Angebotes führen.
EINFLUSS DES GAS- UND ÖLPREISES AUF DIE
CHEMIEINDUSTRIE
Durch den Schiefergas-Boom haben sich die Spielregeln, so
der amerikanische Chemieverband ACC, verändert und zur
Renaissance der Chemieindustrie beigetragen.
In einer Studie des ACC sind 197 anstehende Projekte der
Chemieindustrie mit einem Wert von 125 Milliarden USD

untersucht worden. Das Ergebnis: im Jahr 2017 könnte es
einen ökonomischen Höhepunkt geben, wenn neue Anla-
gen gekauft bzw. gebaut werden. Sollte der Gaspreis nied-
rig bleiben, wird dies – laut ACC – dazu führen, dass die
Chemieproduktion steigt, genauso wie Beschäftigung und
Einkommen. Die generierten Steuereinnahmen werden
sich Schätzungen zufolge im Jahr 2023 auf 18 Milliarden
USD belaufen.
Viele Chemieunternehmen in den USA konnten sich auf-
grund des günstigen Erdgases und importierten Flüssigga-
ses (Liquefied Natural Gas, LNG) einen Wettbewerbsvorteil
gegenüber internationalen Mitbewerbern verschaffen.
Dieser Vorteil wird jedoch durch den im globalen Maßstab
sinkenden Ölpreis zunehmend torpediert. Gefährdet sind
damit zahlreiche Investitionsprojekte der amerikanischen
Chemieindustrie. Die Investitionen fokussieren maßgeblich
auf den Bau neuer Fabriken, die Kunststoffe und andere
petrochemische Produkte auf Basis günstigen Erdgases
und Öls herstellen. Diese chemischen Produkte hatten bis
dato einen Heim- und Preisvorteil. Der fallende Rohöl-Preis
wird die Vorteile der amerikanischen Chemieindustrie
auflösen.
ANHALTENDER WETTBEWERBSVORTEIL
Trotz des facettenreichen Bildes zeichnet der amerikani-
sche Chemieverband ACC nach wie vor ein positives Zu-
kunftsbild und erwartet die Verdopplung der Produktion
bis 2020. Zur gleichen Zeit wird geschätzt, dass die Produk-
tion in Westeuropa um ein Drittel sinkt.
THE AMERICAN CHEMICAL INDUSTRY AND THE IMPLICA-
TIONS OF THE OIL PRICE DROP
The American Chemical Council, the umbrella organisation
of the US chemical industry, initially hailed the shale revo-
lution as the “rebirth of manufacturing.” However, the
recent decline in the oil price could stand in the way of this
development.
GLOBAL CAUSE AND EFFECT
The United States is currently the top producer for oil
globally, surpassing countries like Saudi Arabia and organi-
sations like OPEC. While the US continues to out-produce
fellow oil countries such as Russia and Venezuela, the
international oil market is not slowing its output. The weak
demand for oil and gas is reflected in the global economic
downturn. Due to high output and slow demand, prices are
falling. Since September 2012, the increase in US shale gas
production caused a decrease in gas prices worldwide.
OIL PRICE’S ECONOMIC IMPACT ON THE CHEMICAL
INDUSTRY
The American Chemical Council (ACC) hails the shale gas
boom as a “game changer” and sees it as the main reason
for the rebirth of the chemical industry. In September
2014, the ACC examined 197 chemical industry projects
valued at 125 billion USD to analyse the economic impacts
of the industry. The ACC’s research revealed that current
economic trends will go on. However, this study was made
prior to when new plants and equipment will be purchased
and built. The ACC stated that permanent impacts (pend-
ing continued low natural gas prices) will be increased
chemical output, as well as “jobs, payroll and output bene-
fits.”
However, many chemical companies have become de-
pendant on the inexpensive supply of natural gas liquids

(NGL), which can be derived from shale gas. These NGLs
provide a competitive advantage over competitors in other
parts of the world who are more reliant on oil by-products
such as naptha. The situation with the low oil price is too
recent to forsee the future. However, chemical products
currently produced in the US have the price and home-
advantage of high availability and inexpensive processing –
something rival companies in Asia and Europe do not have.
These companies instead have relied on crude oil until
now. When crude prices fall, the accompanying advantage
diminishes, which reduces profit margins for US chemical
companies.
Dow Chemical Co., a leading chemical company in the US,
stated that investors are “wrong to think NGL-fed plants in
the US wouldn’t have advantages if all those fuels have
dropped in price.” Mauro Gregorio, president of Energy
Solutions at Dow, echoed these sentiments, stating, “the
net effect is that in the long term, a more stable oil price
and stable markets will drive GDP growth and consumer
spending, which is a good thing for Dow.”

PROFOUND AND SUSTAINED COMPETITIVE ADVANTAGE
Only with the passing of time will the chemical industry
feel the real implications of the oil price drop. For now,
there are both gains and losses to be made. The ACC has
high expectations for American chemical production –
expecting it to more than double by 2020. At the same
time, Western Europe’s production is predicted to de-
crease by around one third. This decrease will be a result
of lower energy and feedstock costs in the US.

BATTERIEBETRIEBENE ZÜGE FEIERN COME-
BACK IN GROSSBRITANNIEN
Die batteriebetriebene Eisenbahn kommt – zunächst für
eine Pilotphase – wieder auf die britische Schiene. Für das
Projekt, im Englischen „Independently Powered Electric
Multiple-Unit“ (IPEMU) genannt, ist die britische Eisen-
bahngesellschaft National Rail verantwortlich. Der kanadi-
sche Zugbauer Bombardier liefert die Technik. Laut Natio-
nal Rail sollen batteriebetriebene Schienenfahrzeuge die
Ökobilanz des britischen Zugverkehrs verbessern und die
Betriebskosten in den nächsten fünf Jahren um 20 Prozent
senken. Angetrieben werden diese mit Batterien basierend
auf Lithium-Phosphat und Natrium-Nickel-Salz-Einheiten.
So gelten batteriebetriebene Züge als energieeffizienter als
beispielsweise Dieselloks.
Batteriebetriebene Bahnen sind keine Neuheit. Sie wurden
in Großbritannien während des Ersten Weltkrieges gebaut
und genutzt und werden auch heutzutage bei Stromausfäl-
len eingesetzt.
Aktuell werden die Triebwagen auf ihre Praxistauglichkeit
auf einer 19 Kilometer langen Strecke in London getestet.
Sollte die Testphase erfolgreich verlaufen, würde eine
ganze Flotte an batteriebetriebenen Zügen landesweit zum
Einsatz kommen. Da auf der britischen Insel viele Strecken
nicht elektrifiziert sind, bietet sich aus Gründen der Luft-
reinhaltung die Alternative zur Diesellok an.

BATTERY-POWERED TRAINS ARE MAKING A COMEBACK
IN THE UK
A pilot scheme for a battery-powered train has just started
in the UK. The project, known as the Independently Pow-
ered Electric Multiple Unit (IPEMU), is part of National Rail,
the train company’s brand organisation. The project is
being developed by a partnership between infrastructure
manager Network Rail, the UK Department for Transport
and Canadian manufacturer, Bombardier.
“We are always looking for ways to reduce the cost of
running the railway and make it greener too,” said Net-
work Rail principal engineer James Ambrose. “This project
has the potential to contribute significantly towards both
of these goals.” Battery-powered rails are seen as more
efficient than a regular train, using less energy. The train is
fitted with lithium phosphate and hot sodium nickel salt
batteries.
The rail’s new battery-powered train is however, no new
invention. In fact, battery-powered trains have been in use
for almost 100 years. Up until now they were produced
and in service during the First World War and are now
used for maintenance work on rail tracks and signaling.
National Rail said that if the battery-powered rail is well-
received, more trains like it could be dispersed throughout
the country. The train is currently running a twelve mile
stretch through London.

MONEYLAND: EIN NEUES WERKZEUG IN DER
DIGITALEN WELT
In der Schweiz ist ein neues Vergleichsportal für Banken
und Versicherungen auf dem Markt: Moneyland. Dieses
wurde mit dem Ziel entwickelt, „Konsumenten ein unab-
hängiges und nützliches Finanzportal zur Verfügung zu
stellen“. Der Vergleichsdienst von Moneyland liefert In-
formationen zu Bankkonten, Kreditkarten, Privatkrediten,
Versicherungen und weiteren Finanzprodukten. Laut der
eigenen Website können Verbraucher nun „schnell und
einfach“ die passende Bank und Versicherung finden.

Moneyland stellt damit ein neues Produkt in der digitalen
Welt dar. Der Verbraucher erhält zahlreiche Vergleichsin-
formation. So werden laut eigenen Angaben von Money-
land über 1.000.000 Finanz- und Produktdaten analysiert.
Doch genau hier befürchten einige Exeperten, dass der
Verbraucher nicht die notwendige Kompetenz hat, um die
Informationen richtig zu bewerten und die richtigen Fra-
gen zu stellen.
Das schweizerische Unternehmen plant, weltweit zu ex-
pandieren. Ein Vertreter von Moneyland erklärt, dass der-
zeit der schweizerische Markt im Fokus stünde und die
Option geprüft werde, sich nach Asien auszudehen.
Deutschland sei als Markt hingegen weniger interessant.
MONEYLAND: A NEW TOOL IN A DIGITAL WORLD
A new online search engine for finance, banking and insur-
ance has been developed in Switzerland. The website,
moneyland.ch, labels itself as “the leading Swiss compari-
son service site helping you with your financial needs.” The
service allows users to access independent comparison
tools for credit cards, bank accounts, consumer credits,
interest rates, online trading, insurances and more. The

site boasts that users can find offers from matching Swiss-
banks and insurance companies in a short amount of time.
There are over 1,000,000 financial products, services and
fees analysed.
Moneyland is a new tool in a digital world. Providing an
alternative to traditional banking, the service supplies the
user with more information from a single source than ever
before. However, experts are warning that the service has
its shortcomings. Now that the user has more information,
he may not realise that he lacks the necessary skills to
asses the information in a way that benefits him and may
not ask the right questions.
When individuals rely too fully on the online service, deci-
sions that would normally be made at a bank are made
online. The result of this is that the user can compare and
contrast dozens of offers and choose for himself which is
“best.” The Swiss model currently has plans to expand
globally. A Moneyland representative stated that the com-
pany is currently focusing on the Swiss market and does
not have plans to expand to Germany. Asia, on the other
hand, is a real option.

KFZ-VERSICHERUNGSMARKT AKTIV?
Der Internetdienstleister Google erweitert Insidern zufolge
sein Geschäftsfeld und steigt mit einem Vergleichsportal
für KFZ-Versicherungen in das Versicherungsgeschäft ein.
Dies gab Ellen Carney, Analystin bei Forrester Research,
einem Marktforschungsinstitut, bekannt. Laut Angaben der
Analystin soll der Vergleichsdienst noch dieses Jahr in den
USA gestartet werden.
Vergleichsportale liegen in der Verbrauchergunst weit
vorne, da sie suggerieren, Transparenz in den Tarifdschun-
gel von Versicherungs-, Telekommunikations- und Energie-
anbietern zu bringen. Zwar ist das Angebot für den Ver-
braucher finanziell kostenlos, doch zahlt er mit seinen
eigenen Daten. Dadurch ist es den Betreibern möglich,
Nachfrage- sowie Produkttrends rasch zu erkennen und
über gezielte Werbeeinblendungen zu vermarkten. Dar-
über hinaus muss der Versicherungsanbieter eine Provisi-
on pro Abschluss an das Vergleichsportal bezahlen.
Lizenzen für Vermittlungsdienste besitzt der Firmeneintrag
„Google Compare Auto Insurance Services“ bereits in mehr
als der Hälfte der US-Bundesstaaten. Um das Portal lan-
desweit zu betreiben, ist eine Lizenz für jeden einzelnen
Bundesstaat Voraussetzung. Außerdem ist Google berech-
tigt, für sechs verschiedene Versicherungsunternehmen
Policen abzuschließen, wie beispielsweise Dairyland, Mer-
cury and Met Life.
GOOGLE EXPANDS TO CAR INSURANCE
Google is expanding to the insurance business by way of a
car insurance comparison website, according to consulting
analyst, Ellen Carney. The analyst suggests that Google will
start a comparison site for car insurance in the US some-
time early this year.
Insurance and comparison sites are linked due to the fact
that many people utilise the sites to identify offers that
may be of interest to them and view competitor’s rates
side by side. The sites, while without a monetary price tag
for the consumer, do collect user’s personal data mainly
for third-party use primarily for advertising purposes. In
this way, the comparison site provider is benefitting from
both insurance companies advertising on their webpage
and the users inputting their personal information, which
can be sold to third parties.
Google could have an advantage in joining the car insur-
ance market due to the insurance licenses it currently
holds. The company, “Google Compare Auto Insurance
Services” is licensed to do business in over half the states
in the US. This is quite a feat, because in the United States,

individual states issue separate licenses – not the federal
government. In addition, Google is authorised to do busi-
ness on behalf many car insurance companies, including
Dairyland, Met Life and Mercury, which are well-known in
the US.

HUFELD IST POTENTIELLER KANDIDAT FÜR
DAS BAFIN-PRÄSIDENTENAMT
Felix Hufeld, Leiter der Versicherungsabteilung bei der
Bundesanstalt für Finanzdienstleistungsaufsicht (BaFin), ist
als Kandidat für die Führung der Behörde im Gespräch. Der
interne Abstimmungsprozess der Bundesregierung läuft
hierzu bereits, jedoch gäbe es laut Auskunft der Presse-
sprecherin des Finanzministeriums noch keine Entschei-
dung. Die Position des Präsidenten, die aktuell Elke König
innehat, wird im März 2015 frei, da König zur EU-
Bankenabwicklungsbehörde in Brüssel wechselt.
HUFELD POTENTIAL CANDIDATE FOR BAFIN PRESIDENCY
Felix Hufeld, head of insurance supervision at the German
Federal Financial Supervisory Authority (BaFin), appears to
be a candidate for the agency’s top position." The confi-
dential consultation process within the federal govern-
ment is under way; there is no decision as yet," a spokes-
woman for the ministry of finance said. The Presidency,
currently filled by Elke König, will be vacated in March
when König goes on to head the EU Single Resolution
Board (SRB) in Brussels.

OBAMA PLANT STEUERERHÖHUNGEN FÜR
BANKEN UND FINANZDIENSTLEISTER
In seiner Rede zur Lage der Nation kündigte US-Präsident
Barack Obama Steuererhöhungen für Großbanken, Investi-
tionsvermögen und Topverdiener an. Damit sollen in den
nächsten zehn Jahren über 280 Milliarden EUR in die Steu-
erkasse fließen.
Gesetzeslücken sollen laut Obama geschlossen werden, die
es dem oberen ein Prozent der Bevölkerung bisher ermög-
licht, keine Steuern zu zahlen. Auch soll eine Abgabe für
Großbanken eingeführt werden, um die knapp 300 Milliar-
den EUR einzunehmen. Darüber hinaus soll etwa die Kapi-
talertragssteuer für Spitzeneinkommen auf 28 Prozent
erhöht werden. Steuererleichterungen für Kapitalerträge
wurden zuletzt 2003 im Rahmen des „Jobs and Growth Tax
Relief Reconciliation Act“ durch den republikanischen
Präsidenten George W. Bush Jr. eingeführt.
Angesichts der Mehrheitsverhältnisse im Kongress zuguns-
ten der Republikaner, ist die Umsetzung von Obamas Vor-
haben unwahrscheinlich. Der Vorstoß Obamas wird von
Experten vielmehr als Wegbereiter für die Präsident-
schaftswahlen im Jahr 2016 angesehen. Für Banken und

Finanzdienstleistungen stellt sich damit die Frage, auf wel-
ches „Lobbypferd“ sie nun setzten sollen. Goldman Sachs,
eine der größten US-amerikanischen Banken, investierte
allein im Jahr 2014 etwa 1,4 Millionen USD in politische
Kampagnen.
OBAMA WANTS TO INCREASE TAX FOR BANKING AND
THE FINANCIAL SERVICE INDUSTRY
US President Barack Obama announced recently in the
State of the Union address that he plans to raise over 300
billion USD over the next ten years. To do this, Obama
wants to increase taxes on financial institutions, such as
banks, financial services and wealthy individuals.
Obama said, “Let’s close the loopholes that lead to ine-
quality by allowing the top one per cent to avoid paying
taxes on their accumulated wealth.” The over 300 billion
USD will be raised through a levy on some of the nation’s
largest financial institutions. The top rate of capital gains
will be raised to 28 per cent; closing the “loophole” that
has previously allowed wealthy families to pass down as-
sets without paying tax. The original tax break on capital
gains was made as a part of the Jobs and Growth Tax Relief
Reconciliation Act of 2003 by republican President George
W. Bush Jr.
While Obama’s plan appeals to what has been hailed as
“the rise of economic populism” in the US, pundits are not
confident that the plan will be approved by Congress. Con-
gress is dominated by a republican majority that believes
that increasing taxes slows economic growth overall.
Commentators see Obama’s tax plans mainly as a political
move to pave the way for potential democratic presiden-
tial candidates, such as Hillary Clinton.
A large supporter of Obama’s initiative is Massachusetts
Senator Elizabeth Warren (Democrat), who has spoken out
about big banks and the waning financial security of the
middle class. Warren was a key player in the development
of legislation to limit the power of banks – the Dodd Frank
Act. Obama named Elizabeth Warren to the powerful Con-
sumer Advisory Board, which is responsible for consumer
protection, in the field of banking.
The American Banking Association (ABA) commented on
the president’s actions, stating that Obama has threatened
to veto, should Congress pass any additional changes to
the Dodd-Frank Act.
WHAT IS A CAPITAL GAIN?
A capital gain is the value of an asset that gives it a higher
worth that the purchase price. The gain is not realised until
the asset is sold. Capital gains can be short term (one year or
less) or long-term (over one year) and must be claimed on
income taxes.
WHAT IS THE DODD FRANK ACT?
The Dodd Frank Wall Street Reform and Consumer Protection
Act, or Dodd Frank, was signed into federal law by President
Obama in 2010. The act set out to accomplish three goals
dealing with financial regulation: to ensure consumer protec-
tion, to create stability through capital requirements and
ensure protection from bankruptcy.
