1. SCOPE

This specification is intended to cover the requirements of design, construction features, manufacture, assembly, inspection, filling, testing, packing, supply, delivery and guarantee of various types of Portable Fire extinguishers in accordance with the requirements of this specification and applicable Indian Standards and in a manner acceptable to the NPCIL.

3. APPLICABLE STANDARDS

The following Indian standards are applicable for the Fire extinguishers purchased under this specification. (i) IS 15683- Portable Fire Extinguishers- Performance and Construction- Specification (ii) IS 2190- Selection, Installation and Maintenance of First-Aid Fire Extinguishers-

Code of Practice (iii) IS 2171-1999- Specification for Portable Fire Extinguishers, Dry powder (Cartridge

type) (iv) IS 2878- Fire Extinguishers, Carbon Dioxide type (portable and trolley mounted)-

Specification All Indian Standards quoted in this specification shall confirm to the latest revision as on bid due date. In the event of any conflict between provision of this specification and the documents listed above, this specification shall govern.

6.3 DIMENSION

7. DRAWING

Vendor shall submit detailed drawing along with material of construction & obtain approval of NPCIL before start of fabrication.

8. QUALITY ASSURANCE PLAN

Vendor shall submit detailed Quality Assurance Plan & obtain approval of NPCIL before start of fabrication. The QA plan of the work shall clearly show the NPCIL hold points, review points of tenderer has to be submitted along with the offer. Quality assurance plan for the work covered by this specification shall be as per the NPCIL approved QAP.

9. TESTS AND INSPECTION The supplier shall be responsible for and shall perform all inspection and tests required for the satisfactory performance of the fire extinguisher. Tests and inspection shall be carried out as per IS 15683 and the original test certificate /copies of the same if it is batch test (manufacturer test certificate, performance certificate, material certificate etc.) shall be submitted to NPCIL along with the supply. Portable fire extinguishers shall have approval from PESO, Government of India, Nagpur.

10. PERFORMANCE GUARANTEE

All the fire extinguishers shall be guaranteed to meet the performance required by the extinguisher under the occurrence of fire. The Supplier guarantees that each piece of equipment and any accessories furnished shall be entirely suitable for the service conditions indicated, shall conform to the requirements of all applicable codes and regulations and shall meet safely and completely all conditions of performance and design specified herein. The supplier shall indicate the guarantee period of each fire extinguisher and the performance guarantee certificate shall be submitted to NPCIL along with the supply.

11. SPARE PARTS AND MAINTENANCE TOOLS

Recommended spare parts along with the mechanical tools necessary for maintenance shall be supplied along with the fire extinguishers as per the manufacturer’s recommendations.

12. SPECIAL CLEANING, PROTECTION AND PAINTING

This shall be carried out as per manufacturer’s recommendations.

13. IDENTIFICATION & MARKING

Marking colored NPCIL Logo along with the name of the company (minimum 40mm size) shall be printed on the extinguisher body. All other markings as per 15683 shall be followed.

14. EXAMINATION OF PRODUCT

The fire extinguisher shall be examined in complete to determine its conformance with the applicable specification with respect to its construction, material, workmanship, finish, markings and dimensions and to assess its conformance with the requirements specified.

15. PACKAGING AND SHIPMENT

Fire extinguishers shall be prepared for shipment in accordance with the instructions stated below a) The fire extinguishers shall be supplied clean and dry. b) The fire extinguishers shall be so packed and protected as not to suffer corrosion,

deterioration or damage of any sort during shipment to end storage at the project. c) Packaging shall be prepared for a period in transit exceeding two months. d) The construction and lining of the boxes shall provide protection for their contents. The

packaging shall also include adequate cushioning, blocking, bracing, skidding, hoisting and the tie-down provisions. The packaging shall be subject to the approval of NPCIL.

e) All parts shall be properly packed, boxed, gated or otherwise protected for preventing any possible damage during transportation. Packing Procedures shall be submitted for NPCIL’s approval. No shipment shall be done unless shipping release is issued by NPCIL in writing and for shipment

f) Any other precautions necessary for the safe delivery of the items at site shall also be taken.

16. ACCESSARIES

Each Fire extinguishers shall be supplied with MS bracket, screw and spanner as may be necessary. The details of the bracket shall be submitted with offer.

17. DATA / DOCUMENTS TO BE SUBMITTED

17.1 Data /Documents to be submitted with the Bid The supplier shall be required to submit the following documents along with the bid of fire extinguishers. 1. Bid other than Original Equipment Manufacturer (OEM) must submit valid

authorized dealership/ authorization certificate from OEM along with offer. 2. Completely filled Data sheet as per details given in clause no.4.0, 5.0 and 6.0

above. 3. Drawing of individual equipment indicating overall dimensions/part

list/specifications. 4. Write up on operation of equipment 5. Manufacturer’s catalogue on individual equipment offered.

17.2 Inspection History Document / Documents To Be Submitted After Placement of Order / At Final Stage The supplier shall be required to submit the following documents along with the dispatch of fire extinguishers. (A) Bound History dockets five sets each comprising the following documents.

1. P.O. and Sub-Order copies. 2. Approved as built drawings. 3. Approved QAP 4. Approved Procedures. 5. Material test certificates. 6. NDT Reports. 7. Hydrostatic Test Certificates. 8. Performance Test Procedure and Performance Test Reports in conformance

with IS 15683. 9. Dimensional Reports. 10. Copies of PESO approvals for Portable fire Extinguishers. 11. Radiography films if any. 12. Shipping release copies. 13. All Design Concession reports if any. 14. Guarantee and Compliance Certificate.

(B) Five hard and soft copies/ sets of Operation and Maintenance Manuals covering

Preventive maintenance requirements and procedures. The manual shall also include an itemized and illustrated part list/spare parts list giving reference number of all the wearing parts.

(C) Five no’s of Reproducible for each of the drawings, and drawings on magnetic media preferably on CD.

(D) Five Prints of Final Approved drawings submitted during execution of Contract.

18. INDICATIVE QAP FOR CO2 FIRE EXTINGUISHER The purpose of this Quality Assurance Plan (QAP) is to describe general practices, resources and sequence of activities (such as examination, testing, control, performance etc.) to be performed during the manufacture of CO2 type Fire extinguisher. This is indicative QAP for reference purpose and contractor shall prepare and submit detail QAP for Portable fire extinguishers based on requirement as indicated in Technical specification/Data sheet for Purchaser approval.
