SCP Comments
The Yucca Mountain Site Characterization Project Office YMPO) isbeginning a final screening and edit of the draft response packagefor the State of Nevada's September 1989 comments on the SCP. Afull Integration Group (IG) Meeting that had been planned forJuly 30 - August 1, 1991, was cancelled at the IG Meeting onJuly 9 - 11, 1991. During July 30 - August 1, 1991, and thefollowing week, YMPO/Technical and Management Support Services(T&MSS) staff will begin bringing the response package to maturity.

Early Site Suitability Evaluation (ESSE)
On July 19, 1991, comment resolution was completed for theSP-2.3 (Review of T&MSS Technical Documents) review of the draftReport of Early Site Suitability Evaluation of the PotentialRepository Site at Yucca Mountain, Nevada. During the period fromJuly 20 - 26, 1991, the report will undergo revision and productionfor response verification and the Administrative Procedure (AP)-1.3(Publications Review and Approval) review.
Prototype Drilling
Shakedown testing of the LM-300 drill rig near Salt Lake City, Utah,was interrupted on July 21, 1991, when it was discovered that thehydraulic cylinder of the pipe handling system had to be repaired.
The cylinder will be re-manufactured to have increased capabilityfor handling the bending stresses associated with lifting the1200 pound dual wall drill rods. Operations are expected to resumeon August 5, 1991.
B. Environmental Programs
Eavironmental Cmpliance and Permittinq
An Underground Injection Control (UIC) Permit Public Hearing washeld July 16, 1991. After presentations by DOE and the State ofNevada there were no further comments or statements. The permitwas signed that evening and given to YMPO on July 17, 1991.
A Federal District Court Hearing (DOE versus State of Nevada) washeld July 17, 1991. Nevada petitioned the Federal District CourtJudge to dismiss the case based on the state issuing the air andUIC permits. DOE petitioned the case be continued until after thewater permit hearing. The Judge decided in DOE's favor. The casewas continued until November 20, 1991.
C. Field Operations
Water hauling from Death Valley, California, to the site wascompleted this week. During the new work activity, total waterdelivered was 268,500 gallons. The total amount of water used fordust control for the work activities was 222,000 gallons.Presently stored on site are.46,500 gallons for start of otherplanned activities.
As a result of lessons learned during the new start of work, thereare several procedures that will be revised or enhanced. These areAP-5.21Q, AP-3.5Q, and A-5.36.

The road leading up to Yucca Mountain has been upgraded andstabilized by Reynolds Electrical & Engineering Co., Inc.
On July 23, 1991, the Nevada Bureau of Mines Geology continuedsample examinations.
D. Project Planning and Control
Completed the production and distribution of Planning and ControlSystem performance reports for June 1991. Participant analyses ofcost, schedule, and at completion variances will be used for thefirst time in preparation of the quarterly Major SystemsAcquisition report.
E. Quality Assurance Implementation
Yucca Mountain Quality Assurance Division (YMQAD) discributedpreliminary drafts of the Quality Assurance Requirements and PolicyDocument for information and informal review.
YMQAD is evaluating Lawrence Livermore National Labor;toryresponses to Corrective Action Reports issued as a result of theprevious audit.
F. Major Oversight Group Meetings
Planning and Budget and Technical Project Officer (TPO) Meetingswere held in Las Vegas, Nevada, on July 25-26, 1991.
G. Public Outreach Activities
Coordinated a presentation for YMPO to present at the TPO Meeting onJuly 25, 1991.
Office of Institutional and Environmental Affairs staff worked withYMPO staff to draft responses to recent articles in te print media.
Continued drafting fact sheets and planning and organizing theopening reception activities for the Climax Mine Spent Fuel TestExhibit at the Yucca Mountain Information Office, Las Vegas, Nevada.
Continued to assist YMPO staff draft a response to theInstitutional-related recommendation by the Nuclear Weste TechnicalReview Board (NWTMB) in their Third Report to the U.S. Congress.

Prepared presentation and hand-out material for a pro:ect overviewpresentation given on July 22, 1991, to the Clark Courty SchoolDistrict School-Community Partnership Program. Appro imately25 elementary school teachers participated in the procram.Participants were given a tour of the Yucca Mountain InformationOffice, Las Vegas, Nevada, a project overview presentation byCarl Gertz, and presentations in Geology, Environmentzl Health, andEducational Outreach.
A tour to Yucca Mountain was conducted on July 24, 19S1, for theU.S. Bureau of Land Management. Prior to their departure,participants were given a brief project overview at the YuccaMountain Information Office, Las Vegas, Nevada, by Stanley Simms,T&MSS/Science Applications International Corporation (SAIC) and apresentation on environmental issues by Greg Fasano, T&MSS/SAIC.
H. Systems Management and Integration
Management System Improvement Strategy
Participating in a review of the ESF Physical Systems Document.
Technical Data Management
Two days were spent with TRW Environmental Safety Systems personnelexplaining the current status of the Technical Data ManagementSystem and touring the facilities. Discussions at theJuly 18, 1991, Technical Data Advisory Group 4eeting centered onthe proposed changes to the Automated Technical Data TrackingSystem, the status of the Locations Working Group, and the statusof the Parameter Dictionary and Technical Data Base Handbook. Inaddition, some time was spent discussing the GEMBOCHS data base.As an outgrowth of that discussion, a working group will be formednext fiscal year to evaluate the possibility of a separate YWmodule within GEMBOCHS.

A discussion occurred between Los Alamos National Laboratory (NL)and Lawrence Berkeley Laboratory personnel concerning field testingin Calico Hills. Follow-up meetings concerning the field testingof Calico Hills will occur in the next few months. LANL personnelpresented information to the State of Nevada regarding the tracerinjection permits for the C-well complex.

Geographic Information System (GIS)
The Locations Working Group has completed the initial phase of itstask. A standard listing of drill hole names and locations hasbeen completed and will be provided to the Site and EngineeringProperties Data Base. Any changes to that standard list will becontrolled by EG&G.
A strawman Site Atlas will be put together and circulated to theparticipants for comment. A projected distribution date for thefinal product has been set for late January 1992.
A meeting was held with personnel from the Operations ControlBranch to discuss inclusion of all environmental study sites in theGIS. This will establish a much more complete basis forcoordinating siting of roads, facilities, and new surfaceinvestigations.
II. ANALYSIS & VERIFICATICN DIVISICN
Participated in a workshop on Natural Analogs at the Center for NuclearWaste Regulatory Analysis on July 23 - 25, 1991, in San Antonio, Texas.
Attended the Advisory Committee on Nuclear Waste Meeting and briefing toNRC on the use of expert judgment, integration of geophysics into sitecharacterization, and dealing with uncertainties in implementingU.S. Environmental Protection Agency standard. The meetings were heldon July 25 - 26, 1991, in Bethesda and Rockville, Maryland.
Participated in the National Academy of Sciences Committee on RockMechanics writing workshop on fracture characterization and fluid flowon July 24 - 26, 1991, in Tahoe City, California.
Participated in an information meeting on INFOSTFEAM with theInformation Management Division, Office of Programs and ResourcesManagement on July 25, 1991, in Washington, D.C.
Completed verification review under the AP-1.10Q procedure for StudyPlan 8.3.1.2.1.4, "Regional Hydrologic Synthesis and Modeling."
Initiated technical review under the AP-1.10Q procedure for StudyPlan 8.3.1.14.2, "Study Plan to Provide Soil and Rock Properties forPotential Locations of Surface Facilities and Subsurface AccessFacilities, R."

Technical and Management Support Services
Provided input to the Energy Systems Acquisition Advisory Board on thepre-meeting agenda and contents of the section requiring ESF design andunderground testing.
The DOE Office in Albuquerque, New Mexico, has proposed an appraisalsystem for Sandia National Laboratories. YMP is participating in thedevelopment of the process and the goals for the initial period. T&MSSassisted in the evaluation of the proposed appraisal system during thisperiod.
Prepared a DOE/Engineering and Development Division presentation for theManagement Review of the South Area Design Studies.

The letter announcing the July 29, 1991, Management Review of the SouthArea Design Studies was sent out and received by participants.

Early Site Suitability Evaluation (ESSE)
The draft Early Site Suitability Evaluation Report was revisedafter completion of the Technical and Management Support Services(T&MSS) SP 2.3 review and is currently in review by YMPO. YMPO isconducting an AP-1.3 review, which is expected to result in

approval to release the draft report to an external peer reviewpanel on August 15, 1991. Review comments have been constructiveand have resulted in significant improvements to the report. Ingeneral, the comments have indicated the report is well-written andcommmmicates clearly.
Prototype Drilling
Shakedown testing of the LM-300 drill rig near Salt Lake City, Utah,will resm Monday, August 5, 1991. The pipe handling systemdesign has been improved and operations should be back to normal.Initial activity will consist of coring during a short intervalprior to returning to hammer drilling to obtain the required depthfor the shakedown test. Additional coring is still planned for theend of the program as the drilling approaches the total planneddepth of 2,000 feet. The program has been extended an additionalfive days to allow for completion of all tests.
B. Environmental Programs
Environmental Cmpliance and Permitting
The second interrogatories were received from the State of Nevadaconcerning the YMPO water appropriation permit application hearing.Responses are being prepared and preparations for the hearingcontinue.
C. Field Operations
The YMP Site Manager and staff participated in and provided supportfor a tour of the Yucca Mountain Site by the U.S. Bureau of LandManagement.
The YMP Site Manager and Safety Engineer performed an internalreview of the ESF south portal ramp design. Comments were given tothe Engineering and Development Division Manager.
The MP Site Manager is finalizing preparations for theAugust 9, 1991, safety campaign kick-off meeting to be held at theDesert Inn Country Club in Las Vegas, Nevada. The guest speakerwill be Ray Clason, Director of Regulatory Policy of theOccupational Safety and Health Administration, Washington, D.C.
The Field Operations staff is. in the process of preparing andfinalizing several new Field operating Instructions includingoccupational medicine, size of barricades, industrial hygiene, etc.
Tours of the Sample Management Facility (SMF) were conducted fortwo groups on July 31, 1991: DOE/SQ and the GeochemistryIntegration Seminar Group.

The Yucca Mountain Quality Assurance Division conducted an audit ofRaytheon Services Nevada (RSN) during the week ofJuly 29 - August 2, 1991. All applicable elements of the QAprogram were audited.

On Tuesday, July 30, 1991, a reception was held at the YuccaMountain Information Office, Las Vegas, Nevada, to mark theofficial opening of the Climax Mine Spent Fuel Test Exhibit.Approximately 100 guests attended the reception, toured theexhibit, and listened to keynote speaker William Beam speak onMining Cultures of the American Southwest.
Tours to Yucca Mountain were conducted on July 31, 1991, for theGeochemical Technical Exchange and for Scott Peterson, AmericanNuclear Energy Council.
The Yucca Mountain lecture series, "Mining Cultures of the AmericanSouthwest," was presented by William Beam at the Yucca MountainInformation Office, Beatty, Nevada, on Thursday, August 1, 1991.

Technical Data Management
A technical exchange with NRC on Data Management took place onJuly 30, 1991. Topics discussed included the Automated TechnicalData Tracking System (ATDT), production of the quarterly DataCatalog, Technical Data Base initiatives, the Reference InformationBase, and the Technical Data Base (TDB) - Geographic InformationSystem (GIS).
Revised procedures for the ATDT and TDB have been submitted to thePlans and Procedures Division for review. The procedure changeswill take advantage of the telecommmications links to theparticipants and provide for on-line access to the system forupdates and queries.
Goemsy
On July 29-31, 1991, DOE held its first internal quarterlygeochemistry integration meeting at the Field Operations Center ofthe Nevada Test Site. The main focus of the meeting was ongroundwater geochemistry and the consideration of topics such aswhat water compositions to use for the conceptual model ofgroundwater chemistry, the influence of the soil zone ongroundwater chemistry, the impact of the waste package on potentialchanges in groundwater chemistry, and other related topics. Themeeting included participants from LNL, Pacific NorthwestLaboratory, LLNL, Sandia National Laboratories (SNL), and theU.S. Geological Survey (USGS). Also, at this meeting thegeochemistry integration core team was established and chartered;the topic and date for the next quarterly meeting were discussed.Information from this meeting will be shared with all participants.
Geographic Infomation System
A briefing and tour of the GIS facility were provided to the NRC.Additional briefings were provided to TRW Environmental SafetySystems personnel who may require products from the TDB.
A meeting was held with USGS personnel to discuss the variouscoverages which have been or will be digitized at each facility.Lists of existing coverages were exchanged, and requirements forsubmitting the data to the TDB were discussed.

Participated in the American Society for Testing and MaterialsSubcommittee Meetings on testing of repository waste forms andengineered barrier materials in Colorado Springs, Colorado, onJuly 27 - August 1, 1991.
Reviewed the NRC Draft Technical Position on "Geologic RepositoryOperations Area Underground Facility Design-Thermal Loads."
Participated in an informal DOE working session discussion of a draftpaper titled "Potential Non-Risk Related Impacts of Actinide Burning onthe Repository."

Comments were received from the 06-04 YP Review of the Tracer SystemPlan and comment resolution in process.
LLNL
The Technical Assessment Review was completed for the Waste AcceptancePreliminary Specifications for vitrified high level waste formsdocument.
