ICAB President attends World Standard-Setters Conference, ICAEW & CIPFA UK meetings

two member delegation led by Kamrul Abedin FCA, President-ICAB attended the World Standard-Setters (WSS)

Conference on 26-27 September 2016 in London, UK.

Besides attending in the technical sessions, the ICAB delegates held meeting with IFRS Foundation during the conference regarding the Licensing and Copyright on direct use of IFRS in Bangladesh. They met with the Chairman IFRS Foundation and the Executives responsible for IFRS Copyright. ICAB team focused on shifting BFRS to IFRS in coming days and the way forward for using and publication of IFRS directly in Bangladesh. Presidents and Technical Heads of different IFAC Members and Standard Setting Bodies participated in WSS Conference.

The ICAB delegates also met Dr. Hilary Lindsay, President of the Institute of Chartered

Accountants in England and Wales (ICAEW) and Vernon Soare, Chief Operation Officer & Executive Director of ICAEW on 28 September 2016 for discussion on Mutual Professional development particularly capacity building of ICAB. ICAB UK Chapter Chairman AKM Fazlur Rahman FCA joined the ICAB delegation in the meeting. They also shared ICAB’s progress, future involvement and supports expecting from ICAEW, implementation of the recommendations made by ICAEW and upcoming Dhaka visits of ICAEW delegates Stephen David and Justin in the last week of October 2016, etc.

ICAEW President and COO appreciated ICAB’s progress and achievements over the years. However, they emphasized on having a full time CEO to ensure the reform of governance and operational structure in ICAB as indicated in the

ICAEW assured that they would revisit the existing arrangement with ICAB in relation to possibility of exemption of Business Planning Taxation paper for ICAB member and communicate to ICAB as soon as possible.

It was also discussed the possibility of an independent review of the quality assurance program of ICAB by ICAEW Director, Quality Assurance.

ICAB delegation held another meeting with Rob Whiteman, Chief Executive and Gillian Fawcett, Head of Governance Faculty of the Chartered Institute of Public Finance Accountancy (CIPFA), UK on 29 September 2016.

The ICAB team approached to have an arrangement with CIPFA so that ICAB and its members would avail the maximum level of recognition compared to other SAFA member bodies.

They also explained the strength of ICAB and its members in terms of quality, image and recognition with a view to have a respectable arrangement with CIPFA, UK. The other Member of the delegation was Director (Technical)Mahbub Ahmed Siddique FCA.

he first half of the year 2016 would have been remained remarkable as the journey of the Asia Pacific

Chapter Management Committee (ASPAC) of ICAB commenced during this time. The members residing in Sydney, Australia for the first time organised the gala Members’ Night on 7 May and declared the journey of this overseas Chapter.

The ASPAC Chapter organised the members' night hosted by Hamiduddin Ahmed, FCA, senior most ICAB member in Australia at his residence. It was a

great success as almost all the members in Sydney joined the event. A number of prospective ICAB members, e.g. current members of Australian CA Institute also attended the event to learn more about ICAB, the ASPAC Chapter and its members.

Members’ night was opened by Mr. Ahmed with a short speech welcoming the members. He spelled out the objectives and potential benefits of the Chapter. Other steering committee members of the Chapter including Abu Kibria and Syed Akram Ullah also spoke.

They described about the background of the formation of the Chapter, the aim of the Chapter, how all members residing in Australia and the new incoming members can be benefited from this Chapter .

Members attending the event also spoke and thanked the organisers for the night. Everyone expressed their deep interest about the Chapter and are looking forward to contribution positively. ICAB ASPAC Chapter would work collaboratively with all stakeholders.

As we observed a long Eid vacation this month, we tried to make rest of the working days eventful. A number of trainings and workshops were held in this month.We are mindful to uphold the image of this profession. I along with my team members are working hard to realize this objective. Our endeavor will continue till last day of my stay in the office. We are happy to note that the work is going on in full swing to bring ICAB’s information and operational services under an integrated digital system. This will be right step towards the automation of the office works as well as the member services. Showkat Hossain FCA, Past President-ICAB & Resident Partner, Hoda Vasi Chowdhury & Co., Chartered Accountants was present as Chief Guest. Md. Shaifur Rahman Mazumdar FCA, Vice-President, ICAB and Managing Director, Chittagong Stock Exchange Limited, Chittagong conducted the session as the Session Chairman. Modassar Ahmed Siddique FCA, Council Member & Group CFO, KDS Group, Chittagong was present as Special Guest. Mahbub Ahmed Siddique FCA, Director (Technical), ICAB presented the keynote paper in the programme.With this I would like to thank all the members for their valuable cooperation and contribution towards the objectives of the institute.Obituary: It is with deep sorrow that Alhaj Mohammad Gholam Sobhan FCA (Enrolment No. 32), Former Secretary-ICAB breathed his last due to old age complexity on 28 September 2016 at 10:30 pm in Dhaka (Innah Lillahe Oa Inna Ilaihe Rajeun). He was 82.We all pray for the salvation of his departed soul. ObituaryAlhaj Mohammad Gholam Sobhan FCA (Enrolment No. 32), Former Secretary- ICAB breathed his last due to old age complexity on 28 September 2016 at 10:30 pm in Dhaka (Innah Lillahe Oa Inna Ilaihe Rajeun). He was 82.

Mr. Gholam Sobhan qualified as Chartered Accountant from the Institute of Chartered Accountants in England & Wales, London, UK in 1965. He was the founder member of ICAB and became fellow member in 1976. He served ICAB as Secretary from 1992 to 2003. He was laid in eternal rest in his family graveyard, Bogra.

On behalf of the Council of ICAB, President Kamrul Abedin FCA expressed deep sorrow at the demise of Mr. Sobhan and prayed for the salvation of his departed soul.

ICAB Academic Campus NewsThe pre-examination classes for Professional Stage-Knowledge Level (14th Batch, Sections: K&L), Application Level (13th Batch, Sections: A-D) and Advanced Stage (12th Batch, Section: A) have been started from 06 September 2016 for Examination Session: November-December 2016, at ICAB Academic Campus. The class of these batches would be concluded on 29 November 2016. There are 417 students joining with 114 teachers for the Class Session: September- November 2016.

The cumulative number of the participated students of ICAB under new curriculum has risen to 12,044 till September 28, 2016.

Meanwhile, a new session for the students who have not yet been attained the existing schedule of Professional Stage-Knowledge Level has been commenced from Tuesday, 06 September 2016 at Campus.

On the other hand, the regular classes for the students of Professional Stage-Knowledge Level (15th Batch) would begin from Thursday, 01 December 2016 at ICAB Academic Campus. A Notice has already been issued in this regard, and all concerned students are advised to enroll for the classes by 22 November 2016 at ICAB Academic Campus and join the session accordingly.

Within the month of September 2016, the Vice President (E&T)-ICAB, Mahmudul Hasan Khusru FCA has

visited the ICAB Academic Campus on 02, 20, 23, 27 & 30 September 2016 during class-hour in the evening shift and Fridays' session. He met the students and faculty members to know about the areas needed to improve with a view to make the campus environment, services and activities more congenial for study. He advised all the concerned for proper implementation of the outcomes of his visits.

Besides, the refurbishment of ICAB Academic Campus at 51-53, Kazi Nazrul Islam Avenue, Kawran Bazar Commercial Area, Dhaka-1215, has mostly been done, and the rest works of car parking and mezzanine floor would be completed by October 2016.

ICAB President Met Commerce Minister

An ICAB delegation led by its President Kamrul Abedin FCA met the Hon’ble Commerce Minister Tofail Ahmed, MP at Bangladesh Secretariat on 01 September 2016. They discussed about the amendments and the Bangla version of CA Order (Presidential Order No-2). The team placed the draft of CA Order in Bangla in the meeting. On the same day the team also had a meeting with Additional Secretary, Ministry of Commerce Munshi Shafiul Haque, in which ICAB Secretary AKM Rahmat Ullah FCA was present.
