Background about the NWB
Institution of Public Government (IPG) established under Article 13 of the Nunavut Land Claims Agreement (NLCA)
Objects of the NWB are to provide for the conservation and utilization of waters in Nunavut, except in a national park, in a manner that will provide the optimum benefit from those waters for Nunavut’s resident in particular and Canadians in general
NWB has responsibilities and powers over the regulation, use, and management of freshwater in the Nunavut Settlement Area

Licences Issued to the Project
Northwest Territories Water Board (NWTWB) issued the initial licences to the project prior to Nunavut becoming a separate territory
Details on the scope of the licences issued by the NWTWB are not readily available (historical files)
NWB has issued three (3) Licences and two (2) amendments to the Project

Licence NWB1NAN9702: o Issued to Nanisivik Mines Ltd. on July 1, 1997 and
expired on June 30, 2002 .
o February 20, 2001, the Licence was assigned from Nanisivik Mines Ltd. to Nanisivik Mine (a division of CanZinco Ltd.)
o Allowed for the use of 180,000 m3/year of water and deposit of waste for mining activities
o Amendment No.1 was issued in December 1999 and Amendment No. 2 was issued in March 2000 for operational changes

o Proposed changes to geotechnical and water quality monitoring requirements under Part I / Schedule I of the Licence

Next Steps for the Type “A” Application
Public Hearing for the Application began earlier today and will continue on Thursday of this week
Information filled with the Board and provide during the Public Hearing will assist the Board in determining whether all substantive issues have been sufficiently addressed prior to the Board’s decision on the Application
TM/PHC was conducted by the Board's staff; for the entire Public Hearing a Panel of Board Members, led by the Board's Chair are here to listen to elders, the parties, community members/ the public regarding their views on the water licence

Next Steps for the Type “A” Application
Following the Public Hearing, the Panel will take some time (usually about 30 days) to consider all the submissions received and will write to the Minister of AANDC summarizing the Board's decision regarding whether a licence should be issued
If the Board recommends that a licence should be issued, a draft licence will be also attached to the decision submitted to the Minister of AANDC for his consideration

Interveners’ Participation
The parties present here today, AANDC, EC, DFO, NRCan, and the QIA, have participated throughout the licensing process for the Mary River Project Type “A” water licence application
They have provided the Board and the proponent with valuable technical information on issues that relate water use and waste disposal activities
They have also participated in both formal and informal discussions with the proponent and the Board with the aim of resolving the issues that they have identified during the review process
