ASSOCIATE DEGREE NURSING PROGRAM

Description: The Associate Degree Nursing program prepares graduates to use their skill and knowledge to fulfill the role of the nurse and is supported by the works of the National League for Nursing (NLN) Education Competencies and Quality and Safety Education in Nursing (QSEN). The NLN Outcomes and Competencies for Graduates of Associate Degree Programs in Nursing which serve as goals of nursing education for entry into nursing practice are: human flourishing, nursing judgment, professional identity, and spirit of inquiry. QSEN competencies which were developed to prepare future nurses to have the knowledge, skills and attitudes necessary to continuously improve the quality and safety of healthcare are: patient centered care, safety, informatics, teamwork and collaboration, evidenced based practice, and quality improvement. These core components are introduced, developed and built upon through the curriculum. Graduates are eligible to take the National Council Licensure Examination for Registered Nurses (NCLEX-RN). The Associate Degree Nursing curriculum is organized around a clearly defined conceptual framework and combines general education and nursing courses. The nursing courses correlate classroom and clinical instruction in a variety of community agencies.

Acceptance into the Associate Degree Nursing program is based on a selective admissions process. In order to be considered for admission, applicants must comply with college and program admission requirements.

Progression in the Associate Degree Nursing program is contingent upon achievement of a grade of “C” or better in each biological science, nursing and mathematics course and maintenance of a 2.0 cumulative grade point average or better (on a 4.0 scale). Completion of the nursing program will meet the KCTCS graduate requirement of digital literacy.

Nursing credit hours are earned by both lecture and laboratory experiences. One hour of lecture instruction is 50 minutes and equates to one credit hour earned. Associate in Applied Science

L.P.N. – A.D.N. CURRICULUM

Licensed Practical Nurses must seek admission to the nursing program by following the standard nursing admissions process. Once admitted to Nursing 101, they may seek admission to upper level courses based on space available, and completion of required general education courses. An LPN may receive nine (9) credit hours for Nursing 101 through advanced standing. To earn this credit they must meet one of the following:

• Graduate within three years of admission to the WKCTC nursing program and hold a currentactive unrestricted practical nurse license

or • Graduate more than three years prior to admission and verify current employment as an

LPN and holds a current unrestricted practical nurse license. Current employment is defineds one year of full-time employment as an LPN within the last three years (2000 hours).

For an LPN to earn credit for Nursing 219, the second semester nursing course, they must successfully complete the two-credit hour Nursing 199 – Accelerated LPN-A.D.N. Bridge Course. Upon completion of Nursing 199, they may be admitted to Nursing 229 and NSG 211, which are the third semester nursing courses.

The Nursing 199 - Accelerated LPN-A.D.N. Bridge Course is web enhanced. Much of the course work is completed online. Completion of the nursing program will meet the KCTCS graduation requirement of digital literacy competency.

NURSING ASSISTANT COURSE EQUIVELENCY REQUIREMENTS

Prior to enrolling in the first nursing course, students accepted in the program must provide documentation of successful completion of a minimum 75 hour nursing assistant course or its equivalent. In recognizing that nursing applicants bring the educational setting a wide range of experience and competencies, the West Kentucky Community & Technical College nursing program does not endorse a specific nursing assistant course, but instead utilizes specified criteria to meet this requirement. The following criteria are essential to the documentation of completion of a minimum 75-hour nursing assistant course:

Essential Competency Criteria: A minimum 75-hour nursing assistant course or its equivalent must have been successfully

completed. If the course was completed more than three (3) years ago, students must verify competency by

documentation of current employment as a nursing assistant. If an equivalency mechanism is being used, students must verify essential competencies through

documentation and a successful completion of a skills demonstration. Students are not required to be on the Kentucky Nurse Aide Registry. The course essential competencies must include:

Safety Practices

Standard Precautions (handwashing)

Bedmaking (unoccupied, occupied)

Vital Signs

Hygienic Care

Lifting and Moving

Recording Height and Weight

Client Positioning

Range of Motion Exercises

Restraints

Measuring Intake and Output

Assisting and Feeding Clients

Back Massage

Documentation: Documentation shall be provided using any or all of the following mechanisms:

High School or Post-secondary Education Transcripts Certificate of Completion Letter from employer/instructor Employment evaluation of competencies

Prior to the first nursing class meeting, students may be required to successfully pass a skills competency examination. Failure to successfully perform the identified course essential competencies will result in denial of admission to the nursing program.

STATEMENT ON HUMAN ANATOMY & PHYSIOLOGY COURSE REPEAT POLICY

Repeat policy: Beginning Spring 2009, students will be allowed to repeat BIO 137 or BIO 139 only once. We strongly suggest successful completion of BIO 112 before enrolling in BIO 137 a second time. This policy is in compliance with Senate Rule V.1.1.2 which states, “After a student has completed the same course twice, a division chair (or designee) in consultation with the instructor may refuse to approve a third registration in the same course.”

A “W” on a transcript will be considered as a “grade” requiring a repeat of the course.

REQUIREMENTS FOR ADMISSION: All applicants must meet the following minimum guidelines for admission. Enrollment in the Associate Degree Nursing Program may be limited because of available health care facilities in the community, as well as limited faculty and financial resources at the college.

APPLICATION PROCEDURE FOR TRADITIONAL STUDENTS: Submit the following to the Admissions Office prior to March 1, for fall Nursing 101 admission and by July 1, for spring Nursing 101 admission.

Attendance at a pre-nursing conference with the Nursing Program Coordinator or designee Application for admission to a KCTCS college Official transcripts of all post-secondary education and training. Results of the National League for Nursing – Pre-Admission RN Exam (PAX), Evolve Admission

Assessment Exam (A2) or the ACT (program accepts only one score report from each of theexams per calendar year). Please visit the nursing program website for details.

ADMISSION POINTS REQUIRED FOR TRADITIONAL STUDENT APPLICATION A minimum of 60 points is required to be considered for nursing program admission. Points required for admission will vary between admission cycles depending on the depth/point range of the applicant pool.

APPLICATION PROCEDURE FOR LICENSED PRACTICAL NURSES: Submit the following to the Admissions Office prior to March 1, for fall admission and by July 1, for spring admission.

ADMISSION REQUIREMENTS FOR PRACTICING LPN APPLICATION Recognizing the previous completion of a pre-licensure practical nursing program the following are required for admission to the LPN-RN accelerated option:

Minimum cumulative GPA of 2.5

Minimum score of 77% on the National League for Nursing Accelerated Challenge Exam(program accepts one score report per application cycle). Please visit the nursing programwebsite for details.

In the event there are more applicants than space available students meeting the above criteriawill be rank ordered based on the Challenge Exam score.

Admission is open to all qualified students regardless of economic or social status, and without discrimination on the basis of race, color, sex, marital status, beliefs, age, national origin, or handicap. Consult with the A.D.N. Program Coordinator regarding technical standards.

Applicants with the highest total points will be admitted to the program. (ACT or NLN or A2 points + GPA/GED points + 5 points for completion of 12 graded (non-developmental) college hours)

The GPA is cumulative of all post-secondary colleges/universities attended (non-developmental college hours).For students who have not earned 12 graded non-developmental college hours at a regionally accreditedinstitution, the high school GPA at the time of graduation, or the GED score will be used.

5 additional points will be awarded to applicants who have 12 graded non-developmental college hours from aregionally accredited college. The former West KY Vocational College became regionally accredited on January1, 2004. Courses completed prior to this date do not qualify for the additional 5 points earned.

In the event of a tie in the total points, the applicants’ GPAs will be rank ordered to determine admission to the ADN program.

Acceptance into the Program

After attendance at the nursing conference you will be notified regarding the progress of your application. Once the application is completed you will receive a letter indicated your tentative admission points. The Nursing Admissions Committee reserves the right to change the points if they determine there has been a error.

It is the student’s responsibility to have all documents turned into Mrs. Paxton by March 1 for the fall admission and July 1 for the spring admission. Files that are not complete will not be considered by the Nursing Admissions Committee.

Spirit of Bankruptcy

The Nursing Admissions Committee utilizes the “spirit of bankruptcy” policy in determining GPAs. If a student has a previous GPA that does not reflect current achievement and would like to begin a new average the following must be met:

Not enrolled in college for a minimum of two years. Returned to college and earned 12 graded non-developmental credit hours (six of these

must be at a KCTCS college).

The Nursing Admissions Committee will automatically refigure for GPA using this policy if it can be applied and if it improves your GPA.

This is not official and does not change your transcript. If you would like this to be officially demonstrated on your transcript, you must request this in the Records Office.

Technical Standards

Nursing at the technical level involves the provision of direct care for individuals and is characterized by the application of verified knowledge in the skillful performance of nursing function. All students should possess:

1. Sufficient visual acuity, such as is needed in preparation and administration of medications, andfor the observation necessary for patient assessment.

2. Sufficient auditory perception to review verbal communication from patients and members ofthe health team and to assess health needs of people through the use of monitoring devicessuch as cardiac monitors, stethoscopes, IV infusion pumps, Doptones, fire alarms, etc.

3. Sufficient gross and fine motor coordination to responds promptly and to implement the skills,including the manipulation of equipment, required in meeting health needs.

4. Sufficient communication skills (speech, reading, writing) to interact with individuals and tocommunicate their needs promptly and effectively, as may be necessary in the individual’sinterest.

5. Sufficient intellectual and emotional functions to plan and implement care for individuals.

WEST KENTUCKY COMMUNITY AND TECHNICAL COLLEGE STUDENT SCREENING

Standards and Guidelines for Drug Screening and Criminal Background Checks

As a precondition to assignment or placement with an affiliating clinical agency, West Kentucky Community and Technical College students must meet the screening requirements for all clinical/practicum programs. These requirements include criminal background checks and drug screens. The rationale for these requirements for students participating in clinical and practicum courses is based on the concept of due diligence and competency assessment of all individuals whose assignment brings them in contact with patients/clients, confidential personal and medical information, or clinical affiliation employees. Competency extends beyond technical skills to an individual’s criminal and substance abuse history. This approach ensures uniform compliance with Joint Commission standards pertaining to human resource management.

West Kentucky Community and Technical College conducts the screening requirement through the approved vendor, CastleBranch. All drug screen tests and background checks will be conducted after admission to the clinical program or enrolled in the course and students are will be provided with specific instructions for obtaining the screenings.

All students will be notified of screening requirements prior to enrollment in a course/program. This will give the student prior notice and an opportunity to decline program participation before investing their time and money in the classes.

Student Responsibilities 1. Initiate the process and pay the vendor directly for the screening.2. Complete a FERPA (Family Educational Rights and Privacy Act) release and any other required

documentation to permit the Vendor, the college, and the Affiliated Agency to sharebackground and/or drug screening results with one another.

3. Failure or refusal to submit to the background and/or drug screening or evidence ofmanipulation of falsification related to either screening shall disqualify the student from clinicalplacement and make him/her subject to disciplinary action, including but not limited toimmediate dismissal from the course and expulsion from the college, without right to refund orwithdrawal.

“FOR CAUSE” SCREENING REQUIREMENT Affiliated Agencies or Clinical Instructors may require additional screening based on criminal activity or student behavior during the clinical placement. As a condition of enrollment or continued enrollment, students must comply with such reasonable request and pass those screenings. Testing must be completed on the same clinical day as the suspected drug or alcohol use/abuse was identified. Failure to comply will result in the student’s immediate expulsion from the program.

A clinical affiliate reserves the right to remove a student from the facility for suspicion of substance use or abuse (including alcohol). The clinical affiliate will immediately notify the instructor/college to facilitate immediate removal of the student.

DISPUTE OF RESULTS As the screening is a requirement of a clinical agency, review criteria and decision for clinical attendance ultimately rests with the clinical agency. Therefore, appeals are to be reviewed by the clinical agency. The program coordinator will provide contact information to the student should an appeal be requested. During the dispute process:

1. Students may not participate in the clinical experience while disputing the results.2. Students who qualify for clinical placement after successfully disputing the background or drug

screening results shall be provided an opportunity to make up clinical hours missed during thedispute period, or permitted to withdraw if making up missed time is not feasible.

3. Student who do not achieve successful background drug screening results shall be permitted towithdraw from the course in accordance with WKCTC’s withdrawal policies and procedures.

PROCEDURES A. Drug Screening

Students must complete drug screening requirements through CastleBranch. The vendor willperform the screening in accordance with industry standards and provide the results to thestudent and the designated program/course coordinator. An individual with a positive drugscreen may be denied enrollment and participation in clinical or practicum rotation.

Students must obtain and pass a drug screening each year for the duration of their enrollment in the program. Students who leave the program for any reason must obtain and pass a new drug screening before readmission to a clinical placement. The student is responsible for any costs related to this review or additional testing.

Students may not choose an Affiliated Agency for clinical placement based on whether or not the agency requires a drug screening.

B. Criminal Background CheckCriminal background checks should review a person’s criminal history. The check will includeSocial Security number and identity verification, criminal search national and county includingmaiden and alias names, Violent Sexual Offender and Predator search, Office of InspectorGeneral (OIG) List of Excluded Individuals/Entities, General Services Administration (GSA) List ofParties Excluded from Federal Programs, and US Treasury Office of Foreign Assets Control(OFAC), List of Specially Designated Nationals (SDN).

Eligibility for clinical placement will be determined by following the established guidelines for the clinical affiliate and are reviewed on a case by case basis. Factors for consideration include, but not limited to, type of conviction, date of conviction, and number of offenses.

Current guidelines may exclude students with a history of felony convictions. Additional misdemeanor convictions that may restrict clinical attendance include, but are not limited to, exploitation of an adult, assault, battery abuse, neglect, child endangerment, theft, robbery, and habitual convictions involving alcohol and drugs. Not all convictions apply to all programs. Please see your program coordinator for specific convictions that will restrict your clinical placement.

Students may not choose an Affiliated Agency for clinical placement based on whether or not the agency requires a criminal background check.

RESULTS REVIEW Students will have access to all results of the screenings on the Vendor’s secure website and summary results will be available to the program coordinator and/or designee.

The program coordinator or college designee will receive all reports concerning drug screening and criminal background through a password protected database. They may discuss flagged results with the clinical agency prior to placement without identifying the student. The clinical agency may request to review the specific screening flag and will make the final determination on whether a student qualified for clinical experiences at its facilities. If participation in a clinical experience is a required part of the program, students declined clinical access by a clinical agency due to unacceptable results shall be allowed to withdraw from the program.

Because clinical agencies are required by accreditation bodies to produce evidence of compliance, students are required to give written consent for the dissemination of their screening information to the requesting clinical affiliate upon enrollment in the course/program.

201 KAR 20:070. Licensure by examination.

RELATES TO: KRS 194A.540, 314.041, 314.051(3), (6), 314.103, 314.109, 314.470 STATUTORY AUTHORITY: KRS 314.041(2), 314.051(3), 314.103,

314.131(1) NECESSITY, FUNCTION, AND CONFORMITY: KRS 314.131(1) authorizes the Kentucky Board of Nursing to promulgate administrative

regulations to implement the provisions of KRS 314.011 to 314.991. KRS 314.041(2) requires an applicant for licensure as a registered nurse to pass

an examination prescribed by the board. KRS 314.103 authorizes the board to require a criminal background check investigation of an applicant or

nurse. KRS 314.051(3) requires an applicant for licensure as a licensed practical nurse to pass an examination prescribed by the board. This

administrative regulation establishes the requirements for the licensure of nurses by examination.

Section 1. Eligibility for Licensure by Examination for a Graduate of a Kentucky Program or Other State or Territorial Nursing Program. (1) To be eligible for licensure by examination, an applicant shall:

(a) Submit:1. A properly executed application for licensure, as required by and incorporated by reference in 201 KAR 20:370, Section 1(1);2. The licensure application fee as established in 201 KAR 20:240;3. A completed Federal Bureau of Investigation (FBI) Applicant Fingerprint Card and the fee required by the FBI that is within six (6) months of

the date of the application;4. A report from the Kentucky Administrative Office of the Courts, Courtnet Disposition System that is within six (6) months of the date of the

application;5. A certified or attested copy of the court record of any misdemeanor or felony conviction as required by 201 KAR 20:370, Section 1(3);6. A letter of explanation that addresses each conviction, if applicable;7. A certified copy of any disciplinary action taken on any professional or business license in another jurisdiction with a letter of explanation or a

report if there is any disciplinary action pending on any professional or business license in another jurisdiction; and 8. Evidence of completion of the jurisprudence examination required by KRS 314.041(4) for RN applications or KRS 314.051(4) for LPN

applications;(b) Notify the board as soon as a new address is established after submitting the application;(c) Submit a copy of a marriage certificate, divorce decree, Social Security card, or court order to change the applicant's name, if the applicant'sname is changed after the original application is filed;(d) While taking the examination, abide by and cooperate with security procedures adopted by the board; and(e) Apply to take and pass the National Council Licensure Examination.

(2) An application for licensure shall be valid for a period of one (1) year from the date the application is filed with the board office or until the board receives the results of the examination.(3)(a) Except as provided in paragraph (b) of this subsection, the name of the applicant shall appear on the Certified List of Kentucky Program ofNursing Graduates or the Certified List of Out-of-state Program of Nursing Graduates.(b) If the name does not appear on the list, the applicant shall request that the program submit to the board an official transcript verifying completion of program requirements.(c) The Certified List of Out-of-state Program of Nursing Graduates shall be submitted by the nurse administrator of the out-of-state program ofnursing.(4)(a) The applicant shall complete the three (3) hour continuing education course on domestic violence within three (3) years of licensure asrequired by KRS 194A.540.(b) The applicant shall complete the one and one-half (1.5) contact hour continuing education course on pediatric abusive head trauma within three (3) years of licensure as required by 201 KAR 20:215, Section 5(3).(5) An applicant shall not be licensed until a report is received from the FBI pursuant to the request submitted pursuant to subsection (1)(a)3 ofthis section and any conviction is addressed by the board.(6) A graduate of a school of nursing in Puerto Rico after September 1, 2006, in addition to the other requirements of this section, shall provide evidence of evaluation of the graduate's transcript by the Commission on Graduates of Foreign Nursing Schools or a credential evaluation organization that is a member of the National Association of Credentialing Evaluation Services. The evaluation shall indicate that the school ofnursing is substantially equivalent to a school of nursing in this state.

Section 2. Retaking the Examination. (1) An examination candidate who fails to achieve a passing result may retake the examination after meeting the requirements of Section 1 ofthis administrative regulation.(2) The applicant shall not be eligible to take the examination more often than once every forty-five (45) days.

Section 3. Release of Examination Results. The board shall release examination results to: (1) The candidate;(2) Other state boards of nursing;(3) The National Council of State Boards of Nursing, Inc.;(4) The candidate's program of nursing; and (5) An individual or agency who submits an applicant's or licensee’s written authorization for their release, if applicable.

Section 4. Provisional License. (1) An applicant shall request a provisional license by completing the application for licensure required by Section 1 of this administrativeregulation.

(2)(a) The board shall issue the provisional license to the applicant after Section 1(1)(a) and (3) of this administrative regulation are met, but not until the report is received from the FBI and any conviction is addressed by the board. (b) In the case of a graduate of a foreign nursing school, the board shall issue the provisional license after the requirements of 201 KAR 20:480,Section 1(1) and (4), are met.(3) To qualify as direct supervision pursuant to KRS 314.041(5) and KRS 314.051(6), the nurse responsible for the applicant shall be physicallypresent in the facility and immediately available to the applicant during work hours while the applicant holds a provisional license.(4) The nurse responsible for the applicant shall be currently licensed or privileged to practice pursuant to KRS 314.470 as a nurse in Kentucky.(5) Upon notification to the board that the applicant has failed the NCLEX examination, the provisional license shall be voided.

Section 5. (1) An applicant not from a party state under the Nurse Licensure Compact who is issued a license and who does not have permanent residencyin Kentucky shall be issued a license that indicates on the license that it is only valid in Kentucky.(2) The board may request that an applicant provide evidence of the applicant's state of residence.

Section 6. Incorporation by Reference.
