Scenario

• Protracted conflict• Major offensive may resume in June 2015• Non-state actors may advance in 4 directions (south-

west, west, north-west, north) i.e. Mariupol, Artemivsk, Kramatorsk, Kurahovo, Lysychansk, Severodonetsk, Slovyansk

• 2.5 mln is population estimate for affected people, but agreed that 1.2 mln is most likely (24,000 children U2)

• Plan is for 3 months (immediate response of 2 weeks)s
