Interconnection Ombudspersons

• NYSERDA and DPS have a NYS Interconnection Ombudsperson

• Each utility has created an Interconnection Ombudsperson

• Assist DG customer/developers with complaints, questions, or delays on

a project by project basis.

• Assist DG customer/developers, primarily in solar PV, better understand

the process and timeline for interconnection on the electrical system per

the State’s Standardized Interconnection Requirements (SIR).

• Publish queue information and develop a reporting mechanism

Interconnection Policy Working Group

• Goal: develop consensus-based solutions and recommendations on policy issues

related to the interconnection of DG

• Includes representatives from utilities, DG developers, trade associations, non-

governmental organizations, and customer representatives

• Developed a queue management proposal– Manage the backlog of applications

– Interim cost sharing methodology

• Developed a Monetary Remote Net Metering Grandfathering proposal– Extend in-service deadline for certain projects

Context of Order

• As part of Reforming the Energy Vision (REV), NYS is

transitioning away from net energy metering (NEM)

• NYS’ Public Service Commission (PSC) recently released

an order to start this transition

− Phase One (issued March 9, 2017)

− Phase Two (to come)

Page 24: NY-Sun Overview - Hudson Valley...Company 0-50 50-300 300-1000 1000-2000 2000-5000 Total Projects Total kW ... RGE 70 15 4 38 4 131 89,292 PSEG 662 5 - 1 - 668 7,075 ... • NYSERDA

Net Energy Metering - How to Qualify

• All projects already interconnected or completed as of 3/9/2017 will retain

NEM for the life of the system

− Must have notified utilities of

finished projects by 3/17/2017

• No action is required for already-interconnected projects to keep NEM

Page 25: NY-Sun Overview - Hudson Valley...Company 0-50 50-300 300-1000 1000-2000 2000-5000 Total Projects Total kW ... RGE 70 15 4 38 4 131 89,292 PSEG 662 5 - 1 - 668 7,075 ... • NYSERDA

Phase One Net Energy Metering – How to Qualify

Mass Market

• Projects installed between 3/9/2017 and 1/1/2020

are eligible for Phase One NEM

• Subject to MW allocation, limits specified by order

Commercial

• A non-grandfathered RNM, large-scale, onsite, CDG project (subject to

capacity limits) is eligible Phase One NEM if makes payment of at least

25% of interconnection upgrade costs, or have executed an

interconnection contract (SIR) by July 17th 2017.
