NYISO Tariff Change

•NYISO is pursuing a tariff change for the authority to provide data for NYGATS

•Data is limited to only what is required for NYGATS and NYSERDA Renewable Portfolio Standard (RPS) and the DPS Environmental Disclosure Program (EDP)

•Most data provided is rolled up to monthly level – hourly data is only provided when necessary

QIP and Self Reported Generation • NYGATS Generators can submit generation data and Prior-Period Adjustments for the vintage

year 30 days prior to the Settlement Date associated with the Vintage (i.e. 2016 generation can bloaded 30 days prior to the 2016 Settlement which occurs at 11:59pm June 30th 2017)

• Account Holder Review Period 14 days • Certificates Issue 15 days after data is reported to NYGATS

Reporting Generation and Certificate Creation Emissions When Will Emissions Be Reported? • The DEC and EPA will supply emissions data at the generator level on

an annual basis • Certificates will be created using default emission rates initially, based

on the latest data available from the either DEC or EPA at the time of Certificate creation

• The Account Holder can review the default emissions and elect to change this during the Account Holder Review Period

• Delays in available emissions data will not hinder Certificate Creation • Given the known delay between when generation and emission data

will be available, emissions will be reported after certificate issuance.

Imports and Exports Process for Bundled Generation and Attributes • Unit-Specific Import energy claims to be made, the energy must first be

scheduled and delivered into the New York Control Area through energy transactions placed in the NYISO

prevailing time on June 30th of each year. • All Unsettled Certificates from the previous vintage year will either be settled into the appropriate

LSE Environmental Disclosure Label or be converted to Residual Mix

Settlement and Creation of Labels Assignment of NYSERDA Renewable Attributes • The DPS Program Administrator will report the percentage of load served by LSEs that contribute

to New York's Renewables Fund • The Load Share is used to allocate the average Attributes of Certificates procured by NYSERDA to

each LSE that contributes to New York's Renewables Fund.

Settlement and Creation of Labels Environmental Disclosure Label Following the end of the Settlement period, the NYGATS Administrator will create an Environmental Disclosure Label for each LSE. The Disclosure Label can be printed and exported and will be available via an LSE General Account Holder’s Account Holder reports
