How the New Tax Code is Impacting Financial Aid - Most of the changes to the tax code enacted in December 2017 were implemented in the 2018 tax year. Financial aid officers will begin to see these changes as they review income-adjustment based professional judgments. This session will take a look at the changes that will most impact financial aid eligible families and any guidance the Department of Education has issued related to these changes. Topics covered will include the new Form 1040, the elimination of Forms 1040A and 1040EZ and its impact on a student's eligibility for the simplified EFC or Auto Zero EFC formula, and how changes in the tax code may change students' EFCs, ability to finance their education, and meet their financial obligations to their schools.

The Personalities and Politics that Impact New York State Student Aid Funding Salon D

The Commission on Independent Colleges and Universities represents 100+ private, not-for-profit colleges and universities and has spent more than half a century advocating for student aid programs. Two CICU staffers, Director of Communications Emily Morgese and Assistant Director of Government Affairs Tom Schnurr, will dive into the issues that are most important in today’s financial aid landscape and share their perspectives on the personalities and politics that impact state student aid funding. In particular, they will cover how new policies come about (including the Excelsior Scholarship and Enhanced Tuition Award), why others are perennially targeted for budget cuts (like Opportunity Programs), and while still others seem to fly under the radar (TAP). Their presentation will provide insight on how the new Democrat-led Legislature has changed the dynamic in Albany and point to lessons from the recently-completed 2019-20 State Budget process and offer tips for effective advocacy.

Results found in the Student Satisfaction Surveys of New Students, indicate that BMCC is in need of new service standards. The Offices of Admissions, Registrar, Financial Aid and Testing have joined together to provide more streamlined service to our students, in an effort to decrease the amount of visits to campus, time spent in lines, and consistency of information provided to students. The following presentation will show how BMCC, with total enrollment over 25,000, is in the midst of transitioning from a traditional model of service to a 3 tier system of one enrollment center; the One Stop. Exercising Professional Judgement: Ramp Up Your PJ Fitness! Salon B

In this session, we will explore statutory allowances pertaining to a school's ability to exercise professional judgment (PJ) to assist students seeking federal student aid support. We will explore school PJ policies and what is and is not PJ, documentation requirements, and how PJ interacts with verification. In addition, we will discuss the different kinds of professional judgment including cost of attendance adjustments, EFC data element adjustments, dependency overrides, parent refusal to support, and denying or reducing Direct Loans.

Convened by the National Association of Student Financial Aid Administrators (NASFAA), the Higher Education Committee of 50 set out to develop policy solutions to help surmount obstacles preventing students from enrolling in, paying for, and graduating from college. The Higher Education Committee of 50 was comprised of college presidents, enrollment managers, admissions staff, financial aid and bursar leaders, members of governing boards, students, and other leaders from all sectors of postsecondary institutions. In this session, David will discuss the work of The Higher Education Committee of 50 and share the policy recommendations its members put forth to improve and increase college access, affordability, accountability and transparency.

“Financial Literacy: Where to Begin?” Salon D

As financial literacy is incorporated into work institutions across the country, many are seeking to maximize the impact of their programs with limited resources. This session will consist of ideas on how to initiate a new program as well as how to enhance existing programs. SUNY Oneonta and Marist College will highlight the planning and implementation of a key financial literacy event on each of their campuses tailored to their campus-specific needs as well as discuss scaling other aspects of financial literacy programs from campus to campus.

This session will offer a high level review of Satisfactory Academic Progress (SAP), including an explanation of key concepts such as qualitative assessments, quantitative assessments, and maximum time frames. Financial aid warnings, probation periods, appeals, and academic plans will be addressed in detail. Examples will demonstrate the elements a school is required to include in its SAP policy.

Amended Tax Returns and IRS Request Flag 07 Salon C

The Department of Education and the IRS changed the IRS Data Retrieval Tool in 2018-2019 to allow even people who filed amended tax returns to use it. As a result, schools are having to collect and review more Forms 1040X than ever before. And, they are discovering that the documents the school is required to collect from students selected for verification does not contain all the information they need to complete verification. This session explores the Department's requirements, IRS Form 1040X, the IRS record of account transcript, and presents a way for schools to meet the Department's documentation requirements and verification/conflicting information requirements at the same time.

How to Survive Audits Salon B

To provide Institutions with a brief background to audits and their importance; to explain best practices to follow prior to, during, and after the audit; detail the top most common compliance issues and discuss possible solutions. Annual audits are required by the Department of Education. This process ensures that Institutions remain compliant by not only identifying risks or liabilities, but by assisting Institutions in enhancing their administrative capabilities. It also ensures that students are protected, as well as taxpayer dollars that help fund the T4 programs are being used properly. While much has been discussed about hiring highly intelligent and motivated people using the magic formula of an exceptional staff plus a user-friendly computer system which should equal quality performance and outcomes, this equation is only two-thirds true. Repayment Rates and 5 to 10 year Cohort Default Rates and much more OH MY! Salon C As discussions in Washington continue for schools to have MORE SKIN IN THE GAME, it has become apparent that the 3-year CDR is not the metric of the near future by which colleges will be measured. Instead, the focus has turned to student repayment success in addition to CDRs going into 5, 10, and possibly life of loan periods. Berkeley will share how they created a team who managed their CDR through grace and delinquency outreach. Learn how we started as a homegrown team using homegrown software, and now transitioning to a purchased software (ECMC – will demonstrate) which increased efficiencies 100%.
