Spoils are to be sampled during dredging and dredging is not to be carried out after April 1, 1984, in accord with Fish and Game stipulations made a part of the Corps of Engineers "Specifications to Prc>jec!: Contractor for Dredging at Pert Hueneme Harbor" .

for a dredging permit to dredge 300,000 cubic yards of material of which aoproximately 100,000 cubic yards will be from State-o~ned lands waterward o~ the mean high tide line in Port !ueneme Harbor Entrance Channel. A hydraulic dredge will remove the material and transport it by pipeline to the disposal si.tes.
2. An environmental assessment was conducted for this project by the Commission's staff pursuant to the requirements of the California Environmental Quality Act. Based upon such assessment, the scaff has prepared and circulated a "Proposed Negative Declaration" identified as ND 353; State Clearinghouse No. 83110913. Concerns raised by the Department of Fish and Game during the public review period have been incorporated into
