Like a phoenix, Oak Bays most fragrant garden is coming up roses again.

The rose garden had reached its age a bit. The roses werent as prolific anymore, said municipal gardener Helen Strohschein. Since the gardens been built, weve come across issues with drainage.

Faced with age, soil-borne disease and improper drainage, the rose garden adjacent to Windsor Park just wasnt thriving.

Several tonnes of new soil and new plants later, they expect to have the garden restored even beyond its former glory.

Its something that weve discussed over quite a few years. The roses have been replaced, some have been there longer periods of time, said Strohschein. Its a heritage site so a top-priority garden. We decided to take an opportunity Lets just rethink the whole garden.

As a longtime employee working in the area, shes seen the patronage, so when given the opportunity to redesign, she thought about the people shed seen using the space.

My biggest focus was, being there over multiple years, its a place that people seem to walk into but they leave very quickly. I wanted to create more of a green space within the garden, Strohschein said. I wanted to create spaces people could come in and spread a blanket and sit and

eat and not feel like they had to get up and go.

Parks expects the complete redesign to finish this week, featuring new bed locations, soil irrigation and 187 new roses all in a new layout.

Weve dialled down the beds, there will be half the beds there were prior, said Strohschein. Were

trying to keep the same amount (of roses).

Beds will feature tree roses, and the only original remaining rose will return, a Ruth Alexander climbing rose.

They expect loads of blooms by June.

There is a plan for a pair of sunken boats off Beach Drive.

They will stay, settled and soaked adjacent to the Oak Bay Marina, on their registered buoy for 90 days in case the registered owner returns.

Transport Canada typically wants a 90-day waiting period before theyll destroy them or hand them over to someone else, said Tim Johnston, owner of C-Tow Victoria.

The bulk of his companys work is towing boats in distress, much like a tow truck for the ocean when someone runs out of fuel or suffers other debilitating fates. On top of that they do salvage work, often for insurance companies, in this case for Transport Canada as the vessels are not insured.

The two boats are moored to an official registered buoy, but the owner hasnt been seen in a very long time. Locals say he became too ill to live aboard his boat any longer.

When the boats sank in tandem last month, C-Tow offered some options which included towing and storage at Oak Bay Marina, or in Sooke or Sidney for a certain period of time. The companys currently been tasked to leave them as is for the 90-day holding period. Then theyll refloat the boats and revisit the option of towing to land, such as at Cattle Point, for destruction or to a marina for salvage.

Theres at least a plan in place, Johnston said. In this case Transport Canada is sort of taking responsibility for it in a way it falls within their jurisdiction.

Refloating boats and pulling them off beaches is his business, but as an Oak Bay resident with extended family in the community, Johnston also feels a more moral obligation.

A few things I think are solutions is mandatory insurance on all boats, he said.Then there comes a point where insurance isnt going to insure boats because theyre too much of a liability if a boats so far gone it cant be insured the owner has to be responsible.

He said in a perfect world there would be more enforcement of registration in populated areas.

There should be a paper trail and [you should] be able to find the owner, Johnston said.

Finding inspiration at the wheel


As Sandi Madsen spins a chunk of clay into a work of art, she thinks about who might purchase the bowl, mug or other creation.

The Oak Bay woman envisions a brides face as she opens her gift. Or with, say a commission piece for an older male, she worries over the weight of the mug, where the handle might hit the fingers.

Madsen is both a perfectionist and an artist, a combination that bodes well for customers of her pottery and jewelry.

People inspire me. Im inspired to make people happy, she says.

Its why she spent nearly two years learning the silver craft before offering her jewelry for sale in a Duncan shop.

I want it to be good, she says. Im a bit of a perfectionist.

With her pottery, a work takes six weeks, start to finish. The process includes forming, a series of drying times and a couple of firings in a kiln to create dishwasher safe and functional pieces.

Clay does its own thing, it has its own life, Madsen says. Its messy,

its dirty, being a ceramic artist you really need a designated space.

It also involves some trust that her self-made glazes turn out. For example, a blue glaze appears red as it goes on. Personalized glazes are worth the extra effort, she says, seen as a signature for ceramic artists.

I know whats in it. I want to know its safe, that theres quality ingredients, she says.

The colours are important. I have a couple of glazes that people know are mine.

Art has always played a significant role in her life, starting with playing guitar and writing music at an early

age. She shifted into a fabric art phase and three-dimensional art and then discovered pottery.

Ive always been creative in my spare time thats what I did, she says.

Volunteering has also been a key ingredient. These days the Oak Bay woman spends much time promoting arts and artists in Greater Victoria.

I get involved in things I think are important to society and the

world, she says. In Victoria theres a lot of arts and artists but they need support. You need to support art and artists if you want to have arts.

Part of that support includes participating in promotion of their studios, such as the upcoming Oak Bay Artists Studio Tour hosted by Recreation Oak Bay April 18 and 19. Its coming on 10 years for Madsen, who joined the tour when she moved to the community from Vancouver.

The two-day special event is free to the public. Brochures with artist descriptions and a tour map are available at the Oak Bay Recreation centres, municipal hall and the Oak Bay library as well as at local businesses on Estevan and Oak Bay avenues and through participating artists.

Re: Helmet prevents serious injury, Police News in Brief, March 20. This headline should more accurately be entitled Careless motorists injure cyclists in two separate incidents.

In both cases, the motorists appear to have contravened the Motor Vehicle Act.

In the first item, a cyclist was hospitalized after being doored by a parked vehicle. Section 203(1) of the Motor Vehicle Act contains a prohibition against opening a vehicle door into moving traffic unless it is safe to do so. As the vehicle had just parked, it appears the motorist was in clear violation of this law.

In the second item, a cyclist suffered injuries after a vehicle turned right into his/her path. Again the motorist has committed a violation. DriveSmart points out that the Motor Vehicle Act specifies the driver must remain in the right-most vehicle lane prior to turning and yield to any bike traffic before turning right and crossing over the bike lane.

The language used in the Oak Bay News also minimized the impact on the cyclists, describing in the first instance the cyclists elbow caught the edge of the door, and in the second instance the cyclist struck the rear passenger corner of the car.

Whydidnt theOak Bay Police charge the motorists in each case? And why the endless trivialization of these serious offences resulting in injuries to cyclists? Lets hope at least the cyclists will recognize theirrightsand pursue other legal remedies.

Driver choices at faultI found your coverage of injuries

to two people who ride bikes to be regressive.

Note I did not mention accidents, because whether it is due to the consequence of road design choices, or driver choices, injuries to people who ride bikes are seldom accidental.

In the first, a person who drives broke the law when they illegally opened their door in an unsafe manner. And yet you focused on the fact the cyclists Helmet prevents serious injury instead of the criminal behaviour.

Furthermore, several studies have shown mandatory helmet laws make health outcomes worse for the general population, so you are doing your readers a disservice with that focus.

In the second, you said Cyclist hits car. A more accurate headline would be Driver breaks law, illegally and unsafely cuts off person on bicycle, sending them to hospital. Hopefully a follow-up story would be Driver charged with attempted manslaughter.

Taxpayers on the hookWhat a shock to see the Oak Bay

taxpayers are on the hook for close to $23,000 per culled deer.

Obviously that includes CRD funds, but even at $1,500 per deer it is far from what mayor and council proposed when they first announced their intentions to cull 25 deer.

Last autumn when councillor candidates were knocking on my door they said it would cost $500 per deer for 25 ($12,500) on a one-time cull. Seems like they were told what to say. Now the mayor is talking about future culls but will he tell us this time how much we will be paying?

I think mayor and council should explain to the residents why these costs skyrocketed. A lot of the money spent could go to much better use. We deserve an answer.

Firefighters come to projects rescue

There is a perception of firefighters known the world over as the people a community can depend on in a time of need.

That perception is certainly no different in Oak Bay. But its not just rushing into burning buildings and rescuing kittens from a tree where firefighters are making a difference in the community. The Oak Bay Firefighters Charitable Foundation has staged a gala dinner to raise funds for needed projects in the community. The inaugural gala in June 2013 raised $30,000 to purchase a new bus for Oak Bay High.

This years gala will go towards work on a project to replace play equipment destroyed by a falling branch at Monterey middle school. But this will be no ordinary playground. The schools parent advisory committee has got behind the idea of establishing an outdoor classroom at the school, a project that is likely to take several years to become a reality. But its a project thats certainly worth waiting for.

Monterey is a designated Wild School through a partnership with WildBC that allows for environmental and outdoor programming. The schools overarching goal is connecting kids with outdoors, such as through its current ocean sciences course.

The prospects for the outdoor classroom got a huge boost when the Oak Bay Fire Department threw its support behind the project.

The Monterey PAC is hoping this partnership will help them achieve their goal of raising $50,000 for the project they hope to get off the ground in the coming school year.

Were hoping its not seen as only a Monterey project, but as an Oak Bay project, said PAC chair Doug Tolson.

The more the community gets behind it, beyond the Monterey parents, the more well create something that will be of use to the community.

A gala affair with local firefighters aims to build an amphitheatre in Oak Bay.

Oak Bay Fire Department reinstated its gala to raise funds to replace play equipment destroyed by a falling branch at Monterey middle school.

In fall 2013 a tree branch destroyed playground equipment, sparking a Parent Advisory Committee survey of students and staff.

The survey showed no appetite for an elementary school playground as had existed. Teachers want to take learning outdoors, while students seek a place to socialize.

PAC came up with an amphitheatre.

Its our first step in an outdoor classroom project that will likely take several years, said PAC chair Doug Tolson, calling it a foundational piece.

Its something that I feel fits with the vision of what Monterey wants to do.

Monterey holds an overarching goal of connecting kids with outdoors. Its a designated Wild School through

a partnership with WildBC that allows for environmental and outdoor programming. For example, the school currently offers a pilot ocean sciences course.

This is one more thing that will complement that, said Monterey principal Ken Andrews. Whether its just a regular class, but youre outside, it could also be an outdoor concert.

With an idea, and some preliminary plans, it was time to start fundraising.

It was serendipity that we got involved with the firefighters foundation, said Tolson. Sometimes you get ideas as a PAC which youre pushing a stone uphill. Immediately the teachers and students and parents thought this was great and got behind it.

Were just trying to show that were there for the community and were open to partnerships, said Greg Swan, president of Oak Bay Fire Charitable.

goal of building next school year. They hope to raise roughly $50,000 for the project.

As many as 15 per cent of B.C. seniors

in residential care could have more independence with assisted living or community care

support, B.C.s seniors advocate says.

Seniors Advocate Isobel Mackenzie also compared statistics

for B.C. seniors in home and residential care with those in Alberta and Ontario, finding B.C. patients are prescribed more anti-psychotic drugs and receive less physiotherapy and recreation therapy than other provinces.

Mackenzie said the potential overuse of residential care is troubling on a couple of fronts with the shortage of residential care beds for high-needs seniors.

Most seniors would prefer to live independently than in residential care and so we want to ensure all supports and alternative living arrangements are exhausted before we move someone to residential care, Mackenzie said. If we are filling even five per cent of these scarce beds with folks who could live independently, that is 1,500 beds that could open up province-wide.

Health Minister

Terry Lake said the ministry is aware of the problems highlighted by the report, and is putting more resources toward home care and community health services, with spending up $1.2 billion to $2.8 billion since 2001.

Lake said B.C. has two programs underway to deal with overprescription of medications in care facilities. One is a training program for staff to more accurately determine psychiatric signs, and the other is working with doctors and pharmacists to find behavioural alternatives to anti-psychotic drugs.

Mackenzies review is based on assessment surveys given to B.C.s 25,000 seniors in residential care and 29,000 home care clients. It found that a third of residential care patients are being prescribed antipsychotic medication, but only four per cent have been diagnosed with a psychiatric disorder.

skates was stolen from an insecure vehicle parked in the 2500 block of Estevan Avenue on March 30.

That same day a vehicle parked in the 3500 block of Cardiff Place was vandalized. The rear drivers side window was smashed out but nothing was removed.

On April 1, an unlocked vehicle was entered in the 1200 block of Hampshire Street. The contents of the vehicle were rifled through and several items of value were removed.

No utility room theftSomeone broke into a utility room in the 1100

block of Goodwin Street March 31. However, nothing was stolen.

proved fruitful for a thief April 4. A cellphone and wallet were taken. Police have no suspects.

A day of roadside suspensionsOak Bay police handed out roadside

suspensions April 5. A vehicle was observed speeding in the 1700 block of Beach Drive. The vehicle was stopped and the driver was found to have consumed liquor in excess of the legal limit and was subsequently served with a 24-hour roadside suspension.

Later that day, in the 3400 block of Cadboro Bay Road a vehicle tried to avoid the police check stop by pulling into a nearby driveway. Police investigation revealed the driver had consumed liquor. He was served a 24-hour roadside driving prohibition and had his vehicle towed. Also during this road block another vehicle was stopped and the driver admitted to consuming a couple of beers. The driver provided two breath samples that led to him receiving a three-day immediate roadside prohibition.

Yacht race sets course for June

The first-ever GIN regatta will fire up during this years 10th Van Isle 360 International Yacht Race.

Vancouver Islands marathon yachting race will mark its 10th edition with a record number of competitors and the inaugu-ral Gulf Islands Nanaimo (GIN) Regatta, set to sail this June.

Van Isle 360 happens once every two years and has become the race to sail in on the west coast of North America, says Jef-frey Motley, wholl see boats as far as California and New Mex-ico at this years event, including one once owned by Americans Cup competitor Dennis Conner.

The race got its start in 1999 with the Ambassadors Edition, with 14 yachts looping the Island. Between June 6 to 20, there will be a record 52 boats and around 500 sailors participating in the 10-leg contest which starts and ends in Nanaimo.

Racers will make stops on the Island along the way span-ning French Creek to Port Hardy, Ucluelet and Victoria.

The race is just one of those amazing events that its on the bucket list of everybody, said Motley, who attributes the suc-cess to host communities and volunteers.

The event kicks off in Nanaimo with an anticipated 1,000 people and a Salvation Army pancake breakfast at the M.E. Mills Land-ing pier. The public can see the racers off and follow their jour-ney on Van Isle 360s online race tracker (goo.gl/HnMZ9D).

Its an exceptionally challeng-ing competition, says Motley, who sees it test the preparation of boats and crew communica-tions and relations. Racers go from 7 a.m. to 7 p.m. day after day.

Its a real marathon of com-petition, he said, adding sail-ors also face currents along the inside passage and its not uncommon to have gale-force winds on the outside.

New to the event this year is the participation of the Royal Victoria Yacht Club, which will

host sailors and launch the regatta for the first time this year.

More than 200 sailors are expected to make the dash from Victoria to Nanaimo in the inau-gural GIN Regatta June 19 to 20.

Motley said the international race limits participants and it can be hard for some skippers to get a hall pass this new event allows them to finish with the fleet.

GIN will happen every year, alternating as part of Van Isle 360 and a standalone race.

Palm Court Light Orchestra is paring down slightly to play the a modern palm court repertoire at the University of Victoria.

Around the World in 80 Days will entice symphony goers, movie buffs and aficionados of British light music alike at UVic Centre on Saturday.

Were playing light music from the movies, particularly the post-war period, said Charles Job, founder and conductor.

Its one of the places that classical music continued after the days of Tchaikovsky, through film. Were going back to the 1950s and 60s when there were a number of romantic miniature piano concertos written for the movies.

of the Glass Mountain along with a selection of composers that includes Aram Katcharurian, Leroy Anderson, Eric Coates, Robert Farnon and

Hes famous as a ragtime pianist and also plays what I would call cocktail lounge piano [where] you play tunes in a beautiful way and people sit and sip their cocktails. You dont see that much these days, Job said. Hes this time going to be playing something far more classical in nature, but well have to put a little ragtime in or people will be disappointed.

Orchestra goes round the world with movie music

Artist Diana Durrands series of gorgeous, hand-coloured portraits, felt sculptures and interactive displays including a soundscape counters our notions of a bird that has been characterized as stupid and fearful.

Her 16 chicken portraits are part of Gallus Domesticus: We are the keepers that will be on display at Gage Gallery until April 18.

At first take the portrayal of these birds as noble seems overdone; its only as viewers become participants that the underlying theme of the show comes into high relief Durrand sets us up for a glaring contradiction by first eulogizing chickens, then revealing in terse script the ways we abuse them.

The grim facts are contained in black, plastic eggs packaged and displayed by the dozen for participants at the show to pop open. There are golden eggs, too, which contain wondrous bits of information about Gallus Domesticus, but its the grim litany revealed in the black eggs that Durrand hopes will compel readers.

What Canadians auto see as show season gets underwayIn the full-size pickup truck space, the domestic manufacturers have a lock on sales, dominating the import manufacturers. In the mid-size market, the opposite is true, with the Toyota Tacoma the clear leader, outselling the competition two-to-one. Domestic manufacturers have abandoned the small and mid-sized truck space in recent years leaving Toyota, Nissan and Honda to fill the void. Now, General Motors is back with two great new products, the GMC Canyon and this Chevrolet Colorado. This new truck has already won the Motor Trend Truck of the Year award and for good reason.

LooksMid-size trucks make sense for people who only occasionally need a truck or work in an urban setting with limited space. Many buyers dont use a truck for work at all, but use their capabilities at the weekend, towing a trailer, or loading the bed with dirt bikes, ATVs or snow machines; the classic weekend warrior. The Colorado is sold with an extended cab or crew cab. The extended cab is only available with 188cm (6.2ft) bed and the four-door crew cab is sold with the same bed or the shorter 158cm (5.2ft) bed.

Chevrolet claims that the longer bed, with the tailgate lowered, can hold items up to 243cm (8ft). The beauty of the new tailgate is that it is lockable and has a soft open feature, preventing it from slamming down. The Colorado sells in three trim levels, from the base model to the LT and top Z71 off-road ready model seen here. The Z71 gets carbon coloured trim instead of chrome and is fitted with 17-inch alloy wheels and all-terrain tires. InsideIts a quiet truck and that is achieved thanks to triple door seals, acoustic wheel liners and engine sound insulation. It all comes together to make a very comfortable cabin. The dash is bit more utility driven over the opulent cabin in the larger truck but there is plenty of seating for four adults or five in a pinch. The base radio readout is 10.6cm but the middle LT and Z71 get a bigger 20cm screen.

Navigation is only available on the LT and Z71 trucks. DriveUnder the hood is either a 2.5L 4-cylinder with 200hp or a 3.6L V6 with 305hp. The V6 will most likely be the volume seller due to the 3,175kg (7,000lbs) towing capacity. This Colorado is certainly comfortable enough as a daily commuter and it

wouldnt fatigue the driver after a long highway run. There is still a diesel engine to come: a 2.8L turbo 4-cylinder Duramax engine, producing 369lb-ft of torque.

VerdictIts good news that GM has ramped up the competition in the mid-size truck space; nothing produces better results than competition. The V6 engine is powerful enough to get the job done be it on the work site of weekend adventures.
