OAKS LANDING RECREATIONAL ASSOCIATION BOARD MEETING MINUTES

August 26, 2019

President Chuck Schwarz did not attend this meeting Frank Roberts, Vice President, called meeting to order, promptly at 6:30 Tina Lewis gave Managers report. Only 5 residents still de-linquent on their assessments. Discussed teenagers hanging out in clubhouse after school. Possibly, showing ID's entering clubhouse Don Eatherton gave his financial report. Discussed, enclosing with fence, the adult swimming pool. A change in pool management company, that also provides lifeguards, was also discussed. The great turnout for the meeting is appreciated and names were collected to form a sub-committee of residents interested in the operation of the pool next year. We are fortunate to have several residents who have experience with lifeguarding. The performance of the man-agement company and the lifeguards this year was discussed and this led to residents asking about options for next year, including hiring our own lifeguards. The board will look into the impact this will have on liability for OLRA and other issues. We thank all who attended and hope to see you at future meetings.

Frank Roberts adjourned August meeting at 8:00.

OAKS LANDING RECREATIONAL ASSOCIATION BOARD MEETING MINUTES

August 26, 2019 Pools:

Re-visit putting a fence around the adult pool. The benefit of doing this primarily is a HUGE cost savings on a yearly basis. The cost to install is about $4200., but we would save over $7600.00 every year by eliminating 1 lifeguard. Plus reducing the number of problems that we are continuing to have with the hired lifeguards. He is asking that everyone reconsider their view points on the idea

August 12 started school hours. The adult pool does not open until 4pm Monday – Friday. Other 2 pool hours remain the same. Although, pools are very quiet during the day.

Motorized Bicycles, Scooters, and Mini-Motorcycles Re-

quire Legal Operation The Missouri State Highway Patrol would like to remind parents it is illegal to operate motorized

bicycles on public streets and highways unless the operator has a driver's license. This applies to the newly popular mini-motorcycles also. A motorized bicycle is defined as any two-wheeled or three-wheeled device having an automatic transmission and a motor with cylinder capacity of not more than 50 cubic centimeters, which produces less than three gross brake horsepower, and is capable of propelling the device at a maximum speed of not more than 30 mph on level ground. Missouri law states that motorized bicycles, commonly referred to as scooters, can be operated on public streets and highways if the driver holds a valid license. If your child can't legally drive a car, he can't drive a motorized bicycle on the road.

The motorized scooter is being marketed as a toy, and sold to the youth of our communities. An-

ytime one of these devices is operated on a Missouri roadway (city street, county road, or state highway), they must abide by the same laws governing a motor vehicle (i.e.: stopping at posted STOP signs, driving on the right-side of the roadway, yielding to approaching traffic when turning left, and not exceeding the posted speed limit). This makes the case that the motorized scooter and mini-motorcycle truly is not a toy.

Allowing a young person to travel via motorized bicycle or mini-motorcycle may seem conven-

ient to some parents. Or, perhaps parents see it as something "fun" for their child to own. Law en-forcement officers who respond to traffic crashes involving these "vehicles" have a different view-point. These types of vehicles are hard to see and offer no crash protection. Law enforcement takes the safety of the motoring public very seriously. Drivers of mini-motorcycles and motorized bicycles are encouraged to wear an approved helmet.

Motorized bicycles and mini-motorcycles that have a motor with a cylinder capacity of more than

50cc and/or the ability to travel faster than 30 mph on level ground are--by law--defined as motor-cycles. As such, these types of vehicles must abide by all of the state laws pertaining to motorcy-cles. Parents: Allowing your child or ward under age 16 to operate a motorized bicycle or mini-motorcycle on a roadway is prohibited by law. Help keep your children safe, obey the law.

“What Do All of These Acronyms Stand For?”

ROHA, NLHA, OLRA: What You Need to Know

1. So, what do the acronyms stand for? ROHA — Remington Oaks Homeowners Association NLHA — Newport Landing Homeowners Association OLRA — Oaks Landing Recreational Association

2. What does each association actually do?

ROHA governs the Remington Oaks and Chestnut Pointe neighborhoods (AKA the “tree-themed” streets), and

NLHA governs the Newport Landing neighborhood (mostly “sea-themed” streets on the other side of

Hawkins). Homeowners belong to ONE of the two organizations based on their address. OLRA governs the

Clubhouse, swimming pools and tennis courts.

3. Can you give me a refresher on the annual assessments?

Each resident receives two assessments each year: one from either ROHA or NLHA, and one from OLRA. The

ROHA and NLHA assessments are distributed in late December and are due Feb. 1 each year. The OLRA

assessments are distributed in late January and are due March 1 each year.

4. What, exactly, do the fees cover?

ROHA fees cover common ground maintenance (including Lake Remington), main entrances maintenance,

insurance and streetlights for the Remington Oaks and Chestnut Pointe neighborhoods. NLHA fees cover

trash pickup, common ground maintenance (including the Newport Landing pond), main entrances

maintenance, insurance and streetlights for the Newport Landing neighborhoods. OLRA fees cover Clubhouse

maintenance, insurance, swimming pools, tennis courts, fitness rooms, and Clubhouse-sponsored neighborhood

activities.

5. I don’t ever use the Clubhouse facilities. Do I still have to pay the OLRA fee?

Yes. Per the governing indentures, all households are required to pay both the appropriate Homeowners

Association fee and the Recreational Association assessments.

6. When do I get my 2019 ID stickers and pool guest pass?

ID stickers and guest passes will be made available in April to residents who are current on their paid

assessments. Residents must be up-to-date on assessments for both their Homeowners Association and the

Recreational Association to receive ID stickers and guest pass.

7. I still have questions. Who do I contact?

The back page of the Recreational Association Newsletter features contact information for each homeowners

association. OLRA contact information and monthly meeting minutes are also included in the newsletter. All

residents are encouraged to attend both the Recreational Association and their respective Homeowners

Association meetings in order to stay informed.
