BACKGROUND OF VICTIM

(JOHN M. NAGEL)

Victim states that he was born in New York City, was educated in the United States, resided in Mexico for more than 18 years, that he is a United States Citizen and a legitimate businessman.1

Victim states that he started two businesses in Mexico, Conexionejecutiva.com and Mexidiom.com,2 a directory of Mexican companies and a translation company, respectively, and was previously the Mexico City Correspondent for a major Washington publishing house.

Victim notes that an early investor in www.conexionejecutiva.com was Mr. William J. Solloway, a major global investor, mining executive and president of Toronto-based Klondike Mines Ltd.3

Victim states that he has been photographed with senior government officials, including former Mexican President Ernesto Zedillo and Mr. José Ángel Gurria, current Secretary General of the Organization for Economic Development (OECD).

Victim states that he worked in ambulances of the Mexican Red Cross in 2012, and that he has saved the lives of Mexican people, risking his own life to do so.

While with the Red Cross, he was photographed with Tadateru Konoé, President of the International Federation of Red Cross and Red Crescent Societies, as well as Marcelo Luis Ebrard, former Mayor of Mexico City.4

Victim states that he was also an Emergency Medical Technician (EMT) licensed in 2010 by the Philippine Society of Emergency Medical Technicians (PSEMT), and he worked in ambulances in the Philippines.5

Victim states that he wrote more than 1,500 articles on the economy, regulations on international trade, labor affairs and the environment as Mexico City Correspondent for The Bureau of National Affairs (BNA), a Washington-based publishing house which is now a subsidiary of Bloomberg News.

Victim states that he has reported for and/or has been published in numerous media, including The Journal of Commerce, The Manchester Guardian, The London Independent, The Christian Science Monitor, The Daily Deal, Time Magazine, The Washington Times and El Financiero International, among others.

Victim states that his work has been referenced before the United States Supreme Court6 and the United States International Trade Commission,7 among many other places.

Victim states that he has worked with Kevin Hall, currently Washington Economics correspondent for McClatchy Newspapers, and Daniel Dombey, a correspondent with The Financial Times.

Victim states that he has interviewed or reported on numerous senior U.S., Mexican and other foreign government officials and executives, such as U.S. investor and leveraged buyout specialist Mr. Wilbur Ross of WL Ross & Co.,8 former U.S. Ambassador to Mexico James Jones,9 former U.S. President William Clinton, former U.S. Treasury Secretary Lawrence Summers and many others.

Victim attended the University of Southern California’s Center for International Journalism, where he was awarded a Fellowship in International Journalism, which is how he arrived in Mexico in 1994. While a graduate fellow, he met prominent journalists such as former CBS news anchor Walter Cronkite and the Washington Post’s David Ignatius. While at USC, Victim studied under prominent international relations expert Abraham Lowenthal, among others.10

Victim states that he worked at the Investor’s Business Daily Newspaper in Los Angeles, and was Managing Editor of the Washington Report on the Hemisphere, a highly-regarded

Victim states that he graduated from the University of North Carolina at Chapel Hill, where he earned a B.A. in Latin American studies.

Victim also states that he attended the Lawrenceville School, a U.S. preparatory school also attended by, for example, Geoff Morrell, a longtime White House Correspondent for ABC News, who also served as Deputy Assistant Secretary of Defense for Public Affairs with the U.S. Department of Defense from 2007-2011. Other Lawrenceville alumni include Theodore Boesky and Jonathan Boesky, sons of Ivan Boesky, a prominent former Wall Street trader who was convicted of insider trading in the 1980s.

Victim states that he attended the Browning School in New York City, along with students such as John Zaccaro, Jr., son of Geraldine Ferraro, ex-candidate for Vice President of the United States (the finances of Ferraro’s husband, John Zaccaro, Sr., were a significant issue in Walter Mondale’s 1988 presidential campaign). Victims states that another classmate was Andrew Zuccotti, son of John Zuccotti, the New York real estate developer for whom Zuccotti Park is named, where the Occupy Wall Street protests began. Victim states that his mother at one time had a personal friendship with David Koch, a principal in Koch Industries.

Victim states that he was confirmed at Saint James’ Church in New York City, and that Victim’s religion classes were imparted by Archbishop Desmond Tutu, the Nobel laureate who, at that time, in the early 1980s, was a visiting minister at the Church.

Victim also states that he is a so-called “Mayflower Descendant” - a descendant of original European settlers of the United States in 1620.

SECTION II. FACTS ALLEGED

1. MEMBER STATE OF THE OAS AGAINST WHICH THE COMPLAINT IS SUBMITTED

THE GOVERNMENT OF THE UNITED STATES OF AMERICA

2. THE FACTSProvide, in chronological order, an account of the facts that is as thorough and detailed as possible. In particular, specify the place, the date, and the circumstances in which the alleged violations occurred.

CHORONOLOGY OF HUMAN RIGHTS ABUSES AGAINST VICTIM

1) SUMMARY: September 25, 2012 – January 26, 2014

Electronic Torture Using “Neuroweapons”

Victim alleges that he has been subjected to numerous violations under OAS human rights treaties resulting from electronic torture purportedly inflicted on him by clandestine agencies of the Government of the United States using microwave/ Ultra High Frequency (UHF)/ Very High Frequency (VHF) and/or other similar and related psychotronic weaponry technologies, due to his accidental knowledge of possible organized crime ties of the administration of U.S. President Barack Obama.

Victim alleges that he was incited by the U.S. government’s use of secret WMD psychological torture technology to attempt suicide on 4 occasions in December 2012.

Victim alleges that electronic torture – consisting primarily of so-called “Voice of God” silent communications technology, subvocal recognition and remote neural monitoring - has been inflicted on him from Sept. 25, 2012 until at least the date of filing of this Petition, in four different OAS member States – Mexico, Panama, Costa Rica and Nicaragua. Victim states that the aforementioned technologies are described in depth in points 11 through 20 of this Petition.

Victim notes that the OAS Permanent Council denounced and condemed a complaint including microwave torture made by outsted Honduran President Manuel Zelaya in 2009, and it urged the OAS Human Rights Commission to “follow up on this situation.”12

In addition, Victim highlights the following 2013 statement from the Asian Human Rights Commission on the use of so-called “neuroweapons:”

“The threat is real…(there are) many indications that brain technology for neuroweapons is scientifically possible. Additionally, some say such technologies have been used systematically against select people in various jurisdictions.”13

Victim states that urgent attention to the main issues raised in this Petition is required to prevent the possibility of virtual “mental enslavement” of individuals, sectors of the population, or the global population as a whole.

Victim notes that his torture has taken place in a context in which the President of the European Parliament, Martin Schulz, has said that US secret services are “out of control,” and it is now known that the U.S. has, with the knowledge of the Commander in Chief Barack Obama, has engaged in spying on a massive level, including against allies Italy, France, Germany, Brazil, Spain and Mexico, largely in collusion with Great Britain and Canada.14

Victim notes the statement from former National Security Agency Contractor and whistleblower Edward Snowden, who stated in a 2013 Christmas address:

“A child born today will grow up with no conception of privacy at all. They'll never know what it means to have a private moment to themselves -- an unrecorded, unanalyzed thought.”15

In this context of this documented Owellian surveillance carried out by the Government of the United States, Victim provides the following account of numerous and ongoing human rights abuses committed against him during this period:

2) September 25, 2012

An American Banker

Victim alleges that, on this date, he met an American Banker on the street while buying coffee at a stand nearby his Mexico City residence, located three blocks from the United States Embassy in Mexico City.

Victim alleges that the Banker initiated the conversation, apparently having prior knowledge of the Victim’s identity, and mentioned that he was a political fundraiser for U.S. President Barack Obama.

Victim states that although said banker did not identify himself by name, the Banker told Victim that Victim had been “heavily invested in” by the U.S. government, because Victim “helped to calm violence in Mexico.”

Victim concluded that the Banker was referring to Victim having been a prominent member of his community, due to having been a prominent journalist and innovative businessman in Mexico, as well as being a Mexican Red Cross ambulance worker. Victim also had made in 2012 a successful complaint to local governmental authorities (Delegacion Cuauhtémoc) about organized crime/prostitution activities in his Colonia Juárez, Mexico City neighborhood, despite repeated death threats from organized crime elements. A copy of the aforementioned complaint was delivered to the U.S. Ambassador to Mexico, Anthony Wayne, as well as the Ambassadors of other diplomatic missions in Mexico, including Japan, Korea and the United Kingdom, among others.

The American Banker did not elaborate further, but set an appointment to meet with Victim at 10:00 am, September 26, 2012, at the Lobby Bar of the Sheraton Maria Isabel Hotel in Mexico City (adjacent to the United States Embassy in Mexico City), to discuss a major financial transaction concerning Victim’s www.conexionejecutiva.com Internet business, telling the Victim to prepare a “deal memo” for sale of said business.

3) SEPTEMBER 26, 2012

Internet Search for the Banker’s Picture

Victim alleges that he attended said meeting at the time and place established with said “deal memo,” but that the American Banker did not attend the meeting.

Victim subsequently (within 15 minutes of original meeting time), while at Starbucks coffee shop in Mexico City -- within the Sheraton Maria Isabel, also adjacent to the U.S. Embassy -- performed an Internet search using the Google Search Engine to search images for “Obama Fundraiser” in an attempt to identify the Banker by locating a photograph of him on the Internet, so as to contact the Banker for the purpose of concluding the financial transaction, which the Banker had suggested would be highly beneficial to the Victim.

Victim alleges that he very briefly searched for photos of the Banker on the Google Search Engine, but was unable to locate him. Victim alleges that the physical description of the Banker

is as follows: very tall, expensive grey suit, about 6’6" – 6’7”, very slender/thin, with slicked back grey hair, gaunt face and a hawk nose, approximately 55-60 years old, American accent.

Silent Sound Communications Begin

Victim alleges that, almost immediately after performing the aforementioned search for said Banker, he began to be subjected to what he later understood to be electronic torture in the form of hearing threatening voices in English which other people could not hear, apparently using well documented “Silent Sound Spread Spectrum (SSSS)”16 or similar secret technology allowing for silent communication directly into the human brain.

Victim states that a detailed description of how Silent Sound Spread Spectrum (SSSS) technology works, using the “Microwave Auditory Effect” (also known as the Microwave Hearing Effect, or the Frey Effect), as well as detailed information about related “psychotronic” technologies is provided in points 11 - 20 of this Petition.17

Victim states that although many weapons experts believe that most U.S. “silent sound” and other psychotronic weapons are highly classified secrets,18 there is at least one U.S. weapons system, developed by the Navy and known as MEDUSA (Mob Excess Deterrent Using Silent Audio), which is unclassified and is known to have “silent sound” communication capability. A description of the MEDUSA weapons system is provided in section 16 of this Petition. Extensive evidence is provided of the existence and of such “silent sound” technologies and their use by the United States, for example in both U.S. wars in Iraq later in this Petition.

Victim alleges that the first such “silent sound” communication he heard, seconds after performing the Internet search for a photograph of the Banker, was a disembodied voice stating: “You’re toast.”19 Victim states that he later understood this voice to be generated using the so-called “silent communications” technology described above, allowing for the remote projection of human voices directly into the human brain using targeted radio frequencies or microwaves.

Victim, being of sound mind, states that he was obviously alarmed by this disembodied voice, which he took to be a threat. Due to the timing and nature of this threat, Victim concluded that it was directly related to the search for the picture of the American Banker (victim asserts that while preparing this Petition, he has extensively searched the Internet for pictures of said Banker, but has been unable to identify him).

Subsequently, Victim continued to hear disembodied voices which continuously threatened the Victim with death, as well as threatening the Victim’s daughter and her mother.

Threatened with Kidnapping at U.S. Embassy

Victim alleges that, also on this date, while still in Starbucks adjacent to the United States Embassy in Mexico City, a middle-aged American male individual approached Victim where he was sitting and, still standing, said, “This isn’t funny. Get ready to have your ears pinned back. We have a holding car.” 20

After making these statements, said individual abruptly left Starbucks, not waiting for a response from Victim. Victim states that he understood these comments to be threats which he understood to suggest that he would be kidnapped, murdered or both.

Victim remained in Starbucks but, concerned about his daughter and her mother due to the threats made to him using what he later understood to be secret “silent communications” technology, attempted to telephone his daughter’s mother to ensure the safety of his family members.

When attempting to call his family via cellular telephone, Victim’s cellular phone signal was suddenly cut off, which, in combination with the aforementioned threats of kidnapping and murder and harm to Victim, contributed to Victim’s anxiety. Victim immediately left Starbucks and approached the front gate of the United States Embassy in Mexico City, 30 meters away, and asked to urgently speak to an Embassy officer. Victim’s cellular telephone remained without service.

Victim asserts that he went to United States Embassy because he felt that Embassy staff might have knowledge of, or be able to assist in, his situation due to the Banker’s statement the preceding day that the U.S. government had “invested heavily” in the Victim due to his “helping to calm the violence in Mexico.”

Victim asserts that large numbers of the staff of the U.S. Embassy in Mexico were aware of Victim’s identity due to his being a frequent customer at Starbucks adjacent to the U.S. Embassy, and due to his being a prominent member of his community, as well as having been a journalist who frequented the Embassy, in addition to being a businessman and having delivered the aforementioned complaint regarding local organized crime activities to Anthony Wayne, the U.S. Ambassador to Mexico, among other diplomatic missions the count.

Subsequently, two men who identified themselves as “Duty Officers” came to talk to Victim, remaining within the Embassy gates, while the Victim remained on the sidewalk of Paseo de la Reforma, the main avenue outside the U.S. Embassy in Mexico.

Victim states that these Duty Officers did not identify themselves by name or exact position in the U.S. Embassy. One Duty Officer was bearded, approximately 30 years old and 5’11”, the other was taller and very thin, approximately 25-30 years old and 6”1”, clean shaven.

Victim explained his situation to these Duty Officers and stated that he felt that he had just been threatened with kidnapping or murder in Starbucks and that his cellular telephone service had

been cut off. Duty Officers assisted in contacting Victim’s family using the cellular phone of one of the Duty Officers. Victim asked his family to meet him at the Embassy.

While waiting for his family members, Victim remained outside of the front gate of the United States Embassy. During this period, Victim overheard the bearded duty officer respond to a remark by the second duty officer, saying, “We’re not going to kidnap an American off the street.” Victim states that Mexican police guarding the Embassy were standing nearby and witnessed this incident.

Victim became alarmed at apparent suggestion that he might be kidnapped by the Embassy officials, concluding that it was possible that the U.S. Embassy, its staff, or the United States Government had been responsible for what he later understood to be Silent Sound Spread Spectrum (SSSS) or similar silent communications technology and the previous kidnapping/murder threat in Starbucks.

Victim concluded that it had been his Internet search for the American Banker’s photograph which had triggered the sudden and unexpected use of electronic weaponry against him, as well the “holding car” remark from the individual in Starbucks, and also the Duty Officers’ conversation regarding kidnapping of Victim.

Victim immediately distanced himself from U.S. Embassy Duty Officers and waited for his family near Mexican police. Victim’s family arrived safely and Victim accompanied family to Victim’s office.

That evening, Victim alleges that he was practically unable to sleep due to constant psychological torture inflicted by American voices using what he later understood to be Silent Sound Spread Spectrum or similar “silent communications” technology, purportedly by psychological operations (PSY-OPS)21 operatives of clandestine agencies of the Government of the United States, which eventually alternately identified themselves to the Victim as being either with the U.S. Central Intelligence Agency (CIA), the National Security Agency (NSA) and U.S. Department of Defense (DOD).

Victim alleges that these voices, transmitted using electronic microwave or similar communications weaponry, constantly insisted that Victim would be killed or kidnapped, as would his daughter and her mother.

4) SEPTEMBER 27, 2012

Was the Banker a Mob Godfather?

On this date, electronic torture of Victim continued in the form of disembodied voices threatening to harm Victim and his family.

Also, Victim was told by attendant at the coffee stand where he had met the Banker two days previously that there was a rumor in Victim’s neighborhood that the Banker was an American “Mob” organized crime leader, or more specifically, “the Godfather.”

Based on this information, Victim deduced a possible motive for the electronic torture which began simultaneous with the Google search of the Banker’s photograph: that, in addition to being an Obama fundraiser, the Banker was possibly involved with organized crime (perhaps being “the Godfather” as the rumor said), which made Victim’s search to identify the Banker a potential political liability for the U.S. government due to the administration’s possible links to organized crime, illegal campaign financing or other offenses.

Victim’s Torturers continued to torment victim psychologically, mainly threatening his personal safety and that of his family, as well as accusing him of having “criminal associations” which the Victim states that he does not have, as well as threatening to have Victim arrested, prosecuted or extradited for offences of which he has no knowledge.

Victim’s Torturers - which range in number from approximately 3 to 5 individuals at any one time, on a 24-hour, 7-day-a-week basis - repeatedly suggested that torture of Victim would cease if Victim cooperated with Torturers. Victim alleges that he made every effort to placate his tormenters in an effort for the torture to cease, but that every time he did so, Torturers would take a new approach and continue torturing him.

Torturers “Protecting the President”

…An Election Connection?

Victim alleges that his electronic Torturers implied that the upcoming 2012 presidential election in the United States was one of the reasons he was being tortured, in order to keep Victim marginalized so that Victim would be unable to publicize his knowledge of possible organized crime ties to the Obama administration, and thus would be unable to negatively influence the 2012 presidential election. Victim states that Torturers suggested that torture would stop after the 2012 elections (which Victim alleges is untrue – Victim alleges that torture has continued on an ongoing basis at least until the date of the filing of this Petition).

Victim states that Torturers told Victim using silent communications technology that their mission was “to protect the President” from any political scandal that could affect his contest with Mitt Romney, the Republican Presidential Candidate in 2012.22

Victim urges an intensive in-depth investigation into possible organized crime ties, illegal campaign financing or other offences committed by the Obama administration.

5) SEPTEMBER 28, 2012

Victim Undergoes Forced “Socialization” as “Secret Agent”

Victim alleges that his electronic torture continued, but with a new guise – on this date, Victim was told using silent communications technology that he was a “secret agent” working for the Government of the United States.

Victim states that Torturers at one point on this date told Victim, “You’re a CIA agent now” and began what Torturers described as a “socialization” process ostensibly to educate Victim as an “agent,” consisting primarily of what Torturers referred to as “Stum Tests,”23 which involved having Victim attempt to empty his mind of thoughts for extended periods of time.

Torturers told Victim that the so-called “Stum Tests” were designed to gauge the Victim’s ability to “empty his mind” so that other “enemy governments” would be unable to probe Victim’s mind using “remote subvocalization recognition,” which is, essentially, a “mind reading” technology which is described in greater detail further in this Petition. Victim states that Torturers told Victim “we see what you see, we hear what you hear.”

Victim states that Torturers, using the aforementioned “silent communications” technology, told Victim that they were his “handlers” and that obedience by Victim to Torturers’ demands would lead to a reduction in further torture or the end of torture, although this was untrue – the torture was constantly intensified despite Victim’s best efforts to placate Torturers.

Victim alleges that Torturers would make Victim sit on his couch in his residence trying not to think for hours on end. Torturers would brutally chastise and threaten Victim and his family every time a stray thought entered his head, making him start a new “Stum Test” every few minutes, suggesting that the torture would end if Victim could pass a “Stum Test.”

Victim states that he was told by Torturers that it would help him to keep “Stum,” or prevent new thoughts from entering his head, if he constantly visualized a “wire mesh that you can’t get through,” or else “a barbed wire fence.”

Victim states that he was told that the purpose of the “Stum Tests” was for the Victim to be an effective “CIA agent.”

Victim alleges that, despite constantly trying to follow Torturers’ instructions and placate his Torturers, he could never pass a “Stum Test” and this form of torture, among others, lasted several weeks.

Victim states that he eventually reached the conclusion that Torturers had no interest in the Victim passing a “Stum Test” – Victim concluded that the so-called “Stum Tests” were designed to control and “hypnotize” Victim into constant submission and obedience to Torturers, which Victim characterizes as being tantamount to “mental enslavement.”

Victim alleges that he was never paid any wages or benefits and was never officially terminated as a CIA “employee” as required under Mexican law after being told in Mexican territory that he was a “CIA agent,” and that it his intent to file a related lawsuit in 2014 before a Mexican Labor Board, 24 alleging the corresponding violations of Mexican labor law by the U.S. Embassy in Mexico due to the United States Government forcibly “employing” the Victim as a “CIA agent” using duress, and then torturing Victim due to his apparent knowledge of the Obama administration’s organized crime ties.

Bob Woodward Discusses Iraq Usage of Secret “Game-Changing” Tech

Victim notes that Reporter Bob Woodward discusses, in an interview with Andrea Mitchell, a new and top secret weapons system used during the “surge” of troops during the U.S. war in Iraq in 2007.

Woodward says that this weapons system is highly secret, silent and lethal, and equates the significance of the development of this weapons system as being tantamount to “The Manhattan Project,” which developed the United States’ nuclear bomb.25

Victim notes that Woodward, in the preceding video on the Surge of troops in Iraq in 2007, states:

“There are newly developed techniques and operations that contributed to the lowering of violence. People I talk to say it’s the prime factor…it’s a big deal. You think about the Manhatten Project in World Word II to devleop the atomic bomb…these tecniques and operations, you are not going to see or hear, but they are lethal and effective… 85-90% of actionable intelligence comes from these new teqniques and operations.”

Victim asserts that only psychotronic weaponry would meet the description of the new and secret weapons system described in the television interview with Woodward above.

“Mind Reading” Using Subvocalization Recognition

Also on this date, Victim states that he discovered that communication with Torturers was “two-way” communication and that Torturers, in addition to projecting voices into his brain using well-documented silent communications technology, could read the Victim’s “subvocalizations,”26 which are defined as our internal dialogue, or thoughts, when we are thinking to ourselves. Subvocalizations are also referred to as “covert speech,” “silent speech,” or “imagined speech.”27

Victim asserts that this subvocal recognition and Remote Neural Monitoring technology uses the minute electrical currents in the human brain via remote scanning technologies (also known as “Functional Neuroimaging”28).

In the aforementioned 60 Minutes segment, Stahl states:

“Neuroscience research into how we think and what we are thinking is advancing at a stunning rate, making it possible for the first time in human history to peer directly into the brain to read out the physical makeup of our thoughts - some would say, to read our minds.”

In addition, Victim states that Torturers were able to perform this virtual “mind reading” of his “internal dialogue” remotely, using radio telescope technology in combination with what is known technically as “subvocalization recognition,” a technology which has been developed, among others, by the U.S. Defense Advanced Research Projects Agency (DARPA), the main military technology research agency of the U.S. government.

According to the Wikipedia entry on covert speech:

“In 2008, the US Defense Advanced Research Projects Agency (DARPA) provided a $4 million grant to the University of California (Irvine), with the intent of providing a foundation for synthetic telepathy. According to DARPA, the project “will allow user-to-user communication on the battlefield without the use of vocalized speech through neural signals analysis. The brain generates word-specific signals prior to sending electrical impulses to the vocal cords. These   imagined speech   signals would be analyzed and translated into distinct words allowing covert person-to-person communication.”29

Wikipedia added:“DARPA's program outline has three major goals:

To attempt to identify EEG patterns unique to individual words

To ensure these patterns are common to different users to avoid extensive device training

To construct a prototype that would decode the signals and transmit them over a limited range

Methods for detection

The process for analyzing subjects' silent speech is composed of recording subjects’   brain waves , and then using a computer to process the data and determine the content of the subjects’ covert speech.

DARPA – NASA - GOOGLE PATENT SUBVOCALIZATION RECOGNITION TECH

In addition, alluding to the preceding DARPA project, a 2013 article, “Artificial Telepathy to Create Pentagon’s Telepathic Soldiers,”30 said:

“known as synthetic telepathy, the technology is based on reading electrical activity in the brain using an electroencephalograph, or EEG. Similar technology is being marketed as a way to control video games by thought. In April last year, a Dailymail report said a team of UC Irvine scientists has been awarded a $4 million grant from the U.S. Army Research Office to study the neuroscientific and signal-processing foundations of synthetic telepathy. “I think that this will eventually become just another way of communicating,” said Mike D’Zmura, from the University of California, Irvine and the lead scientist on the project. “It will take a lot of research, and a lot of time, but there are also a lot of commercial applications, not just military applications,” he said.31

Nearly a decade prior to the aforementioned DARPA research, “subvocalization recognition” technology was also developed by the National Space and Aeronautics Administration (NASA).32 In a 2004 news release, NASA announced “NASA Develops System to Computerize Silent, "Subvocal Speech.”33

This NASA news release adds:

“NASA scientists have begun to computerize human, silent reading using nerve signals in the throat that control speech…."What is analyzed is silent, or subauditory, speech, such as when a person silently reads or talks to himself," said Chuck Jorgensen, a scientist whose team is developing silent, subvocal speech recognition at NASA's Ames Research Center, Moffett Field, Calif. "Biological signals arise when reading or speaking to oneself with or without actual lip or facial movement," Jorgensen explained. "A person using the subvocal system thinks of phrases and talks to himself so quietly, it cannot be heard, but the tongue and vocal chords do receive speech signals from the brain," Jorgensen said.34

In addition, Victim notes that Motorola Mobility, a subsidiary of Google Inc., in 2013 filed a patent application for a “skin tattoo” capable of reading subvocalizations which could allow communication by thought to a mobile phone device using unspoken “voice signals,” or neural signals analysis such as those referenced in the DARPA and NASA information above.35

This Motorola Mobility patent application, No. WO 2013166377 A1, is titled “Coupling an electronic skin tattoo to a mobile communication device.”36

Said patent application describes using “the audio signal from the electronic tattoo to determine if the audio includes either a voiced or unvoiced component and to determine the pitch of a voice, should one be detected…a signal processor comprising circuitry for receiving vocal signals and comparing   to   a   predetermined pattern …”37

Victim notes that, as described in the NASA news statement cited above, “voice signals” can be interpreted to be the minute electrical signals given off by the brain but which are not spoken – as is expressed in the above information on DARPA and NASA.

Victim alleges that aforementioned patent application indicates, in essence, that the thoughts of human beings could be compared to a database of the brain patterns of each person on Earth. Victim states that this database could also contain the transcriptions of the recognized subvocalizations of every person on Earth. Victim notes that aspects of the theory has been advanced by Dr. John Hall, a board-certified anesthesiologist in his 2009 book “A New Breed: Satellite Terrorism in America.” 38

The aforementioned Motorola Mobility patent application is referenced in a January 7, 2014 article on the Extremetech website, titled “Motorola Patents e-Tattoo that can Read Your Thoughts by Listening to Unvocalized Words in Your Throat.”

The aforementioned article states that:

“The tattoo they have in mind is actually one that will be emblazoned over your vocal cords to intercept subtle voice commands — perhaps even subvocal commands, or even the fully internal whisperings that fail to pluck the vocal cords when not given full cerebral approval. One might even conclude that they are not just patenting device communications from a patch of smartskin, but communications from your soul.”39

Victim notes that the senior vice president at Motorola Mobility is Regina E. Dugan, where her charge is to build and lead the Advanced Technology & Projects (ATAP) group.

Victim notes that Dugan specializes in advanced “remote sensing” technology and she formally served as Director of the United States Defense Advanced Research Projects Agency (DARPA) from July 2009 to March 2012.40

Victim notes that DARPA is the main technology research agency of the United States Military, which suggests to Victim that Dugan is intimately familiar with secret and advanced technology developed or implemented by DARPA, including advanced “subvocalization recognition” and other psychotronic technologies. Victim states that additional information on subvocal recognition technology is provided in sections 12 and 17 of this Petition.

6) SEPTEMBER 29 – OCTOBER 31, 2012

ONGOING THREATS TO FAMILY MEMBERS

During this period, Victim was constantly subjected to electronic torture using silent communications technology.

Victim alleges that Torturers for an entire day played digitally synthesized recordings using voices of Victim’s daughter and her mother, with Victim’s daughter being raped and her mother being murdered by gunshot. Victim later was able to confirm safety of family members.

Victim alleges that he was repeatedly threatened with electronic torture, kidnapping and hospitalization of his then 11-year-old daughter and her mother, who continue to reside in Mexico, and agents claiming to be from the CIA, NSA and DOD said that they would electronically torture his family for the rest of their lives, or murder them and make their deaths appear to be suicides.

Victim alleges that there were also constant threats that he and his entire family, including a 1-year-old daughter of the Victim in the Philippines and her mother, as well as associates of the Victim, would be murdered by the CIA or its contractors.

Victim alleges that Torturers repeatedly threatened Victim with being placed on a “Terror List” and that his family members and business would be placed on such a list, which Torturers said would restrict victim’s ability to travel or make it impossible for him to carry out financial transactions.

Torturers repeatedly threatened to damage Victim’s business interests, saying that they would “strangle” him financially. Torturers told Victim that his United States Passport had been revoked, leaving him stateless.

“Stum Tests” to Dominate Victim

Torturers for several weeks conducted the aforementioned “Stum Tests” several times a day, promising that the torture would end if Victim could successfully complete a single “Stum Test,” which he was never able to do, because the parameters of the “Stum Tests” would constantly change.

Victim alleges that Torturers threatened to defame him and portray him as a criminal, saying that they would “coke his house,” which they explained to mean planting cocaine in his apartment, and have Victim arrested by Mexican authorities and his home and businesses seized.

Victim alleges that Torturers said they would claim that would defame and discredit Victim by claiming that he is/was a criminal, insane, or that he had taken narcotics or other drugs to explain any action to resist or expose Torturers or his apparent knowledge of organized crime connections to the Obama administration.

Victim alleges that Torturers told Victim that he was deeply involved in the US and Mexican “economy,” which Torturers explained to mean “organized crime,” though Victim states unequivocally that he has no organized crime connections or criminal associations.

Torturers repeatedly threatened to “suicide” the Victim by administering toxic pharmaceuticals to make his death appear self-inflicted, or else that Victim would be given “medical leave” – which Torturers explained as meaning being injected with mind-altering medication to damage his mental processes by CIA, NSA or DOD agents or contractors, for the purpose of leaving him hospitalized for life in a mental institution.

Police Complaint Filed Against CIA

Victim filed a complaint with the Mexico City police department against the Central Intelligence Agency in order to document, in a general manner, the threats being made against him.41 (Copy attached).

As Victim gradually succumbed to constant torture, Torturers gloated that they had “infantilized” Victim, reducing his personality to a childlike, moldable state, and also that they had “sexualized” victim as a result of torture, causing Victim to briefly have bizarre sexual hallucinations.

Victim alleges that, in an effort to flee his torturers and fearing for his personal safety, Victim made five attempts to leave Mexico during this period via the Mexico City Airport (Benito Juárez International Airport - Aeropuerto Internacional Benito Juárez).

During each attempt to purchase airline ticket at airport, Torturers would confuse and frighten Victim so that he would not leave Mexico, saying that he would be arrested if he returned to the United States and was on a “Terror List” preventing Victim from travelling internationally and that Victim was being followed by “secret agents.” Torturers dissuaded Victim from purchasing airline ticket via Internet, saying that “enemy governments” would know Victim’s plans and intercept him during his travels.

In addition, Victim alleges that he was threatened with murder on three separate occasions by persons with American accents during these attempts to leave Mexico while in the Mexico City airport. On the first occasion, two Caucasian males with American accents threatened to “shoot” Victim at loading/unloading area outside Mexico City airport. On second occasion, Caucasian man passing Victim said with American accent, “I want to murder you.” On third occasion, Caucasian man with long curly hair said to Victim, with American accent, “I wish I had a gun,” as Victim passed. Victim states that the Mexico City Airport should have security video of these incidents. Victim alleges that he did not learn the identity of threatening individuals, but that he deduced that, given the circumstances, they could be American agents persecuting Victim because of his apparent knowledge of Obama administration’s organized crime ties.

Victim alleges that Torturers repeatedly threatened that automated “programs would be run” to transmit excruciating sounds or emotions directly to Victim’s brain using advanced mind control technology, known as "computerized telepathy” or "synthetic telepathy,”42 which Torturers said would damage Victim’s mental processes and render him hospitalized, no longer a threat to the Obama administration.

Victim alleges that he received threats from Torturers that clandestine agencies would ruin his business, blocking communication and blocking traffic to his Internet sites, as well as hacking his e-mail and bank accounts.

7) OCTOBER 31, 2012 – DECEMBER 9, 2012

Tortured in Mexico, Panama, Costa Rica, Nicaragua

On October 31, 2012, Victim was finally able to resist torture sufficiently to purchase airline ticket and depart Mexico for San José, Costa Rica, where Victim’s mother resides.

Victim was electronically tortured with threats while airborne, as well as while in transit through the Panama City airport, was and continuously remotely tortured by the same Torturers in the country of Costa Rica, in largely the same terms as described on previous dates.

Mainly, Torturers would repeatedly threaten that Victim and his family with violence and that he would extradited to the United States for unspecified offences.

Victim alleges that, on one occasion, Torturers awoke Victim at 3:00 a.m. while in San José and told Victim that Costa Rican police were en route to detain him so he would be extradited to the United States for an unspecified offense. Torturers advised Victim to flee at that time to the Costa Rican city of Liberia by bus, which Victim states he did not do. Victim states that there was no such action by Costa Rican police, and that, as in virtually all cases, torture was limited to applying severe psychological distress on Victim, rather than actual physical actions.

Victim alleges that, during this period, psychological torture consisting of constant threats was ongoing and that Victim was so brutalized by torture that Victim began to contemplate suicide in order to cease torture.

8) DECEMBER 10, 2012 – DECEMBER 12, 2012

A PUBLIC SUICIDE IN LEGITIMATE PROTEST

Victim alleges that after nearly 3 months of torture by PSY-OPS psychological warfare operatives claiming to be from the CIA, NSA and DOD, he made the obviously difficult decision to take his life to cease torture. Victim ultimately decided to take his life publically as a form of protest against the constant torture and threats against Victim and Victim’s innocent family.

Victim alleges that Torturers repeatedly told him that his mother would be murdered by U.S. agents and that Victim would be blamed.

Victim alleges that as a result of these and other threats, he was incited to suicide on 4 occasions during this 3-day period, including one failed suicide attempt with pharmaceuticals (20+ tablets of beta blocker Atenolol) and 3 suicide failed attempts using a knife to cut his throat.

Victim states that for final suicide attempt, he planned to kill himself in front of a mass media outlet in public protest of his continuous and brutal torture.

Victim states that on December 12, 2012, he used a “box cutter” knife to cut his own throat outside of the La Nacion Newspaper in San José, Costa Rica. Victim states that La Nacion newspaper should have dramatic, grisly photos – a photographer was present - and security camera video footage and numerous witnesses. Victim states that this public suicide attempt, reminiscent to him of Buddhist monks who have used self-immolation to protest China’s occupation of Tibet, was interrupted by Costa Rican police forces.43

Victim alleges that his Torturers actively encouraged him to commit suicide, psychologically torturing Victim, saying “there’s a pulse point, John, there’s a pulse point” repeatedly as Victim attempted to locate and sever an artery in his own neck.

Victim alleges that Torturers also threatened to rape and kill Victim’s daughter and her mother, and kill Victim’s mother if Victim did not complete suicide attempt.

Victim states that he was able to cut his jugular vein and begged his rescuers to remove pressure from his wounds and allow him to die in order for torture to stop.

Victim alleges that wanted to die because of the deep psychological and emotional damage inflicted through ongoing torture by psychological operations professionals using so-called “Voice of God” or “Voice to Skull” (also known as V2K) silent communications mind control technology against him (described in greater detail in section 12 of this Petition.44

Victim was hospitalized December 12, 2012, in Hospital Mexico in Costa Rica where he underwent emergency surgery as a result of his wounds to his neck and jugular vein, receiving a total of 48 stitches in his neck. Victim notes that his blood test was free of any illicit drugs when tested at Hospital Mexico. Victim subsequently had a normal CAT Scan and EEG at Hospital Mexico.

Victim Seeks Relief, Exposure of U.S. Neuroweapon WMD Use

Victim alleges that he made his public suicide attempts, and is filing this Petition, because he was made to understand that he could not win against the torture and power of the United States Government, the CIA, NSA, DOD and other unknown or secret agencies which Victim states have extra-legally persecuted him.

Victim states that his intent in filing this Petition is to seek relief from torture purportedly inflicted by agents or contractors of the Obama administration, the United States of America and its clandestine agencies, which have taken extremely damaging actions against his innocent person, separating him from his family, torturing him with threats against his and his family’s security, lives and business interests, threatening to prosecute him for fabricated criminal offences and inciting him to suicide on four occasions.

Victim states that he is also seeking to expose the use of psychotronic weapons systems by the United States of America on foreign and domestic populations. Victim alleges that psychotronic weapons systems have been perfected so that any person on Earth can be singled out and tortured using such technology, a gross violation of international law which puts the fundamental human rights every individual on Earth at risk for torture or virtual enslavement.45

Victim states that rapid developments in technology make the peril of neuroweapons a matter in need of urgent attention by multilateral organizations such as the Organization of American States (which condemned the use of electronic weaponry against the ousted President of Honduras in 2009).46

Victim notes that the Asian Human Rights Commission has stated that:

“The threat is real…(there are) many indications that brain technology for neuroweapons is scientifically possible. Additionally, some say such technologies have been used systematically against select people in various jurisdictions.”47

Victim states that he is also filing this Petition because it is of vital importance for human rights, human dignity and legality that this information be dissimulated and the nations and peoples of the world become aware of the unlawful reach of America’s clandestine agencies using so-called “mind control” technology, including Remote Neural Monitoring, advanced “subvocal recognition” (SVR) to read and record one’s thoughts, and Silent Sound Spread Spectrum or similar microwave or UHF technology for using silent communications for so-called “no touch” torture.48

Victim alleges that he had lost hope of being able to survive this situation since, purportedly through the CIA, NSA and DOD, the Obama administration and the Government of the United States of America has insisted that it will never leave him in peace because of the secret that he has about the Banker possibly being a “Mob Godfather” with a financial or personal connection to President Obama.

Victim alleges that many Mexicans in the neighborhoods of Cuauhtémoc, Col Juárez, and Condesa in Mexico City have knowledge of the situation described by Victim, and that he fears for the lives of his family members, who his Torturers state are under constant threat.

Widespread U.S. Embassy Involvement

Victim also asserts that there is widespread knowledge and awareness of Victim’s torture, situation and circumstances among the staff of the United States Embassy in Mexico City, including officials with the Drug Enforcement Agency (DEA), the Central Intelligence Agency (CIA) and Federal Bureau of Investigation (FBI) representatives in the Embassy, among many others, and Victim strongly urges the OAS Human Rights Commission to recommend to the Government of the United States an extensive, in-depth investigation into knowledge of the Victim’s torture among officials with the United States Embassy in Mexico City during the period of Victim’s torture.

Victims alleges that Torturers claiming to be from the CIA, NSA and DOD told him repeatedly that it would invent criminal charges against him, such as conspiracy or having ties to organized crime which he does not have.

Victims alleges that he was also told that he was going to be accused of crimes that he did not commit, such as murder or rape using DNA collected from his house, and others, and Torturers claimed to have made a falsified letter in Victims handwriting threatening the President of the United States.

Victim states that for the above reasons Victim was incited to take the drastic action of a public suicide attempt in legitimate protest against the Obama administration and its actions against Victim and his family.

Victim states that he regards his incited suicide attempts as being tantamount to attempted murder, and urges an in-depth investigation into the allegations presented here in order to identify and prosecute the authorities responsible.

9) DECEMBER 13, 2012 – DATE OF FILING OF THIS PETITION

Victim alleges that he has continued to be continuously electronically tortured following his final suicide attempt, largely in the same terms as described previously, including with continuous and ongoing threats to physically and/or psychological harm and/or torture Victim and Victim’s family members.

Victim alleges that, while in hospital recovering from critical wounds resulting from his final suicide attempt, Torturers continuously, using silent communications technology, threatened Victim’s family members and incited Victim to attempt to remove stiches from his neck while recuperating (which Victim attempted but was unable to do).

Torturers using silent sound communication also told Victim that hospital attendants were “CIA Agents” and that his intravenous medication had been contaminated to poison and kill Victim or damage his mental processes and leave Victim institutionalized.

Letters to Mexican Congress, Embassies in Mexico

Victim states that, on February 11, 2013, in an effort to expose the apparent corruption and malfeasance of the Obama administration and its ongoing torture of Victim, and in an effort to make torture of Victim stop, Victim wrote 600 letters to the Mexican Congress and to foreign embassies and multilateral organizations in Mexico explaining his situation in general terms. A copy of this letter is attached to this Petition.

Among other things, said letter, originally written in Spanish and dated Feb. 11, 2013, states (translated):

…“On September 25 of last year, I was contacted by an apparently Mafia banker who mentioned a connection with Barack Obama. I do not know his name, but he mentioned that the United States had invested heavily in me because I helped to calm the violence in the country.

Does Obama have ties to the Godfather?

I have never had anything to do with organized crime and I never received money from that Banker, who was very tall, 6’6” or more, thin, with grey hair and a hawk face. But later I heard rumors that he was the “Godfather.”

Since that date, I have been constantly threatened and tortured by agencies of the United States government, who have identified

themselves mainly as being with the CIA and the National Security Agency (NSA), including a woman who identified herself as Clarissa or Larissa Lenox (probably a false name).

I was threatened with kidnapping in front of the United States Embassy in front of Mexican police witnesses, and in addition I was threatened with murder on three separate occasions by CIA agents in the Mexico City airport (the government should have video), since I was attempting to leave the country due to my fear that the information I possess was possibly damaging to the United States government.

Nevertheless, due to the terror caused by these agents in the airport, I was unable to leave until October 31 (2012) for Costa Rica.

Since then, I have continued to receive multiple threats of kidnapping, torture, murder and being injected with medication to alter my mental processes by CIA agents, to leave me hospitalized for life. I have also been threatened that my death would be made to appear a suicide, and that the CIA would “run programs” on my brain to damage my mental processes.

I have also been threatened constantly with torture, kidnapping and hospitalization of my daughter, an 11-year old American citizen and her mother, who continue to reside in Mexico, and that they could be tortured for the rest of their lives, or that their deaths would be made to appear to be suicides.”

Mysterious Death of Victim’s Associate

Shortly after drafting the aforementioned letter to the Mexican Congress and Embassies in Mexico, Victim alleges that his laptop computer was remotely destroyed using Victim’s Internet connection. Victim alleges that Torturers told Victim at the time through silent communications technology that, “We fried your motherboard.”

Upon servicing the laptop unit, Victim was told that not only was computer’s motherboard destroyed, but also the hard drive, keyboard and other components of the laptop computer had been rendered totally unusable, requiring replacement, and that all data on the computer had been irretrievably lost.

Victim alleges that Torturers claim that they use offshore bases or that, since he is a US citizen abroad, the United States Constitution does not apply to Victim.

Victim alleges that electronic torture in the terms described in this and previous points have continued during this period, at least up to the date of filing of this Petition. Victim states that, as he has drafted this Petition, Torturers have constantly threatened him and his family members, including repeatedly asking victim: “What the fuck are trying to do to the American presidency” and that the Victim would be remotely killed by disrupting electromagnetic fields in his brain or

heart, or else be “medically left” by altering the normal functioning of Victim’s brain and rendering him institutionalized.

Victim alleges that during this period, he was also tortured in the OAS member State of Nicaragua.

Victim states that Torturers have repeatedly threatened to "prosecute him for everything he have ever done for the rest of his short life.”

Victim alleges that Torturers claim that they use offshore bases or that, since he is a US citizen abroad, the United States Constitution and its Bill of Rights does not apply to Victim.

Victim states that the death of a close associate of victim, Rocio Ruiz Ramirez (who was killed in 2013 in what was reported to be an accident),49 could be related to Victim’s apparent knowledge of the Obama administration’s organized crime ties. Victim urges an investigation into the death of Rocio Ruiz Ramirez.

10) OVERVIEW OF DEVELOPMENT OF PSYCHOTRONIC WEAPONRY

Victim states that so-called “psychotronic weapons” -- or weapons of mass destruction (WMDs) whose purpose is to directly affect the human brain -- have been the U.S. government´s main tool for depriving Victim of his fundamental human rights as guaranteed under OAS Human Rights Treaties.50

Psychotronic weapons can also be referred to variously as neuroweapons, electronic weaponry, electromagnetic weaponry, frequencies, radio-frequency (RF), radio signals, radio waves, microwaves, microwave signals, low-frequency, extremely low frequency (ELF), ELF frequencies, electromagnetic fields or non-lethal mind control weaponry, among other terms.51

Neuroweapons More Powerful than Nuclear Bomb

Victim states that is well documented that the human brain and body are electrochemical biological systems that communicate with electrical, magnetic and electromagnetic signals,52 and that psychotronic weapons are designed to detect, collect and/or alter electromagnetic radiation (EMR) in these bioelectrical systems.53

Victim notes that psychotronic weapons are repeatedly referred to in academic and military research as having the potential to be “more powerful than nuclear weapons.”

Victim states that psychotronic weapons or neuroweapons are normally top secret armaments in national governments’ arsenals and that due to their invisible nature, governments would naturally seek to keep such weaponry highly classified. However, Victim states that there are exceptions, such as, for example, the U.S. military’s unclassified silent sound MEDUSA project,54 which is discussed in greater detail in section 16 of this Petition.

For example, Cheryl Welsh, who has been recognized as a non-lethal weaponry expert by the United Nations Institute for Disarmament Research (UNIDIR),55 writes in a 2012 article for the Essex Human Rights Review:

“This paper examines how and why all major reforms efforts to ban nonconsensual experiments have failed. It examines emerging evidence of secret neuroweapons; neuroscience-based weapons that may be comparable to the atomic bomb and the significant danger of further nonconsensual experiments being carried out today.”56

Alluding to the importance of secrecy of neuroweapons for national governments, Welsh added in that Essex Human Rights Review article:

“decades of secret research supports the argument that, unlike the atomic bomb - which became known to the public when it exploded over Japan - some EMR neuroweapons are likely be surreptitious intelligence weapons, whose power lies in keeping them secret. Surreptitious weapons would likely remain classified, never to be revealed to the public; they would be silent, undetectable, and leave no trace evidence behind - thus creating a more ominous threat to fundamental human rights than the atomic bomb.”57

Russian President Vladimir Putin has also stated that psychotronic weaponry is potentially more powerful than nuclear weapons.58

Radio Telepathy – A Focus of Neuroscience and the U.S. Military

In 2010, prominent physicist Freeman Dyson discussed the significance of EMR for understanding how the brain functions:

“To make radiotelepathy possible, we have only to invent two new technologies, first the direct conversion of neural signals into radio signals and vice versa, and second the placement of microscopic radio transmitters and receivers within the tissue of a living brain...It is easy to imagine radiotelepathy as a powerful instrument of social change, used either for good or for evil purposes. It could be a basis for mutual understanding and peaceful cooperation of humans all over the planet. Or it could be a basis for tyrannical oppression and enforced hatred between one communal society and another.“59

Victim asserts that, due to innovations in radio telescopes and radio frequency technology, the implantation of “microscopic radio transmitters and receivers” that Dyson discusses above are not a technical requirement for radiotelepathy to take place. Victim speculates that powerful arrays of radio telescopes and transmitters, possibly space-based in the U.S. reconnaissance satellite system, can remotely access, or “hack” the human brain by accessing the minute electromagnetic signals given off by brainwaves.60

Because of the ‘invisible” nature of psychotronic / electromagnetic weaponry, Victim states that, throughout the remainder of this Petition, extensive references are provided as evidence that psychotronic weaponry is technically feasible and has already been used by United States Military, including in Gulf War I in 1991, as well as the 2nd Iraq War during the so-called “surge” in 2007.61 Media reports of evidence of such usage are presented in point 17 of this Petition.

11) MAIN COMPONENTS OF PSYCHOTRONIC WEAPONS SYSTEMS

Three Principle Aspects of Neuroweapons

Victim states that research into psychotronic weaponry indicates that the principle capabilities of these weapons systems include, but are not limited to, the following:

a) Silent speech communication technology designed to project voices directly into the human brain, such as “Silent Sound Spread Spectrum (SSSS)” (one such technology was patented by the United States of America, as represented by the Secretary of the U.S. Air Force, in 2002,62 and the weaponization of such technology exists in an unclassified form as the MEDUSA project – see section 17 of this Petition);63

b) “Subvocal Recognition,” or the capacity to “read” a person’s internal thoughts (such technology, discussed previously, was originally developed by NASA - patent pending - and a 2013 patent application by Motorola Mobility allows for an “electronic tattoo” able to communicate subvocalizations to a mobile communications device);64

c) “Remote Neural Monitoring,” or the capacity to “see what the subject sees and hear what the subject hears,” by accessing the visual and auditory cortexes which, in addition to remote subvocalization recognition, Victim speculates is carried out using an array of highly sensitive space-based radio telescopes present in the U.S. reconnaissance satellite system (further details on the theory that satellite-mounted radio telescopes can be used to detect minute electromagnetic signals from living beings on Earth are provided in section 20 of this Petition).

All of these psychotronic / neuroweapons systems function by transmitting microwave, UHF, VHF or similar electromagnetic radiation, as well as detecting the minute electrical signals given off by the electrochemical/ electromagnetic processes in the human brain.

12) STATEMENTS/ ACTIONS BY U.S. AND INTERNATIONAL OFFICIALS AND MULTILATERAL BODIES REGARDING PSYCHOTRONIC WEAPONRY

Russia Seeking Neuroweapons

Russian Prime Minister Vladimir Putin wrote in a February 2012 article that, among other things:

“weapons systems based on new principles (beam, geophysical, wave, genetic, psychophysical and other technology) will be developed. All this will, in addition to nuclear weapons, provide entirely new instruments for achieving political and strategic goals. Such hi-tech weapons systems will be comparable in effect to nuclear weapons but will be more “acceptable” in terms of political and military ideology…Our number one priorities are nuclear forces, aerospace defense, military communications, intelligence and control, electronic warfare, drones, unmanned missile systems, modern transport aviation, individual combat protection gear, precision weapons and defense capabilities against such weapons.“65

In March 2012, the then- Russian Defense Minister Anatoli Serdjukov said: “The development of weaponry based on new physics principles; direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, etc., is

part of the state arms procurement program for 2011-2020.” Serdyukov made this statement at a meeting with Prime Minister Vladimir Putin.66

A Microwave Assault on the Honduran President

In 2009, the Guardian and other newspapers reported on the alleged microwave targeting of ousted Honduran President Manuel Zelaya during a siege by the Honduran military of the Brazilian Embassy in Tegucigalpa.67 Zelaya claimed was he subjected to "electron bombardment with microwaves" producing "headache and organic destabilization.”68

A complaint by Zelaya was filed with the Permanent Council of the Organization of American States (OAS), and an OAS statement denounced and condemned:

“the hostile action by the de facto regime against the embassy of Brazil in Tegucigalpa and the harassment of its occupants through deliberate actions that affect them physically and psychologically and violate their human rights. The Permanent Council calls on the de facto regime to put an immediate end to these actions, to respect the Vienna Convention on Diplomatic Relations and international instruments on human rights, and to withdraw forthwith all repressive forces from the areas surrounding the Embassy of Brazil, without neglecting the due security of the Mission. The Permanent Council appeals for guarantees for the right to life, integrity, and security of President José Manuel Zelaya Rosales and of all persons in and around the Embassy of Brazil, as well as for the protection of their dignity, and it urges the Inter-American Commission on Human Rights to follow up on this situation.”69

In addition, in an October 5, 2009 interview with the U.S. television program “Democracy Now!,” Zelaya said that, as Honduran President, he “of course” had knowledge of microwave weaponry in the Honduran arsenal. An excerpt of the transcript of said interview, conducted by Amy Goodman, follows:70

PRESIDENT MANUEL ZELAYA:

We have been repressed and limited to the embassy. Tear gas has been fired. Our electronic lines, our telephone lines have been cut. We’ve also

been under attack from microwaves and the sound cannon, a long-range acoustic device.

AMY GOODMAN:

What do you mean, acoustic device, a sound cannon?

PRESIDENT MANUEL ZELAYA:

[translated] There are two kinds of unconventional weapons that have been used against us by the regime. There’s a high-frequency pitch that has been used against protesters. And another weapon that has been used against us is an electronic device that issues microwaves, which is very harmful for your health. It causes headaches.

AMY GOODMAN:

As president, do you know about this in the Honduran arsenal?

PRESIDENT MANUEL ZELAYA:

[translated] Yes, of course. We all suffered this. We all witnessed it. There’s photographs and videos of this occurring.

AMY GOODMAN:

And who is using this outside — the tear gas, the sound cannon, whatever you call it, the high-frequency machine? Is it Honduran soldiers?

PRESIDENT MANUEL ZELAYA:

[translated] There are military forces that have surrounded the embassy. The embassy, in fact, has been turned into a concentration camp.”71

Another case of political persecution using electronic weaponry was claimed in 2011, when the running mate of Taiwan opposition presidential candidate, James Soong, stated that he had come under attack from “electromagnetic waves” perpetrated by a local intelligence unit.72

An additional example of alleged use of electromagnetic radiation neuroweapons and torture is the case of Tek Nath Rizal, a prominent government consultant to the South Asian country of Bhutan, before he exposed corruption among senior officials. He then became a popular political figure and renowned human rights activist. Tek Nath Rizal spent several years of imprisonment in Bhutan and alleged that he was a victim of government mind control

torture with secret electromagnetic radiation (EMR) mind control weapons. The U.S. Department of State and Amnesty International classified Rizal as a political prisoner and he won his release from prison and authored a book about his experiences.73

A Failed Bid to Ban Space-based Mind Weapons

In other public action regarding psychotronic weaponry, on October 2, 2001, U.S. Congressman Dennis J. Kucinich (D-OH) introduced a bill in the United States House of Representatives, the Space Preservation Act of 2001, which would oblige the American president to engage in negotiations aimed at the ban of space-based weapons.

In this bill, the definition of a weapons system included:

“any other unacknowledged or as yet undeveloped means inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)… through the use of land-based, sea- based, or space-based systems using radiation, electromagnetic, psychotronic , sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations.”74

This language was removed from the final bill,75 and the bill received an “Unfavorable Executive Comment” from the US Department of Defense, via the House Armed Services Committee.76

Victim speculates that said Unfavorable Executive Comment from the Department of Defense could be due to the military applications of such weaponry, including the use of space-based radio telescope satellite arrays of extreme sensitivity which allow for detecting miniscule electromagnetic signals from human begins and other living creatures.

Although his proposed language in the Space Preservation Act of 2001 was removed, the actual deployment of those means was ultimately confirmed by Congressman Kucinich, who was subsequently quoted to assert that those weapons actually exist and that “those people who control them are deadly serious and intend to use them, if we don’t stop the weaponization of space.”77

EU Parliament Resolution Calling for a Global Ban on Neuroweapons

In January 1999, the European Parliament passed a resolution where it called “for an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings.“78

A subsequent 1999 European Parliament report by STOA (Scientific and Technological Options Assessment), part of the Directorate General for Research of the European Parliament, on Crowd Control Technologies discusses standards for the use of “non-lethal weaponry” in Europe.79 The report added that the aforementioned EU Parliament resolution calls for an:

“international convention for a global ban on all research and development, whether military or civilian, which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable the manipulation of human beings, including a ban on any actual or possible deployment of such systems. 80

Remarking on psychotronic weaponry, including by the U.S. Military, the STOA report says:

“NEW BIO-WEAPONS FOR CROWD CONTROL

Evidence emerged during the course of this study indicating that advances in neuroscience modelling of receptor sites in the human brain, coupled with new knowledge of the human genetic code (emerging from both the Human Genome Project and the Human Diversity Project), is already opening a path for malign use of the biological sciences for targeted human control. Whilst the research is still embryonic, there is a risk of behavior modification, race specific crowd control weapons and area denial technologies emerging with profound implications which need to be further assessed in terms of both current capabilities and what the results of these projects might mean in terms of the state of the art, which is rapidly changing. Given that the EC has already agreed to ban any weapons which directly work on the basis of targeting or otherwise interfering with the operation of the human brain, a new STOA study is proposed, covering the potential malign implications of human genetic

modification research and related genome projects on human control weapons of the future.”81

In specific reference to U.S. non-lethal weaponry projects, the STOA report adds:

“Whilst the full range of many of these highly secretive programs may never be known, some of the projects have been reported as being associated with particular research laboratories. Eg. Laser research (ARPA, ARDEC, Los Alamos, Army Communication Electronic Command); Optical munitions (ARDEC/Los Alamos and Phillips Laboratories); Acoustics (SARA, ARDEC, Los Alamos); Electromagnetic pulse (ARDEC, Los Alamos, Harry Diamond Laboratory, Eglin Air Force Base)…”82

Significantly, the STOA report adds,

“The most controversial non-lethal crowd control and anti-materiel technology proposed by the US are so called Radio Frequency or Directed Energy Weapons that can allegedly manipulate human behavior in a variety of unusual ways. Some microwave systems have been proposed which can raise body temperature to between 105 to 107 degrees F, to provide a disabling effect in a manner based on the microwave cooker principle. However, the greatest concern is with systems which can directly interact with the human nervous system. There are many reports on so called psychotronic weapons which are beyond the brief of this study but one comment can be made. The research undertaken to date both in the US and in Russia can be divided into two related areas: (i) individual mind control and (ii) crowd control. That the US has undertaken a variety of mind control programs in the past such as MkULTRA and MkDELTA83 is a matter of public record and those using electromagnetic radiation such as PANDORA have been the focus of researchers in para-politics for many years. More recently, authors such as Begich84 and Roderick have

alleged significant breakthroughs in the ability of military high frequency electromagnetic technologies to manipulate human behavior.”

The STOA report, speaking on U.S. activity on psychotronic weapons, continues:

“What is admitted by the military authorities in the US is that research programs using so called directed energy weapons for anti-personnel and anti-material purposes are proceeding into prototype stages. The military utility of these weapons is that they provide a tunable or rheostat ability a need that is emerging as part of the new US military intervention doctrine of so called layered defense. This means in practice an onion style of risk where anyone coming into contact with the outer shell may be sickened, paralyzed. Entering subsequent levels may lead to being physically harmed, disabled or permanently maimed whilst the core of the zone is protected by lethal technology, contact with which is fatal.”85

In May 1999, a conference of neuroscientists sponsored by the UN took place in Tokyo. Its final declaration formally acknowledged that:

“Today we have intellectual, physical and financial resources to master the power of the brain itself, and to develop devices to touch the mind and even control or erase consciousness…We wish to profess our hope that such pursuit of knowledge serves peace and welfare.”86

In 1998, the French National Bioethics Committee warned that “neuroscience is being increasingly recognized as posing a potential threat to human rights.“87

Further evidence of the existence of “silent sound” communications, and that it has been perfected, is shown by a document which appeared on the website of the U.S. Environmental Protection Agency in 1997, where its Office of Research and Development presented the Department of Defense’s project: “Communicating Via the Microwave Auditory Effect.”88

The description on the EPA website said:

“An innovative and revolutionary technology is described that offers a low-probability-of-intercept radiofrequency (RF) communications. The feasibility of the concept has been established using both a low intensity laboratory system and a high power RF transmitter.

Numerous military applications exist in areas of search and rescue, security and special operations…”89

The CIA – A Long, Documented History of “Mind Control” Experimentation

Significantly, the United States Central Intelligence Agency (CIA) has a long and well-documented history of engaging in extensive non-consensual research on thousands of innocent victims purposes of “mind control” experimentation on Americans, primarily through two programs, MKUltra and MKDelta,90 which resulted in numerous lawsuits and settlements due to the CIA carrying out experiments without the knowledge and consent of the victims.

According to Wikipedia, the CIA’s MKUltra project was:

“the code name of a U.S. government covert research operation experimenting in the behavioral engineering of humans (mind control) through the CIA’s Scientific Intelligence Division. The program began in the early 1950s, was officially sanctioned in 1953, was reduced in scope in 1964, further curtailed in 1967 and officially halted in 1973. The program engaged in many illegal activities, in particular it used unwitting U.S. and Canadian citizens as its test subjects…MKUltra involved the use of methodologies to manipulate people’s mental states and alter brain functions, including the surreptitious administration of drugs (especially LSD and other chemicals, hypnosis, sensormicrowave or UHF torture and deprivation, isolation, verbal and sexual abuse, as well as various forms of torture…The revelations about the CIA and the Army prompted a number of subjects or their survivors to file lawsuits against the government for conducting experiments without informed consent…Several plaintiffs received compensation through court order, out-of-court settlement, or acts of Congress.”91

The Wikipedia information on the CIA’s MKUltra project continues:

“In December 1974, The New York Times alleged that the CIA had conducted illegal domestic activities, including experiments on U.S. citizens, during the 1960s. That report prompted investigations by the U.S. Congress, in the form of the Church Committee, and by a presidential commission known as the Rockefeller Commission that looked into domestic activities of the CIA, the FBI, and intelligence-related agencies of the military.92

“In the summer of 1975, congressional Church Committee reports and the presidential Rockefeller Commission report revealed to the

public for the first time that the CIA and the Department of Defense had conducted experiments on both unwitting and cognizant human subjects as part of an extensive program to influence and control human behavior through the use of psychoactive drugs such as LSD and mescaline and other chemical, biological, and psychological means.93

“The congressional committee investigating the CIA research, chaired by Senator Frank Church, concluded that "[p]rior consent was obviously not obtained from any of the subjects". The committee noted that the "experiments sponsored by these researchers ... call into question the decision by the agencies not to fix guidelines for experiments…94

“Following the recommendations of the Church Committee, President Gerald Ford in 1976 issued the first Executive Order on Intelligence Activities which, among other things, prohibited "experimentation with drugs on human subjects, except with the informed consent, in writing and witnessed by a disinterested party, of each such human subject" and in accordance with the guidelines issued by the National Commission. Subsequent orders by Presidents Carter and Reagan expanded the directive to apply to any human experimentation.”95

Also, according to Wikipedia, “On the Senate floor in 1977, Senator Ted Kennedy said: The Deputy Director of the CIA revealed that over thirty universities and institutions were involved in an "extensive testing and experimentation" program which included covert drug tests on unwitting citizens "at all social levels, high and low, native Americans and foreign." Several of these tests involved the administration of LSD to "unwitting subjects in social situations." At least one death, that of Dr. Olson, resulted from these activities. The Agency itself acknowledged that these tests made little scientific sense. The agents doing the monitoring were not qualified scientific observers.”96

In a report on MkUltra from the U.S. Congress in 1977, “PROJECT MKULTRA, THE CIA’S PROGRAM OF RESEARCH IN BEHAVIOUR MODIFICATION,”97 the following interview is recorded:

by using weapons or sound waves to strike individuals without giving warning and without leaving any clear physical marks. Someone dubbed it "perfect concussion"—maybe that was poetic license on the part of our staff rather than your poets over there. I wonder if you could just tell us what brain concussion experiments were about?

Admiral TURNER. This project, No. 54, was canceled, and never carried out.

Senator SCHWEIKER. Well, I do believe the first year of the project in 1955 was carried out by the Office of Naval Research, according to the information that you supplied us. The CIA seems to have been par-ticipating in some way at that point, because the records go on to say that the experimenter at ONR found out about' CIA's role, discovered that it was a cover, and then the project was transferred to MKULTRA in 1956. Again, this is all from the backup material you have given us. So, it was canceled at some time. I am not disagreeing with that, but apparently for at least a year or two, somebody was investigating the production of brain concussions with special black jacks, 'sound waves, and other methods as detailed in the backup material…

Somebody made a decision to make that transfer, and to make this an MKULTRA subject. There had to be some sort of review that led to a decision to continue that kind of concussion—total blackout, maximum amnesia, and whatever else it was you were interested in—study and testing.

It goes on to talk about a blast range and a 2,500-square-foot laboratory. The document notes that "Three blast test series have been run to date…It describes a special blackjack device, "a pancake-type black-jack giving a high peak impact force with a low unit surface pressure." I agree the records are inconclusive as to the results of this work, but it certainly seems that some testing was done.“

Shortly after MKULTRA was ostensibly terminated, the UN Committee on Disarmament Discussed Electromagnetic Weapons, from 1979 to 1998. A report on that activity, The United Nations and Disarmament: 1945-1985 by the UN Department for Disarmament Affairs. (1985) New York, UN Publication Sales No. E.85.IX.6, describes electromagnetic weapons issues from 1975 through 1985, which continue today.98

“New types of weapons of mass destruction and new systems of such weapons; radiological weapons

“The question of new weapons of mass destruction has been under continuous consideration in the General Assembly and in the Conference on Disarmament for a number of years. The item "Prohibition of the development and manufacture of new types of weapons of mass destruction and new systems of such weapons" was first included in the agenda of the General Assembly in 1975 at the initiative of the Soviet Union, which submitted a draft international agreement. The topic is at present on the agenda of the Conference on Disarmament.

The Final Document of the 1978 special session of the General Assembly stated in paragraph 77 that in order to help prevent a qualitative arms race and so that scientific and technological achievements might ultimately be used solely for peaceful purposes, effective measures should be taken to avoid the danger and prevent the emergence of new types of weapons of mass destruction based on new scientific principles and achievements. The same year, the General Assembly, at its regular session, adopted two separate resolutions on the issue, one sponsored by the Western States and the other by the Eastern European States, reflecting the respective approaches.

“Subsequently, the Soviet Union clarified its position by calling for a comprehensive agreement on the prohibition of new weapons of mass destruction that would be accompanied by a list of specific types to be banned, with the possibility of adding to the list in the future and the possibility of concluding separate agreements on specific new types of weapons as they emerged. To that end, in 1979, the Soviet Union submitted a document to the Committee on Disarmament in which it listed some types of potential weapons of mass destruction, such as:

“Radiological weapons (using radioactive materials) which could produce harmful radiation effects similar to effect of a nuclear explosion;

“Particle-beam weapons based on the use of charged or neutral particles to affect biological targets. Sufficiently powerful bundles of particles could be produced in accelerators used for research; in some operating accelerators, the energy of accelerated particles attained hundreds of millions of electron volts. Reduction of the size and weight of accelerator systems and power sources could permit their use as weapons; Infrasonic "acoustic radiation" weapons. they would utilize harmful effects of infrasonic oscillations on biocurrents of the brain and nervous system;

”Electromagnetic weapons operating at certain radio-frequency radiations, which could have injurious effects on human organs. Within a few years, devices capable of directional transmission of

electromagnetic radiation of enormous power over distances of several hundred kilometers might be developed, and radiation density in excess of safety standards could be produced over areas measuring dozens of square kilometers.

“In response, the United States and other Western countries, while expressing readiness to work out agreements on specific types of weapons which might be identified, took the position that a single treaty on the subject of all potential new weapons of mass destruction would have to be so general in its scope and so vague in its definitions that it would not be effective.”

13) EXCERPTS FROM SELECTED ACADEMIC ARTICLES ON PSYCHOTRONIC WEAPONRY/

Some Academic Views of Neuroweapons

In an article entitled “Monitoring and Manipulating Brain Function New Neuroscience Technologies and Their Ethical Implications,”99 the authors state:

Many of the new social and ethical issues in neuroscience result from one of two developments. The first is the ability to monitor brain function in living humans with a spatial and temporal resolution sufficient to capture psychologically meaningful fluctuations of activity. The second is the ability to alter the brain with chemical or anatomical selectivity that is sufficient to induce specific functional changes.

As further evidence of the intentions of the U.S. military and intelligence community regarding psychotronic weaponry, in June 1995, Michael Persinger, who worked on the U.S. Navy’s non-lethal electromagnetic weapons project, published a scientific article where he states:

“Contemporary neuroscience suggests the existence of fundamental algorithms by which all sensory transduction is translated into an intrinsic, brain-specific code. Direct stimulation of these codes within the human temporal or limbic cortices by applied electromagnetic patterns may require energy levels which are within the range of both geomagnetic activity and contemporary communication networks. A process which is coupled to the narrow band of brain temperature could allow all normal human brains to be affected by a subharmonic whose frequency range at about 10 Hz would only vary by 0.1 Hz.”100

Persinger added:

“The technical capability to influence directly the major portion of the approximately six billion brains of the human species without mediation through classical sensory modalities by generating neural information within a physical medium within which all members of the

species are immersed… is now marginally feasible.“101 Victim notes that

nearly 14 years have passed since these chilling observations were made, during which there have been innumerable advances in neuroscience.

In other academic evidence of the U.S. Military’s focus on electromagnetic fields and their interaction with human beings, Volume II of the Final Report on Biotechnology Research Requirements for Aeronautical Systems of the American Air Force, from 1982, states:

“While initial attention should be toward degradation of human performance through thermal loading and electromagnetic field effects, subsequent work should address the possibilities of directing and interrogating mental functioning, using externally applied fields…”102

In another example of early speculation into the possibility of weaponizing neuroscientific principals, in a seminal 1998 on the potential of neuroweapons, “The Mind Has No Firewall,” in Parameters, a publication of the U.S. Army’s Strategic Studies Institute, Timothy L. Thomas writes of the need for, and possible use of, psychotronic weaponry in the U.S. arsenal.103

Thomas writes in Parameters:

“The human body, much like a computer, contains myriad data processors. They include, but are not limited to, the chemical-electrical activity of the brain, heart, and peripheral nervous system, the signals sent from the cortex region of the brain to other parts of our body, the tiny hair cells in the inner ear that process auditory signals, and the light-sensitive retina and cornea of the eye that process visual activity. We are on the threshold of an era in which these data processors of the human body may be manipulated or debilitated. Examples of unplanned attacks on the body's data-processing capability are well-documented. Strobe lights have been known to cause epileptic seizures. Not long ago in Japan, children watching television cartoons were subjected to pulsating lights that caused seizures in some and made others very sick.”

Thomas added, “Defending friendly and targeting adversary data-processing capabilities of the body appears to be an area of weakness in the US approach to information warfare theory, a theory oriented heavily toward systems data-processing and designed to attain information dominance on the battlefield. Or so it would appear from information in the open, unclassified press. This US shortcoming may be a serious one, since the capabilities to alter the data- processing systems of the body already exist. A recent edition of U.S. News and World Report highlighted several of these "wonder weapons" (acoustics, microwaves, lasers) and noted that scientists are "searching the electromagnetic and sonic spectrums for wavelengths that can affect human behavior."104 A recent Russian military article offered a slightly different slant to the problem, declaring that "humanity stands on the brink of a psychotronic war" with the mind and body as the focus. That article discussed Russian and international attempts to control the psycho-physical condition of man and his decisionmaking processes by the use of VHF-generators, "noiseless cassettes," and other technologies.”

Thomas continues, “An entirely new arsenal of weapons, based on devices designed to introduce subliminal messages or to alter the body's psychological and data-processing capabilities, might be used to incapacitate individuals. These weapons aim to control or alter the psyche, or to attack the various sensory and data-processing systems of the human organism. In both cases, the goal is to confuse or destroy the signals that normally keep the body in equilibrium.”

Humans Can Hear Microwave Energy

In other evidence, 1975, neuropsychologist Don R. Justesen, then director of Laboratories of Experimental Neuropsychology at Veterans Administration Hospital in Kansas City, published an article in “American Psychologist” titled “Microwaves and Behavior” on the influence of microwaves on living beings.

In the article, Justesen quoted the results of an experiment described to him by his colleague, Joseph C. Sharp, who was working on Pandora, a secret project of the American Navy. Justesen wrote about the so-called “Frey effect,” also known as the Microwave Auditory Effect: “Human beings can “hear” microwave energy…”105

Justesen’s article states:

“Given a thermodynamic interpretation, it follows that information can be encoded in the energy and “communicated” to the listener.

Communication has in fact been demonstrated…By directing the radiations at his own head, complex messages via the Continental Morse Code were readily received by Guy. Sharp and Grove (note 2) found that appropriate modulation of microwave energy can result in direct “wireless” and “receiverless” communication of speech. By radiating themselves with these ‘voice modulated’ microwaves, Sharp and Grove were readily able to hear, identify, and distinguish among the 9 words. The sounds heard were not unlike those emitted by persons with artificial larynxes.”106

In the article, “Militarization of Neuroscience,” the author states that:

The science in question now is not physics, but neuroscience, and the question is whether we can control its militarization.”107

A 2007 article in the Washington Post, “Mind Games,” states:

“An academic paper written for the Air Force in the mid-1990s mentions the idea of a weapon that would use sound waves to send words into a person's head. "The signal can be a 'message from God' that can warn the enemy of impending doom, or encourage the enemy to surrender." 108

60 Minutes Focuses on Mind Reading

In addition, the television show 60 Minutes in 2009 featured a segment, “Mind Reading” which explicitly and prophetically shows the stunning advances of mind control technology.109

And most recently, the United Nations Information Center, the European Parliament and the U.S. Environmental Protection Agency referenced a January 22, 2013 article in the News Beacon Ireland by a leading expert on psychotronic weaponry, the use of which is not currently banned, though banning has been under discussion in the U.N., with China and Russia largely blocking such a ban, according to the article.110

That article, “Psychotronic and electromagnetic weapons: Remote control of the human nervous system,” makes such assertions as,

“Britain’s Daily Mail…wrote that research in electromagnetic weapons has been secretly carried out in the USA and Russia since the 1950’s

and that „previous research has shown that low-frequency waves or beams can affect brain cells, alter psychological alleges and make it possible to transmit suggestions and commands directly into someone’s thought processes.”111

Providing more evidence that mind control exists, famous Japanese scientist Michio Kaku, New York Times best-selling author of Physics of the Impossible, Physics of the Future and Hyperspace tackles what he calls the most fascinating and complex object in the known universe: the human brain, in a book to be published in February 2014, The Future of the Mind.        According to promotional material for Kaku’s latest book:

“For the first time in history, the secrets of the living brain are being revealed by a battery of high tech brain scans devised by physicists. Now what was once solely the province of science fiction has become a startling reality. Recording memories, telepathy, videotaping our dreams, mind control, avatars, and telekinesis are not only possible; they already exist.”112

Dr. Barrie Trower, a U.K.-based whistleblower and expert on secret U.S. and U.K. experiments using microwave technology, asserted in a 2012 video interview that so-called “Voice to Skull” technology has been extensively experimented with and perfected.

Trower said:

“Voices are the easiest…because all you have to do is stimulate the cochlea (hearing cells in the inner ear) with a set resonance frequency. Voices are very easy. And it isn’t people imagining voices, they physically hear them…You can physically make people hear voices...and it can be any conversation. It can be anybody you want to hear, a soft angelic voice, a god, it can be something that scares you like a devil, and it can be anything.”113

Victim notes that it is generally considered that the psychotronic weapons capabilities of the U.S. government, the NSA and other “black” U.S. agencies such as the CIA, the National Reconnaissance Office, the National Geospatial-Intelligence Agency (NGA) and corporations comprising the U.S. national military/intelligence industrial complex, with unlimited funding for research and secret proprietary technology, are considered to be at least 20-30 years ahead of

academia and non-classified sectors of private industry when it comes to non-lethal psychotronic weapons research.

14) PSYCHOTRONICS WEAPONRY POTENTIAL OF THE U.S. BRAIN RESEARCH THROUGH ADVANCING INNOVATIVE NEUROTECHNOLOGIES (BRAIN) INITIATIVE

On April 2, 2013, the White House announced a highly ambitious new neuroscience investigation program, the “Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative” to focus studies on the human brain.114

The White House said that possible outcomes of the BRAIN initiative are to:

“Reduce language barriers through technological advances in how computers interface with human thought.” Other stated “goals” of the Initiative are to: “Understand how brain activity leads to perception, decision making and ultimately action;” “Develop new imaging technologies and understand how information is stored and processed in neural networks;” and “Produce a sophisticated understanding of the brain, from individual genes to neuron circuits to behavior.”115

BRAIN Initiative Focus on Neuroimaging

Also, the White House said:

“The BRAIN Initiative will accelerate the development and application of new technologies that will enable researchers to produce dynamic pictures of the brain that show how individual brain cells and complex neural circuits interact at the speed of thought.  These technologies will open new doors to explore how the brain records, processes, uses, stores, and retrieves vast quantities of information, and shed light on the complex links between brain function and behavior.”116

The White House added:

“In the last decade alone, scientists have made a number of landmark discoveries that now create the opportunity to unlock the mysteries of the brain, including the sequencing of the human genome, the development of new tools for mapping neuronal connections, the increasing resolution of imaging technologies, and the explosion of nanoscience. These breakthroughs have paved the way for unprecedented collaboration and discovery across scientific fields. For instance, by combining advanced genetic and optical techniques, scientists can now use pulses of light to

determine how specific cell activities in the brain affect behavior. In addition, through the integration of neuroscience and physics, researchers can now use high-resolution imaging technologies to observe how the brain is structurally and functionally connected in living humans.”117

In addition, Obama, announcing the initiative, said it could impact “the lives of not just millions, but billions of people on this planet,” and he asked rhetorically, “what if computers could respond to our thoughts or our language barriers could come tumbling down?…That's the future we're imagining. That's what we're hoping for.”118

However, Victim asserts that many of the capabilities of the so-called “BRAIN Initiative” already exist, and that it is widely believed by experts that many more sinister and advanced “mind control” capabilities are in the classified U.S. arsenal, but that these capabilities have been kept secret by the U.S. government and have been used to torture Victim due to his knowledge of organized crime ties of the Obama administration.119

Asia Human Rights Commission Warns of Neuroweaponry Abuse

Victim also notes that the scope of the “BRAIN Initiative” has raised alarm among some human rights organizations.

For example, the initiative has been criticized due to its potential for further weaponization of neuroscience as a result of intensified research, which could lead to widespread abuses of such technology, not only for offensive military uses, but also for use against a nation’s own citizenry, for example, to control political dissidents.

As an example, an Interim Report on the BRAIN Initiative was released by the National Institutes of Health (NIH) in September 2013. This report highlighted that:

“directly activating and inhibiting populations of neurons, neuroscience is progressing from observation to causation, and much more is possible. To enable the immense potential of circuit manipulation, a new generation of tools for optogenetics, pharmacogenetics, and biochemical and electromagnetic modulation should be developed for use in animals and eventually in human patients. Emphasis should be placed on achieving modulation of circuits in patterns that mimic natural activity."120

The Asian Human Rights Commission, for example, which publishes Torture Magazine, said in a statement in response to the NIH Interim Report that:

“The threat is real. The NIH Interim Report is another of many indications that brain technology for neuroweapons is scientifically possible. Additionally, some say such technologies have been used systematically against select people in various jurisdictions. Many definitions on certain procedures and practices have to be revisited due to the many legal loop holes that allow for real criminals to commit illegal activities…Currently, the dialectic on the new neuroscience programs is extremely one sided and lacking in an awareness of the likelihood of neuroweapons; there is a great need for a more balanced dialogue on a global level in the future as well.”121

DARPA Focuses on Electromagetic Brain Signals

As part of the BRAIN Initiative, the U.S. Defense Advanced Research Projects Agency (DARPA) said in 2013 that it would be “investing roughly $50 million in 2014 for the goal of understanding the dynamic functions of the brain and demonstrating breakthrough applications based on these insights.”122

Referring to the presidential BRAIN initiative announced in 2013,123 the DARPA statement added:

“The President’s initiative reinforces the significance of understanding how the brain records, processes, uses, stores and retrieves vast quantities of information,” explained DARPA’s Director, Arati Prabhakar.“ This kind of knowledge of brain function could inspire the design of a new generation of information processing systems….”124

DARPA said in the statement that it plans to explore two key areas to elicit further understanding of the brain.

“New tools are needed to measure and analyze electrical signals and the biomolecular dynamics underpinning brain function. Researchers will also explore, abstract and model the vast spectrum of brain functions by examining its incredible complexity.125

“DARPA’s planned investment includes new programs to address the areas outlined and ongoing efforts designed to advance fundamental understanding of the brain’s dynamics to drive applications (Revolutionizing Prosthetics, Restorative Encoding Memory Integration Neural Device, Reorganization and Plasticity to Accelerate

15) EVIDENCE OF U.S. MILTARY DEVELOPMENT OF PSYCHOTRONIC OR MICROWAVE WEAPONS DEVICES

Definitive Proof of Neuroweaponry - an Army Screenshot

As further evidence of the use of psychotronic weaponry by the U.S. Military, a now-offline online glossary published by the United States Army Center for Lessons Learned (CALL), provided a description is given of so-called “Voice to Skull Devices.” These devices are sometimes also referred to as “Voice of God” weapons or V2k.

This U.S. Army CALL glossary entry reads as follows:

“Voice to Skull Devices”

Definition/Scope:

Nonlethal weapon which includes (1) a neuro-electromagnetic device which uses microwave transmission of sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device which can transmit sound into the skull of person or animals. NOTE: The sound modulation may be voice or audio subliminal messages. One application of V2K is use as an electronic scarecrow to frighten birds in the vicinity of airports.”127

MEDUSA – An Unclassified Neuroweapon

In other definitive proof of neuroweaponry, it has been documented that at least one unclassified psychotronic weapon, able to remotely project voices in to the human brain using the microwave hearing effect, has been developed by the U.S. Military – the MEDUSA (Mob Excess Deterrent Using Silent Audio) project.129

The MEDUSA project was originally contracted by the U.S. Military to the Los Angeles-based Waveband Corporation, which was later acquired by the Nevada-based Sierra Nevada Corporation in 2005.130

“MEDUSA (Mob Excess Deterrent Using Silent Audio) is a directional, non-lethal weapon designed for crowd control and exploiting the microwave auditory effect. It uses microwave pulses to generate uncomfortably high noise levels in human skulls.

MEDUSA is developed by WaveBand Corporation (Sierra Nevada Corporation) bought waveband in 2005.”131

A U.S. Navy contract database from 1994 which includes initial research on the MEDUSA project states:132

The main goal of the Phase I project wad to design and build a breadboard prototype of a temporary personnel incapacitation system called MEDUSA (Mob Excess Deterrent Using Silent Audio). This non-lethal weapon is based on the well-established microwave auditory effect (MAE). MAE results in a strong sound sensation in the human head when it is irradiated with specifically selected microwave pulses of low energy. Through the combination of pulse parameters and pulse power, it is possible to raise the auditory sensation to the “discomfort” level, deterring personnel from entering a protected perimeter or, if necessary, temporarily incapacitating particular individuals.

Summary of Results from the Phase I Effort

The major results of the Phase I effort were that - An operating frequency was chosen - Hardware requirements were established (commercial magnetron, high-voltage pulse former) - Hardware was designed and built - Power measurements were taken and the required pulse parameters confirmed - Experimental evidence of MAE was observed

Potential applications of the MEDUSA system are as a perimeter protection sensor in deterrence systems for industrial and

national sites, for use in systems to assist communication with hearing impaired persons, use by law enforcement and military personnel for crowd control and asset protection. The system will: be portable, require low power, have a controllable radius of coverage, be able to switch from crowd to individual coverage, cause a temporarily incapacitating effect, have a low probability of fatality or permanent injury, cause no damage to property, and have a low probability of affecting friendly personnel.”133

Another unclassified U.S. weapons system which uses microwaves to cause a “heating effect” on crowds or individuals from a range of 1 kilometer or more is the “Active Denial System,” which has been deployed in recent U.S Military operations.

According to Wikipedia:134

The Active Denial System (ADS) is a non-lethal, directed-energy weapon developed by the U.S. military, designed for area denial, perimeter security and crowd control. Informally, the weapon is also called the heat ray since it works by heating the surface of targets, such as the skin of targeted human subjects. Raytheon is currently marketing a reduced-range version of this technology. The ADS was deployed in 2010 with the United States military in the Afghanistan War, but was withdrawn without seeing combat. On August 20, 2010, the Los Angeles Sheriff's Department announced its intent to use this technology on prisoners in the Pitchess Detention Center in Los Angeles, stating its intent to use it in "operational evaluation" in situations such as breaking up prisoner fights. The ADS is currently only a vehicle-mounted weapon, though U.S. Marines and police are both working on portable versions. ADS was developed under the sponsorship of the DoD Non-Lethal Weapons Program with the Air Force Research Laboratory as the lead agency. There are reports that Russia is developing its own version of the Active Denial System.”

16) SELECTED MEDIA REPORTS OF ACTUAL PSYCHOTRONIC WEAPONRY USE, INCLUDING IN THE US WARS IN IRAQ

According to psychotronic weapons specialist Mojmir Babacek, such technology was used in Russia during a putsch against Gorbachev. Babacek writes:

“The use of those weapons is time and again reemerging in times of political crisis. According to Russian daily newspapers, during the failed putsch against Mikhail Gorbachov in 1991, general Kobets warned the defenders of the Russian White House that mind control technology could be used against them (Komsomolskaya Pravda, September 7,1991, O. Volkov, Sluchi o tom chto nam davili na psychiku nepotverzdalis. Poka“).135

After the putsch, the vice president of the League of Independent Scientists of the USSR, Victor Sedlecki, published a declaration in the Russian daily Komsomolskaya Pravda where he stated:136

“As an expert and a legal entity I declare that mass production … of psychotronic biogenerators was launched in Kiev (this is indeed a very serious issue). I cannot assert for sure that that were exactly Kiev generators that were used during the putsch… However, the fact that they were used is obvious to me. What are psychotronic generators? It is an electronic equipment producing the effect of guided control in human organism. It especially affects the left and right hemisphere of the cortex. This is also the technology of the U.S. Project Zombie 5“. He further stated that due to the inexperience of the personnel who operated them the attempt to use the generators failed.”137

Media Coverage of Psychotronics in Iraq Wars

In addition, there has been media coverage about the use of psychotronic weapons in the 2 Iraq wars.

For example, the ITV News Bureau Published in an article during the first US Gulf War an article entitled: 'Hi-Tech Psychological Warfare Arrives in the Middle East', Bulletin, 23 March 1991, from ITV (London) News Bureau Ltd.138

“HIGH TECH PSYCHOLOGICAL WARFARE ARRIVES IN THE MIDDLE EAST

(March 23, 1991)--Sources in Dhahran today revealed what might have been the true reason for the seemingly illogical and apparently suicidal attack by Iraqi troops on the deserted city of Al-Khafji, located just 12 miles south of the Kuwaiti border. The report indicates that the top priority objective of the Iraqi strike across the border was a successful attempt to destroy a small, portable FM radio station that had been installed on the roof of the tallest building in the town of Al-Khafji by the U. S. Defense Department's PsyOps Branch.

With the destruction of Saddam Hussein's military command and control system, communications with Iraqi troops in Kuwait are now largely carried out in a very primitive manner by utilizing Iraq's commercial FM radio stations located in the small Iraqi towns adjacent to Kuwait's western border. Military orders are encoded and then transmitted by Baghdad's military FM radio station YIHS. These signals are received and re-broadcast, in turn, by designated FM stations located between Baghdad and the Kuwaiti border until the programming arrives at the designated "control" station of the day which then broadcasts directly to the troops in Kuwait on exactly 100.00 MHz (megahertz), which is continuously monitored by all.

In order to nullify this Iraqi military line of communications (LOC), the U. S. PsyOps organization attached to the U. S. Central Command in Dhahran installed a portable FM broadcast transmitter, a gasoline-electric generator and a continuous tape recording system on top of the tallest building in the deserted city of Al-Khafji. The station transmitted on 100.00 MHz and its power output was adjusted to cover up the transmission of the Iraqi station operating on exactly the same frequency.

The clandestine station programming consisted of patriotic and religious music and intentionally vague, confusing and contradictory military orders and information to the Iraqi soldiers in the Kuwait i Theater of Command (KTO). The size and power of enemy forces was always intentionally exaggerated. Surrender was encouraged.

According to statements made by captured and deserting Iraqi soldiers, however, the most devastating and demoralizing programming was the first known military use of the new, high tech, type of subliminal messages referred to as ultra-high-frequency "silent sounds" or "silent subliminals. "

Although completely silent to the human ear, the negative voice messages placed on the tapes alongside the audible programming by psyops psychologists were clearly perceived by the subconscious minds of the iraqi soldiers and the silent messages completely demoralized them and instilled a perpetual feeling of fear and hopelessness in their minds.

It was necessary for the iraqi tank commanders or another crew member to listen to the FM station 24 hours each day for quickly changing deployment orders. They were being exposed to the "silent sounds" during the same listening periods.139

In addition, renowned United States reporter Bob Woodward, author of “All the President’s Men,” which brought down the Nixon administration, has spoken about an “incredible” weapons system equivalent to the U.S. development of the Manhattan project, which is more powerful than the nuclear bomb and shrouded in secrecy, which was used in the 2nd US War in Iraq, during the so-called surge of U.S. troops. Woodward describes the weapons as begin silent but lethal, and the basis for up to 90% of actionable United States intelligence in the war. Woodward later said that in the future, people would find out about the “unbelievable” technology used for this purpose. Victim speculates that only a psychotronic weaponry system meets all the characteristics described by Woodward.140

More recently, the Brain Invaders segment on Jesse Ventura's Conspiracy Theory television program found that says that this so-called "mind control" technology has been used against Occupy Wall Street protesters and huge numbers of US citizens by the Obama administration.141

A Billion Dollars Psychotronic Arms Race

In a 2013 article, “Billion dollar race: Soviet Union vied with US in ‘mind control research,”142 the author writes that:

“Competing with the US during the Arms Race, the Soviet Union put extensive effort in unconventional research seeking to outflank its rival in understanding behavior control, remote influencing and parapsychology, a new survey has revealed.

The survey published by Cornell University Library is based on open scientific and journalistic materials and provides an overview of unconventional research in the USSR and then in its successor, Russia, in the period between 1917 and 2003 – as compared to the USA.”

In the 60s and the 70s, the Soviet Union was actively researching the influence of electromagnetic fields on human physiological and psychological conditions. Several authors point to the application of research results in the form of new weapons in the USA and the Soviet Union.

“Over the past years, US researchers have confirmed the possibility of affecting functions of the nervous system by weak electromagnetic fields (EMFs), as it was previously said by Soviet researchers. A method of emulating the human brain with its thought and rationalization processes is presented here, as well as a method of storing human-like thought. The invention provides for inclusion of psychological profiles, experience and societal position in an electronic emulation of the human brain. This permits a realistic human-like response by that emulation to the people and the interactive environment around it.

18) TARGETED INDIVIDUALS PHENOMENON IN US AND WORLDWIDE

Victim states that, because of his knowledge of potentially extremely damaging information about the Obama administration’s links to organized crime, he has become a “targeted individual,” one of a new kind of government prisoner whose mind is invaded on a routine basis by psychogenic weapons of the NSA, CIA and DOD, or other more sinister agencies that we don´t even know about, who deem them to be dissidents.155

Targeted individuals are those seen as a threat to the government, and lose their freedom not necessarily through imprisonment, but rather are taken as mental prisoners of the administration without due process, trial or sentencing, able to be tortured at will by psy-ops officers making use of the ultimate secret weapon of mass destruction – the psychogenic weapon which

This torture includes the use of aforementioned “Voice of God” technology, the existence of which has been confirmed by a former senior CIA technical expert, Dr. Robert Duncan, on the Jesse Ventura Conspiracy Theory program.157

According to a 2012 article, “Mass Secret Torture Of American Citizens Confirmed By CIA Engineer,”158 Dr. Robert Duncan revealed to Jesse Ventura that:

“the government is doing this” with “voice of God (VOG) weapons” that he (Duncan) helped develop. Duncan stated that the antenna weapon abuse is “absolutely” happening to American citizens today, who are being “worse than abused, they are being tortured”. Duncan has degrees from Harvard and MIT, and worked for the government and CIA immediately upon graduation. He says he no longer works on the VOG antenna program, although he was one of the chief engineers during its inception.”

The article on Duncan added:

“Duncan said that the GWEN tower emergency system could easily be transformed and used to broadcast the signals to cause the painful effects that thousands of TI’s have reported. Duncan said the reason for the antenna weapon attacks on targeted citizens is “world domination, control the populace, from subconsciously to consciously.” Ventura replied “now we have a motive, controlling the world, controlling dissenters, controlling you and me”.

19) SPECULATION ON BASIC COMPONENTS OF U.S. PSYCHOTRONIC WEAPONS SYSTEM

Victim speculates that the United States Military/ Intelligence services have carried out electronic torture of victim using the following constellation of technology:

A 13 Billion-Square-Mile Space-Based Radio Telescope Array

A space-based radio telescope array using radio antennas present in the U.S. reconnaissance satellite system. Since radio antennas operate most efficiently in an array of smaller radio telescopes, and since U.S. reconnaissance satellites orbit at 25,000 miles above the Earth, a rough calculation of the size of this radio telescope array would be approximately 13 billion square miles.

An antenna of such an enormous size would give this radio telescope array incredible sensitivity, allowing it to pick up the minute electrical signals emitted by human beings on earth.

Such a system, combined with supercomputers such as those used by the National Security Agency (NSA), would allow for both detecting and interpreting humans’ subvocalization (internal thoughts), as well as perform “remote neural monitoring” by detecting the signals in the visual and auditory cortexes.

Under the system that Victim speculates is being used for torture, the brain waves corresponding to specific images, words or phrases are automatically categorized by advanced algorithms, and matched against a data repository of past brain wave recordings, as described in the aforementioned “patent US 6011991 A, Communication system and method including brain wave analysis and/or use of brain activity,” which states:

“A system and method for enabling human beings to communicate by way of their monitored brain activity. The brain activity of an individual is monitored and transmitted to a remote location (e.g. by satellite). At the remote location, the monitored brain activity is compared with pre-recorded normalized brain activity curves, waveforms, or patterns to determine if a match or substantial match is found. These supercomputers would also store the unique “brain patters” of all individuals on earth, allowing covert agencies to remotely, an in a targeted manner, access the brains of any given individual at any given time.

“Silent Sound” communications could be projected in a targeted manner into the minds of victims using microwaves/ UHF or VHF transmissions, in combination with the microwave auditory effect, described previously in this Petition.

Microwave, UHF or VHF?

Our Entire Bodies are SIGINT (Signals Intelligence)

The microwave/ UHF or VHF signals could be transmitted in any number of ways: via satellite, via cellular telephone towers, microwave transmitters or embedded in television or radio broadcast signals. So-called GWEN towers, which are microwave towers built in the U.S. during the Cold War to preserve communications during a nuclear strike, could also be used to transmit so-called “Voice to Skull” technology, according to a former U.S. CIA contractor.159

Victim states that research presented in this Petition provides overwhelming evidence that such technologies exist and, in fact, are being used to carry out experimentation, perhaps leading to routine, non-democratic targeting of individuals, sectors of the population and the population as a whole, which Victim states would be a gross violation of the human rights of every human being on Earth.

Victim urges a serious and in-depth investigation of the psychotronic weapons capabilities of nation states, and that a global ban on such weapons should be a high priority for multilateral organizations such as the European Parliament, the United Nations (UN), the Organizations of American States (OAS) and other agencies.

Victim notes that, as previously stated by the Asian Human Rights Commission in this Petition,

“The threat is real…brain technology for neuroweapons is scientifically possible. Additionally, some say such technologies have been used systematically against select people in various jurisdictions.”

20) VICTIM’S CLOSING STATEMENT

Victim states that urgent attention to the main issues raised in this Petition is required to prevent the virtual “mental enslavement” of individuals, sectors of the population, or the global population as a whole.

Victim notes that his torture has taken place in an environment in which the President of the European Parliament, Martin Schulz, has said that US secret services are “out of control,” and it is now known that the U.S. has, with the knowledge of the Commander in Chief Barack Obama, engaged in spying on a massive level, including against allies Italy, France, Germany, Brazil, Spain and Mexico, largely in collusion with Great Britain and Canada.

Victim closes this statement of the human rights abuses committed against him with a statement from former National Security Contractor and whistleblower Edward Snowden, who stated in a 2013 Christmas address:

“A child born today will grow up with no conception of privacy at all. They'll never know what it means to have a private moment to themselves -- an unrecorded, unanalyzed thought.”160

As this has been a case of cross-border human rights violations, the United States constitution or laws do not apply to this case, since the Victim has been in Latin America for the duration of torture, therefore no domestic remedies have been sought.

Victim filed a complaint against the Central Intelligence Agency before Mexican judicial authorities to place threats to victim on the record. A copy of this complaint is attached to this Petition.

Victim is unable to access additional domestic remedies in the U.S. Court system because he has been continuously outside of the United States of America during the period in which he human rights have been violated.

Victim notes that his case falls into the exceptions on exhausting domestic remedies as stated in the OAS guidelines.

Since the victim, a U.S. Citizen, has not been in U.S. territory since his situation began, the United States constitution and its laws are not applicable to him. The OAS Human Rights Committee is the sole body able to review this situation in an expeditious manner.

Victim argues that ongoing torture inflicted upon him, which has lasted approximately 16 months as of the date of filing of this Petition, constitutes a “serious and urgent” situation.

The Permanent Council appeals for guarantees for the right to life, integrity, and security of President José Manuel Zelaya Rosales and of all persons in and around the Embassy of Brazil, as well as for the protection of their dignity, and it urges the Inter-American Commission on Human Rights to follow up on this situation.”161

COPY OF POLICE REPORT AGAINST CIA IN MEXICO

COPY OF LETTER SENT TO MEXICAN CONGRESS, MULTILATERAL AGENCIES AND EMBASSIES IN MEXICO DATED FEBRUARY 11, 2013

Mi nombre es John Milton Nagel, y hasta reciente residía en el país de México, un “gringo”.

En aproximadamente Mayo del año pasado, empezó un rumor extraño que era “Capo” de una mafia mexicana, aunque no fue cierto y nunca fue contactado ni tenía involucramiento con crimen organizado y de hecho sobre persona relativamente pobre y mi considero persona honesto.

De hecho, hice queja ciudadano contra la prostitucion en mi barrio.

Entonces, no hice caso a ese rumor, ya que no afectaba mi vida en absoluto y no tenía nada que ver con el asunto. No tomo ningún trabajo sin entrevista y contracto, y no hubo en ese caso. Simplemente no hice caso al rumor que era “Capo" en la mafia mexicana, y hasta hable a la Embajada de los Estados Unidos, Drug Enforcement Agency, para decir que no tenía nada que ver con el asunto.

Sin embargo, en aproximadamente Octubre 23 de este año, fui contactado por un banquero aparentemente mafioso que mencionaba que tiene algun conexión con Barak Obama. No conozco su nombre, pero el comento que los Estados Unidos tenía mucho invertido en mí porque ayudaba a calmar la violencia del país.

Obama Tiene Ligas con el Padrino?

Nunca tenía nada que ver con el crimen organizado y nunca recibí dinero de ese banquero, que era muy alto 6'6” o más, delgado, con pelo gris y cara de halcón. Pero luego escuche rumores que era el “padrino”.Desde esa fecha, he sido constantemente amenazado y torturado por agencias del gobierno de los Estados Unidos, que se identificaron principalmente como la CIA y la Agencia Nacional de Seguridad, incluyendo una mujer que se identificó como Clarissa o Larissa Lenox (probablemente nombre falso).

Fui amenazado con secuestro de adelante de la embajada de los Estados Unidos ante algunos testigos de la policía Mexicana, y además fui amenazado con asesinato en tres ocasiones por agentes de la CIA en el aeropuerto de México (el gobierno debe tener video), ya que intentaba salir del país por miedo del información que me imagino sea posiblamente dañino del gobierno de los Estados Unidos.

Sin embargo, por el terror causado por esos y muchos más agentes en el aeropuerto, no podía salir hasta el 31 de Octubre a Costa Rica.

Desde entonces, he continuado a recibir múltiples amenazas de secuestro, tortura, asesinato y estar inyectado con medicamentos para alterar mis procesos mentales por agentes de la CIA, para dejarme hospitalizado de por vida. También he sido amenazado con que mi muerte parezca suicidio, y "correr programas" en mi cerebro para quitar mis procesos mentales.

También han sido amenazado constantemente con tortura, secuestro, asesinato y hospitalización de mi hija, Anik Nagel Sánchez, ciudadano Americano de 11 años, y su mama, Nancy Olivia Sánchez

Rodríguez, que siguen residiendo en México, y que pueden atormentarlos por el resto de sus vidas, o hacer que sus muertes parecieren suicidio.

Hombre de Negocios Legítimo

Cabe destacar que soy empresario que desarrollaba ConexionEjecutiva.com y Mexidiom.com un directorio de empresas y una agencia de traducciones, y he sido fotografiado con altos oficiales del gobierno, tales como Ernesto Zedillo (ex-presidente de México), y José Ángel Gurria, actual secretario de la Organización de Desarrollo Internacional.Tengo todos los registros de impuestos que ha pagado mi empresa, y nunca he tenido nada que ver con crimen organizado.

Recibo amenazas de la NSA que van a arruinar mi negocio y bloquear trafico a mi nuevo sitio de internet.

Soy paramédico, he trabajado en ambulancias con la Cruz Roja Mexicana, y he salvado las vidas de personas Mexicanas, arriesgando mi propia vida para hacerlo.

Escribí más que 1,500 artículos sobre economía, reglamentos sobre comercio internacional, asuntos laborales y el medio ambiente para The Bureau of National Affairs, editorial en Washington que ahorra es servicio de Bloomberg News.

Fui al The University of Southern California, Centro de Periodismo Internacional, donde fue becado con maestría en Periodismo, y así llegué a Mexico.

Fui al The University of North Carolina, donde estudie estudios latinoamericanos, y tengo licenciatura.

Fui al The Lawrenceville School, prepa de alto prestigio en los Estados Unidos, donde asistieron los famosos Hermanos Boesky, por ejemplo.

También fui al Browning School en Nueva York, donde conocía John Zacarro, hijo de Geraldine Ferraro, hijo de ex candidato de vice-presidente de los Estados Unidos, y John Zucatti, hijo de hombre para quien fue nombrado Zucatti Park, donde empezaron las protestas contra Wall Street, y cuya negocios posiblemente fueron un asunto en la campana.

Las amenazas y tortora de la CIA y la NSA han sido tantos, después de 14 semanas, que tome la decisión obviamente muy difícil del tomar mi vida públicamente en protesta de los acciones dañinos contra una familia inocente de la administración de Barak Obama, quien es responsable por mi presente situación.

Mi idea era quitarme la vida frente a un medio masivo, el periódico la Nación (que debe tener fotos y video).

Mi atentado de suicidio de cortar mi cuello fue interrumpido. Logre cortar mi vena yugular, pero rescatistas me salvaron, por los excelentes policías, bomberos de Costa Rica y por la Cruz Roja Mexicana. Y pasé 2 semanas en institución mental en San Jose.

No Puedo Ganar contra la CIA y Estados Unidos

Todo eso fue porque, en este momento, había entendido que no puedo ganar contra el poder del gobierno de los Estados Unidos y la CIA, NSA y otras agencias desconocidos.

Aparte, me han comentado que la CIA ha estado muy mezclada en el narcotráfico.

Es por lo mismo que ruego que se reporta ampliamente mi atentado de suicidio público (de la cual hay fotos y tele el periodico La Nación), que esperaba poder lograr cortando mi cuello frente a un medio de amplia distribución, La Nación en Costa Rica.

Mi intención es que se conozca que puede haber corrupcion en la administracion de Obama y que han tomado acciones extremadamente dañinos contra mi persona inocente, separándome de mi familia querida y básicamente arruinando mi vida, ya que me hace difícil trabajar, en muchas ocasiones han bloqueado acceso a mis pocas recursos financieros, y he perdido la esperanza de poder sobrevivir esta situación, que parece estar sin solución, ya que a traves de la CIA y la Agencia Nacional de Seguridad, la administración de Obama insisten que nunca me van a dejar en paz por el secreto que tengo sobre el banquero.

Han dicho que van a matar a mi querida hija y hacer que parezca hecho por la mafia mexicana.

Muchos mexicanos en la zona Cuauhtémoc, Col. Juárez, Condesa del DF y otros ya tienen conocimiento de esta situación, y temo por las vidas de mis seres queridos, Nancy y Anik, que han sido amenazados constantemente.Espero que esta carta de protesta se pueda publicar, o partes, porque es de vital importancia para los valores de los Estados Unidos, los Derechos Humanos, y la dignidad humana y legalidad que esta información se conozca.

Amenazas de difamarme

Quiero destacar que también estas agencias han amenazado difamarme de formas que incluyen plantear drogas en mi casa, decir que soy un loco, gay o que he tomado drogas como cocaína para explicar esta acción de protesta. Han dicho que van a inventar cargos penales contra mí, tales como conspiración.

También han dicho tomar acciones contra mi sitios de internet, ConexionEjecutiva y Mexidiom, un directorio de negocios y una agencia de traducción, respectivamente, incluyendo robo y haqueo del código de Conexión Ejecutiva y poniendo sitio de directorio parecido a un nuevo producto en desarrollo y bloquear trafico a mi sitio, ya que la CIA y NSA y otras agencias desconocidas haquean mis cuentas de internet, bancarias y otras.

Me han dicho que me van a matar por escribir esta carta, o a miembros de mi familia, y me van a “estrangular” de forma financiera, arruinando mis negocios.

Me han dicho que me van a acusar de delitos que no he cometido, como asesinato o violación usando ADN colectado de mi casa, y otros, y que han hecho carta falsificada en mi mano amenazando el presidente de los Estados Unidos o una carta diciendo que el presidente no tiene nada que ver con esta situación.

Me han dicho que estoy en lista de terror de los Estados Unidos, mi compañía está en esta lista, o que van a poner mi esposa tambien inocente, Nancy, en lista de terror además de mi mamá. Aunque no tenemos nada que ver con terrorismo, ni mucho menos, somos una familia normal y pacífica.

Intenté Suicidio público

Es por todo lo mencionado arriba que tomé una acción drástica de un intento de suicidio como una legítima protesta contra la administración Obama y sus acciones contra mí y mi familia.

En protesta, tome un cutter y corte varias veces mi cuello, e iba en el camino a la muerte. Anexo fotos, 1 mes después de los hechos.

A pesar de que mi intención era suicidio público, corte mi propia garganta pero fui rescatado y estuve hospitalizado por un mes. Ese intento de suicidio fue el 12 de Enero frente al periódico la Nación en San José, Costa Rica.

Es ahora que me he recuperado que escribo a ustedes, los líderes de la sociedad, el Congreso mexicano y reporteros, para que estén enterados de esta situación de la violación de su soberanía por los estados unidos (cabe destacar que he tenido Visa FM2 y estaba legalmente en el país, como es mi derecho como papa de hija mexicana.

Sin más por el momento, es con la más grande tristeza y desesperación que escribo esta carta, para mostrar que no puedo aguantar más esta situación y que no veo salida, ya que la administración de Obama promete atormentar por el resto de lo que dicen va a ser mi “corta vida”.

Si me pasa algo como resultado, a mi familia les deseo lo mejor y les amo por siempre, y sé que mi consciencia está limpia y que soy inocente, que les estaré esperando siempre y que fue mi deseo siempre estar con ellos, y espero que se investigue ampliamente esta situación.
