GREETINGS FROM THE FIS PRESIDENT

Dear Skifriends,

On behalf of the International Ski Federation, it is my pleasure to welcome you to the FIS Nordic World Ski Championships 2021 in Oberstdorf (GER).

The FIS Nordic World Ski Championships return to Oberstdorf for the third time after memorable championships were held in 1987 and 2005. With the annual opening event of the Four Hills Tournament and the Tour de Ski, Oberstdorf is an experienced organiser of Nordic highlights and can also draw upon many years of experience in hosting other World Cup, Continental Cup and Summer Grand Prix events in all three Nordic disciplines.

In February 2021, the world will turn its eyes to Oberstdorf for two weeks full of world class competi-tions and great festival events.

Oberstdorf has worked tirelessly in the last years since being awarded these World Championships to renovate and upgrade their facilities and to make a smooth rundown and best working condi-tions for athletes and teams, media, sponsors and partners a top priority.

I am sure that the entire FIS Family, all athletes, teams and media, sponsors and spectators will en-joy excellent conditions and great hospitality. I wish all the participants the best of luck and already look forward to the spectacular events to come.

GREETINGS FROM THE ORGANISING COMMITTEE

Dear Skifriends,

Many of us have still saved the pictures in their minds: The snow-cover-ed Allgäu mountains. The exuberant atmosphere. The exciting sprints on the home stretch. The emotional medal ceremonies in the Nordic Park. The many friendly volunteers in their blue snowsuits. The tears of joy in the outrun of the jumping hills, the gripping overtaking processes at the Burgstall. Over 350,000 ski fans from all over the world. Peaceful, happy, exuberant. A ski festival. A winterstory. A dream.

No doubt: The FIS Nordic World Championships 2005 in Oberstdorf have fascinated the people. Not only on site in the stadiums but also at home in front of the TV-screens.

„World Champions in the Allgäu region“ – the motto of the WSC 2005 – applied to all of us. First and foremost of course for the winning athletes and coaches. But also for those who have not reached the top of the podium. For the fans, the volunteers, the organisers, the sponsors, the associations.

We were all able to feel like “World champions in the Allgäu region”. We all did our part to ensure that there was one big, brilliant winner in the end: The Nordic ski sport!

In the upcoming February - this is our big common goal - the FIS Nordic World Ski Championships 2021 will be the new edition of this much-quoted winter fairytale. Even if the general conditions are currently not exactly easy due to the restrictions caused by the Covid 19 pandemic. But we are op-timistic that we can face the current crisis together.

Oberstdorf is ready. With its modern sports facilities, with the proven infrastructure and with the enthusiasm of the many volunteers and the entire Allgäu region.

ACCOMMODATION

The National Ski Association (NSA) teams/athletes will be accommodated in hotels of a very good standard in and around Oberstdorf, within a 35 km driving radius from the venues.

The Official Incoming Office and the LOC have a good relationship with the hotels and can assure accommodation especially adjusted to the needs of the athletes and teams. The hotels are adap-ted to the needs of athletes, especially with regards to the selection of food and meal times at the hotel. Three meals (breakfast, lunch and dinner) per day will be served at the hotel (in case nothing else is agreed). The Official Incoming Office will manage the booking of accommodation on a first come first served basics.

As soon as the Official Incoming Office (Official WSC Reservation Office) has received the requests for accommodation via the FIS online entry system, a detailed offer will be sent to the NSA.

Please note that the LOC is not responsible for accommodation and transportation costs in case of arrangements made independently. The LOC will cover the costs for accommodation for qualified athletes according the rules and the applicable quota (art. 17.7).

The Official Incoming Office is happy to organise the stay for all athletes/officials before and after the official Championships period (23rd Feb. – 7th March). Please request an individual offer.

Deadline for Preliminary Entry

By 30th October 2020 the number of the double and single rooms required and arrival/departure dates must be communicated using the FIS online entry system. Please note that the LOC can not guarantee rooms or prices after this date. As soon as the LOC has received the preliminary entry the NSA will receive the details and feedback about the designated hotel.

Payment

An invoice for the deposit of 50 % of the cost of the total number of rooms and nights will be sent to each NSA for payment no later than 15th November 2020. An invoice of the remaining 50 % will be sent for payment no later than 15th January 2021. If payment is not received before the due date, the LOC reserves the right to cancel the reservation. After the event reimbursement of the expenses will be prepared according to the rules for free accommodation for qualified competitors and will be paid as soon as possible but not later than 1st April 2021.

Cancellation conditions

Cancellation must be made via the FIS online entry system. Cancellation may be done without charge, in case of:

• Cancellation of up to 100 % of the original reservation is received before 30th October 2020. • Cancellation of up to 50 % of the original reservation is received before 15th November 2020. • Cancellation of up to 20 % of the original reservation is received before 02nd February 2021.

Booking details received by 15th January 2021 will be considered as final and will be the basics for calculating the total payment, cancellation fees and charges for no-shows. In case of no-shows there will be no refund (100 % of the reserved reservation has to be paid). If a cancellation is received later than the above mentioned dates, the NSA has to pay 100 % of the reservation.

TRANSPORTATION

Transportation from the official airports in Munich and Zurich will be provided free of charge to teams. The free service includes one trip per team per discipline in each direction.

The LOC is happy to assist teams with additional transportation arrangements from/to other air-ports like Memmingen, Friedrichshafen and Stuttgart. Please note that these arrangements from/ to these airports will be invoiced.

The LOC will calculate the price for an additional shuttle according to the requirements of the teams (depending on team size and route).

Please let us know how many bags and ski bags (SJ and CC ski bags) your team brings in order to organise an appropriate vehicle.

If you are planning to arrive with your own vehicle and do not need transportation service from the LOC, please make a note on the FIS online entry form.

Final transportation needs must be submitted not later than 2nd February 2021 in the FIS online entry system. Changes for booked transportation service should also be done using the FIS online entry system.

Attention: Changes required at short notice must be reported to the transportation manager direc-tly at the transportation office or by phone. Please be aware that all booked transportations will be invoiced, even if the teams do not take advantage of it.

PRELIMINARY ENTRY FOR TEAMS AND SRS INDUSTRY

To submit the preliminary entry for the FIS Nordic World Ski Championships 2021 in Oberstdorf for NSA and SRS Industry, please use the FIS online system where you will complete your preliminary entry, including accommodation and transportation requests.

The system is open from 1st August 2020. The deadline for the preliminary entry including all informa-tion about accommodation, wax cabins and wax trucks is 30th October 2020.

Final entry for teamsAccording to art. 13.3.1 of the World Championships rules the entry of the registered competitors with a valid FIS licence by name, with the preliminary number of participants in each single event must be made online not later than 2nd Feburary 2021. The final team selection must be done online not later than 24 hours after the last FIS World Cup (art. 13.3.3)

AssistanceThe teams that compete at the World Cups may use their existing login details for the FIS online registration system. If your NSA does not have a login yet, please contact Josephine Aschhoff at [email protected] to apply one.

Please note that Mrs. Aschoff is only responsible to give you the login and not for the registration itself.

SRS IndustryMember companies of SRS need to register via the FIS online system. In cooperation with SRS – Riccardo Zanoni – the LOC will confirm wax cabins as well as parking spots.

WAx CABINS AND WAx TRUCKS FOR TEAMS AND SRS INDUSTRY

WAx TRUCKS

Teams that wish to bring their own wax truck need to register their needs with the preliminary entry by 30th October 2020. All wax trucks are located at the service area in the stadiums. We hereby in-form you that teams arriving with wax trucks are not entitled to a wax cabin.

Short-term frequency assignment

Every frequency used in Germany needs a frequency assignment pursuant to the German Tele-communications Act (Telekommunikationsgesetz - TKG). Where no general frequency assignment has been issued, the Bundesnetzagentur will make individual assignments. If frequencies are to be used for a short term only, eg for motor races, sports events, concerts and trade fairs, assignments are issued in a simplified procedure as short-term frequency assignments. These are issued for a maximum period of 30 days.

PRELIMINARY ENTRY FOR TEAMS AND SRS INDUSTRYTo submit the preliminary entry for the FIS Nordic World Ski Championships 2021 in Oberstdorf for NSA and SRS Industry, please use exclusively our accreditation system „Ski-Network“, because only through this system accreditations for World Ski Championships can be applied for. This procedure is mandatory and is the prerequisite for accrediting the entire team. Mandatory information for each team member is their first and last name, a current photo on which the face is visible uncover-ed, date of birth and their function. The system is open as of today.

Final Entry for Teams

According to the FIS World Ski Championships Rules, the provisional team selection must be made online not later than 2nd February 2021, 21 days before the beginning of the World Ski Champions-hips (Rule 13.3.1). The final team selection must be done online not later than 24 hours after the last FIS World Cup (Rule 13.3.3).

During the registration process it is important that you select the option “NSA Team / SRS”. Members of the SRS must also go through this process to be accredited for the World Ski Championships.

PRIZE MONEY

The LOC herewith informs all teams that medal winners must provide a copy of the ID, the bank details as well as the signed prize money form. This procedure will be placed in the green room right before the medal ceremonies. Therefore we kindly ask the winners to bring the needed documents to the ceremony.

According to the jurisprudence of the European Court of Justice and the German Federal Fiscal Court as well as in the opinion of the German financial administration (application of sales tax decree 1.1 paragraph 24), placement dependent prize money from the organizer does not constitute a fee for participation in a competition and is therefore not subject to sales tax.

As a result, the prize money to be paid out does not include sales tax. The athletes do not have to subject the prize money to sales tax and, in this respect, have no obligation to declare to the tax authorities.

Please note also that in Germany there is the foreigners tax of 15,825% for people who not live in Germany. This tax will be discounted from the prize money. Every athlete will obtain a receipt about the prize money.

8. Eligibility and Citizenship of the CompetitorsTo be eligible for entry in FIS World Championships the competitor must be citizen of the nation of which National Ski Association he has a licence and prove this with a valid passport (ICR 203).

8.1 Age GroupsThe age groups eligible for entry are defined in the respective disciplineInternational Competition Rules (ICR). The FIS competition year is July 1st-June 30th of the following year. In order to compete, a competitor must have reached his birthday before the end of the calendar year (January 1st- December 31st) in question. The right to compete starts at the beginning of the competition year (July 1st) even if the competitor has not yet reached his birthday at that time.

9. Number of Participants and Officials

9.1 The maximum number of participants from each nation and the qualification levels shall be:

9.1.1 Nordic events - Cross-Country, Ski Jumping, Nordic Combined

9.1.1.1 Cross-Country12 men, 12 ladies, plus the competitors according to art. 9.3.To be eligible for entry in FIS World Championships the Cross-Country competitors must haveless than 700 FIS points in the last FIS points list (distance or sprint) published before the deadline for the preliminary entry.

Athletes who have reached at least one result better than or equal to 90 FIS points distance for the men and 120 FIS points distance for the women during the last 365 days, will be allowed to start in the distance competitions (Interval Start, Skiathlon and Mass Start).

A qualification competition will be scheduled for the athletes who did not reach these requirements.The athletes who have reached the above requirements are not allowed to start in the qualification race. The top 10 ranked competitors will be allowed to start in the Interval Start competitions as partof their nation‘s quota. The top 10 ranked competitors will be allowed to start in the Skiathlon and Mass Start competitionsAs part of their nation’s quota under the condition that they have less than 180 FIS Distance points for the Women and 140 FIS Distance points for the men in the current FIS Distance point list.

9.3 The reigning FIS World Champion/s has/have the right to participate at the next FIS World Cham-pionships in the event/s they won, in addition to the team quota, under the condition they are en-tered by the same National Association (this is valid only for the individual competitions and not for the team competitions). If however the World Champion/s is/are also entered for other events, he/she must be included within the overall team quota.

9.4 The maximum number of team officials, medical and technical personnel per national team shall be:

13.2 Preliminary team entry for each nation The entry is made using the FIS online entry system stating the preliminary total number of the nati-onal team competitors, also giving details of the number of officials and the approximate number of competitors in each of the following groups of events. The due date is three months before the FIS World Championships takes place:

13.2.1 Nordic Events: Cross-Country Men, Cross-Country Women, Ski Jumping Men, Ski Jumping Wo-men, Nordic Combined Men, Nordic Combined Women

13.3 Team Selection

13.3.1 Provisional Team Selection 21 days before the beginning of the competitions or the Opening Ceremony. Entry of the registered competitors with a valid FIS licence by name, with the preliminary number of participants in each single event defined in art. 13.2.

13.3.3 Final Team Selection The final team selection by name and event with numbers according to art. 9 are to be made at latest 24 hours after the final World Cup event preceding the respective FIS World Championships.

13.4 Time-limit for definite entries Definite entries per event, stating names and group classification of competitors according to the International Competition Rules. For these definite entries the entry forms are to be used, which are established by the LOC.

14. Anti-Doping and Medical Rules

14.1 If any question or protest arises as to the gender of the athlete, FIS shall assume responsibility for taking the necessary steps to determine the gender of the athlete (ICR art. 221.4).

14.2 Anti-Doping control of all events is compulsory.

14.4 The FIS Anti-Doping Rules compiled in accordance with the World Anti-Doping Code define all by-laws concerning anti-doping controls.

17.5 Accommodation and Meals

17.5.1 At FIS World Championships in the Alpine and Nordic disciplines the maximum price per person (non-qualified athletes, team officials, President and Secretary General according to the quotas in 9.4.1, 9.4.2 and 9.4.4) for accommodation and three meals including non-alcoholic drinks with each meal may not exceed CHF 120 for the championships per day.

17.5.2 For extra team officials and special guests, according to the quotas defined in art. 9.4.7 and 9.4.8, that are officially entered and whose accommodation has been reserved through the LOC, the maximum price for accommodation with half board shall not exceed the maximum price at the same period the previous year in the same accommodation (plus/minus inflation), but in any case not exceed CHF 200.
