INTRODUCTIONAre you ready to jump into the MSF world? Are you a strong leader with both the technical as well as the managerial skills to lead MSF Operational Centre Amsterdam’s Resources Departments? Finance, Logistics and ICT will report to you, covering

operations in approximately 25 countries – some of the most difficult on earth – with 11,000 staff, an overall budget in the multi-hundred million euro mark and numerous locations in cities as well as in remote and insecure environments.

ABOUT MSF OPERATIONAL CENTRE AMSTERDAM (OCA)Médecins Sans Frontières (MSF) is an independent, medical humanitarian, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. Above all, we aim to save lives and to offer medical humanitarian care to victims of conflict and epidemics. Our staff in the field projects consists mainly of locally recruited staff, but we express international humanitarian solidarity working side by side as national and internationally recruited staff, giving direct medical humanitarian support to people in need.

In the past 40 years, MSF has gained a strong position as an independent, medical

humanitarian organisation working worldwide.

MSF coordinates operations through collaborations between global MSF offices. ‘MSF Operational Centre Amsterdam’ (MSF-OCA) is a partnership between ‘Artsen zonder Grenzen Nederland’ (MSF-Holland), MSF-UK and MSF-Germany. MSF-OCA operates medical humanitarian interventions in about 25 countries with about 80 projects. Annually, MSF-OCA deploys approximately 800 international staff and employs 10,000 national staff.

OBJECTIVE(S) OF THE POSITION

PLACE IN THE ORGANISATION

• To provide leadership and overall steering of OCA departments ICT, Logistics, Finance and PMO, promoting interaction, cooperation and exchange between these departments and others in all OCA sections;

• To provide leadership to, and steering of, strategic OCA projects, as well as inter-sectional projects within the MSF international network;

• To develop and drive the vision and strategy for an agile, cost-effective,

accountable and support delivering organisation, aligned with the humanitarian health ambitions, and executes this after approval by the OCA MT/ OCA MT Chair;

• To carry the delegated executive responsibility for the overall financial management of MSF-Holland (legal entity for OCA) and being the direct link to the Chair of the OCA Council Audit Committee;

• To respect and promote the MSF-OCA core values and derived behaviours.

• Reports to the Chair of the OCA Management Team (OCA MT);• Is a member of the OCA MT and MSF-Holland MT;• Line manages the Amsterdam based Heads of the Departments (HoDs) of ICT,

Logistics, Finance and Programme Management Office (PMO), guides their development and carries out the HR-policy regarding their performance, absence,

mobility, etc.;• Indirectly manages approx. 100 staff of the ICT, Logistics, Finance and PMO

departments (who are currently mainly based in Amsterdam, but but also across OCA partner sections in Germany UK, Ireland and India)

MAIN CHARACTERISTICS• As a member of the OCA and MSF-Holland Management Team (MT), proactively

participates in the development of vision and strategy as necessary; • Ensures continuous development of business process design and management

systems in line with the organisational strategy, in particular, in the areas of Logistics, ICT, Finance and project management and manages the associated organisational change;

• Supports and steers strategic OCA internal and MSF international projects and ensures effective collaboration and coordination between OCA (support) departments for the effective implementation and completion of these projects;

• Ensures Reporting & Analytics from the departments to the Director of Resources (DirRes) and from the DirRes to the OCA Chair/OCA MT and steers actively on continuous learning, improvement and accountability;

• Engages proactively with relevant departments in all OCA/MSF sections to maximise cooperation, interaction and coherence to ensure maximum benefit to our humanitarian health operations and the organisation; signals significant deviations or non-alignment on agreed OCA strategies, projects etc. to the OCA MT, proposing action as necessary;

• Ensures effective representation and proactive engagement of resource

considerations in major operational and organisational decisions and manages the consequences;

• Guides the development of the OCA Logistics, ICT, Finance and PMO departments as part of the Planning & Control Cycle, and delegates execution after approval of the OCA MT; monitors progress and budgets and reports to the OCA MT Chair;

• Ensures integrity, coherence and consistency in business process design and executiom across the OCA and is responsible for maintaining effective internal controls and executes risk management and control procedures on a day-to-day basis, as agreed with controller;

• Learns from, and shares with, other relevant organisations to ensure OCA is up to date with standard organisational practices;

• Influences, through the Head of Departments, the MSF priority setting (the different resources platforms);

• Is available outside working hours according to the ‘On-Call Protocol’. • Will participate in the platform for Resources Directors, once it is established, and

participate in the current platforms as and when required.

ensure consistency in governance and management control.• With the chair of the OCA Council Audit Committee. • With various actors across the Movement to align and negotiate on resource

strategies and commitments.

• In future possibly: On international steering committees and project boards in case of inter-departmental projects.

External• With the statutory auditors on internal control effectiveness, financial management

and strategic risks in view of the business organisation of OCA.• With suppliers of strategic (framework) contracts for negotiation and in line with

the internal governance regulations.• With peers from similar organisations to discuss best practices and induce relevant

external experiences into MSF.• With external organisations to ensure OCA adheres to standard organisational

practices.
