Editorial Page4 THE BOCA RATON "NEWS, Friday, October 4. 1957

Newspaper WeekThis is National Newspaper Week, and

if we tend to boast a little just now per-haps we may be indulged. For the news-paper, which regularly devotes itself tobring news and the interpretation of news toyour homes, has a message of its own.We believe that message worthy of some at-tention.

The American newspaper occupies aunique place in the world. Its freedom toprint is guaranteed by the Constitution. Ithas been considered from the beginnings ofthe Republic and from even before that—-an essential instrument in the lives of theAmerican people.

Us basic purpose has been and alwayswill be the same: To tell the happenings ofthe day. Here the function is of particularimportance in regards to the happenings ofgovernment, which is but an instrument ofthe people's will.

Its next and almost inseparable func-tion is to try to place the facts concerningthese happenings in perspective—to givethem meaning in the light of other events, past and present.

It has other important purposes — toseive as a medium for advertising, to en-tertain and amuse, to serve as a publicforum.

You may, and undoubtedly do, on ac-casion become discouraged with your news-paper or even become angry with it. Yet itis an indispensable item for intelligent liv-ing, and in more cases than is generally

realized it is the most constructive and mosteducational item in a family's existence.

Where newspapers are free from gov-ernment restriction, as they are in the Unit-ed States, you are free to select the readingmatter of your choice. You are privilegedto have a voice of protest. You are favore3by having news of importance about you, personally, collected, verified and present-ed in readable and understandable form de-livered to your home every day.

The modern newspaper is a swift andan accurate purveyor of important, factualdata and a medium of considered, moder-ate and enlightened opinion.

The newspapers of America set asidethis week, therefore, to call attention to theservices they perform. But more than thatthey set it aside to remind themselves andtheir readers of the obligation they owe theAmerican public.. It is their constant hope that the reading

public will continue to trust the integrity oftheir services. It is their constant. effort tomaintain the standards which have madethis nation, more than all others, a nationof newspaper readings.

National Newspaper Week, therefore,is not an occasion for self-praise by -news-papers nearly so much as it is an occasionfor self-appraisement. It is a time for news-papers over the land to rededicate them-selves to the trust placed in them by thevast intelligent, progressive and enlightenedAmerican public.

Fire Prevention WeekThis year Fire Prevention

6-12, will mark another milestone of orsa-nized fire prevention activities in this count-try.

The anniversary will emphasize thevalue of fire prevention work in the formof concentrated annual campaigns, town in-spections, engineering surveys of the fireprotection facilities of cities, extensive re-search by insurance companies, and th&many and varied contributions by publifiand private agencies outside the fire insur-ance business.

At the same time fire losses this year.may exceed a billion dollars for the firsttime in history. So far they are averagingabout $90 million a month.

This naturally poses a question: Do thefire prevention activities of the fire insur-ance business and the public really Helpprevent fires?

In answer, James C. Hullett, presidentof the National Board of Fire Underwriters, gives a resounding ^'yes".

He explains: About the time fire pre-vention activities began on a.basis that wasnot spasmodic, the estimated value of the

nation's reproducible tangible assets was$71 billion. That included residential andnon-residential structures, farm buildings, institutional and government buildings, andinventories*, including crops and livestock-—mostly structures and goods that were in-surable. Fire losses that year were $ 165million.
