Treasurer (Ridout):- December’s AIAAP_OC Financial report approved.- Annual IEEC Awards Dinner Banquet will be February 03, 2012. Need to contact Kimberley Castro to represent AIAA_OC and RSVP. Nominations for Project of the Year, Engineer of the Year and Young Engineer of the Year began in November, 2011 with a deadline of January 13, 2012. Nominations Nominations included those in civil engineering from Delta, Sea launch and Boeing C-17.

- Previous AIAA_OC members Anita Gale and Dick in Texas, are is accepting high school student submissions of Space Station or Habitat designs. The following Council members have agreed to review the submissions: John Rose, Roland Scott, Bob Koepke and Jann Koepke.

- The Orange County Science Fair in April, 2012, is need of volunteers. Jim Martin, Jann Koepke, and possibly Toby Holtz are available. Must email Toby. Passed: To authorize $800 for awards and $500 toward operating expenses to run the fair.This is budgeted under Pre-College (see #1699).

- Responsive Space Conference, May 2012, has traditionally used AIAA_OC volunteers.

Technical (Roman):- The invited keynote speakers for the ASAT Conference in May 2012 are John Langford, CEO of Aurora Flight Services Corporation, and William Harding, Director of Project Management at United Launch Alliance. The banquet speaker is not known as of yet; suggested was Robert Bigelow. New for this conference is to invite high school students to present science projects or science fair entries in the poster display area. Don Black, Chair of the IEEE_OC’s Gaming Committee, has organized an aerospace-related gaming event, the winners of which could be presented awards at the conference. ASAT registration is available either online through Constant Contact or direct

mail to Phil Ridout. Discussed was some problems associated with Constant Contact.

Honors and Awards (Davey):- The deadline for AIAA award nominations is February 01, 2012, to be

presented at the ASAT conference in May, 2012. Nomination Categories include leadership, engineering, student excellence and young professional.

- So far, there have been 12 member responses to upgrade to AIAA Associate Fellow membership.

- There’s a AIAA call to nominate those who have contributed to the aerospace industry . Forms are available on the AIAA_OC website. Elon Musk would be a likely candidate. He’s already received the prestigious George Lowell Award in space operations; so, there’s little incentive for him to seek this. Moreover, he’s not an AIAA member.

Programs (Roland):- There has been a lot of interest expressed for the upcoming Space X tour (180

people, 40% of OC section’s membership). The tour size is limited to 40 people. The tour is scheduled for Friday, January 27, 2012, 10am-12noon. The Space X contact person is Robert Gilbert.

Directors at Large (Rose):- Family Rocket Day is a STEM event to include a speaker, build n’ fly

demonstration (launch at an athletic field)and a barbeque. Usually a long day, the event lasts from 9am-6pm.

- AIAA_OC now has a movie license, contracted for AIAA use (vs. public) only. Consider a Movie Night with a concession stand to sell popcorn, pizza and soda, sometime in March. Consider NASA or Boeing movies (eg. October Sky or Fighter Pilot) which are not restricted. Check distributor availability. Possible venues include Boeing Building 28, Goldenwest College or a local independent movie theatre, agreeable for showings per educational use.

- The Rockets 101 program generally attracts about 40 youths and 30 adults. Perhaps, the next rockets 101 event can be scheduled for late February at the Park Amphitheatre. Could make a day out of it, with a barbeque and a movie to follow.

Membership (Welge):- Regional Area Conference (RAC) is scheduled for Saturday, January 28, 2012, Microscosm Corporation. Kimberley should RSVP. increased amount of aviation business leaving the area.- The dinner meeting last February, when Dave Thompson spoke on SR-71, had

a good turnout. Bob Welge further mentioned other dinner meetings: In July, “Business expansion and Innovation through the Deep Web”; and, “In September, Flight Testing the 787 and the 747-8”. Dinner meetings have generally not had great response. Alternatively in the future, presentation meetings followed with light snacks may fare better.

- Membership applications are in storage. Either Phil or Bob should retrieve and bring to the next meeting.

- Membership report for 2011, showed relatively stable counts of the 0rder 545-555 from the peak membership count of 604 in June 2004. Student membership peaked to 92 in October from normal monthly counts of about 60; the reason is unknown.

Young Professionals (vacant):- Rick Cheng resigned from the position. Consider Parish Patel to fill the vacancy.

Career and Workforce Development (Huang):- FYI: The financial forum “The New Economy for 2012” to include three

speakers (two lawyers and a CPA) discussing tax investments/ trusts could be a possible dinner talk for AIAA_OC members on January 30, 2012.

- Mark Bregman of Boyle Ogata Bregman’s Talent Management Programs and blogger of “The Headhunter’s Secret Guide to Seeking Jobs” has agreed to speak either February 28th, 29th, or March 7th or 08th. Check to finalize date along with Boeing Bldg. 28 availability.

Education (J. Koepke): - The Girl Scouts of Orange County are in the early stages of rocket building/ rocketry program. Rockets, A and B levels, require $300 police license and insurance waiver. The Girl Scouts facility is in Irvine CA, a possible venue to use. - The After-School Program at the Catholic High School is underway.

TARC and Student Launch Initiative (R. Koepke):- Regarding SLI, the team launched a 5” x 12’ long uav to an altitude of 450 feet that required little programming, last Saturday. The SLI team met about four times over the holidays to work on the Critical Design Review. The related website will be up soon. The next NASA payment of $1400 should arrive around February 06, 2012. In the meantime, there’s a need to purchase a video camera, fiber carbon material priced at about $300 each. The SLI Team requests an advance of $1400 to be paid back with the next NASA check. AIAA_OC has already budgeted $2500 pass-through for SLI. The request therefore is authorized.- The TARC teams have not received the 30 engines ordered. Hence, they did not go to launch.

Public Policy (Shweyk):- Region 6 Public Policy Colloquium is scheduled for February 11, 2012, at the

Flight Museum, LAX. Congressional Visit Day budget has been cut except for the National’s contribution of $500 to each Section. Congressman Rohrbacher representing California’s 46th district has always been receptive to personalized appointment meetings. Last year over 250 particpants from all

over the country convened and lobbied for a national AIAA public policy. PASSED: to authorize $1500 funding Kamal Shweyk’s CVD travel expenses.Bob Welge asked whether CVD is included in the AIAA_OC mission statement. John rose responded that CVD forges a local relationship with AIAA_OC.

AIAA_OC Meeting Minutes of March 13, 2012Here is a follow up for the meeting on Tuesday.  Ron was there and will likely be able to provide a lot more details with the minutes.

We did not have minutes on time to approve them - we will approve February's minutes in the April meeting.

The calendar was erased apparently with the last update of the website.  Enrique - I just added the April and May meetings to the calendar.  I'm wondering who can see my changes?

The budget passed.

Dino asked that we spread the word about ASAT.  He has received about 6 abstracts so far.

We may need another projector ASAT - I think we are assessing that situation still.

We passed the vote to provide $300 in matching funds to John Rose for CVD.

Dan Abir presented on both two topics: (1) AIAA "sponsored" technical training.  (2) The FEA master's degree.  Dan and Jerry are to make a proposal to the Section on how we might do the technical training.  There was a lot of discussion as to what are membership might want and how we could find that out.  We discussed surveys and presentations or interactive discussions at ASAT.

Lastly, there are several dates to keep in mind for advancement:

 AIAA_OC Meeting Minutes of May 14, 2012

ACTIONS:

1.        We have 4 projectors, 2 laptops.  Dino will be bringing his in for checkin ONLY.  Jeff Norton, Bob K., John Rose – do any of you have laptops you can bring that can be used during the sessions?  We need 5 laptops total (not including the one Dino is bringing for checkin).  Please help!2.       Enrique will export the final list for the folks in charge of checking people in – COB Friday3.       Things we need from the storage unit:  Tripods, Padfolios, Displays (there is the new large standing display), Toby –if you could please bring the smaller one from the Responsive Space Conference – we would appreciate it.  4.       Dino will get name tags and stickers so we can keep track of who paid for the conference and/or banquet. 5.       I am still working with PayPal to see if we can get a credit card scanner free of charge.

a.       This in case folks want to pay by credit card at the door – plan B is to use the computer and paypal on line since we will have wi-fi from the hotel.

AIAA_OC Meeting Minutes of June 5, 2012

Presentation : Nino Polizzi (Rocket Science Tutors).  Nino reviewed the program.  He noted the 4 schools that they are working with in Santa Ana and mentioned a new school

in the Northrop Grumman backyard.  FYI: He noted that to start a program at a new school costs about $6000.

Presentation : DBF Team (John Chen.  UC Irvine).  Review of last years program and spending.  It was a successful year - they won 2nd place.  They made many capital and material purchases which drove their costs north of $12K.  However, they did state that they thought that they would be back in the $8 to $9K expenditure level this coming year.

The Koepkes are reaching out to Quest Therapeutic for a summer camp for a rocket launch.  Nice reach out to children in need!They have a goal to lauch 5  TARC teams.Note that there is no SLI effort this year as they did not quality.

Also, jan mentioned that they are working with a grow called FAR (Rick Mascek (spelling?)).  FAR is sponsoring a content to build and launch a rocket to 50,000 feet. Dino felt that this would be a great section goal.

At that point, I suggested that we seriously consider and asked the council to consider what our mission as a Section should be.  I think we need a clear mission statement and have asked the Council to consider it.  I am going to try to talk to our regional leadership about this as well.  What we have been trying is not working at generating sufficient interest to grow membership.  We need to get people excited about AIAA.

Programs (Jim)Jim asked for additional money for programs.  I asked Jim to consider a kickoff meeting for the 50K rocket as a possibility.  Jan later added that perhaps we can have Mr. Mascek as a speaker (that was after the meeting Jim).  Jim is trying to target membership, perhaps on a more technical level, to generate more interest.  He plans on working with Jerry on this.

We also reviewed having a Kite Fly this summer.  Bob Welge has provided a contact at Jim's request so he can follow up.

Jim - I mentioned SpaceX to you.  I think Scott helped set this up earlier this year.  It would be a great tour.  By the way, if you are interested (would be a good program), here is the contact information for Roger Gilbertson who works in Marketing & Communcations - [email protected].

Public Policy (Kamal).  Kamal has been contacted by Dr. Andrew Benjamin from Congressman Rohrbacher's office regarding what public policy should be.  Kamal provided (via AIAA National) a statement of the AIAA's position.  (Kamal - can you provide that to me - I'd like to post it on the website).  We also touched on August is for Aerospace.

BUDGET DISCUSSION - Budget approved.

The budget discussion was lead by Phil.  A proposed budget was provided in the afternoon.Action Taken: Reintroduced CVD funding back into the budget.  Motion passed - 6 for, 2 against.STEM funding was maintained and in some cases increased.We also increased funding for programs.

Motion to accept the budget with discussed changes passed unanimously.

Phil, please distribute the new budget when you have finished it - Thanks for your efforts on this!

-Guest Presentation (Johnny Nguyen, ASME_OC Secretary):

In an effort to coordinate collaboration among the professional technical organizations and university students of Orange County, ASME_OC plans outreach activities. Joy Liu is in charge of the collaboration effort. Organizations may share their membership mailing lists to exchange program event information for increased participation. Events to promote include rotating social networking functions, aerospace company tours, lectures, et c. ASME’s contact system is through www.VerticalResponse.com. ASME_OC has a membership of about 700-800 members that includes Long Beach. About 12-15 appear dedicated on the council. The next ASME_OC meeting is scheduled for July 11, 2012, 6:30pm, at Costa Mesa Public Library, 1855 Park Avenue, Costa Mesa, CA. Note website, www.asmeoc.org .

Treasurer (Ridout):- June 2012 AIAA_OC Financial Report reviewed and approved.

AAIA_OC actual income totaled $4,421.00 which included income from Precollege programs ($3,356.00) and ASAT ($1,065). Total expenses amounted to $6,864.23 which included $5,403.39 from Precollege Programs and $420.00 from Constant Contact. Anticipate Doubletree Inn reimbursement of $130 customer service because of variable inconvenience to ASAT proceedings.

- Regarding Responsive Space 2013, profits should estimate$6,800-7,000, if necessary modifications to budget are implemented, including (1) Extend participation to an international audience (non-classified ITAR); and (2) Base participation to 2012 paid attendance of 280. There was about a $19,000 loss reported for Responsive Space 2012, for a total of 270 paid attendees. Actual attendance totaled 287. Online vote PASSED to support Responsive Space 2013, May 13-16, 2013.- AIAA_OC never received CAT 1 monies last year, according to the Financial

Director for AIAARegion 6. Should receive two CAT 1 checks this fiscal year, averaging about $4500.00.

Technical (Roman):- Discussed was a tentative date to schedule ASAT 2013. Consider May 04,

2013, since Mother’s Day weekend is May 11th and Memorial Day weekend begins May 27th.

Honors and Awards (Justin):- Gene Justin will check into the Distinguished Service Award, and the AIAA

Engineer Award for nominations that are due September 01, 2012. Need to check into membership upgrades.

- Gene Justin will contact Tiffany Webb, an interested ASAT attendee, to see if she is interested in the Young Professionals council position.

Programs (Martin):- Online vote PASSED to support Kite Fly for free. Kite Fly event is scheduled

for July 17, 2012, 5pm, at the state park beach located on Pacific Coast Highway and Warren Street, Huntington Beach CA. KiteConnection.com will provide kite banners at a cost of $195. Bob Welge will provide some AIAA info brochures to encourage AIAA membership. Dave Shenkman is scheduled to attend. Phil Ridout, Dino Roman, Bob Welge will not be there. Originally, the event would cost $2 for members, $5 for non-members. It was agreed to make the event free for all attendees. Will need volunteers to start setting up around 4:30pm. Jann Koepke has agreed to provide 4 tables and a jar for cost-sharing donations. Will need enough food for the first 35 attendees. Hart reported section’s website of 8 RSVPs and 24 guests to attend. Suggested is to email a flyer invitation to Nguyen so that he can share announcement of the event to ASME_OC membership.

- Suggested to sponsor a program event for a NASA’s Curiosity Mars Landing anticipated for 10:30pm, August 5th. "Seven Minutes of Terror" will video-feed the landing for the NASA-TV program scheduled for 9-11pm. Not sure if it live broadcast, or not. Martin suggests planning an event to include lecture by a JPL expert along with the video presentation on the landing. John Rose will check for a venue, possibly Building 28 or an alternative location. Council to consider a later date for the program, if necessary.

- Suggested to have a lecture presentation on August 18th, 6pm. John Garvey of Garvey Spacecraft Company would lecture on Rocket Launches, an area he devotes in training CSU Long Beach students in cooperation with CSULB’s Aerospace Engineering Department. Consider programming for third Tuesdays of the month.

- IEEE_OC has indicated interest to co-sponsor with AIAA_OC aerospace-related events. IEEE’s July 23rd dinner meeting will feature Jonathan Arenberg, chief engineer working on JWST at Northrop-Grumman, to lecture on James Webb Space Telescope. On August 27th, IEEE_OC will feature Don Black who will speak on Advanced Propulsion. IEEE_OC will at a later day feature a speaker to talk about Nano-launchers.

- Consider co-inviting relationship with IEEE_OC instead of a co-sponsoring relationship.

- A motion was later passed to thank Don Black, IEEE, for his interests in support AIAA efforts, and to let him know that Council is willing to distribute IEEE meeting notices to local AIAA that might be of interest to the AIAA local membership. Joint events will need to be pre-approved and will be considered on a case by case basis.

- Later it was noted that one member in an email to the AIAA local site was not happy with not making the Space X Tour final guest list. Space X is no longer allowing site tours, and dinner programs with Space X are out.

- Consider having a dinner meeting to feature John Garvey presenting a paper on Nanolaunchers, 18 September 2012 at 6 pm. Food will be free for members, $5 for others.

Membership (Welge):- June membership totaled 547 members to include 70 students and 9 drops. It

was suggested to have an ongoing membership drive with a lottery incentive or to just post membership flyers at workplaces.Young Professionals (vacant):

Career and Workforce Development (Huang):- Mark Bregman of Boyle Ogata Bregman’s Talent Management Programs and

blogger of “The Headhunter’s Secret Guide to Seeking Jobs” has agreed to speak some time in September.

Education (J. Koepke):- There’s been increased interest to help develop youth rocketry programs with other organizations: (1) Quest, a therapeutic camp for youth with autism and

ADH, would like to a program launching air rockets and bottle rockets for two days at the end of July; a therapist will be present.; (2). A Concordia

University professor needs help in organizing a rocket launch for a City of Hope Festival; and (3) A GATE school near riverside needs help in starting a rocketry programs for April-May 2013.- A 50,000 feet Challenge is planned for both high school and college rocketry groups to compete in launching rockets. Entry fee is $25. The event will include presenting different topics on rocket-building. Competition and Education event will be held near Tustin AFB.

TARC and Student Launch Initiative (R. Koepke):

Public Policy (Shweyk, absent):- Note: August is for Aerospace. August 07-08, 2012, throughout the state AIAA members will have access to their legislative representatives. Can arrange a meeting with Rep. Rohrbacher or any other Congressman to voice AIAA positions on aerospace policies. Jeff Norton and John Rose will oversee this activitiy.

Communications (Hart):- Needs to update and approve all meeting minutes for the Section’s website.

Will re-send 2012-13 Council Officer Roster. Needs Pay-Pal password. Won’t need Regional Area Council minutes.

The meeting adjourned at 9:00pm. The next meeting is scheduled for Tuesday, August 14th at 6pm. Ronald Freeman volunteered to bring dinner.
