Background

►GWRS currently has 70 mgd treatment capacity

►Initial Expansion under construction will provide additional 30 mgd, for a total of 100 mgd

►Environmental Impact Report evaluated ultimate facility producing up to 130 mgd

Flow Availability Issues for Final Expansion

► Availability of sufficient quantities of secondary treated wastewater from OCSD Need approx. 173 mgd of secondary treated wastewater to produce

130 mgd of GWRS purified water This amount is not available from OCSD Plant No. 1 OCSD Plant No.1 cannot produce 173 mgd even if more flow could

be diverted to it Additional flow required must come from OCSD Plant No. 2 and

those flows contain water from SARI Ability to bring flows from Plant No.2 to GWRS don’t currently exist SARI recycling prohibited in current GWRS permit

GWRS Final Expansion to 130 MGD Supplemental Feedwater Alternatives

►If SARI Line cannot be recycled must segregate SARI at OCSD Plant 1 or Plant 2, prevent

comingling with remaining recyclable wastewater

►If SARI Line could be recycled recycle OCSD Plant 2 flows, and/or bring SARI into OCSD Plant 1

► Panel meets annually to review GWRS operations & water quality ► Reviewed information on SARI dischargers & water quality in

August 2014 ► Preliminary Panel feedback

► OCSD Board Five Year Strategic Plan approved in November 2013 includes goal to recycle all Plant No. 2 water

► OCSD staff has prioritized the GWRS Final Expansion to help fulfill their board’s strategic plan

► OCSD Effluent Reuse Study SP-173 developed to help identify how to provide flows necessary for the GWRS Final Expansion

► SP-173 would identify projects and costs to get flows both with and without SARI water to GWRS

OCSD Effluent Reuse Study Award and Schedule

► OCSD request for proposals (RFP) issued January 2015 ► Three proposals received: CDM Smith/Brown and Caldwell, RMC/B&V

and MWH/Carollo ► Staff selection was for the CDM Smith/Brown and Caldwell team ► Study to begin in May 2015 and draft report available May 2016 ► OCWD staff will participate in project meetings and review project

deliverables ► OCSD has requested OCWD cost share in study (total negotiated study

cost is $2,008,510)

►Agendize for April 15 Board meeting: Set aside $1,004,255 from current operating reserves and authorize payment in the same amount to Orange County Sanitation District (OCSD) for the District’s 50% share of the Agreement to CDM Smith for the OCSD Effluent Reuse Study SP-173.
