The Orange County Transportation Authority (OCTA) isOrange County’s primary transportation agency. OCTA wasformed in 1991 through the consolidation of seven separatetransportation agencies. A 17-member Board of Directorsgoverns OCTA with the Caltrans District Director serving as the18th member in an ex-officio capacity.

Strategic PlanOCTA has created a five-year Strategic Plan which outlines current and future challenges and opportunities. The Strategic Plan also provides unity and clarity in implementing goals in keeping with OCTA’s Vision and Mission.

Our VisionTo create an integrated and balanced transportation system that supports the diverse travel needs and reflects the character of Orange County.
