VAC REPRESENTED AT DGIF ADVISORY GROUPMEETING

On October 9th, Bob Duncan, Executive Director of theDGIF, made a presentation to representatives of 29organizations who make use of one or more of the DGIF’smanaged physical facilities and make use of the DGIF’sinformational, regulatory or law enforcement services. VACMember John Wetlaufer, Sr. represented the VAC. Also inattendance were VAC members Robert Thomas whorepresented the Fly Fishers of Virginia and Gary Martel,DGIF Director of Fisheries, who participated in thepresentation. Most of the meeting was spent advising theattendees of changes in the structure and responsibilities ofthe management team of the DGIF and the introduction ofnew personnel such as Mark Koch, the new Chief OperatingOfficer. In a couple of weeks, John should have a writtensummary of the meeting available for the Leadership Teamand interested members. The consensus of the attendeeswas that the formation of the Director’s Advisory Groupwas a worthwhile undertaking and some real good can comefrom such a group. John will keep the VAC abreast of thework of the Advisory Group as it comes into a workingreality.

RULES COMMITTEE MET OCTOBER 20TH

Late each Angling Year the Angling Rules Committee meets toreview any suggested changes to the Angling Rules of the VAC.This year’s meeting was held on October 20th and the resultingchanges will be reviewed and approved by the Directors at theNovember BOD meeting. Once approved, any new changes willgo into effect on December 1, 2009 for the 2010 Angling Year.This year the ARC considered (1) entry of fish without any pointsand (2) if any fish caught in waters not available to all VACmembers and entered should be recognized as a legitimate entry.This year new VAC member Billy Nicar added his extensiveexperience and knowledge to the Rules Committee as its newestmember. The ARC is chaired by Stuart Lee and is rounded out bymembers Bill DuVal, Danny and Buddy Noland, Glenn Carter andScott Johnston.

CALL ISSUED FOR 2010 TOURNAMENT IDEAS

The VAC Leadership Team want to have the 2010 tournamentschedule filled with tournaments that will be challenging fun andwell attended. Tournament Chairman Parks Rountrey is roundingup ideas for next year’s tournaments and wants to hear from you. Please give Parks any tournament ideas which you have or haveheard others speak about. INTERAGENCY OCEANS POLICY TASK FORCEIS WORTH WATCHING

The White House created an Interagency Oceans Policy Task Forcein June and gave them only 90 days to develop a comprehensivefederal policy for all U.S. coastal, ocean and Great Lakes waters. The implications of this Task Force being the sole source of fishingmanagement and regulations in the US are scary. See moreinformation elsewhere in this issue of The Angler.

With the fall fish migration in full swing, literally hundreds of small Spotted Seatrout have been caught recently by club members. Near the end of September,

Larry Allen had a 4-8 on 4# spin for the largest Spec during thatmonth. In October, the majority of the fish were a lot smaller.

Kenny Dale has been catching Seatrout in the Piankatank Riveron fly, along with some Strippers and Puppy Drum. Matt Balazikand Bob Brown were fishing with Parks Rountrey at Rudy Inletand caught 62 Specs, none of which were over 12 inches long.Eddie Johnston and Fred Cousins fished the York River andreleased over 100 of the small Trout. Even though his number ofcatches weren’t as great, Vick Skakandy out shined them all witha 5-12 Spotted Seatrout on 4# spin, fishing a Gulp bait at PoquosonFlats.

Scott Johnston has been fly fishing in both fresh and saltwaterover the past month. From a private pond, Scott landed a 3-10Largemouth Bass on 8# fly using a clouser. I guess that is not toounusual though, Scott fishes his hand-tied clousers for every species! Several trips to the Piankatank River produced a “club record” 5-2 pound Red Drum for the 6# fly category worth 102 points.Scott’s 8 ounce Spot on 4# fly for 172 points will take the “specieslead” and also the “largest” for the year. Try catching a Spot ona fly, it’s not easy!

Rob Choi beat his last Sheepshead “species leader” with a 6-3pound on 6# general for 169 points. Rob was using a fiddler crabfor bait while fishing in Lynnhaven Inlet.

Near the end of September, Mike Ostrander was fishing the NewRiver and caught a Smallmouth that has topped his old “clubrecord” and strengthened the “species lead” as well. Mike wasusing a live bait on 6# line and landed a 5-1 pound SmallmouthBass for 231 points. Several weeks later, Mike caught a 7-2 poundLargemouth Bass at Taylor’s Pond on 6# spin for 285 points.Several nice entries!

Ryan Noland chartered Captain Mike Ostrander for someFlathead Catfish last week. Fishing the Pony Pasture, Ryan saidhe saw numerous huge flatheads swimming in the clear water underthe boat. Using live bait, Ryan had several entries with his bestbeing a 24-0 on 8# line for 246 points.

Back to the Spotted Seatrout, a member reported that some fishwith enlarged bellies were found dead on the flats in CurrituckSound several weeks ago. When their full stomachs were openedby marine scientists, Gulp baits were found that evidently couldnot be passed or digested by the fish. I am sure we will be hearingmore about this issue in the future. In the mean time, a goodpractice will be to dispose of the Gulp baits properly and not discardthem overboard.

BEWARE OF THE NEW INTERAGENCY OCEANS POLICY TASK FORCE

A recently published administration document outlines a structure that could result in closures ofsport fishing in salt and freshwater areas across America. The White House created an InteragencyOceans Policy Task Force in June and gave them only 90 days to develop a comprehensive federalpolicy for all U.S. coastal, ocean and Great Lakes waters. Under the guise of ‘protecting’ theseareas, the current second phase of the Task Force direction is to develop zoning which maypermanently close vast areas of fishing waters nationwide. This is to be completed by December9, 2009. For more information on this Task Force, check out the link: www.whitehouse.gov/oceans. We all have a stake in this Task Force’s work andneed to watch it carefully.

VIRGINIA BOATER SAFETY EDUCATION REQUIREMENT

The General Assembly has passed legislation mandating formal training for motor boat operators. This requirement will be phased in over the coming years. If you want to view the informationavailable at the moment, please see www.dgif.virginia.gov/boating for details of this program.There is plenty of time to get ready for the time you will need to have an operator’s document.

LEADERSHIP TEAM MEMBER NOMINATIONS NEEDED

Now is the time for us to start thinking about nominating candidates membership on the LeadershipTeam. Self nomination is encouraged as well as nomination of fellow members. Nominations forOfficers, Directors and Committee Chairmen are going to be needed in about one month. Exceptfor directorships (3 years), the term of an officer or a committee chairman is one year (Feb. thruJan). The Leadership Team meets on the second Tuesday of each month. The VAC does nothappen automatically but needs a committed Leadership Team to keep the programs moving alongsmoothly. Please support your club by volunteering your (or other’s) time to be part of theLeadership Team. Nominations may be given to President Vic Skakandy ([email protected])or to any Director.

VIEWING AND POSTING ON THE VAC WEBSITE www.virginiaanglersclub.org

There are two basic groups who can view and use various parts of the Virginia Anglers Clubwebsite….anyone who logs on (VAC members or non-members) and those people who areregistered. Anyone who logs on immediately sees the VAC home page. However, there arerestrictions in what parts of the home page non-registered viewers can see and use. Registeredviewers can view all parts of the home page as well as enter the “members only” sectionwhere some information such as the current VAC roster, basic weights, VAC records, etc.is available. To be registered, all a VAC member has to contact Webmaster Johnny Wetlaufer([email protected]) and request registration.

The intent of registration is to keep website information viewed and comment adding abilitylimited to club members where appropriate. For instance, having the current roster (in the“members only” section) available to all viewers could lead to misuse of phone number ande-mail and home address information that would result in a pile of spam in e-mail and unwantedjunk mail or other contact. The web master has the approval of the Board of Directors tomake sure requests for registration are valid in terms of membership in the VAC. Theregistration process is easy…just let Johnny know and you will be registered.

Now let’s look at some specifics about the “forums” section of the website. The “forums”section is where information is shared, both as information entered and as comments addedabout the information entered by others. The “forums” section of the home page has someparts that are viewable by all comers and has some parts that are viewable only by registeredmembers, who may also enter comments or information (e.g.: items for sale).

If you ever have a question about the website, please contact Johnny for help. All informationabout the Virginia Anglers Club is posted on the VAC website. Being registered and,therefore, having access to all of this information, will enhance your membership experiencein the Virginia Anglers Club.

NEW MEMBER KIT DETAILS

A New Member ”Kit” will be available to VAC members joining during the 2008 and 2009Angling Years. A three-binder will be developed that will contain hard copies of VAC By-Laws, Angling Rules and the like. Any future revisions to these documents will come withthe standard yearly update by electronic documents. A certificate will also be presented thatwill give each new member a one-time $10.00 credit toward the purchase of anything currentlyin inventory, on order for inventory or available as a special order item thru the Country Store. A copy of the complete binder will be given to VAC members joining December 1, 2007thru the present time. A certificate and VAC sticker will be given to new members joiningsince December 1, 2008. Storekeeper Eddy Johnston is working to find a source for silkscreening a design on the face of the binders as well as printing the insertions. New membersjoining within the dates noted will be notified when the “kit” is available.
